STRATEGI PENGELOLAAN PASAR IKAN MODERN DI PELABUHAN PERIKANAN SAMUDERA NIZAM ZACHMAN JAKARTA
Modern Fish Market (MFM) is the result of relocation from the Fish Marketing Center (FMC) located at the Nizam Zachman Ocean Fisheries Port in Jakarta (NZOFPJ). The relocation of the market has caused traders to protest against the manager. One of their actions is to go on a fish payment strike, which affects the stability MFM cash flow. Accordingly, the management needs to investigate the financial condition of MFM to determine future actions for the market sustainability. However, no study has been conducted regarding the financial condition of MFM. This study aims to determine the comparison of MFM and FMC revenue and strategies to improve the existing situation. A case study was conducted in the Nizam Zachman Fishing Port in Jakarta. Financial data of MFM and FMC including problems encountered by MFM were collected from the business division of Perum Perindo Jakarta, MFM management team and MFM traders. Revenue analysis, SWOT analysis as well as Quantitative Strategic Planning Matrix were perfomed in this study. The results showed that revenue generated by the MFM was IDR 1,474,085,972.00, which is lower than the FMC revenue (IDR 2,360,855,000.00). In order to improve MFM financial situation, nine strategies have been formulated and primarily it has been focused on the development of small and medium enterprises.

Implementation of Tuna Traceability in Ocean Fishing Port of Nizam Zachman Jakarta
Nizam Zachman Fishing Port (PPS Nizam Zachman) is one of fishing ports in Indonesia that implemented traceability and has export-destination to the United States and the European Union. However, previous study showed that documents recording and fish handling activities in the fishing port were poorly managed. Objectives of this study were to identify structure of supply chain, formulate obstacle factors of traceability, and recommend implementation actions of traceability. Data were collected through observation and interviews with longline tuna fishermen and tuna processing entrepreneurs. Subsequently, data were analyzed by applying descriptive and GAP analysis. The results showed that supply chain of tuna fisheries at PPS Nizam Zachman was started from fishermen, fish landing center, and ended at tuna processing industries. Regarding traceability implementation, 83% of activities at the Nizam Zachman fishing port met the standard. However, improvement was still required for documentation process at fishermen and processing phase, in addition to tuna handling procedures. Factors that impede traceability include e-logbooks filling, tuna handling at unloading process; 1) No regular checking on temperature at every 2 hours; 2) slow loading and unloading speed; 3) Fish are exposed to the floor during transportation process, no refrigerated vehicles were used during transportation process, and no electronics documentation. Some actions to overcome traceability implementation problems are: 1) evaluating and monitoring the fishermen activities; 2) doing periodic quality control in the field; 3) managing collaborations between the government and NGOs and tuna fisheries industry associations.Keywords: GAP analysis, supply chain, traceability, tuna export, tuna handlin
DINAMIKA MUSIM PENANGKAPAN IKAN CAKALANG DAN TONGKOL DI PERAIRAN PALABUHANRATU
The monthly fluctuation of fish catch is closely related to the presence of fish or the fishing season. Information about the fishing season is important to improve the efficiency and effectiveness of fishing carried out by fishermen. Skipjack and longtail tuna are important catches landed by fishermen in Palabuhanratu fishing port, with fishing grounds in the waters around Palabuhanratu. This study aims to describe the dynamics of the catch and the effort to catch skipjack tuna and longtail tuna that land their fish in the Palabuhanratu fishing port and determine the fishing season. The data used is the Palabuhanratu fishing port fisheries statistical data for the 2015-2019 period. Data analysis used catch per unit effort (CPUE) analysis and moving average method. The results showed that the CPUE value of skipjack tuna fluctuates tends to increase by 0,009 tons per trip in 2016 and reaches the highest in 2017 which is around 3,068 tons per trip. The CPUE value of longtail tuna tends to increase from 0,021 tons per trip in 2015 to 0,266 tons per trip in 2019. The skipjack tuna fishing season in Palabuhanratu Waters occurs in March, July to November, while the longtail tuna fishing season occurs from July to November.

ADAPTASI DAN INOVASI TEKNOLOGI PERAHU NELAYAN DAN ALAT TANGKAP TRADISIONAL DI TELUK TOMINI
The development of boat technology and traditional fishing gear, which is still predominantly used by fishing communities in Indonesia, appears to be running slowly. This study aims to determine the adaptations and technological innovations that have been applied in fishing communities for the development of capture fisheries technology in Tomini Gulf. Data and information about fishing boats and fishing gear in the form of types, functions, sizes, structures, pictures, raw materials, and changes in shape, changes in function, as well as adaptations and technological innovations that occur are obtained by field surveys conducted in fishing villages. Other data were obtained through in-depth interviews with fishermen and community leaders using interview grid instruments. Adaptations and innovations that occur in fishing boats include the use of bodi hull types on ketinting (long-tail outboard engine) boats and the use of fiberglass and PVC (Polyvinyl chloride) pipe as substitutes for wood and bamboo as raw materials for hull and outrigger buoys. The lampu suntik (waterproof lamp of LED sircuit in a used syringe plastic tube) is an innovation made on the totabito squid fishing gear. Adaptation and innovation in fisheries technology occurs part-by-part (partial) and requires proving success to gain wide acceptance.

The Compliance level of fishing actors and their problems in The Coastal Fishing Port Sadeng to regulations
The Coastal Fishing Port Sadeng is located in Girisubo District, Gunung Kidul Regency, Yogyakarta. The Coastal Fishing Port Sadeng plays a role to support the development of marine fisheries in the Special Region of Yogyakarta Province. The initial information obtained was that at The Coastal Fishing Port Sadeng, fishing actors did not comply with licensing documents. The purpose of this study was to determine the problem and assess the level of compliance of fishing’s actors in The Coastal Fishing Port Sadeng, which has fishing vessels with a size of more than 5 GT, to the applicable regulations in the marine and fisheries sector. The method used in this research is a case study on the compliance of fishing vessels at The Coastal Fishing Port Sadeng. The data analysis used is descriptive analysis. The results of the study stated that the level of compliance of fishing vessels in Coastal Fishing Port Sadeng to the ownership of SIUP licensing documents was 97.14% (very good), SIPI 51.43% (very poor), SLO 48.57% (very poor), and SPB 31.43 % (very less). Licensing documents that are not owned or have expired and the incompatibility of documents with the physical ship are problems that cause the level of compliance of fishing business actors at Coastal Fishing Port Sadeng to be considered very low.

Evaluasi Pemanfaatan dan Kepuasan Fasilitas Rantai Dingin dan SPDN di PPP Bacan Kabupaten Hlmahera Selatan
Based on information from fishermen and fish entrepreneurs, about 95.5% of the catch landed in the Bacan fishing port is stored in the air blast freezer (ABF) which is targeted for regional and exportsmarkets, while the remaining 4.5% is sold locally. The actual condition shows that the ABF has limited capacity. Furthermore, the need for ice blocks and diesel fuel (BBM) cannot be full filed as the ice factory and fuel station (SPDN) inside the port was not able to meet the current demand. As a result, fishermen have to buy from outside fishing port .In order to improve the port service, development program supported by scientific investigation on existing port performance is required. Therefore, this study aims to analyze the level of utilization and satisfaction of users of cold chain facilities and SPDN in PPP Bacan. The research was conducted at PPP Bacan, South Halmahera Regency, North Maluku Province, from August to September. Data were collected within 2 weeks, from 5 to 19 September 2020. The results showed that the utilization rate of ice factory facilities, ABF, and SPDN had exceeded the optimal limit, while the cold stroge was not optimal. All stakeholders (skippers, fishermen, and fish buyers) expressed their dissatisfaction with the service of the ice factory facilities, ABF, and SPDN, while the cold storage facilities were very satisfied.

Pengelolaan Perikanan Cakalang yang Didaratkan di Pelabuhan Perikanan Nusantara (PPN) Prigi, Trenggalek: Aplikasi Feedback Harvest Control Rule : Fishery management of Skip jack tuna landed in Prigi Fishing Port, Trenggalek: Feedback Harvest Control Rule Application
Cakalang (Katsuwonus pelamis) is one of the leading export commodities landed at the Prigi Fishing Port (PPN Prigi). Skipjack tuna fisheries management conducted the conventional single-species Schaefer model which is often applied although it is not technically suitable for multispecies fishery. The application of feedback harvest control rule (HCR) is an alternative harvest strategy that has been successfully implemented and validated for multispecies fishery. This study estimated allowable biological catch by applying two harvest strategies, HCR feedback and Schaefer surplus production model using catch-effort data of skipjack tuna landed at PPN Prigi in the period 2010 - 2019. Model Schaefer pointed out that catches have exceeded the maximum sustainable yield () even employed low the fishing effort which was under the fishing mortality consistent with achieving MSY (). The application of feedback HCR that has been previously validated can be an alternative of harvest strategy for use in fisheries where only mixed species data is available.

Jaring Kekop (Gillnet) Fishery and Its Sustainability Level in Ranau Lake, South Sumatera
Fishing activity to catch hampala (Hampala macrolepidota) using gillnet in the Ranau Lake has been quite intensive. However, there is a type of net developed by fishers to catch hampala in the same waters, namely “jaring kekop.” The existence of this net will increase the intensity of fishing in Ranau Lake which is already high, thus affecting the availability of stocks. The purpose of this research is to describe technical and biological characteristic of kekop net and to analyze the sustainability of kekop net fishery to catch hampala in Ranau Lake, South Sumatera. Data was collected by field survey method through direct interviews with fishers, observation and measurement of fishing unit, and participated in the fishing operation trips. The result showed that the jaring kekop used by fishers in Ranau Lake can be classified into the set gillnet with slightly different operation method from the common set gillnet. The SPR (spawning potential ratio) analysis of hampal fish obtained a value of 72% or > 40%, which means that the average fish caught is gonad ripe or fit to catch (SL50 > Lm). The sustainability values of the jaring kekop fishery were 51.4 for technical aspect, 6.5 for biological aspect, and 65.2 for social-economic aspect. From these sustainability values, it can be seen that the jaring kekop fishery in Lake Ranau is sustainable enough.

KINERJA OPERASIONAL PELABUHAN PERIKANAN DI PERAIRAN TELUK SEMANGKA KABUPATEN TANGGAMUS LAMPUNG
The Semangka Bay in Tanggamus Regency of Lampung Province is a potential area for capture fisheries activities. The fishing port as the primary basis for the capture fisheries sector can increase regional economic growth. The fishing ports in Tanggamus Regency have physical and non-physical problems, so efforts to develop fishing ports are needed. The preparation of these efforts required information about the operational conditions of fishing ports. This study aims to describe the operational conditions of the fishing port in the Tanggamus Regency. The research method is descriptive with two stages. The first assessment of the operational performance of fishing ports. Second, gap assessment of fishing ports. The result showed that the average value of fishing ports operational performance is 26%, and the average gap value is 74%. The operational condition of the fishing ports in the Tanggamus Regency is classified as inferior. Fishing port facilities are the criteria with the lowest performance and the highest gap. Improvements to the fishing ports in Tanggamus Regency are needed through procurement and repair of fishing port facilities by local governments
Pengembangan Kawasan Konservasi Untuk Mendukung Pengelolaan Perikanan yang Berkelanjutan di Indonesia
Pemerintah Indonesia telah menargetkan 32,5 juta hektar kawasan konservasi atau 10% dari luas perairan Indonesia pada tahun 2030 yang merupakan kontribusi untuk komitmen global Sustainable Development Goal dan Convention on Biological Diversity. Pada awal pembentukan, kawasan konservasi tersebut lebih ditujukan kepada perlindungan biodiversitas, namun seiring dengan waktu dirasa perlu untuk kawasan konservasi dapat mendukung keberlanjutan sumber daya ikan sesuai dengan amanat Undang-Undang Perikanan. Riset ini dilakukan untuk mengkaji luasan dan sebaran kawasan konservasi di Indonesia, serta mengkaji target konservasi, berkenaan dengan fungsinya dalam mendukung pengelolaan perikanan. Hasil penelitian menunjukkan pemerintah Indonesia sudah mengalokasikan 28,08 Juta hektar atau 377 kawasan konservasi, dengan luas 12,9 juta hektar atau sebanyak 64 kawasan konservasi telah ditetapkan oleh menteri. Perlu ada prioritas utama untuk mengembangan kawasan konservasi di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPPNRI) 571 dan 718, dan prioritas berikutnya di WPPNRI 572, 712, 716, dan 717. Selain itu perlu dikembangan indikator dan alat ukur di masing-masing kawasan konservasi terkait ikan ekonomis penting yang merupakan salah satu target konservasi utama dari kawasan konservasi yang ada di Indonesia
