Exploration of Public Service Quality Dimensions: Case Study of e-KTP Implementation in Sangkapura District, Bawean Island, Gresik Regency: Eksplorasi Dimensi Kualitas Layanan Publik: Studi Kasus Implementasi e-KTP di Kecamatan Sangkapura Pulau Bawean Kabupaten Gresik
This research aims to explore and understand the quality of public services in making e-KTPs in Sangkapura District, Gresik Regency. The method used in this research is descriptive qualitative, referring to the four factors of Tjiptono's theory (2000). These include Tangible, Reliability, Responsiveness, Assurance and Empathy. In collecting data, this research used observation, interviews and documentation of the research location in Sangkapura District. The research results show that the Sangkapura District Government is always trying to improve the quality of e-KTP services. However, these efforts are still not optimal because there are still deficiencies in the Responsiveness aspect, empathy aspect and there are several obstacles. Such as slow database response and lack of a public complaint suggestion box. Using e-KTP technology is expected to increase efficiency, reduce opportunities for document forgery and so on
The Typology of Sabdopalon Innovation in Kedunglosari Village Tembelang Sub-District Jombang Regency: Tipologi Inovasi Sabdopalon di Desa Kedunglosari Kecamatan Tembelang Kabupaten Jombang
One of the most important processes in efforts to realize improvements in the quality of public services is to carry out breakthrough innovations. The existence of statutory regulations governing regional innovation is a reference for Regional Governments to carry out innovations to improve the quality of public services. The Sabdopalon innovation is one of the public service innovations in Jombang Regency which is useful for improving the quality of electronic-based Village Government services by integrating several service scopes. This research aims to determine innovation and innovation typology based on the theory of Halvorsen, et al. (2005) in Kedunglosari Village, Tembelang District, Jombang Regency. This research uses a positivistic research approach with the type of research used is descriptive research and the data analysis used is qualitative. The research results show that the Sabdopalon innovation (Sistem Administrasi Berita Data Deso dan Pelayanan Online) is a manifestation of the Jombang Regency Smart City Masterplan in the public sector which involves the village government as the lowest level agency that is integrated with Jombang Regency government agencies. The Sabdopalon innovation in Kedunglosari Village, Tembelang District, Jombang Regency is by the six innovation typologies presented by Halvorsen, et al. (2005)
Community Empowerment Through Asset-Based Tourism Development: A Case Study Of Romokalisari Adventure Land, Surabaya: Pemberdayaan Masyarakat Melalui Pengembangan Pariwisata Berbasis Aset: Studi Kasus Romokalisari Adventure Land, Surabaya
This study aims to analyze the implementation of the Asset-Based Community Development (ABCD) approach in managing Romokalisari Adventure Land, a natural tourist destination operated by low-income communities (MBR) in Surabaya City. A qualitative method was employed, with data collected through interviews, observations, and documentation. The findings indicate that while the Asset-Based principle has been effectively applied through the empowerment of Paguyuban ALR in managing tickets and micro-business stalls, challenges such as workforce retention and income disparities between micro-business operators and attractions remain significant barriers. The application of the Internally Focused principle allows communities to manage their assets independently; however, economic inequalities and unresponsive ticket pricing policies negatively impact community welfare. Furthermore, the relationship between the Department of Food Security and Agriculture (DKPP) and Paguyuban ALR has not been optimal in strategic decision-making. Comparison Study of Prime Services at Public Service Mall West Tanjung Jabung Regency and Jambi City: Studi Komparasi Pelayanan Prima Mal Pelayanan Publik Pemerintah Kabupaten Tanjung Jabung Barat dan Kota Jambi
This article discusses the comparison of the implementation of Excellent Service through Public Service Malls which are implemented at the West Tanjung Jabung Public Service Mall and the Jambi City Public Service Mall. The purpose of this research is to see the readiness of the government of West Tanjung Jabung and Jambi City in providing services to the community and to find out the perceptions of users of the Public Service Mall of West Tanjung Jabung Regency and Jambi City regarding the quality of public service Mall services. The theory used in this research is Excellent Service and Public Service. The research method used was using the Mix Method. The results of the analysis carried out are that the Jambi City Public Service Mall and West Tanjung Jabung Public Service Mall have been implemented well, but there are several obstacles such as the Jambi City Public Service Mall still does not have an elevator so it is still not adequate and disability friendly. Meanwhile, the West Tanjung Jabung Public Service Mall still lacks space, but the government will rebuild the building to meet service need
Evaluation of the Food Security Program in Sidoarjo Regency: Evaluasi Program Ketahanan Pangan di Kabupaten Sidoarjo
The increase in Indonesian rice imports in 2023 reflects a shortage in the supply of rice food. The irony is that Indonesia is an agricultural country that wants to be self-sufficient in food. To achieve this, good synergy is needed between the Central Government and Regional Governments, including the Sidoarjo Regency Government. This research aims to evaluate the food security program implemented in Sidoarjo Regency, with a focus on the availability of rice and obstacles in meeting food needs. The method used is qualitative research with a library research approach, which involves collecting data through observation and documentation. The research results show that the availability of rice in Sidoarjo Regency will fluctuate from 2018 to 2024, with total rice production reaching 195,855 tons of GKG in 2023. Even though there is a rice surplus of 117,451 tons, challenges such as land conversion and unfavorable weather conditions remain obstacles in increasing agricultural productivity. The conclusions of this research emphasize the need for integrated policies and community support to increase rice food security in Sidoarjo Regency, as well as the importance of ongoing evaluation of existing programs to ensure the sustainability of food supplies in the future

Sidoarjo Dinas Kependudukan dan Catatan Sipil Online Services (Plavon) is the application of e-government practices in the field of online population administration (adminduk) services carried out by the Sidoarjo Regency Population and Civil Registry Service in an effort to provide fast and easy population services. The aim of this research is to determine the application of Plavon Dinas Kependudukan dan Catatan Sipil Sidoarjo as an online population administration service using theory from the results of a Harvard JFK School of Government study consisting of Support, Capacity, and Value. This research uses a qualitative descriptive method with data collection using literature study, interviews, and observation. Involving the Sidoarjo Dinas Kependudukan dan Catatan Sipil Office and the community as Plavon users. The results of this research show that the implementation of Plavon as an online population administration service is good even though there are still obstacles in the document upload process
Experience and Perspective: Population Administration Services in Delta City: Pengalaman dan Perspektif : Pelayanan Administrasi Kependudukan di Kota Delta
Policy implementation is an important indicator that has a major influence on the success of policies related to public issues. This study aims to analyze and explain the implementation of population administration service policies in Sidoarjo Regency. The basic concept used is Edwards III's policy implementation theory. This qualitative research uses a purposive sampling technique. Data were collected using interviews, observation, and documentation. Data analysis used interactive Miles, Huberman, and Saldana. The research results show that population administration service policies in Sidoarjo Regency have demonstrated adequate quality, but still require innovation and development to increase reliability, speed and management innovation. In Tulangan District, there are obstacles in communication due to the lack of service flow boards and inconsistencies in service times. Meanwhile in Porong District, population administration requirements are good with competent officers, clear service flow boards, and high consistency of service times. Human resources in Porong District are considered good and fast, while in Tulangan District they are quite good. Regarding disposition, both sub-districts provide services according to the needs of their residents. However, regarding the bureaucratic structure, Tulangan District has good SOPs, while Porong District experiences problems in the unclear distribution of the main tasks and functions of village officials
Community Participation Through The Wargaku Application Complaint Media in The City of Surabaya: Partisipasi Masyarakat Melalui Media Pengaduan Aplikasi Wargaku di Kota Surabaya
The Wargaku application is one of the applications prepared by the Surabaya City Government to collect various assessments and complaints from the public directly to assess the services designed by the Surabaya City Government. Community participation in evaluating benefits and providing service complaints through the Wargaku Application will likely offer input to improve service weaknesses so that services improve quality. This research aims to analyze community participation in the implementation of the Wargaku application, which focuses on channeling community complaints. This research uses qualitative research with interactive analytical techniques. Data was collected from public complaints and Surabaya City Communication and Information Service documents. The analysis technique is carried out through condensation, data analysis and verification, and conclusions. The research shows that community participation in using the Wargaku Application still needs to be higher or as expected. Second, the government has yet to respond quickly even though the public has not used the Wargaku Application optimally. The purpose of this research is to encourage the Surabaya City Government to be more active in socializing the Wargaku Application to residents so they can make maximum use of the application

Tourism is an action or a movement produced by someone or something that goes from one location to another repeatedly for a while with the aim of enjoying the beauty of nature and without generating enough money to pay the cost. This study is expected to decide and break up the work of public authorities and the community in developing the travel industry in Batu City. This study uses an interesting subjective exploration. Determination of research informants are Tourism and Marketing Product Development Staff, Staff of Control Analysis and Reporting of development planners and staff of the Head of Planning. Data collection techniques are interviews, documentation, observation. Data analysis through the process of triangulation. Based on the results of this study, the role of the Batu City government has been very good in developing the existing tourism potential in the villages in Batu City itself because in terms of physical aspects, attractions, accessibility, activities and facilities as well as socio-economics have been very good and supportive for developing tourism where the government's role is carried out properly as carried out by the Tourism Office, the Bapplitbangda Service and the village government which is under the auspices of Batu City itself by carrying out tasks such as providing training to local communities and the Bapplitbangda Service providing good infrastructure facilities and village apparatus who develop existing excursions so that with good tourism development it can attract visitors to visit these vacation spots and greatly impact on increasing PAD by utilizing existing natural potential
Social Policy Strategy in an Effort to Minimize Crime in East Java: Strategi Kebijakan Sosial dalam Upaya Meminimalisir Angka Kriminalitas di Jawa Timur
The purpose of this study is to describe social policy strategies that can be applied in an effort to minimize the crime rate in East Java and to describe obstacles in implementing social policy strategies in an effort to minimize crime rates in East Java. Data analysis was carried out by analyzing the Miles and Huberman model data which consisted of three stages, namely data reduction, data presentation (data display), and drawing or verifying conclusions. The results showed that the social policy strategy in minimizing the crime rate in East Java is to create a labor-intensive housing program and increase the expansion of higher education services so that it can produce graduates who are in accordance with the needs of the labor market, especially in remote rural areas. Obstacles that are considered to be able to interfere with the implementation of social policy strategies in an effort to minimize the crime rate in East Java include: social conflicts that cannot be estimated when and where they occur, conflicts and competition in the community, the number of people in East Java which is relatively high and there are economic inequalities in several areas of East Javanese society
