The Political Process of Public Hospitals as Local Incorporated Administrative Agencies : Examples of Osaka and Kanagawa Prefectures
Get PDF本稿の目的は、公立病院を地方独立行政法人化した自治体の政治過程を明らかにすることである。公立病院改革に関する研究は、総務省自治財政局が示す幾つかの改革メニューのうち、各自治体がどの手法を選び、どのような効果があったかを分析するものが中心であり、経営手法がどのように選択されたかに関する研究は少ない。公立病院である都道府県立病院は、市町村立病院と異なり、①民間病院も多く立地する都市部で病院経営を行う場合が多い、②市町村より財政的余裕がある、③基本的に一次医療（プライマリーケア）ではなく広域行政機関としての二次・三次医療（高度・専門医療）を提供する。本稿は、これら都道府県立病院の性格を踏まえ、地方独立行政法人化という手法を選んだ都道府県に着目し、その政治過程の特徴を解明するものである。The purpose of this paper is to clarify the political processes of local governments that converted public hospitals into local incorporated administrative agencies. Public hospital reform is aimed at securing regional medical care and eliminating deficits. Local governments select management methods from a reform brief as indicated by the Ministry of Internal Affairs and Communications. One choice is to convert into a local incorporated administrative agency.Previous studies mainly focused on which method local government chose and the effects. There are few studies that examine how local governments chose methods of managements. In this paper, we focus on two prefectures that chose the incorporated administrative agency option and clarify the decision making process.論

Get PDF本稿は，まず労働者・就労者が自己決定に基づき正社員又は非正社員等として多様な就労形態で柔軟に働ける客観的前提である雇用・就労の多様化を検討する。次に多様な働き方を可能にする弾力的な労働時間制を検討する。その労働時間制は，①変形労働時間制，②フレックスタイム制，③裁量労働制，④高度な専門職を対象とする高度プロフェッショナル制度である。これらの労働時間制は，経営側からすると企業の効率的活動に資するし，一方労働者からすると，自己決定により柔軟な働き方を可能にする。 このように労働者等の働き方が多様化しているが，この点は理念的には労働者の自己決定権の観点から望ましいが，一部の専門的能力を有し，使用者に対して一応の独立性を有する自律的な労働者は格別，一般の労働者は実際上立場が弱く使用者に対して従属的であるから，他律的な企業秩序に服して自己の利益のために自己決定権を行使できない。そこでこの弱い労働者の自己決定権の行使を有意義なものにするためには，国家のパターナリズム的なサポートにより労働者が自律的で公正かつ多様な働き方ができるようにすることが必要であろう。研究ノー

Get PDF本稿は，城西大学が平成２１年～平成３０年の間に実施した教員免許状更新講習の軌跡を振り返り，その特徴，実施した意義，今後の課題について論じる。更新講習については制度が導入された当初からその有効性や実施可能性に疑義が寄せられていた。城西大学においても必修講習を担当可能な教員の不足や選択講習を含めた担当者の負担等から，その実施には賛否があった。しかしながら，総計２９の免許課程を擁する大学としての責務との自覚のもと１０年間で１０７講座を実施し，延べ２４３５人が受講した。開催講習の特徴は，文理５学部が同一キャンパスにある事を活かした講習である事，実施した意義は，地域への貢献，教科専門科目の担当者教員を含めた現場教員との交流の促進などである事を指摘した。課題は，講習の質を高めるキープレーヤーとしての教職課程センターの機能強化である。総

Get PDF城西大学では女子栄養大学とともに坂戸市及び坂戸市教育委員会の協力のもと，平成１８年度より「坂戸市スチューデント・インターンシップ事業」を通して坂戸市内の小・中学校へ学生を派遣している。平成２３年度から２５年度はこの事業が始まってから６～８年目にあたり，教育委員会，小中学校，大学でそれぞれ一定のシステムが構築され，安定的な事業へと発展していったと思われる。学生たちにとっては教育実習に対する不安の軽減や目的意識をもって教員採用試験へ臨むことなど，この事業によって教職に対する思いを今一度考える良い機会になっている。実践報
