    Roles of Emotion in Negotiation Process: An Application of Drama Theory in Citarum Riverbasin Problem

    Citarum was a clean river which local people enjoyed fishing and recreation, however now its condition has already changed totally. Currently, the river can not provide its social services, such as clean water, electricity, fishing, tourisms, transportation, and public recreation. In rainy season, the color of river is brown because it contains mud from bald lands erosion along the river. In dry season, the color of river has changed to black and full of household wastes. In spite of many seminars were held, classical problems always arise. There are floods in rainy season but changes drastically to drought in dry season. There are some factors which cause the problem, i.e. illegal lodging and the population exploading in upper stream, population from industries in down stream, etc. this paper tries to see the Citarum problem from a different point of view, and starts from the belief that if stakeholders (or agents) in the Citarum problem collaborate to solve the problem, then Citarum river will be better and better. This paper analyzes negotiation process among the agents, and tries to describe how the negotiation process can end with collaboration. In the first step, drama theory framework is applied to model the negotiation process. Then, we simulate model by using SOARS (Spot Oriented Agent Role Similator). Finally, simulation results show that emotion of agents has important role to encourage collaboration; that is, the more the agents who have positive emotion (or tend to compromise), the less the number of impediments (or dilemma) to achieve collaboration. Keywords: quality policy, Institut Teknologi Bandung (ITB), higher educatio

    The Relationship of Leadership Styles and Organizational Culture Case Study of an Oil and Gas Company in Indonesia

    This study explores relationship between leadership styles and organizational culture in an oil and Gas Company in Indonesia. The respondents are employees of an oil and Gas Company in Indonesia. This study  use  Multifactor  leadership  questionnaires  to  define  leadership  styles  and  Denison's Organizational Culture Model to measure Organizational Culture. These questionnaires were used to measure  leadership  styles  of  immediate  or  direct  supervisor  and  organizational  culture  of  unit  or division. The data were analyzed with descriptive and use correlational analysis.Arelationship exists between the leadership styles of immediate or direct supervisor and organizational culture. In three Leadership styles of Multifactor leadership, Positive correlation was found between Transformational Leadership Style and Organizational Culture. Transformational Leadership found as strong  predictor  of  organizational  culture. A positive  correlation  also  found  between Transactional Leadership  Style  and  Organizational  Culture  and  conversely,  Laissez-Faire  Leadership  style  has negative correlation with organizational culture.     Peran Current Reality Tree dalam Soft Systems Methodology

    Peter Checkland menawarkan Soft Systems Methodology (SSM) untuk menyelesaikan masalah-masalah yang sifatnya complex-pluralist yang mana unsur kualitatif dan ketidakpastian cukup dominan. SSM terdiri dari tujuh tahap, yaitu: (1 dan 2) menemukan masalah, (3) memformulasikan definisi akar (root definition), (4) membangun model konseptual, (5) membandingkan model konseptual dengan 'realita', (6) menentukan perubahan, dan (7) mengambil tindakan. Kelemahan dari SSM terlihat pada transisi dari tahap 1 ke tahap 2, yaitu bagaimana cara menentukan apa yang menjadi masalah utama setelah sejumlah masalah (hasil pengumpulan informasi awal) muncul ke permukaan. Rich picture memang dapat menjadi alat bantu untuk memunculkan isu, konflik, dan hal-hal menarik lainnya yang ingin ditekankan. Tetapi bagaimanakah cara yang tepat untuk mengekspresikan apa yang menjadi akar dari permasalahan-permasalahan yang ada? Makalah ini menawarkan peran Current Reality Tree (CRT) sebagai cara untuk mencari akar permasalahan dan untuk melihat hubungan sebab-akibat antar masalah-masalah yang timbul. Dengan demikian, transisi dari tahap 1 ke tahap 2 memiliki kriteria yang lebih jelas. Sebuah studi kasus di sebuah perusahaan fashion di Jakarta ditampilkan pada makalah ini untuk menunjukkan peran CRT untuk mencari hubungan sebab-akibat dan akar permasalahan dari masalah-masalah yang timbul.Kata kunci:  Soft Systems Methodology, Theory of Constraints, Current Reality Tre

    Rancangan Sistem Penilaian Kinerja Berbasis Kompetensi dengan Dimensi Sikap dan Prilaku pada Level Manajer

    Pendekatan kompetensi memberikan pandangan yang berbeda mengenai manajemen performansi. Dalam pendekatan ini, performansi atau kinerja lebih ditinjau sebagai proses penggunaan kompetensi daripada hasil kerjanya. Sistem penilaian kinerja berbasis kompetensi menjadi penting untuk mengukur kinerja yang direfleksikan dalam sikap dan perilaku manajer karena sistem penilaian ini tidak hanya mampu menilai kinerja sekarang, tetapi juga mampu menilai kemampuan yang dimiliki oleh manajer. Ini berarti bahwa kompetensi mampu memprediksi performansi kerja dan tidak bias oleh faktor ras, gender, dan sosio-ekonomi. Perancangan sistem penilaian kinerja ini melalui tujuh tahapan yaitu analisis jabatan, penentuan dimensi kinerja dan pengembangan anchors dari level kinerja, penentuan skala dari anchors, pengembangan form penilaian, pengembangan prosedur pemberian angka, pengembangan mekanisme umpak balik, dan pengembangan manual untuk penilai dan yang dinilai. Adapun teknik pengumpulan data yang dipergunakan yaitu diskusi panel, metode Delphi, dan Analytical Hierarcy Process (AHP). Sistem penilaian kinerja ini mampu meningkatkan motivasi dan kinerja manajer dengan keterlibatan mereka dalam proses perancangan penilaian kinerja, standar kinerja yang jelas, mekanisme umpan balik, dan system penilaian 360o .     Decision Analysis of Airbrake Midterm Production Planning at the Machining Department, PT 'X' Bandung

    PT 'X' Bandung is a state-owned companies and one of its products is vehicle. One of the important subassemblies of the vehicle is the airbrake. This paper is aimed finding and selecting feasible midterm production plan alternatives for the Machining Department for the production of air brake for the upcoming scheduled three consecutive periods, namely period 1 (12 days), period 2 (12 days), and period 3 (27 days) using decision-making methodology base on Hayes et al., consisting of evaluating the existing capacity to meet orders, defining alternatives for meeting those likely orders, performing financial analysis of each alternative, assessing key criteria or key issues for each alternative, and selecting and defending the alternative to be pursued. We calculated that the existing capacity was insufficient to meet the orders, and therefore,we developed four alternatives. The first alternative was trying to meet the demand using the available resources by accepting the lateness in which penalty costs would have to be calculated based on the contract agreement. The second alternative was adding capacity through overtime and in this regard the overtime costs would be calculated. The Thrid alternative was adding capacity by purchasing new machines in which capital required would be calculated. And the last alternative was a mix of overtime and the addition of new machines and the related costs would be calculated as well. The alternative with the least cost would be selected. Based on our analysis using two criteria, namely compliance to schedule and costs, we conclude that the last alternative is the best production plan for the company in meeting the demand of airbrake for the upcoming three periods.Keywords: midterm production planning, decision making methodology, airbrak

    Integrated municipal solid waste planning and management ( IMSWPM ) in developing countries : A Conceptual Framework

    Problems of municipal solid waste planning and management (MSWPM) in developing countries are multiple and interrelated. The nature of these problems has three major implications. First, the conventional approach with its focus on collection, transportation, and disposal activities and its primary goal of technical efficiency in service provision in no longer appreciate. Second, involvement and participation from various actors other than the local waste authorities is called for. Partnership of stakeholdes in MSWPM are necessary. Third, the increasingly complex issues associated with MSWPM and the inability of the conventional approach to deal with them lead to the necessity of an integrated approach to MSWPM in developing countries. This paper is the first of two parts. In this part, a conceptual of an integrated solid waste planning and management (IMSWPM) for developing countries is formulated. Any integrated approach to resources and environmental planning and management embodies two basic dimensions: substantive and procedural. The former can be characterized by four main attributes: holistic, inter-connective, goal oriented, and strategic. Thus, the proposed framework suggests that integrated municipal solid waste planning and management is holistic when it takes into account various perspectives, such as public and environmental health, physical, technical, social/cultural, economical/financial, institutional and managerial, political, and legal; inter-connective as it is based on interactions among four main components: activities, actor (stakeholders), option, and aspects (perspectives); goal oriented through the identification of common goals among stakeholders; and strategic when it identifies key issues associated with taste generation, source separation,service provision, composting, sorting and recycling, and safe disposal. Keywords: municipal solid waste management, development, conceptual framewor
