ANALYSIS OF DETERMINANTS AFFECTING INCOME OF ARTISANAL FISHERMEN IN TEGAL CITY
The fisheries sector, especially capture fisheries, is the leading sector in Tegal City. Fisheries activities in Tegal City are concentrated in the Tegalsari Coastal Fishery Port (PPP) where the majority of the perpetrators are small fishermen. Traditional fishermen who are artisanal fishermen generally live below the poverty line. Based on data from the Department of Maritime Affairs and Fisheries of Tegal City in 2014, almost 12,589 people worked as fishermen, consisting of 630 people as skippers or ship owners and 11,959 as fishermen workers or crew members (ABK). The low income of traditional fishermen is a long-standing problem, but it has not been resolved until now. The purpose of this study was to analyze the factors that affect the income of small fishermen in Tegal City. The types of data used in this study are primary and secondary data. Primary data was obtained by distributing questionnaires to respondents, while secondary data was obtained by studying literature relevant to the research. Respondents in this study were determined through purposive sampling as many as 140 respondents. Data analysis in this study used multiple linear regression analysis with the help of SPSS 22 software. The results showed that of the 4 independent variables studied (age, education, number of family dependents, and total expenditure) it was found that 2 factors significantly influenced the income level of small fishermen in Indonesia. SEBARAN DAERAH PENANGKAPAN IKAN PADA PERIKANAN SKALA KECIL DI KABUPATEN PANGANDARAN, JAWA BARAT: Fishing Ground Distribution of Artisanal Fisheries in Pangandaran Regency of West Java
Capture fisheries in Pangandaran Regency, West Java are dominated by small-scale fishers. As many as 98% of fishing vessels in Pangandaran are under 5 GT. The small fishing vessels restrict Pangandaran fishers from operating further outside the Pangandaran Bay. As a result, the fishing pressure around the bay increases. This study aims to analyze the fishing grounds distribution of Pangandaran fishers. The selection of fishing locations was carried out using the participatory mapping method by asking fishers to show the fishing location on the map provided. A total of 163 respondents from 4 different fish landing bases were interviewed to obtain data on fishing positions and dominant caught fish. The results showed that the fishing grounds of Pangandaran Regency fishers are divided into Pangandaran Bay (east coast) and Parigi Bay (west coast) with the highest concentration of fishing grounds in the western part of both bays. Fishers choose this location because it is safer from waves and blocks the target fish that migrate from west to east. There were 25 species of fish caught by Pangandaran fishers, but only 13 species were dominant with Trichiurus savala and Pampus argenteus being at the top. The results of this study are expected to be the basis information for determining policies to develop the fishing capacity of coastal fisheries in Pangandaran to offshore, hence it can reduce fishing pressure in the coastal waters.

STRATEGI PENINGKATAN EFEKTIVITAS OPERASIONAL SENTRA KELAUTAN DAN PERIKANAN TERPADU NATUNA: Strategies for Increasing the Operational Effectiveness of the Natuna Integrated Marine and Fisheries Center
The Natuna Integrated Maritime and Fisheries Center (IMFC) was established to integrate fish landing, processing, and marketing activities. However, until 2019, the operation of IMFC had not been optimized, hence the objectives of its establishment had not been achieved. This study aims to assess the operational effectiveness of IMFC Natuna and develop strategies for its improvement. The research was carried out by identifying port facilities and capacities that have been built and assessing their operational performance. The strategy for increasing IMFC Natuna\u27s operational activities was prepared using a SWOT analysis. The results show that the facilities at IMFC Natuna have been built completely and are currently in good, clean, and well-maintained condition. IMFC operational performance results from negative gap analysis on fish unloading parameters, namely fish production indicators and ship visits; the parameter of preparation of supplies on ice provision indicator; and marketing parameters on the indicator of the number of fish marketed. The service satisfaction assessment obtained an unsatisfactory rating on the provision of integrated cold storage facilities, provision and marketing services, as well as facilities for fish auctions. Strategies for increasing the operational activities of IMFC Natuna include empowering and improving fishers\u27 skills, making regulations so that trading activities and business activities are centered in IMFC Natuna, inviting investors to develop fisheries investment, and bringing in fishing fleets from outside Natuna.

KOMPOSISI JENIS DAN LAJU TANGKAP PUKAT DASAR (ARAD) DI PERAIRAN CIREBON
Pemanfaatan sumberdaya udang di perairan Cirebon masih menggunakan pukat dasar (arad) sebagai alat penangkap, walaupun sebagian dengan trammelnet. Namun penangkapan dengan pukat dasar dianggap lebih dominan menangkap sumberdaya ikan dibandingkan udang sebagai hasil tangkapan utama. Kajian dilakukan selama Januari sampai dengan Nopember 2021 dengan mendata produksi dan jenis tangkapan pukat dasar nelayan pukat dasar di Kecamatan Suraneggala, Kabupaten Cirebon. Hasil kajian menunjukkan bahwa pukat dasar menggunakan kapal kayu dengan bobot < 5 GT dan one day fishing serta termasuk pada klasifikasi pukat hela dasar berpapan. Hasil tangkapan 80,83% adalah ikan campur, sedangkan udang < 5% dari total produksi. Produksi hasil tangkapan berkisar antara 4.000 – 16. 700 kg dengan jumlah effort sebesar 20 – 140 tip dan laju tangkap rata-rata 199,4 kg/ trip. Berdasarkan hasil kajian perlu dilakukan upaya pengelolaan dalam operasional penangkapan dengan alat ini untuk efektivitas produksi
KAREKTERISTIK PERIKANAN MINI PURSE SEINE PELAGIS KECIL DI REMBANG, JAWA TENGAH
Penurunan produksi perikanan purse seine di Laut Jawa memberikan peluang diciptakannya alat tangkap purse seine dengan spesifikasi yang lebih kecil. Alat tangkap tersebut disebut Mini Purse Seine (MPS) dengan hasil tangkapan dominan adalah ikan layang benggol. Ketersediaan informasi terbaru karakteristik MPS perlu dilakukan. Penelitian dilakukan di sentra perikanan MPS Rembang yaitu TPI Tasik Agung dan TPI Sarang pada tahun 2019-2021. Kapal MPS terbuat dari kayu dengan bobot kapal antara <30 GT. Jaring MPS terbuat dari nilon memiliki panjang ±225-300 m. Komposisi hasil tangkapan >70% merupakan ikan pelagis kecil dengan jenis ikan layang benggol yang dominan tertangkap. Laju tangkap mengalami penurunan dari 6,3 ton/trip di tahun 2019, menurun menjadi 5,44 ton/trip di tahun 2021. Musim penangkapan terjadi pada bulan Juli-Oktober, daerah penangkapan di Utara Indramayu hingga Matasiri,Kalimantan Selatan Ukuran rata-rata tertangkap ikan layang benggol 14,07 cmFL. Mengacu pada penurunan nilai cpue, maka perlu kehati-hatian dalam meningkatkan upaya penangkapan ikan layang benggol dengan mini purse seine
KONDISI STOK IKAN KARANG DI KAWASAN KONSERVASI PERAIRAN TWP GITA NADA, PROVINSI NUSA TENGGARA BARAT: Stock Condition of Coral Fish in Marine Protected Area at TWP Gita Nada, West Nusa Tenggara Province
TWP Gita Nada is one of the water conservation areas in NTB Province whose reef fish resources are used by fishers around the area, especially in zones that are permitted for fishing activities. However, there are indications that the use of the area by fishers causes a decrease in the abundance and biomass of reef fish in TWP Gita Nada. Therefore, it is necessary to research the condition of reef fish stocks in TWP Gita Nada to know for certain about the availability of reef fish resources in the area. This study collected data at 11 fish landing sites around TWP Gita Nada from March 2017 to December 2021. Data were collected using a sampling technique on 35% of the total fish landing activity in TWP Gita Nada. Data consisted of fishing units, fishing operations, fishing areas, catches, fish species, and fish length. Data analysis in this study used a length-based stock assessment approach to identify the condition of reef fish stocks and their utilization status. The results indicated that 271 species of reef fish landed in the TWP Gita Nada waters conservation area were identified from 31 family groups dominated by fish of the species Lutjanus gibbus, Lethrinus ornatus, Acanthurus mata, Naso thynnoides, and Lethrinus rubrioperculatus. Among those four dominant reef fish species, Lutjanus gibbus is in fully exploited utilization status with an SPR value of 0.26 or 26%. Meanwhile, the other three types of reef fish are under-exploited with SPR values above 0.3 or 30%.

EVALUASI PENGELOLAAN PERIKANAN CUMI-CUMI SKALA KECIL DENGAN PENDEKATAN EKOSISTEM DI PERAIRAN MEDAN, SUMATERA UTARA
The Medan Sea waters are part of the Indonesian Fisheries Management Area (WPPRI 571) and serve as a fishing ground for squid (Uroteuthis spp.) for small-scale fishers based in Belawan, Medan. Information on the condition of the squid fishery in this area is limited, so a scientific study is needed to determine the status of the fishery as a basis for determining the right management approach. This study aims to assess the current condition of the squid fishery in Belawan using the six domains of indicators in the Ecosystem Approach to Fisheries Management (EAFM): fish resources, habitat, and ecosystem, fishing techniques, economic, social, and institutional. Data were collected through various techniques including direct sampling of squid, in-depth interviews, questionnaires, and secondary data collection. The results showed that the highest value was owned by the fishing technique domain at 280 (good category) and the lowest domain fish resource domain with 168 as a poor category. The low score was due to a decrease in catches and a change in the fishing location. Meanwhile, the aggregate calculation results show that all domains of the Belawan-Medan EAFM are 195 (medium category). This means that some tactical decisions are needed in squid fisheries management in this region.

ANALISIS TINGKAT KESESUAIAN DAN KESENJANGAN PENERAPAN TRACEABILITY PERIKANAN TUNA SIRIP KUNING DI SIBOLGA
The need for fishery products that are healthy, safe, legal, sustainable, and democratic from time to time continues to increase. This makes the export destination country require a certificate issued by an institution. One of the standards used by such countries is the MSC ecolabel. MSC ecolabel is an endorsement of a product that meets the criteria of environmental sustainability procedures and hasbeen well managed. Ecolabel identifies fisheries governance properly based on established criteria, relating to the utilization of fishery resources and marine ecosystems. Therefore, it is necessary to conduct an assessment related to the application of MSC ecolabels in the Sibolga tuna processing industry. The purpose of this study is to analyze the level of gap (gap analysis) and the suitability of the application of the MSC ecolabel and examine various inhibiting factors. This research was conducted using survey methods and Focus Group Discussion (FGD) with industry and Sibolga Archipelago Fishing Port. The analysis used was qualitative descriptive analysis, gap analysis, and conformity level analysis. The results showed that the level of conformity in the MSC CoC of 5 (five) criteria, only 1 criterion was in accordance with the standard, while the other four had not, with the level of conformity being 63.75%, 83.25%, 66.75, and 57.25%. The results of the assessment of the inhibiting factors were obtained from fishermen, processing industries, and government support.

ANALISIS KEBUTUHAN INFORMASI BAGI PENYUSUNAN RENCANA RESOLUSI KONFLIK DI TAMAN WISATA PERAIRAN (TWP) PULAU PIEH: Analysis of Information Needs for The Preparation of Conflict Resolution Plans in Pieh Island Aquatic Tourism Park (TWP)
The difference in fishing gear between traditional and modern fishermen triggers conflicts; for the sustainability of the Pieh Island Marine Tourism Park (TWP) area, efforts are needed to prepare an efficient conflict resolution plan by considering relevant data and information. The study aims to identify conflicts in the Pieh Island TWP area, identify data and information needs to develop conflict resolution, analyze the availability of management data in the Pieh Island TWP, and provide recommendations for data and information collection. The research was conducted in the form of field observations and structured interviews through several questions that have been systematically prepared, as well as focus group discussions (FGDs) with the managers of the Work Unit (Satker) who are directly responsible to the Pekanbaru National Marine Protected Area Workshop (LKKPN Pekanbaru) as the Technical Implementation Unit of the TWP National Marine Protected Area Pieh Island. The results of the study are qualitative and quantitative data through descriptive and comparative methods in the form of identification of the type/nature of conflict in TWP, data and information needed in the preparation of conflict resolution, data and information that is already available and that must be collected, the ability of managers to support technically but financially need additional funds, and appropriate conflict resolution as well as some descriptions of recommendations for collecting data and information in TWP.

MENENTUKAN SWIMMING LAYER DAN DISTRIBUSI IKAN PELAGIS DI LAUT FLORES BAGIAN BARAT DENGAN DETEKSI AKUSTIK
The purpose of this study determined the swimming layer and distribution of pelagic fish in the waters west of the Flores Sea through acoustic detection. Experimental fishing is a method used with two data analyses: 1) analysis of acoustic data at sampling stations with stationery techniques; and 2) analysis of acoustic data along transects between stations. The detection results at stationery 1 showed a very low abundance of pelagic fish, distributed at layer 4 (150-200 m) at night and suspected to be a large pelagic type of tuna with a small amount. The detection results on stationery 2 and stationery 3 are relatively the same, showing a relatively higher abundance compared to stationery 1. Detection results for transects between stations 1-2, 2-3, 3-4, and 4-5 starting from Dewakang waters to east of Takarawataya waters did not detect schooling fish but only single fish. On transects between stations 5-6 very low abundance, the highest mean abundance of 0.5 fish/1000 m3 was detected at layer 4 (150-200 m). On transects between stations 6-7 the abundance was not too high, the highest mean abundance was detected at layer 3 of 10.8 fish/1000 m3. The transect between stations 7-8 is the highest abundance of all transects, the highest abundance average value detected at layer 3 is 20.3 fish/1000 m3. On transects between stations 8-9 the abundance was not too high, schooling tended to be present in all layers, and the highest mean abundance was detected at layer 4 of 1.3 fish/1000 m3. The results of the study concluded that the abundance of pelagic fish in the western Flores Sea is distributed in layers 3 and 4 (100-200 m).
