    Failure of Bottom-Up Implementation: A Case Study the Improving Welfare Program in West Java

    Policy implementation is one of the stages in public policy process. This process often faces diverse issues and challenges. This paper aims to analyse models of policy implementation in a governance system in Indonesia. The Indonesian government introduced top-down policy implementation system for more than three decades. The fundamental policy implementation changes in Indonesia following the fall of the new order regime, Indonesia introduced a bottom-up policy implementation system. The bottom-up approach often faces diverse issues and challenges. The failure of implementation in the improving welfare program in West Java Provincial triggers researcher’s intention to investigate it. Thus, this paper examines the bottom-up model in two different levels of autonomy such as province (provinsi), regencies and municipalities (Kabupaten and Kota) in West Java. This research utilizes applies the intensive interviews technique to gather perspectives from many informants purposively including civil servant, former government officio, NGOs, target groups, and individuals. The qualitative analysis applies the integrated analysis to display the informants’ opinions by integrating their voices in the arguments and discussions. The significant contribution of this paper composes of two emphases such as first, the paper explicates the bottom-up model integration is unfit to be applied in the improving welfare program in West Java. Second an efficient implementation must have remained governed by policy makers, because it will lead to abuse of authority

    The Analysis of Health System in Malaysia and Indonesia

    Health service is the one of an important yardstick will be the progress and stability of a country. This is a descriptive, qualitative study using the social-legal approach. Secondary data obtained through the study of documents from both countries are examined. According to WHO, health care systems are better able to deliver quality services to its citizens, whenever needed. The system should also have a sound financial mechanism; human resources trained and paid accordingly; sources of reliable information as a basis for decision-making and policy formulation as well; Infrastructure and logistics facilities and supervised both for supplying medicines and medical technology quality. Of the fact that in practice it is not easy to reverse many hands like a reverse tepalak tantantangan and challenges occur. In this study the authors will show what happens challenges in creating a health care system in Malaysia and Indonesia. The method used in this study the authors try to use research methods and sociological analysis sosaial approach in conducting the study. The findings obtained a conclusion of the effort is not easy but of good intentions and good preparation of all aspects of the course will be beneficial for society

    Islam as the State Official Religion: A Comparative Study on Indonesian and Malaysian Constitutions

    The majority populations of Indonesia and Malaysia are moslems. The Freedom of religion in that countries is regulated in their constitutions. There are differences in positioning Islam on Indonesia and Malaysia Constitutions. To analyse the position of Islam in the both constitutions writer used the law comparison. The result shows that the Indonesian Constitution does not declare Islam as the state official religion. Islam has not special position. Islam is parallel with other religions. Legal consequently, Indonesian Constitution does not regulate issues related to Islam. Different from Malaysian Constitution which declare Islam as the state official religion. Islam has special position. Islam is treated higher than other religion. So, legal consequently, Malaysian Constitution regulates all issues dealing with Islam. By comparing Indonesian and Malaysian Constitutions, it is found out the strength of a constitution which determines Islam as the state official religion. Malaysian Constitution protects Islam in Malaysia. Malaysian Government can prohibit or take strict action to religious deviancy, apostate, inter-religions marriage, etc. Viewing the strength of a constitution which determines Islam as state official religion, MPR RI needs to have amendment in the Indonesian Constitution as a step to protect Islam and for the sake of moslems in Indonesia

    Societal Empowerment and Resistance to The Tourism Development in Bono Tidal Bore Indonesia

    The study aims to analize the pattern of society empowerment and resistance to the tourism development in Bono Tidal Bore, Pelalawan Regency, Indonesia. This study uses qualitative method approach. The result of the study shows that capacity building is urgently required. This includes two things, they are: (a) improve society’s formal education level, (b) increase informal education institution and its accessibility. The result of the study shows that cultural shock is possible to occur in the society of Teluk Meranti because of Bono tourism development intensification

    Factors Affecting The Reporting of The Quality of Accounting Information Resentation (Objective Studies in SKPD of Makassar)

    This study aims to determine, assess and analyze how much influence the education, training, work experience and computer literacy staff of partially or simultaneously reporting on the quality of accounting information on SKPD Makassar. The object of this study consisted of two variables, namely the independent variable (X) and the dependent variable (Y). The independent variables in this study are: education (X1), training (X2), work experience (X3), and the computer control (X4). The dependent variable in this study is the quality of accounting information (Y). In connection with the research object, then that serves as the subjects of this study were SKPD Makassar. This study uses a sample of the type of research is explanatory case study to explain the relationship between the variables used in this study through research hypothesis tests that have been established, while the technique used is Cross Sectional. The data were analyzed using multiple linear regressions. Testing of the hypothesis in this study is done by Simultaneous Test (F-test) and partial test (t-test). The target population in this study were all SKPD Makassar City, amounting to 38. The unit of analysis is the study SKPD Makassar. Respondent was Head of Section Financial sector departments, with the consideration that the head of the finance sub-section relative to know the condition of his staff and directly supervise the work of reporting section. The results of the study, showed a positive and significant effect on the variable partial education, training, work experience and computer literacy on the quality of accounting information on SKPD Makassar. Either partially or simultaneously, this means that the competency of personnel, especially the staff reporting to contribute enough to produce the quality of accounting information

    Hypnotherapy to Reduce Post-Stroke Muscle Tension in Indonesia

    Cerebrovascular disease or stroke is a group of brain dysfunctions related to disease of the blood vessels supplying the brain. According to data from the Health Research in Indonesia, pravalensi of disease according to the number of stokes in Indonesia from 2007 to 2013 tended to increase. Stroke patients is certainly abnormalities in various organ functions such as difficulty walking, and moving the hand or even difficult to speak. In addition through the process of physiological therapeutics, one that is comprehensive and holistic approach, which is through the process of hypnotherapy. Hypnotherapy is a therapy that is performed on patients in a hypnotic state. Even some serious medical cases such as cancer and heart attacks, hypnotherapy accelerate recovery of a patient. It is very possible because directed hypnotherapy to boost the immune system and reprogram individual attitude towards her illness. In hypnotherapy there is a progressive relaxation technique, relaxation technique that is done by focusing on the contraction and relaxation of the muscles of the body. So the therapy for post-stroke patients using hypnotherapy, especially with the use of progressive relaxation techniques, can help reduce muscle tension in patients with post-stroke
