KINERJA SUPPLY CHAIN MANAGEMENT GLASS EEL (BENIH SIDAT) UNTUK MENUNJANG INDUSTRI PEMBESARAN SIDAT DI PALABUHANRATU
The utilization of glass eel (eel seeds) in the Cimandiri River Palabuhanratu has a very important role to support the supply chain for the eel culture industry. The purpose of this study was to estimate the amount of glass eel catch, describe the glass eel eel supply chain system, and measure the performance of the supply chain in eel culture. The research method uses quantitative methods through direct observation and interviews, as well as case studies of supply chain actors. The results showed that the highest catch of glass eel in 2019 was in June at an average of 14,859 grams (14.9 kg). The highest catch of glass eel occurred in the dry season (June - August), with a total catch of 21,884 grams (21.8 kg). The glass eel supply chain mechanism consists of supply chain flow pattern on the product flow, a good and transparent flow of information on each link, and the distribution of two payment systems, namely cash and credit payments. The supply chain performance in the eel culture industry obtained a performance value of 82.63 which indicates that the achievement of the company\u27s supply chain performance is in the good category, and improvements need to be made especially on the deliver process performance indicators with a value of 2.70.

STRATEGI PERCEPATAN FUNGSIONALISASI SENTRA KELAUTAN PERIKANAN TERPADU NATUNA
Pemerintah Indonesia telah mengeluarkan Inpres No.7/2016 yang ditujukan untuk percepatan pembangunan sektor perikanan. Natuna merupakan salah satu lokasi yang ditetapkan sebagai Sentra Kelautan Perikanan Terpadu (SKPT). Tujuan penelitian adalah menyusun strategi bagi percepatan fungsionalisasi SKPT Natuna. Kajian diawali melalui analisis situasi terhadap keberadaaan SKPT Natuna untuk dapat mengidentifikasi peluang dan tantangan, dilanjutkan dengan memberikan rekomendasi langkah-langkah strategis bagi percepatan fungsionalisasi SKPT Natuna. Hasil penelitian dapat diidentifikasi peluang dan permasalahan untuk percepatan fungsionalisi SKPT Natuna, yaitu potensi sumberdaya ikan pelagis dan demersal memiliki peluang besar untuk dimanfaatkan dan adanya peluang ekspor produk segar untuk ikan demersal. Permasalahan yang dihadapi diantaranya yaitu, usaha penangkapan ikan merupakan usaha skala kecil dengan pengetahuan dan keterampilan nelayan rendah, tempat pendaratan ikan tersebar di beberapa lokasi, terbatasnya ketersediaan es untuk melaut, usaha pengolahan ikan masih skala rumah tangga dan terbatas pada olahan tradisional, terbatasnya kapasitas tenaga kerja, mahalnya biaya pengemasan, dan terbatasnya aksesibilitas untuk pemasaran. Langkah-langkah strategis yang dapat dilakukan yaitu optimalisasi pemanfaatan sumberdaya ikan pelagis dan demersal melalui peningkatan keterampilan nelayan, peningkatan armada penangkapan yang dikendalikan dengan perizinan dan pendataan, serta perlunya perencanaan secara terintegrasi pengembangan industri penangkapan, pengolahan dan pemasaran.

STATUS PEMANFAATAN PERIKANAN KEPITING MERAH (Scylla olivacea) DI PERAIRAN MIMIKA DAN SEKITARNYA, PAPUA
Red mud crab (Scylla olivacea) is an economic commodity that is traded into foreign countries such as China, Malaysia, and Singapore so that fishing activities are carried out intensively. Therefore, we need scientific information about the status of red mud crab fishery stock. Information about the natural mortality, fishing mortality, and the exploitation level of crabs can be used as the basis for crab fisheries management. The study was conducted for 2 (two) years, February to October 2017, and March to December 2018 using the survey method. The results showed that 36% of the crabs were caught below the 120 mm size as regulated in Regulation of the Minister of Marine Affairs and Fisheries No. 12 Year 2020. The carapace width of the first capture (CWc) is smaller than the size of the carapace width of the first gonad maturity (CWm). This shows that the crab has been captured before the first gonad maturity (CWc < CWm). The growth rate (K) is 0.65 per year with fishing mortality (F) higher than natural mortality (M). Exploitation level (E) 0.70 which indicates that the status fisheries of red mud crab in Mimika have been overexploited. Efforts need to be done by the Regional Government in collaboration with local community leaders in providing counseling and information about the size of red mud crabs that can be caught and reduce efforts to use crabs by as much as 40% of what is currently done.

KINERJA PELABUHAN PERIKANAN NUSANTARA KEJAWANAN CIREBON JAWA BARAT
The purpose of this study is to analyze operational activities and determinants of Kejawanan Nusantara Fishing Port (NFP) performance. This research was conducted from October 2019 to March 2020 at the Kejawanan NFP. Data analysis was performed using two methods; the first is a descriptive method which is to analyze the operational activities of Kejawanan NFP and the assessment of Kejawanan NFP Performance based on guidelines issued by General Director of Capture Fisheries Number 20/KEP-DJPT/ 2015; the second is the Structural Equation Model (SEM) method, which is to define the determinants of Kejawanan NFP performance. The results of this study indicate that the operational activities of Kejawanan NFP continue to increase. Ship visits during 2019 increased by 438 times. The production value of landed fish in 2019 was Rp 147,301,194,670. Compared to 2018, production volume in 2019 decreased as many as 16.63% with the amount of 711.9 tonnes. On the other hand, production value from 2018 to 2019 also decreased by Rp 26,408,892,685. Performance assessment on 27 criterias based on guidelines issued by General Director of Capture Fisheries in 2015 showed that performance of Kejawanan NFP ranged between 70.25 and 86.5. During period of study from October 2019 to March 2020 the port showed well performances, with the best one was shown in November 2019. Based on SEM test results, internal variables have the most influence on Kejawanan NFP performance.

PERBANDINGAN FAKTOR TEKNIS DESAIN KAPAL BANTUAN DENGAN KAPAL LOKAL ≤ 5GT DI KABUPATEN CILACAP JAWA TENGAH
Fiberglass aid vessels KM. Nelayan 2018 with a size of ≤5 gross tonnage not all can be directly used by local fishermen. Cilacap Regency received 7 aid vessel and it had to renovate. The renovation related to technical design factors, while it is still not yet be reviewed. This study aims to identify and compare differences in technical design factors between the aid vessel and the local vessel. Identification method by direct observation, including measurements of the main dimensions, shape of the hull and bow, general arrangement and working area. The identification data is compared to get the differences. Observation results show that the aid vessel have a ratio of L/D and L/B between local vessel values they are 8,96 from 7,72-9,20 and 13,33 from 12,92-14,11, but have the smallest value at B/D which is 1,49 from 1,51-1,71. The Hulls shape have same type, they are "u-bottom". The shape of the bow and the stern also have the same shape, they are raked bow and transom stern, but height of aid vessel bows is 1,9 m, it is higher than the average of local vessels which only 1,34 m. The height of the engine mount at the stern is also too high at 56 cm, while the average on the local vessel is 53 cm. The general arrangement and working area almost same. The vessel feature, safety and security factors of fishermen need to be improved in aid vessel.

STABILITAS, HAMBATAN DAN OLAH GERAK KAPAL IKAN MULTI PURPOSE NET/LINE HAULER 20 GT BERDASARKAN KAJIAN UKURAN DAN BENTUK KASKO KAPAL
Fishing boats are used in capturing or collecting aquatic resources. As a means of production, the boat should meet various conditions of seaworthiness i.e. good stability, good seakeeping ability and minimum resistance. Those criteria can be identified when the boat size and the hull form are designed. This study investigates the effect of the boat dimension and the hull form on the stability, resistance and seekeeping ability. Various sizes and hull shapes of a 20 GT fishing boat were simulated, and their performances were compared to the IMO standard. The results suggest that the minimum breadth (B) - draft (d) ratio which meets the stability criterion is 2.50, while the ratio of the center of gravity distance from the keel (KG) and the depth (D) of the boat is 0.65. Furthermore, for the boat with a higher B and D ratio, its resistance is relatively smaller. In terms of seakeeping ability, particularly roll and pitch motions, U type bottom performed better than the Akatsuki bottom.

META ANALISIS PENGARUH TEKANAN PENANGKAPAN TERHADAP UKURAN RAJUNGAN (Portunus pelagicus) DI TELUK BANTEN
Blue swimming crab (Portunus pelagicus) is an important economical fishery commodity for fishermen in Banten Bay that are caught using gill nets and collapsible traps. The increasing of fishing pressure has highly potential to reduce the quality of the catch as exposed in previous studies. However, the comprehensive, and time series analysis of the previous research results have not been conducted. The purpose of this study is to analyze the variations of blue swimming crab caught in Banten Bay through a combination of meta-analysis techniques, fishing trials and field obser-vations to determine the effect of fishing activities on swimming crab sizes, and evaluate the status of swimming crab fisheries in Banten Bay. Standard mean difference from 10 different studies was used as a meta-analysis parameter. The results of the meta-analysis showed that fishing activities were conducted from 2004 to 2018 had a significant effect on the decreasing of the swimming crab size. The average of swimming crab carapace width caught in 2019 approximately 121.66 mm. The proportion of legal swimming crabs in 2014, 2015 and 2019 was more than 80%, so that the status of swimming crab fisheries in Banten Bay is still environmentally friendly.Keywords: carapace width, meta analysis, fisheries, Portunus pelagicus, blue swimming cra
KARAKTERISTIK TALI AGEL BERKITOSAN SEBAGAI BAHAN ALAT PENANGKAPAN IKAN
Agel ropes have lower mechanical properties (breaking strength and elongation) than synthetic fiber ropes. Chitosan coating is expected to improve the mechanical properties of agel ropes. The aims of this study are to investigate the effect of immersion in chitosan on the physical and mechanical properties of agel ropes, and to examine the breaking strength and elongation of coated agel ropes after being soaked in both freshwater and seawater. This experimental study was conducted at the Laboratory of Fishing Gear Technology, Department of Fisheries Resources Utilization IPB University, and Laboratory of Forest Product Engineering, Department of Forest Products IPB University. The experiment involved 3 mm in diameter of two agel ropes incorporating control rope and agel rope soaked in 1% chitosan for 24 hours. The control rope was light brown, stiff, and rough, while the treated rope was darker, less stiff, and smoother. The breaking strength of control and treated rope was significantly different (P<0.05), which in respect constitute 15.06 kgf and 24.54 kgf. The elongation of both ropes were also significantly different (P<0.05), making 10,56% for control and 18,04% for treated rope. Breaking strength of the agel rope decreased by 50% after being immersed for 28 days.

Redesigning of 4 (Four) Blades Propeller Installed in a Wooden Fishing Boat in a Ship Yard in Tegal, Central Java Province
For design of marine propeller, the energy supply from marine engine to the propeller should be converted to thrust force with minimum losses. Furthermore, the unwanted vibration and cavitation due to the overlooking a detail calculation of the propeller should be prohibited for increasing the fuel efficiency and life-span of the propeller. In the last few decades, most of small and medium sized enterprises (SMEs) focusing their work on ship component industry in Central Java Province Indonesia provide the marine propeller to the ship manufacturer and ship repairmen in some shipyards in northern part of Central Java port. The design of the propeller is never been observed and optimized. The aim of the present work is to redesign the installed propeller on a wooden fishing boat with the new optimized design using B-Series propeller theory approach. The reverse engineering method uses three-dimensional scanner to obtain the geometrical data of the installed ship propeller. The new optimized propeller design is obtained from free software calculation based on the boat and engine specification. The comparison shows that the new optimized propeller design has a wider blade and larger pitch and increases 20% of the open water efficiency of the propeller performance at lower engine rotation.

FAKTOR YANG MEMPENGARUHI KOMPETENSI NELAYAN DI TELUK BANTEN: MENGGUNAKAN PARTIAL LEAST SQUARE-STRUCTURAL EQUATION MODELLING (PLS-SEM)
ABSTRACTThe majority of fishermen in the area of Banten Bayare traditional and small fishermen. In order to face the competition of the free trade market era, this research tries to assess the condition of self-capacity from the aspect of knowledge, skills and attitude of the fisherman in accordance with the criteria of Indonesian National Work Competence Standards (SKKNI). With the analysis approach of relationship structure model using Partial Least Square-Structural Equation Model (PLS-SEM), it is examined the aspect that significantly affect the competence of traditional fishermen. Result of structural model analysis used, the skill is the aspect thathas real effect to the competence of the fisherman compared the aspect of knowledge and the self-attitude. This indicates if traditional fishermen are more formed from direct work experience, than the formal and informal education aspects. Konflik antara nelayan tradisional dengan pengguna alat tangkap yang dilarang sering terjadi. Bantuan alat tangkap, kapal, modal sering tidak termanfaatkan dengan optimal. Berdasarkan Standar Kompetensi Kerja Nasional Indonesia (SKKNI), ada tiga faktor utama untuk kompetensi tenaga kerja yaitu pengetahuan, keterampilan, dan sikap diri. Penelitian ini ditujukan untuk mengkaji struktur hubungan ketiga faktor tersebut yang berpengaruh nyata terhadap kompetensi nelayan tradisional dan kecil di Teluk Banten dengan menggunakan analisa Partial Least Square - Structural Equation Model (PLS-SEM). Keterampilan merupakan faktor berpengaruh nyata terhadap kompetensi dibandingkan pengetahuan dan sikap diri nelayan. Sementara aspek pengetahuan sangat berpengaruh terhadap keterampilan dan sikap diri. Secara umum standar kompetensi nelayan tradisional yang meliputi keterampilan, pengetahuan, dan sikap diri di Teluk Banten masih rendah.Kata kunci: sikap, kompetensi, pengetahuan, PLS-SEM, keterampila
