Implementation of the Child-Friendly City Policy in Bengkulu: An Analysis of Child-Friendly Play Spaces Provision: Implementasi Kebijakan Kota Layak Anak di Bengkulu: Analisis Penyediaan Ruang Bermain Ramah Anak
Child-Friendly Play Spaces (CFPS) are critical indicators of Child-Friendly City (CFC) implementation, yet significant gaps persist between policy and practice. This study will address the progress gap in the CFSP in Bengkulu City based on George C. Edward III's understanding of policy implementation. The researcher investigates the issue qualitatively, conducting in-depth interviews, direct observation of CFPS in 13 locations, and document analysis using a qualitative approach. An examination of the technical standards of the CFPS and the Ministry of Women's Empowerment and Child Protection indicates that none of the CFPS are compliant. This study faces four obstacles: a lack of inter-agency relationships, with only two or three meetings throughout the year; a lack of human and financial support; a lack of appropriate and positive disposition from implementers who focus on achieving administrative objectives rather than substantive targets; and a weak bureaucratic structure due to the absence of Standard Operating Procedures. This study adds to the literature on policy implementation by describing the phenomenon of decoupling by detailing the recognition of the administrative side of implementation (six consecutive Pratama awards) and the lack of quality on the substantive side of implementation. The study recommends institutional transformation, capacity building, adequate budget allocation, and systematic cross-sectoral coordination to genuinely fulfill children's rights to safe and appropriate play spaces
The Discourse on the Role of NGOs in Indonesia’s Public Policy Process
This study aims to analyze the discourse surrounding the role of Non-Governmental Organizations (NGOs) in the public policy process in Indonesia. After the collapse of the New Order regime, the role of NGOs has become increasingly prominent in various stages of the policy process, from advocacy, formulation, implementation, to policy monitoring. However, the dominant discourse in Indonesia tends to reduce the political role of NGOs to only two main domains: community development and empowerment and humanitarian assistance. Using a post-structuralist approach and reflective document analysis, this study identifies distinctive characteristics in the discourse on the role of NGOs in Indonesia. Although the role of NGOs in the public policy process is very significant, their political dimensions are often not widely recognized, both by the general public and public policy academics in Indonesia. This condition actually opens up opportunities for NGOs to maneuver more flexibly in institutional and social spaces, influencing policy decisions while maintaining an image of neutrality in the wider political real
Implementation of the Independent College KIP Policy at Tanjungpura University: Implementasi Kebijakan KIP Kuliah Merdeka di Universitas Tanjungpura
This research aims to determine the implementation and benefits of the Smart Indonesia Card (KIP) Kuliah Merdeka program policy. The model used in this research is the Success model from Ripley and Franklin, namely (1) level of compliance, (2) continuity of implementation, and (3) performance and impact. The method used in this research is descriptive qualitative with interviews and statistical data analysis with key informants from the Academic and Student Affairs Bureau. The results of the study show that the implementation of the Independent College Smart Indonesia Card (KIP) program has been going well since the program was first proposed to potential recipients of education assistance. Utilizing this program is considered very useful, especially in the field of education. Especially for people who are still unable to meet their needs. The Academic and Student Affairs Bureau has also carried out the process and provided transparent assistance. This shows a commitment to supporting the implementation of the KIP Kuliah Merdeka program
Transformation of Population Administration Services in Sidoarjo Regency: Transformasi Pelayanan Administrasi Kependudukan di Kabupaten Sidoarjo
Quality public services are one of the benchmarks for the success of government implementation. One of the public services which is a basic service for the community is population administration services. To ensure the implementation of improvements in the quality of population administration services efficiently and effectively, orderly population administration and increasing the scope of ownership of population documents as well as improving service performance, the Sidoarjo Regency Population and Civil Registration Service has carried out various innovations in services. The method used in this article is through literature study by exploring various sources including journals, books, official documents, digital data and official news limited by the author from 2018 to 2024. Transformation of population administration services carried out by the Population and Registration Service Sidoarjo Regency's civil services include the Peduli Dilan program in 2019, Plavon (Online Service) Dukcapil in 2021, and Integrated Ball Pick-up in 2022. The transformation of population administration services carried out by the Sidoarjo Regency Population and Civil Registration Service is able to create effective and effective services. Efficient and increasing ownership of population administration documents for the people of Sidoarjo Regency
Palangka Raya City’s Strategy to Overcome Congestion in the School Area: Strategi Kota Palangka Raya Mengatasi Kemacetan di Lingkungan Sekolah
Traffic congestion in the school environment, especially during school departure and return hours, is a significant problem. This study aims to identify the causes of traffic congestion and evaluate strategies that can be applied in overcoming these problems. The research method used is descriptive with a qualitative approach, using observation, interviews, and documentation as data collection techniques. SWOT analysis was conducted to assess the internal and external factors of the applied strategy. The results showed that congestion is caused by various factors, including student shuttle activities, indiscriminate vehicle parking, limited parking lots, crossing the road, and street vendors selling around the school. The Transportation Agency's efforts include traffic regulation by officers in the field and appeals to schools and parents. However, there are weaknesses in terms of limited human resources and traffic infrastructure. The conclusion of this study is the need to optimize existing strategies, including additional personnel, provision of “kiss and ride” parking facilities, and procurement of more adequate traffic signs. In addition, enforcement of traffic rules and socialization to the community need to be improved in order to maintain smooth traffic flow and improve safety around schools
The Impact of Using E-Government on Employee Productivity and Performance in DP3APPKB Surabaya City: Pengaruh Dampak Penggunaan E-Government terhadap Produktivitas dan Kinerja Karyawan di DP3APPKB Kota Surabaya
This article analyzes the effect of E-Government on employee productivity and performance at the Surabaya City Office of Women's Empowerment, Child Protection, and Family Planning (DP3APPKB). In the growing digital era, the implementation of E-Government is important to improve the efficiency of public services. This study involved 30 employees and used quantitative analysis with linear regression. The results show that E-Government contributes significantly to productivity with a value of 48.4 persen, but its impact on employee performance is only 20.4 persen. This finding indicates that there are other factors that affect performance. This article recommends improving infrastructure and digital literacy among employees to maximize the benefits of E-Government, so that it can serve as a guide for other government agencies in more effective implementation
Homeownership in Low-Income Communities in Indonesia: The Role of Poverty Levels, Inflation, and Bank Indonesia Rate
Rapid population growth is an important problem for developing countries like Indonesia. The large population must be managed appropriately to minimize inequality that occurs in society, one of which is where they live. A house is one of the most needed fixed assets in the lives of Indonesian people. Homeownership that reaches all elements of society can reduce the poverty gap. Poverty is the main factor for people in owning a house. Apart from that, there are inflation and BI rate factors that influence people's ability to own a house. Inflation is a trigger for the purchasing power of low-income people to own a place to live. The BI rate is an important factor in determining mortgage interest rates so it has an impact on the purchasing power of low-income people. The higher the BI Rate is inversely proportional to people's ability to own a private residence. It is hoped that the fixed interest rate regulated by the government will be able to meet people's needs in buying houses and increase the purchasing power of low-income people
Analysis of Public Satisfaction in Tlocor Marine Tourism: Analisis Kepuasan Publik Pada Wisata Bahari Tlocor
The facilities and infrastructure of a tourist attraction are an important factor in assessing public satisfaction in the tourism sector. This is useful in providing comfort for tourists to visit it. The problem with Tlocor Marine Tourism is the lack of internet connection and the hot tourist atmosphere. Apart from that, to board the ship, visitors must wait until there are a minimum of 10 people before they can depart for their destination. This research aims to analyze the level of satisfaction of visitors and the public at Tlocor Marine Tourism. The method used is a quantitative descriptive approach with a research sample of 60 people consisting of 30 visitors and 30 people from the community around Tlocor Marine Tourism. The data analysis technique used is the crosstab model, which compares visitor satisfaction with the satisfaction of the community around Tlocor Marine Tourism. The research results show that the level of visitor satisfaction at Tlocor Marine Tourism is 46 percent in the high category. Meanwhile, the level of satisfaction of the surrounding community at Tlocor Marine Tourism is 50 percent in the very high category
Analysis of the Implementation of TQM (Total Quality Management) in the Sayang Warga Program’s Innovation (Case Study at the Kendangsari Subdistrict Office, Surabaya): Analisis Penerapan TQM (Total Quality Management) Pada Inovasi Program Sayang Warga (Studi Kasus di Kantor Kelurahan Kendangsari Surabaya)
Sayang Warga is a population service program provided by the Population and Civil Registry Service of the City of Surabaya. This program emphasizes coordination and collaboration between parties from sub-districts and RWs. The aim of this research is to analyze the implementation of the Sayang Warga Program’s using TQM analysis. This research uses a descriptive qualitative approach. The results show that Kendangsari Subdistrict, in implementing community care services, has implemented good leadership. Kendangsari Subdistrict carries out routine coordination and direction. The standard operating procedures (SOP) and output issued in the service are in line with expectations. Apart from that, the community's enthusiasm for serving citizens is also very large. What needs to be considered in this service are facilities and leadership whose achievements can be measured
Sustainable Challenges: Community Response to the Policy Restricting the Use of Plastic Shopping Bags in Jambi City: Tantangan Berkelanjutan: Respons Masyarakat terhadap Kebijakan Pembatasan Penggunaan Kantong Belanja Plastik di Kota Jambi
This research investigates the issue of plastic waste in Jambi City by exploring the cognitive (knowledge), affective (emotional support), and conative (attitudinal support) aspects of the community towards the policy of restricting the use of plastic shopping bags. Through a survey method involving 86 respondents from the community of Jambi City, the study evaluates the people's understanding of plastic waste and the level of emotional support for plastic reduction policies and attitudes towards reducing plastic waste. The research reveals a high level of knowledge (77.78%) and significant emotional support (71.05%) for the policy of limiting plastic use in Kota Jambi, while attitudinal support for reducing plastic waste is also high (74.96%). These findings underscore the importance of community awareness and support for measures to reduce single-use plastic consumption, along with significant implications for waste management and environmental conservation in Kota Jambi
