Regulatory Impact Analysis: Regulasi Pasar Modern di Kabuoaten Bantul
No full textRIA or Regulatory Impact Analysis is an analysis tool that is used to develop the quality of rules or policy that is made by the Government. This article is analyzing the use of RIA that is currently being run by Bantul Government in managing he moern market that is threatening the very existence of local economy that is currently the backbone of bantul's people economical activities. Th analysis, it's found out that the most threatened business by modern market is grocery stores, but the Bupati Rules limits the definition of local economy to traditional markets, which means that this Bupati Rules isn't consistent in protecting local economy. The modern market has an oligopoly structure. This kinds of structure make benefit the consumer, but on the other side, it also impose the transaction fee to the supplier. Bupati Rules that only manages the existence of modern markets become inefficient in removing the negative impact of the modern market itself. In the structure of market with that strong network, policy that only obstruct would be ineffective, because once the permission is granted, the network will spread by any means necessary. No full textThe firs purpose of the research is to analyze the sustainable development policies and public participation to the Green Open Space's shifting function in Malang. The second is to analysis the factors that binder the policy implementation process. This paper shows that public participation in the sustainable development policies is less than optimal. Some factors that impede the policy implementation are 1) inadequate provision of GOS both in quantity and quality; 2) many weakness in the institution who manage the GOS; 3) the weak role of the stakeholders; 4) the use of open land for GOS function is not optimal yet. Some of the recommendation of this research include the need to revise UU No.24/1992; to develop guidelines for the implementation of GOS's management; to improve the campaign about the importance of GOS through "green cities movement"; to develop incentive and disincentive mechanism for increase private participation in the GOS management; and to develop GOS's pilot projects in the Malang City

The root cause of such heinous acts can be traced t the disorientation of some section of society that is attributable to social disorganization, which in turn has undermined social control, individualism and materialism, rampant pornography, booze and porno-action, poor government oversight of public transport, among other factors. Resolving the problem calls for several measure, which among others should include, strengthening the penal code to empower stringent legal action against the perpetrators, and taking effective preventive measures to deal with multifaceted cause of social disorganization

Penilaian cara masing-masing pemangku kepentingan berperan dalam proses penentuan lokasi atau tempat dengan mengadakan analisis ketersediaan dana dalam rencana anggaran. Untuk memerikan gambaran untu tentang pemerintah dalam pembangunan, penrhtungan kmprehensif dilakukan guna menentukan ketersediaan dana yang dibutuhkan dalam rencana anggaran belanja nasional dan dikombinasikan dengan struktur rencana anggran belanja pemerintah lokal. Penggunaan persamaan ICOR membantu menunjukkan jmlah dana yang dibutuhkan untuk mmbiayai pembangunan. Berdasarkan hasil dari perhitungan itu, akan membantu membuat kesimpulan tentang sejauh mana pemerintah berperan dalam pembangunan dan pada gilirannya dalam penentu tempat atau lokasi

To that end, the Stte or Government has the obligatio to fulfill that right without exeption and discrimination. In light of that, KTP making must be of free of charge. If there are any expenses which citizens pay in the process of obtainingtheir KTPs, the state pr government is duty bound to rimburse them. Any revenues which state or government obtain by charging KTP processing, must be stopped as it constitutes a potential sources of revenue in other sectors while at the same time ensuing that right of citizens to KTP are observed
