Mutsu Munemitsu as the Minister of Agriculture and Commerce
Get PDFapplication/pdfMutsu Munemitsu, famous for his tactful “Mutsu Diplomacy” during the Sino-Japanese war, served as agriculture and commerce minister from 1890 to 1892. In distinct contrast to his term of foreign minister and to his foreign policy,agriculture and commerce minister Mutsu and his policy-design of agriculture and commerce has been less explored than it should have been. In order to fill this gap, this article aims to survey and analyze his policy-design of agriculture and commerce during his term of agriculture and commerce minister.
Mutsu’s main achievements as agriculture and commerce minister were on a wide range of subjects such as: integration of Tokyo agricultural high school into a faculty of Imperial University, an attempt to dispose the Tomioka silk filature, the establishment of the regulation for the chamber of commerce, withdrawal of the once-decided subsidy for Great Japan Tea-processing company, and the establishment of the law of weights and measures. In addition, I will pick up the preparation for the international exposition in Chicago to be held in 1893 and his intentional negligence in responding to the case of Ashio Copper Mine.
Probing into the above mentioned policies of Mutsu, I conclude his way of thinking and his traits as follows: the autonomy of merchants should be encouraged within the limit of governmental control; some kind of government enterprise, especially in the field of international exposition, should be in due course transferred to private enterprise; government should protect home industries and in some cases dare to provide a subsidy even for a specific private company; in introducing the law of weights and measures it was nominal change but substantial maintenance of customary criteria that counted, which showed his tactfulness of solving legal and social dilemma; economic productivity such as Ashio copper mine should take precedence over the ecocide around its vicinity.研究ノートdepartmental bulletin pape
An Attempt of Exchange Program Using ICT with Alternative School Students
Get PDFapplication/pdf本稿は、2020 年のコロナ禍に伴い、大学生がフリースクールの子どもたちとのオンライン交流会をZoomで試みた経過を報告した。また、オンラインでの子どもたちとの交流の課題や肯定的な意味について明らかにし、ICT 活用の有用性について考察を行うため大学生とフリースクールの教員にアンケート調査を行ったところ、大学生15 名、教員5 名から回答を得た。その結果、大学生からはオンラインならではの遊びやゲームを実施できたといった肯定的な側面や、オンライン上では表情や反応が読み取りにくいといったコミュニケーションの取りにくさを課題に挙げていた。教員からは、不安そうにしていた子どもたちが徐々に積極的に参加していく様子や、Zoomを使用する機材が整わなかったこと、顔を出したがらない子どもへの対応に苦慮した点が浮き彫りになった。教育支援センターやフリースクールにも通えない不登校の子どもたちへのオンライン交流の可能性や、フリースクールを含めた教育現場へのICT の充実について論考を行った。研究ノートdepartmental bulletin pape
