EFFECTIVENESS OF THE SUPER APPLICATION AT THE SUKABUMI CITY COMMUNICATIONS AND INFORMATION OFFICE
The effectiveness of the Sukabumi Participated Responder (SUPER) application-based complaint service program at the Sukabumi City Communication and Informatics Office is a program created by the Sukabumi City Communication and Informatics Office which aims to facilitate the public in making complaints, criticisms, and suggestions. This research uses Qualitative methods with data collection techniques of observation, interview, and documentation. Data validation using triangulation in this study used source triangulation and technical triangulation. This research uses the theory of measuring effectiveness according to Gibson which has principles namely Production, Efficiency, Satisfaction, Adaptation, and Development. Data analysis uses Creswell's analysis techniques, namely Processing and Preparing, Reading Information, Analyzing, Coding, Describing, and Interpreting. The results of this study indicate that the SUPER program has not been effective because community aspirations still require time in the follow-up process, and the lack of socialization to the community regarding this program has not gone well so there are still many people who do not fully know about the SUPER application. Therefore, it is suggested that the SUPER program needs to improve the implementation of socialization to the people of Sukabumi City and also the Communication and Informatics Office of Sukabumi City needs to improve responsiveness to complaints from the community so that it can create a better program
CAPABILITIES OF THE EDUCATION AND CULTURE OFFICE IN HERITAGE TOURISM MANAGEMENT IN THE CITY OF SUKABUMI
This study aims to determine the capability of the Office of Education and Culture in managing heritage tourism in Sukabumi City. The research method in this study uses a qualitative research type, with 4 informants through observation, interview, and documentation data collection techniques. The results found that overall, the management of heritage tourism in Sukabumi City can be said to be good and quite effective. However, in practice, a holistic approach is needed that includes better coordination between institutions, increased promotional efforts and legal improvements, as well as active community involvement to ensure more effective preservation and promotion of cultural heritage. In addition, researchers found that the biggest challenges faced in the management of cultural heritage in Sukabumi City include legal aspects, budgeting, and conflicts of interest between institutions. The importance of a strong legal stipulation related to cultural heritage was highlighted. Meanwhile, cooperation between institutions such as the Culture Office, Tourism Office, and Archives Office needs to be strengthened to better promote destinations and maintain cultural heritage
OPTIMIZATION STRATEGY TO REDUCE UNEMPLOYMENT ON THE IMPACT OF THE DEMOGRAPHIC BONUS IN TANGERANG CITY
The high unemployment rate is a challenge in achieving sustainable economic growth and social welfare. With the increasing population, dominated by people of productive age, Tangerang City is currently experiencing a demographic bonus. Therefore, this research aims to analyze the factors that influence the unemployment rate from the conditions of employment opportunities in Tangerang City. From the identification of these factors, it is important to formulate an optimization strategy to reduce unemployment on the impact of the demographic bonus. This research uses a descriptive and qualitative approach using primary and secondary data. The research results show that factors such as disparities between demand and availability of labor, conditions of employment opportunities, and barriers to finding work influence the unemployment rate in Tangerang City. Apart from that, there are also factors such as stakeholder involvement, job market needs, and the quality of human resources which play a role in influencing the unemployment rate. This research provides insight and policy recommendations to reduce the unemployment rate in Tangerang City
7 YEARS OF DWELLING TIME POLICY: (Case Study at the Port of Tanjung Perak Surabaya)
This study aims to gather responses from stakeholders regarding the Dwelling Time policy that has been in place for seven years, hoping to find new evidence to reduce logistics costs. This study uses a qualitative approach with a Case Study approach by conducting interviews with stakeholders operating in the Tanjung Perak Port related to goods importation. As a result, this study is expected to formulate more concrete and effective recommendations for improving the loading and unloading processes at the port and reducing logistics costs, eventually supporting the improvement of Indonesia's economic growth. The study shows that implementing the Dwelling Time policy to reduce logistics costs does not provide the expected outcome. Instead, it results in higher logistics costs due to PLP. Thus, the government needs to evaluate future policies. Collaboration among related agencies, namely port operators and regulators, by not carrying out PLP if the YOR position does not reach 60-70% and the extended stay indicator is a maximum of 7 days is a solution the author can provide. The government is also expected to continually evaluate policies that have been implemented if they have been running for more than five years. With the discovery of new evidence related to Dwelling Time, the definition of the problem also changes, requiring new solutions or more adaptive policies related to these changes
PRACTICES OF COLLABORATIVE GOVERNANCE IN ENHANCING CREATIVE ECONOMY IN SUKABUMI CITY: A CASE STUDY OF SUKABUMI CREATIVE HUB (SCH)
The creative economy is a sector that will be strengthened as an economic pillar in the future. In Sukabumi city itself, with limited natural resources, the creative economy is another alternative as an attraction as well as a large economic potential and is one of the priority areas of development. to realise this, the Sukabumi city government formed Sukabumi Creative Hub (SCH) as a committee to accelerate the creative economy in Sukabumi city. this research aims to find out how the governance practices of collaboration between SCH and the sectors of Academia, Government, Business, Community and Media. Community and media. In measuring the governance practices of collaboration, this study uses the theory of Ansell and Gash (2008) which has 4 dimensions namely Starting conditions, Facilitative Leadership, Institutional Design and Collaborative Process. The research method used in this research is leatherative with a case study approach. The results of this study indicate that the collaboration governance run by Sukabumi Creative Hub with stakeholders has fulfilled the criteria of the 4 dimensions of Ansell & Gash (2008) but have not been optimal
THE ASSESSING THE DISTRIBUTIONAL IMPLICATION OF VAT EXEMPTIONS OF EDUCATION AND HEALTH SECTORS
The tax revenues are still the primary state revenue sources in Indonesia. With the declining trend of corporate taxes, the challenge of increasing other taxes becomes even more severe, including Value Added Tax (VAT). The main change in the VAT provisions in the Law on the Harmonization of Tax Regulations is broadening the VAT basis. Among others are education and health services. This study aims to determine the effect of that policy combined with hypothetical reform on spending. Using micro simulation method and Susana’s data for March 2019, this study estimates that the imposition of VAT increases poverty and reduces the relatively small income level for consumption. In general, it estimates that the imposition of VAT in Indonesia will increase poverty, although it can reduce inequality. When receiving cash transfers, poverty and inequality decreased relatively small. These results imply that the fiscal policy of providing direct cash transfers is moderately effective in reducing poverty but not inequality
IMPLEMENTATION OF BUSINESS LICENCING POLICIES WITH THE ONLINE SINGLE SUBMISSION SYSTEM IN THE ONE-STOP INTEGRATED SERVICE AND INVESTMENT OFFICE OF THE CITY OF SUKABUMI
The complicated bureaucratic time makes people not want to register their business, with the online single submission policy it is hoped that it will make it easier for people to get their business licenses. To find out how the Implementation of Business Licensing Policies with the Online Single Submission System at the One-Stop Investment and Integrated Services Office of Sukabumi City. In this study, researchers used descriptive qualitative research methods. Based on the results of research conducted by researchers by collecting data to discuss the implementation of the online single submission system policy at the Sukabumi City One-Stop Investment and Integrated Service Office from Van Metter and Van Horn Theory, there are two variables that are not optimal, namely the resource variable and the Inter-Organizational Coordination and Implementation Activity variable. It can be concluded that human resources in policy implementation are sufficient. However, facilities and infrastructure such as parking lots and expansion of waiting rooms have not been fully realized. then Inter-Organizational Coordination and Implementing Activities have not gone well due to the uneven delivery of information related to the licensing issuance process. However, internal communication is well established
DISCOURSE COMMUNICATION NETWORK ANALYSIS 3 PERIODE PADA MEDIA SOSIAL TWITTER
This research proposes Foucauldian Discourse Analysis (FDA) as an innovative qualitative methodology to investigate the use of social media as a platform of power control through shared opinions. A phenomenon where social media used as a medium for public to express themselves whereas previously was often done physically (offline), is now more likely to be done in digital area through social media. This study found that the main discourse held no more power than the opponent’s discourse in the contestation. In reality, the main discourse weakened and morphed to dampened actions but still could not become a consensus that led to student action on the streets. While the main discourse was powerfully amplified from bottom to center elites, it ultimately resulted in defeat and failed to acquire acceptance or legitimation by society, leading to pseudo-power
CHALLENGES OF E-PARLEMENT DEVELOPMENT: COMPARISON OF PRACTICE IN INDONESIA WITH OTHER DEVELOPING COUNTRIES
Electronic government (e-government) has become a paradigm-changing concept in public administration and the interaction of government with society. This transformation involves the implementation of information technology and the internet to improve efficiency, citizen-oriented services, transparency, participation, and trust in government. In parliament itself, the concept of e-parlement developed as an effort to increase transparency, efficiency, and public involvement in political processes and legislation. While this concept offers many benefits, some challenges need to be overcome. This research analyzes the implementation of e-parlement in developing countries, identifies challenges that need to be overcome, and provides lessons on the implementation of e-parlement in developed countries. The theoretical foundation covers aspects such as strategy, operations, technology, and digital transformation in the context of parliamentary digitalization. The source of data used in this study is secondary data from research related to the implementation of e-Parlement which has been researched and written in the form of articles that are then published in international journals indexed by Scopus. The method of searching for articles is carried out online, by searching through the Scopus and Google Scholar sites with the keyword "e-Parlement OR parlement digital" and the period is limited to the last 10 years. The results showed that some of the main challenges faced in the implementation of e-Parlement are information technology (ICT), the capacity of staff and parliamentarians to use ICT, and political will. Although e-Parlement is a cutting-edge concept, its implementation is not always effective in developing countries due to constraints such as inequality of access to technology. To that end, lessons from developed countries have provided examples of how strategies, digital operations, digital technologies, and digital transformation can guide to address these challenges
JAKARTA EVOLUTION (JAKEVO) APPLICATION INNOVATION IN ONLINE LICENSING SERVICES IN DKI JAKARTA
Public service innovation is the main focus to improve the quality of services for the community, especially in terms of licensing services. One of the applications of licensing innovation is by launching the Jakarta Evolution (JakEVO) application to facilitate the online licensing process at the DKI Jakarta Investment and One-Stop Integrated Services Office. The purpose of the research is to determine the innovation of the JakEVO application in online licensing services at the Capital Investment Office and One-Stop Services of DKI Jakarta. This study uses descriptive qualitative research method the results of the study show that: 1) Relative Advantage, the JakEVO application provides benefits for the community and ease of obtaining when accessing permits. 2) Conformity, JakEVO is declared inappropriate because the flow of handling permits and the time of handling permits are different from the provisions that apply to the Decree of the Head of the DKI Jakarta PTSP Office. 3) Complexity, the level of complexity of JakEVO according to users is quite complicated. 4) Trialed Ability, before being launched to the community JakEVO did not go through the trial stage. 5) Observability, this application is easily observed by the public to monitor the course of permit files and make it easier for officers to get detailed data on the number of permits entered in the application from 2020 to 2023, so the JakEVO application has not been able to improve online licensing services in DKI Jakarta
