Efforts for Disaster Prevention and Mitigation in China, a Disaster-prone Country ― Issues Facing Legislation and Disaster Relief Systems
中国は世界でも災害が多発する国家の一つとして知られている。本稿のねらいは、多発する災害に、中国がどのように法整備を進め、災害救助システムを構築していこうとしているのかを明らかにすることにある。本稿を通じて、中国の災害の特徴や防災減災に向けた法体系を分析し、法体系において定められた個人の役割についても検証した。防災減災にかかわる法整備の面では、数多くの法や行政法規が整えられ、大半の法律、行政法規において、個人の防災減災活動への参加が義務として位置づけられていることがわかった。また、現状の中国での防災減災にかかわる法律や行政法規は、発生する自然災害へ個別に対応する制度であり、総合的な視点から防災減災に対応する法の成立にはまだ至っていないことも明らかすることができた。併せて、中国の災害救助の基本方針を確認し、災害救助システムについても考察を行なった。災害救助活動の基本方針は2006 年以降変化が見られ、従来の“自救”(自助)を主とする方針から、政府が責任や主導を前面に押し出し、自助や互助も強化する方針へと変更している。災害救助システムでは、さまざまな課題が浮き彫りになった。災害救助において重要になる災害損失補償では、一般の商業保険を含み、自然災害への保険補償が整っていないことが見えてきた。保険による補償を強化していくためには、保険の意義や災害リスクへの対応について、どの程度理解が深まるかが重要になるだろう。さらに、バランスの取れた災害救助システムの構築に向け、それぞれの役割の発揮が求められていることも、本稿を通じて見えてきた。災害救助システムの一環として、社会組織や個人による慈善事業、寄付が強く推奨され、「慈善法」も成立させ、社会を挙げて慈善事業や寄付を押し広げていこうとしている。しかし、これらの活動が社会に根付くには、中国社会における寄付文化の醸成が鍵になるであろうことについても言及した。China is known as one of the most disaster-prone nations in the world.The aim of this paper is to clarify how China is proceeding with legislation and building a disaster relief system in response to frequent disasters.Through this paper, Author analyzed the characteristics of disasters in China and the legal system for disaster prevention and mitigation, and examined the roles of individuals stipulated in the legal system. In terms of legislation related to disaster prevention and mitigation, many laws and administrative regulations have been established, and it was found that most laws and administrative regulations place an obligation for individuals to participate in disaster prevention and mitigation activities. In addition, the current laws and administrative regulations related to disaster prevention and mitigation in China are systems that individually respond to natural disasters that occur, and the law that responds to disaster prevention and mitigation from a comprehensive perspective has not yet been enacted, I was able to clarify. At the same time, I confirmed the basic policy of disaster relief in China and considered the disaster relief system. The basic policy of disaster relief activities has changed since 2006, and the policy has changed from the conventional policy of focusing on“ self-rescue” (self-help) to a policy of pushing responsibility and initiative to the fore and strengthening self-help and mutual aid. Various issues have been highlighted in the disaster relief system. It has become clear that disaster loss compensation, which is important in disaster relief, does not include insurance coverage for natural disasters, including general commercial insurance. In order to strengthen insurance coverage, it will be important to deepen understanding of the significance of insurance and how to deal with disaster risks. Furthermore, it has become clear through this paper that each role is required to be fulfilled in order to build a well-balanced disaster relief system. As part of the disaster relief system, philanthropy and donations by social organizations and individuals are strongly recommended, and the“ Charity Law” has been enacted to promote philanthropy and donations throughout society. Skin lamellar structure of sphingomyelin in epidermis and its effect on skin penetration of compounds
スフィンゴミエリン合成酵素欠損マウス(SMS KOマウス)のセラミドの定量、皮膚を介した化合物の皮膚透過性、高輝度X線、FTIRなどを用いたラメラ構造の解析を行った。SMS KOマウス角層中のスフィンゴミエリン含量は低下していた。また、角層中セラミドも減少していた。水分蒸散量はKOマウスで高値を示した。また、水溶性化合物の皮膚透過性はKOマウスで増加した。一方で、脂溶性化合物では変わらなかった。角層のX線構造解析でもKOマウスと野生型マウスではことなる構造を示唆するデータが得られた。これらのことから、スフィンゴイエリンはバリア機能に影響することが示唆される結果が得られた。The content of sphingomyelin in the stratum corneum of SMS KO mice was found to be decreased. Ceramide in the stratum corneum was also decreased. Transepidermal water loss (TEWL) was higher in KO mice. The skin permeability of water-soluble compounds was increased in KO mice. On the other hand, the liposoluble compounds did not change. X-ray structural analysis of the stratum corneum also showed different structures between KO mice and wild-type mice. Monitoring Urinary Collagen Metabolite Changes Following Collagen Peptide Ingestion and Physical Activity Using ELISA With Anti–Active-Collagen-Oligopeptide Antibody
Active collagen oligopeptides (ACOP) are bioactive collagen-derived peptides detected by a recently-established ELISA. To facilitate studies of the function and metabolism of these products, this study aims to determine which of these peptides is recognized by a novel anti-ACOP antibody used in this ELISA. We then investigate the effect of collagen peptide (CP) ingestion and exercise on urinary ACOP concentrations in a cohort of university student athletes using colorimetric, LC–MS/MS, and ELISA. We observed that the antibody showed strong cross-reactivity to Pro-Hyp and Gly-Pro-Hyp and weak cross-reactivity to commercial CP. CP ingestion increased the urinary level of ACOP over time, which correlated highly with urinary levels of peptide forms of Hyp and Pro-Hyp. Physical activity significantly decreased the urinary ACOP level. This study demonstrates changes in urinary ACOP following oral CP intake and physical activity using ELISA with the novel anti-ACOP antibody. Anti-Inflammatory Effects of Morinda citrifolia Extract against Lipopolysaccharide-Induced Inflammation in RAW264 Cells
Leaves of Morinda citrifolia (noni) have been used in Polynesian folk medicine for the treatment of pain and inflammation, and their juice is very popular worldwide as a functional food supplement. This study aimed to demonstrate that M. citrifolia seed extract exerts anti-inflammatory effects on RAW264 cells stimulated by lipopolysaccharide. To confirm the inhibitory effect of M. citrifolia seed extract, we assessed the production of nitric oxide (NO) and inflammatory cytokines. The M. citrifolia seed extract showed a significant inhibition of NO production, with no effect on cell viability, and was more active than M. citrifolia seed oil, leaf extract, and fruit extract. The M. citrifolia seed extract was found to reduce the expression of inducible NO synthase and tumor necrosis factor-alpha of pro-inflammatory cytokines. These results suggest that the anti-inflammatory effect of M. citrifolia seed extract is related to a reduction in the expression of inflammatory mediators and support its potential therapeutic use.Article number: 43 This article is an open access article distributed under the terms and conditions of the Creative Commons Attribution (CC BY) license (https://creativecommons.org/licenses/by/4.0/)
