Economic Development Policies for Disadvantaged Areas through the Development of Renewable Energy: A Comparative Study on Japan and China
Get PDFThis paper discusses recent efforts to promote renewable energy in Japan and China from the perspective of strategic initiatives to achieve regional revitalization and independent economic development. Efforts to revitalize local economies through the development of renewable energy in Japan （Iida City and Minamisoma City） and China （He Long City）shows a certain degree of homogeneity, namely that many renewable energy-related projects in both countries are highly dependent on specific strategies and policy implementation by governments and they are highly dependent on investments from outside the region, and as a result, capital circulation and spillovers within the region must be limited. On the other hand, there are differences in the methods and effects in the two countries due to differences in natural geographical conditions and the characteristics of socioeconomic system, particularly in the relationship between government and business, central and local governments, and initiative of local residents.通巻第46号, 論文 / Article

A Study of Business Environment Change and Broadcasting Institutional Reform of Visual Mass Media in the Digital Age
Get PDF本稿は，デジタル時代における放送制度改革の検討状況を取り上げ，映像マスメディア，特に県域で放送事業を行っている地上基幹放送事業者（ローカルテレビ局）の持続的なメディア経営の観点から，現在制度改革で検討されている施策の実効性と課題について考察した。まずメディア経営に関する先行研究と業界動向を整理し，ローカルテレビ局の経営問題については，従来主として業界内の競争関係を中心に考察されるにとどまっており，企業経営論として経営の持続性に踏み込んだ研究はほとんど蓄積されていないことを指摘した。次にデジタル時代における放送制度の在り方に関する検討会（総務省）で検討されている施策内容を論点ごとに整理し，ローカルテレビ局にとって実効性のある経営の選択肢となり得る制度設計に必要な視点を考察した。さらに制度改革検討において重要な論点になっている，マスメディア集中排除原則の歴史的経緯や変遷，緩和にあたっての課題を整理し，複数の放送対象地域における放送番組の同一化等による「地域性」確保の懸念点等を指摘した。そして前編のまとめとして，デジタル情報空間で放送法制に基づいた放送の同時配信が果たす意義や役割と，それを実現にするにあたっての新技術の応用・実用化や業界横断的で柔軟な制度設計の重要性について指摘した。This study examined the state of investigating broadcasting institutional reform in the digital age. The study investigated studies on policy effectiveness and problems in the area of broadcasting institutional reform from the perspective of the sustainable manage ment of visual mass media. In particular, specific terrestrial basic broadcasters that per form broadcasting business in a certain prefecture —local TV stations. First, we examined previous studies on media management and trends in the broadcasting industry. We found that the studies only examined local TV stations* management issues, specifically their competitive relationships, and only a few studies examined the sustainability of media management based on business management theory. Next, we investigated policies in each issue included in the Study Group on the Ideal Broadcasting System in the Digital Age (the Ministry of Internal Affairs and Communications). We highlighted the perspec tives necessary for institutional design, which could be an option for the effective manage ment of local TV stations. We also examined the history of and changes to the principle of excluding media multiple ownership, an important issue in broadcasting institutional reform, and problems with the principle’s relaxation. We also examined the pitfalls for securing “locality” due to the identification of broadcast programs in multiple broadcast coverage areas. The study showed the significance and role of simultaneous broadcast distribution in the digital information space based on the Broadcasting Act, the application and practical use of new technology to realize the simultaneous broadcast distribution, and the importance of cross-industrial and flexible system design.論文 / Article
