    Trends and Prospects in Development of the Russian Energy Organisations Selling Electrical Energy

    The paper contains the objectives, tasks, and directions for the reform of the electrical energy industry in the Russian Federation as well as the negative aspects of the reform. The authors underline the relevance of the development of the methodological, economic-mathematical and information tools for assessment and an increase in the efficiency of the energy organisations selling electrical energy. They suggest using the statistical and rank analysis for the assessment of the performance indicators of the last resort energy suppliers, including the profit margin. Based on the obtained results of the analysis, the authors described the trends of the last resort suppliers\u27 functioning that take an adverse effect on market relations in the electrical energy industry. They recommend the approaches that allow changing the established work system of the organisations selling electrical energy through the activation of the state regulation and the change in the approaches towards the formation of the range of additional services aimed at the support and development of the activities for the increase in the energy efficiency

    Recursive Male Out-migration and the Consequences at Source: A Systematic Review with Special Reference to the Left-behind Women

    Male out-migration from rural to urban areas has amplified worldwide in the face of economic globalisation. Migration literature for long has engaged with the life of migrants at the destination and their support for the left-behind families in the form of remittances. Explicit scholastic undertaking for the left-behind women and their life experiences has started to receive attention only recently. We take stock of the existing literature to examine this social process and debate it within a women empowerment-disempowerment framework. Following a systematic review of the ‘migration left-behind nexus’ literature, we find a clear trend of transformation in the gender role of women everywhere, especially in the form of ‘feminisation of agriculture’. This process is largely moderated by the nature and amount of remittances received at source. The resultant well-being and empowerment of women is shaped by the socio-cultural context within which migration takes place. Both positive and/or negative outcomes for left-behind women are recorded in the literature, although its choice as a conscious decision and its subsequent permanence in a society is debatable. We expect a deeper engagement of future research that takes up the migration-led women empowerment issue within the context of the general social transformation process

    Kazakhstan Realities in the Perception of Representatives of American Ethnolinguoculture

    The purpose of the article is to describe the axiological characteristics of the realities of modern Kazakhstan society and the ethnic character in the perception of representatives of American ethnolinguoculture by using experimental data. Based on the analysis and description of associates obtained as a result of the associative experiment and sociocultural questionnaire survey, conclusions were drawn about the national-cultural markedness of a linguistic sign. The use of the method of the free-associative test helped to obtain objective and subjective characteristics for each stimulus word. The analysis of associates of American informants determined the novelty of the approach to the problem of intercultural communication in multicultural Kazakhstan society. The generalisation and analysis of associates and answers to questions on the sociocultural topic made it possible to construct a conceptual structure of the image of Kazakhstan and its realities in the consciousness of a linguistic personality of another culture. Also, in the article, an attempt was made to conduct a sociocultural questionnaire survey as an alternative research method. The answers and comments of respondents made it possible to comprehend and describe the respondents’ attitudes and opinion on the national-cultural values of the Kazakh people, to determine a range of discussion problems in different worldviews and to counter sociocultural realities in intercultural communication

    Modernisation of Social Conscience: Topical Problems of Literary Local Lore

    Literary study of local lore is a specific area of knowledge about the history of literature, which is distinct in a special selection of material, and an aspect of its consideration. Local lore contributes to the learning of historical, cultural, geographical peculiarities of a particular territory. This paper deals with the issues of local lore. The research of the artistic heritage of poets and writers of the Cis-Ural Region, West-Kazakh District is one of the topical problems of contemporary literature.In this paper, the works of the Russian poets are discussed considering the writers of the 20th –early 21st centuries, such as A.S. Pushkin, V.I. Dahl, M.A. Sholokhov and the great Tatar poet Gabdulla Tuqay. It has been establishedthat the best of Gabdulla’sworks, included in the gold reserves of the Tartar literature, was written in the town of Uralsk. It has also been establishedthat the poets and writers of the Cis-Ural Region contributed new genres to the literature, namely prose and drama. The study of cultural and spiritual ties with kindred Turkic-speaking peoples today is one of the priorities of the Kazakh literary criticism. At the same time, the authors have found the following ways of solution of such tasks: the introduction of the “LiteraryLocal Lore” elective course to the study process of secondary and high schools, writing of monographs, and compilation of anthologies. The paper will be useful for teaching the subject of "Literary Regional Studies" becausethe course based on the cognitive material, which considers and propagates the development and prosperity of the national fictional literature, as well as its investigation from a scientific point of view and transmission of the values to the younger generation

    MGNREGA Vis-à-Vis Tribal Livelihoods: A Study in Kurung Kumey District of Arunachal Pradesh

    Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is considered as a “Panacea†for eradicating rural poverty and unemployment. Its objectives are: (a) provide, on demand, not less than one hundred days of unskilled manual work in a financial year to every household in rural areas; (b) create productive assets of prescribed quality and durability through wage employment; (b) strengthen the livelihood resource base of the rural poor; (c) proactively ensure social inclusion; and (d) strengthen Panchayat Raj Institutions. Arunachal Pradesh, one of the eight north-eastern states of India is a rural-based state where the majority of the population depends on agriculture. In this context, the rural employment guarantee programme has played a significant role in alleviating rural poverty by giving them 100 days guaranteed job in a year. In the state, National Rural Employment Guarantee Act (NREGA) during 2006 was initially launched only in one district and was further extended to two more districts the next financial year in 2007. Currently, the programme is being implemented in all the 16 districts of the state barring few recently created districts. While some districts in Arunachal Pradesh are performing very well; some others are worst performers,and Kurung Kumey is one of the worst performing districts of the state regarding implementing this programme. Thus, the present study attempts to critically examine the implementation process of this programme and its impact on tribal livelihoods that is, to what extent MGNREGA has given justice in sustaining the livelihoods of poor tribal communities in a Panchayat of Kurung Kumey district, Arunachal Pradesh. The study reveals that there is little impact of MGNREGA on tribal livelihoods. The faulty implementation strategy has ruined the spirit of this programme. Religion and street biases and favouritism in case of distribution of job cards, the dominance of dominant families, poor leadership and improper coordination among the stakeholders have stood as significant hurdles in this programme

    The Oral Folk Literature of the Ancient Meiteis of Manipur: An Analysis of its Cultural Significance

    Oral narratives are the earliest forms of storytelling as they exist in every culture as a part of religious rituals, folk music and songs. They include ritual texts, curative chants, epic poems, musical genres, folk tales, creation stories, songs, myths, spells, legends, proverbs, riddles, tongue twisters, word games, recitations and other narratives not recorded in writing. With the invention of writing, the ancient forms of oral narratives have undergone a lot of changes and have become valuable works of literature. However, the charm of oral narratives often told by improvisation and even gestures as a part of tradition cannot be transcribed into literature. As oral stories are brought down from generation to generation and are committed only to the memory, the various stages of the growth of such narratives give an account of the culture of the people. These are the sources of popular entertainment and are closely associated with festivals and religious ceremonies. At present, our society feels the need to safeguard and protect these indigenous forms of arts from the danger of extinction due to the impacts of globalisation and commercial entertainments. The exploration of the meanings and themes of ancient narratives, in a broader social context, and the significant role of the variant folklore genres in maintaining collective wisdom, national identity, solidarity and traditional moral values are points of great concern in this study

    Studies on gender diversities have always converged on the predicament of women in every field of life which requires much attention and compassion. There is, in fact, a broad domain of issues which need directions and resolutions in order to battle off the stereotypes and prejudices against woman especially at male-dominated fields. The workplace is one of them. Women at work-places worldwide, as researches detail, face numerous obstacles and barriers most typical being the gender biased barrier that restrict them to climb the ladder of success and height. The context in India is as much the same or worse. Discouragement, stereotyping, inequality are few of the many barriers, women face every day at Indian workplaces. Although the working patterns, sharing time with authorities, allotment of roles, among men and women do not differ still men are promoted. Men at workplaces are not affected by the hardships faced by the women as Indian culture is deeply rooted with a stereotyped mindset towards women. The concept of marriage, maternity and family obligations is assumed to be women’s only eminence and hence, considered to be one of the most significant barriers in contributing to organisational success. Neither family nor organisations support women to elevate their position, status and dignity at workplaces. This paper explores the theory of gender and gender discrimination at workplaces in the Indian context. The paper also delves into the types of gender barriers at workplaces in the Indian scenario that puts women into complicated situations.     Language Identity as a Unifying Identity: Linguistic, Ethnopolitical and International Legal Aspects

    The article is devoted to the problem of constructing a unifying identity through the commonality of language as an alternative to the concepts and practices most widely spread in the modern world, which are understood as the construction of a single ethnic identity (including the concepts of ethnonation and ethnonationalism), as well as the construction of general civil identity and "civil" nation. The primary attention is paid to the methodology of ethnology and social sciences in general, as well as to the scientific grounds and methods of the construction of a unifying identity through language. The evolution of methods of social sciences, changes in paradigms in ethnology, some linguistic theories in the problematic area of interdisciplinary research relevant to the issues of linguistic identity are considered. The international legal aspects of an ethnos are also considered; the inseparable connection between the phenomena of ethnicity, an ethnos and collective rights of an individual, on the one hand, and the phenomenon of native language and collective rights as one of the formats of existence and exercising personal rights and freedoms is postulated. The conclusion is made about the possibility, advantages, and potential social stability of the construction of a unifying identity that harmonises ethnic relationships through language identity. &nbsp

    The Role of Central Asian Traditions in Mongolian Fine Arts

    The article considers the role of Central Asian traditions in the formation and development of Mongolian fine arts. The authors reveal the significance of various factors for the formation of the original stylistics, which manifested itself in the methods, techniques and pictorial means typical of Mongolian art. The article defines the role of Indian artistic traditions in the development of Mongolian fine arts. The authors claim that Mongolian religious painting on scrolls is a bright artistic phenomenon based on the strict canon developed in India and inherited by many cultures of Asia. The means of artistic depiction, iconography, a system of proportions, borrowed and modified by the Mongols, had been developed in the cradle of Indian civilisation. The purpose of the article is to study the features of Mongolian fine arts on the basis of ethnic traditions, as well as to consider this phenomenon using the example of traditional and contemporary painting. Multiculturalism conditioned by the polyethnic nature of the region played an important role in the history of Mongolian culture. The renewal of ethnocultural experience is related to the artistic traditions brought from India, Tibet and China, but in Mongolian art, there is no predominance of any forms of other cultures. Hence, the art is original and has its unique features. As a result of the combination of the ornamental pictorial technique of nomadic cultures with the painting techniques of sedentary peoples, an artistic style based on the Buddhist canon, supplemented by original ethnocultural elements, was formed. In the process of mastering and developing the artistic experience based on the traditions of planar painting, icon painting, arts and crafts, folklore, a new art direction "Mongol Zurag" appeared in the 20th century. The creative method of modern masters proves that while working in various trends, genres, techniques, individual manners, they preserve and develop national traditions in painting. Consequently, the preservation of the artistic-aesthetic heritage of the ethnos has a positive effect on fine arts and the vitality of culture in general
