E-government Governance through SID from a Good governance Perspective (Study of Sugihwaras Village Government): Tata Kelola E-government melalui SID Dalam Perspektif Good governance (Studi Pemerintah Desa Sugihwaras)
The Village Information Sistem is an effort by the central government to improve the information sistem at the village level. The purpose of this research is to analyze and describe concrete problems related to how the Implementation of E-goverment through the Village Information Sistem in the Perspective of Good governance. This research uses descriptive qualitative research methods. The descriptive qualitative method was used to collect as much information as possible about the Village Information Sistem. Data collection methods included observation, interviews, and documentation. The results of this study indicate that in the transparency indicator, there is still a sub menu that is not up to date regarding the use of the realization of funds from the allocated budget and important data related to village development is not available or the page is not foun
E-Government Development Strategy in Tambak Kalisogo and Panggreh Villages Towards Optimizing Document Administration: Strategi Pengembangan E-Government di Desa Tambak Kalisogo dan Panggreh Menuju Optimalisasi Administrasi Dokumen
This study analyzes the E-Government development strategy in Tambak Kalisogo and Panggreh Villages, Sidoarjo Regency, with a focus on optimizing document administration. The background of this study is the importance of E-Government in improving the efficiency and transparency of public services at the village level. The purpose of this study is to identify elements of the E-Government development strategy and compare its implementation in both villages. The research method used is descriptive qualitative with data collection through literature study methods. The subjects of the study were village officials in Tambak Kalisogo and Panggreh, as well as documents related to village administration. Data analysis was carried out based on the ITPOSMO framework (Information, Technology, Process, Objectives and Values, Staff and Skills, Management, and Other Resources). The results of the study show that Panggreh Village is superior in developing E-Government compared to Tambak Kalisogo Village, especially in terms of implementing the E-Buddy application, technology infrastructure, and HR skills. The conclusion of this study is that optimizing document administration through E-Government requires investment in infrastructure, improving HR skills, and strong management support. This study contributes to the development of public administration science by identifying key factors for the success of E-Government implementation at the village level. The recommendation of this study is that Tambak Kalisogo Village can learn from the implementation strategy in Panggreh Village to improve the efficiency and transparency of document administration. Implementation of Employment Policy in Rokan Hilir Regency (Study on Local Labor Placement in Upstream Oil and Gas Businesses): Implementasi Kebijakan Penyelenggaraan Ketenagakerjaan di Kabupaten Rokan Hilir (Studi Penempatan Tenaga Kerja Lokal pada Usaha Hulu Migas)
Regional Regulation No.8 of 2014 on the Implementation of Workers in Rokan Hilir Regency to apply the priority quota for 60 percent. This of course is not a good situation for workers in the upstream oil and gas sector, especially following the handover of operations of PT Pertamina Hulu Rokan (PHR). Applying the Van Meter and Van Horn framework with descriptive qualitative methods, this article aims to gain a textured understanding of the policy's implementation. These results further suggest that failure to reach the 60 percent objective is an institutional one, thus failing in several aspects of policy implementation. Among the various problems are: (1) low authority; (2) lack of oversight from Disnaker as executive, causing it to be regarded as a normative document only; (3) huge skill gapbut poor training and inadequate training given to workers, demonstrating the minimal coordination towards non-transparent recruitment passage through informal channels that encourages nepotism and not even public acknowledgment for local human resources. The permissive position of the local government and the low (disposition) of enterprise are also obstacles. In conclusion, the scheme itself signifies the pressing requirement of institutional strengthening, obligatory certification programs and prompt and rational benefits that are yet to be claimed in order to enhance local labor welfare by also keeping open the main employment gateway for compliance
The Role of Village Government in the Enviromental Restoration After Sidoarjo Mudflow Disaster: Peran Pemerintah Desa dalam Pemulihan Lingkungan Pasca Bencana Lumpur Sidoarjo
The Sidoarjo Mudflow disaster is an event of hot mud eruption that has heavy metal components that can pollute the soil, resulting in reduced soil fertility in areas near the Sidoarjo Mudflow disaster. The Sidoarjo Mudflow disaster has had a wide impact on the socio-economic life of residents and business activities in the surrounding area due to the damage to the environmental ecosystem after the disaster. The purpose of this study is to describe the role of the Ketapang village government in restoring the environmental ecosystem after the Sidoarjo mudflow disaster. This study uses a qualitative descriptive approach with data analysis techniques using interactive models including data collection, data reduction, data analysis and drawing conclusions. The results of this study indicate that the Ketapang village government has played a role as a stabilizer, innovator, modernizer, pioneer, and implementer itself in development activities by involving various parties including village officials, traditional leaders, students, Babinsa, Babinkamtibmas and the Sidoarjo Regency Environmental and Sanitation Service (DLHK)
Implementation Regulation of the Minister of Labour No. 4 of 2022 Concerning Procedures and Requirements for Payment of Old Age Security Benefits: Implementasi Permenaker No. 4 Tahun 2022 Tentang Tata Cara dan Persyaratan Pembayaran Manfaat Jaminan Hari Tua
The Old Age Security (JHT) Program is a government program that aims to fulfill workers' rights to decent work, including income, benefits, and social security. On April 26, 2022, the Minister of Manpower issued Permenaker Number 4 of 2022 which revised the previous the old age security regulations. This study aims to analysis the implementation of the Permenaker by evaluating previous cases, so that the government can learn and implement this policy more effectively. This study uses a qualitative approach with a literature review method, collecting data through literature studies. The results of the study indicate that Permenaker Number 4 of 2022 has the potential to be a better solution to the old age security problem than the previous period, as long as its implementation is optimal. Good implementation can be achieved by balancing the top-down and bottom-up approaches, because a tendency that is too dominant on one side can have a negative impact on the quality of policy implementation
Digital Transformation and Multi-Level Collaboration in Regional Tax Data Collection: A Case Study of Local Governments in Indonesia: Transformasi Digital dan Kolaborasi Multi-Level dalam Pendataan Pajak Daerah: Studi Kasus Pemerintah Daerah di Indonesia
This study aims to analyze the contribution of digital transformation integration and multi-level government collaboration to improving the effectiveness of regional fiscal governance, with a case study on the collection of data on Rural and Urban Land and Building Tax (PBB-P2) in Jombang Regency. The approach used emphasizes the use of the E-SPOP application and GIS-based mapping system as the main instrument of digitalization, as well as synergy between Bapenda, sub-district governments, villages, and hamlet apparatus in supporting the data collection process. The results of the study show two main contributions: first, the expansion of the tax object database as indicated by the increase in verified data by 9.16%; second, fiscal administration efficiency through the acceleration of data collection and an increase in the average realization of PBB-P2 revenues by 13.5%. These findings strengthen the relevance of the Digital Governance, Socio-Technical Systems, and New Public Management approaches, respectively related to the role of technology, institutional readiness, and orientation to efficiency and accountability. The study also identifies replication challenges in other areas, such as infrastructure disparities and human resource capacity, but offers strategic opportunities through modular approaches and national regulatory support. Thus, the digitalization of regional taxation is proven to be not just a technical innovation, but as part of fiscal institutional reform that can be replicated to strengthen more adaptive, inclusive, and sustainable fiscal governance in various regions in Indonesia
The Role of Philanthropic Institutions in the Clean Water Distribution Program in Gunungkidul Regency: Peran Lembaga Filantropi Dalam Program Penyaluran Air Bersih di Kabupaten Gunungkidul
Drought is a natural disaster that cannot be avoided and occurs annually in Indonesia. Data from National Agency for Disaster Countermeasure for the years 2020-2024 indicates that the number of districts/cities affected by drought has shown both increases and decreases, varying each year. Therefore, efforts from both the government and private sectors are necessary to provide clean water programs for the community. Philanthropic institution, such as LAZISMU, are also involved in addresing this issue. The objective of this study is to analyze the implementation of the clean water program by LAZISMU. The research employed a qualitative study with a descriptive analysis approach. The results indicated that there where obstacles in the implementation of the clean water distribution program, such as a lack of communication among various LAZISMU branches in Special Region of Yogyakarta, which led to overlapping clean water distribution in some areas, and the budget allocation by LAZISMU has not yet been sufficient to meet the needs of the entire community. Structured coordination is needed, such as regular meetings among LAZISMU throughout the Yogyakarta prior to distribution, is necessary to ensure effective, targeted, and equitable clean water distributio
Adaptive Leadership and Policy Relevance in Encouraging Citizen Responses Regarding Local Cultural Education and Preservation Programs in West Java: Kepemimpinan Adaptif dan Relevansi Kebijakan dalam Mendorong Respon Warga Mengenai Program Pendidikan dan Pelestarian Budaya Lokal di Jawa Barat
This study aims to analyze the influence of adaptive leadership style and program relevance on citizen responses to education and cultural preservation programs in West Java. The study employed a quantitative approach with a causal explanatory design, using a survey method with 400 respondents selected using proportional random sampling from Bandung City, Cirebon Regency, and Garut Regency. The research instrument was a questionnaire based on a 1–5 Likert scale. Data analysis was performed using multiple linear regression, including classical assumption tests, t-tests, F-tests, and coefficients of determination. The results showed that adaptive leadership style and program relevance simultaneously and partially had a positive and significant effect on citizen responses. Partially, program relevance was found to be more dominant (β=0.581; Sig. 0.000) than adaptive leadership style (β=0.272; Sig. 0.012). The Adjusted R² value of 0.435 indicates that the model is able to explain 43.5% of the variation in citizen responses, while the remaining 56.5% is influenced by factors outside the model. These findings confirm that the combination of adaptive leadership and programs relevant to community needs is an important foundation for increasing public participation
Implementation of the Minister of Transportation Regulation No. 24 of 2021 Policy for Service Improvement at Purabaya Terminal: Implementasi Kebijakan Peraturan Menteri Perhubungan No. 24 Tahun 2021 untuk Peningkatan Layanan di Terminal Purabaya
The purpose of this study was to examine in depth the implementation of the boarding pass system service policy at Purabaya Terminal. This study used a qualitative method and obtained the following results: (1) The standards and targets of the policy indicate that the division of passenger zones has complied with the Minister of Transportation Regulation No. 24 of 2021; (2) Resources have been implemented through adequate availability of staff, although a consistent attitude in realizing the boarding pass service system needs to be enforced; (3) The characteristics of the implementing organization are well-structured and scheduled; (4) Communication between organizations is not fully implemented as some bus company parties reject it; (5) The attitudes of the implementers overall demonstrate knowledge of the new system; (6) The socio-economic and political environment is able to implement the boarding pass system socially by meeting passengers’ security needs, economically by increasing company revenue, and politically by cooperating with government agencies. Therefore, the boarding pass system implementation has not been fully successful. To ensure the boarding pass system can run according to plan, BPTD Class II East Java is recommended to undertake several measures to improve public service transformation, such as: (1) Establishing a special organizational structure that is directly responsible for boarding pass system implementation; (2) Emphasizing the role of staff at Purabaya Terminal to provide more structured and consistent service according to the established schedule; and (3) Intensifying socialization efforts to bus companies to mandate the transition to the e-ticket system
Strengthening Village Administrative Governance in Realizing Excellent Service Through the Kradinan Archives Digitalization System "SIKENAN": Penguatan Tata Kelola Administrasi Desa Dalam Mewujudkan Excellent Service Melalui Sistem Digitalisasi Arsip Kradinan “SIKENAN”
The advancement of technology has shifted archival practices from conventional to digital methods. The digitization of archives is necessary to facilitate efficient and smooth archiving activities. Currently, the archiving process at Kradinan Village Office, Dolopo District, Madiun Regency, remains traditional, relying on manual record-keeping through tables in ledgers. This manual system often results in important files being overlooked, and retrieving old documents is time-consuming due to the physical format. Furthermore, paper documents are prone to damage, making long-term storage inefficient. This study aims to assist the Kradinan Village Office by digitizing their archive data to simplify archiving tasks. The application was developed using Microsoft Access, chosen for its capabilities in data input and document search functions. The research employed the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation) as the methodological framework. The needs assessment involved observation and interviews to gather content requirements. For hardware and software necessities, Microsoft Access and a Windows 10 laptop were utilized. The resulting archive management system, named SIKENAN, was designed to be user-friendly and tailored to the specific needs of the village office, with additional features anticipated as necessary. The application was implemented at the Kradinan Village Office and followed by evaluation to refine and optimize the system
