    This paper discusses "Makasar Tourism Training Project" (MTTP) which aims to increase the human resources performances for tourism. Many programs have been implemented by this project such as Competency Based Training/ Assessment Workshop; Fellowship Programs; Training Programs; and Upgrading Facilities. This paper show that MTTP have succeeded in increasing the tourism performance particularly and human resources for tourism in wider sense. However, various obstacles found this program, such as: lack of commitment in the parts of local government, insufficient, and poor motivation. These obstacles have to be tackled in order to ensure the program sustainability

    One of the crucial benchmark for the success of of decentralisation policy in Indonesia is whether it will improve local financial capacity. It is undeniable that, with the centralistic tendency of national development strategy in the past, local governments had been increasingly dependent on the financial resources provided by the central government. With a radical decentralisation policy has been brought into effect in early 2001, it is assumed that local governments will be able to carry out their development responsibilities with the local financial resources. However, it turned out that the policy are hampered by lack of human resources, infrastructure limitations, and rampant corruption among the local authorities. The financial autonomy in this study is measured by the degree of fiscal decentralisation, the fiscal needs, capacity and efforts, the actual local revenue (PAD) and the elasticity of PAD. The case study in the city of Jambi shows that financial autonomy after decentralisation policy is still low. This is caused by some pitfalls in local finance, namely: I) limited potentials for local taxes and levies, 2) increasing misuse of funds in local administration, and 3) inadequate revenues from the local enterprises. To strengthen financial capacity of Jambi city administration, it is recommended to develop an industrial zone and to boost cooperative networks with domestic as well as foreign investors

    This research aims to understand the effect of policy implementation through Law No. 18 of /997 to the performance of local government finance. The case study is Pemalang regency. Contrary to the assumed policy goals, this research shovrs that during 2 years of its implementation in Pemalang the local original income (PAD) has virtually decreased. Although the nominal budget of the local government has increased, the PAD has contributed less. In effect, the policy has resulted in the decline of local government income from local taxation and charges, the overall fiscal effort and the degree of fiscal decentralization. It is recommended that the current policy problem should be addressed by determining the target of local taxes and charges with the real local potentials. The local government has to focus on the effective and efficient taxes that are linked to the local development budgets and the local gross domestic product

    Reformasi dalam mesin pemerintahan sangat diperlukan saat ini ketika pertama, mesin-mesin tersebut diharapkan dapat beradaptasi secara tepat terhadap perubahan yang terjadi di masyarakat; kedua, administrasi publik sebagai jantung mesin pemerintahan dapat membentule masyarakat. Dalam negara berkembang, administrasi publik yang tidak respek pada pembangunan dan perkembangan begitu mudah dikenali untuk dijadikan titik awal reformasi. Meski disepakati oleh be rbagai pihak bahwa reformasi secara institusional pada administrasi publik atau birokrasi pemerintah diperlukan tetapi kontraversi disekitar apa yang harus dirubah, nilai-nilai apa yang perlu diadopsi, dan bagaimana strategi perubahannya masih terjadi. Tetapi yang paling mungkin dilakukan saat ini adalah bagaimana memecahkan teka-teki disekitar pelaksanaan reformasi. Untuk hal itu, banyak analis berpendapat bahwa pelayanan publik hendaknya menjadi prioritas utama reformasi khususnya pembuatan aturan-aturan baru yang lebih rnenyederhanakan pelayanan dan berpihak pada masyarakat banyak. Artikel ini mencoba mencermati pelayanan publik dan berbagai.kendala yang dihadapi ketika reformasi tersebut dilaksanakan terutama di negara berkembang. Diatas semua hirukpikuk janji reformasi, tidak ada satupun yang bisa mengklaim bahwa proposal reformasinya adalah yang paling baik untuk diterapkan tanpa memperhatikatz aspek lingkungan, kontek, strategi, dan dinamika masyarakat. Bagaimanapun juga kesadaran akan pentingnya aspek-aspek tersebut terkadang rentan dan sering mengabaikan terhadap perubahan di tingkat kemauan politik dan administrasi penyelenggara negara. Akhirnya, tulisan ini diakhiri dengan menganjurkan bahwa reformasi pelayanan publik hanya akan berarti bila ada penciptaan good governance dengan pelibatan semua pihak

    Analisis Biaya Manfaat Program Jaring Pengaman Sosial di Kabupaten Labuhan Batu

    This research is aimed at evaluating the program namely Local People Empowerment for Overcoming Economic Crisis Impact (Pemberdayaan Daerah dalam Mengatasi Dampak Krisis Ekonomi – PDM-DKE) which relates to the social safety net program in six villages of Labuhanbatu Regency. Two basic cast-benefit analysis are used — the Net Benefit (NB) and the Cost-Benefit Ratio (CBR) --- to evaluate the program for two target groups in Labuhanbatu. In the contrary to the objective of the program, it is indicated that quite a large portion of the fund (35.78%) was not used for empowering the smalls scales shops/stalls. The recipients from the poor people category was constitute only 19.18% of the total number, who gets about 10.97% of the total fund allocated. Using two scenarios for sensitivity analysis and 12 % per year for discounting, this research conclude that the PDM-DKE program is beneficial but the benefit was enjoyed more by no-low-income recipients. However, there might possibilities that the program create some non-quantifiable benefit. The following recommendation are put forward: 1) To ensure that the use of aid and the determination of the terget group are accordance with the original objective, there is a need for monitoring, supervision and guidance at every stage of the implementation up to the lowest level. 2) Allocation of the aid should be more selective in order to avoid deviations in the implementation. 3) Further research is necessary to investigate the implementation of the program in wider scop
