Italian tax incentives for film industry: the impact on the domestic sector and on the State
The national approach to public funding of the film industry has been subject to a shift in recent
years, at an international level, moving from a grant and subsidy scheme towards more
automatic form of supports, including tax incentives.
The paper aims at analysing the impact of the new tax credit measures for the Italian film
industry, introduced in 2008, within the framework of the 2007 financial law, and in force since
the third quarter of 2009. The impact is evaluated on both the domestic film production
companies and on the State accounts level.
The measure of tax credit for film with cultural requirements provides the film production
company with the possibility of offsetting its tax debt (national and regional income tax, VAT,
social contribution and costs) during the production, within a cap of 15% of total eligible costs.
Starting from the data collected and processed by the Ministry of Culture since the beginning of
the implementation phase, the paper aims at demonstrating the positive balance for the State
determined by the increase of private investments on film with cultural requirements and,
consequently, of the induced direct and indirect tax return.
A brief description of the measure will be followed by a comparison of the incremental value
produced by the film sector throughout the year following the enforcement of the tax credit

Strategic Interaction and Conventions
The scope of the paper is the literature that employs coordination games to study social norms and conventions from the viewpoint of game theory and cognitive psychology. We claim that those two alternative approaches are complementary, as they provide different insights to explain how people converge to a unique system of self-fulfilling expectations in presence of multiple, equally viable, conventions. While game theory explains the emergence of conventions relying on efficiency and risk considerations, the psychological view is more concerned with frame and labeling effects. The interaction between these alternative (and, sometimes, competing) effects leads to the result that coordination failures may well occur and, even when coordination takes place, there is no guarantee that the convention eventually established will be the most efficient.The scope of the paper is the literature that employs coordination games to study social norms and conventions from the viewpoint of game theory and cognitive psychology. The Treatment Versus Experimentation Dilemma in Dose-finding Studies
Phase I clinical trials are conducted in order to find the maximum tolerated dose (MTD) of a given drug from a finite set of doses. For ethical reasons, these studies are usually sequential, treating patients or group of patients with the best available dose according to the current knowledge. However, it is proved here that such designs, and, more generally, designs that concentrate on one dose from some time on, cannot provide consistent estimators for the MTD unless very strong parametric assumptions hold. We describe a family of sequential designs that treat individuals with one of the two closest doses to the estimated MTD, and prove that such designs, under general conditions, concentrate eventually on the two closest doses to the MTD and estimate the MTD consistently. It is shown that this family contains randomized designs that assign the MTD with probability that approaches 1 as the size of the experiment goes to infinity. Productivity Shocks, Stabilization Policies and the Dynamics of Net Foreign Assets
In this paper we investigate the role of macroeconomic stabilization policies for the international transmission of productivity shocks and their eects on the external sector. We develop a two-country stochastic Dynamic New-Keynesian "perpetual youth" model of the business cycle with ncomplete international nancial markets. Our OLG structure implies stationary net foreign asset dynamics and
allows for a thorough analysis of the interaction of monetary policy with non-balanced budget scal policy.
We derive the dynamic and cyclical properties of scal decit feedback rules and their implications for net foreign assets dynamics. Our results imply that the degree of "scal discipline", i.e. the extent to which the scal rule responds to debt dynamics, is crucial for the dynamics of net foreign assets. We show that under a counter-cyclical scal rule with low scal discipline temporary positive productivity shocks may result in substantial deteriorations of the Net Foreign Asset position in the medium run.

IT Value in Public Administrations: a Model Proposal for E-Procurement
Recent studies have affirmed the necessity of a discontinuity in the method of investigating the value produced in organisations by IT. Existing studies have in common a prevailing (when not exclusive) attention paid to the private sector, as testified by the frequent use of income or financial indicators to measure benefits. These approaches however cannot be directly applied to public utility organisations like public administrations. Taking into account this scenario, the present exploratory work looks at the analysis of IT investments in the public sector by identifying a viable approach to research in this domain. To move towards this objective, procurement management has been taken as the field to be observed, and an Italian publich Local Healthcare Agency which has managed several e-procurement projects has been analysed. This case represents a valuable context for examination and discussion because the outcomes of each project were evaluated in details.
