Traditional Economic Space Management System in Pasar Raya Padang, West Sumatera Post-Earthquake 2009
The Pasar Raya Padang suffered various dynamics and changes since the West Sumatera earthquake 2009. Many studies had been conducted by academicians and researchers, but no study offering the model of economic space govern at Pasar Raya Padang according to traders’ needs. This paper was conducted by qualitative approach offers the models of traditional economic space govern in the city of Padang. This research had been conducted since 2015 in Pasar Raya Padang. The data were collected through in-depth interviews, focus group discussions (FGD), observation and document study. The result is that the traders as the primary market stakeholders want to have the model of economic space govern integrated over the system, the infrastructures, and market layout. The traders intend to have Pasar Raya Padang that still uses traditional system but the physical buildings that are set up as a modern market with complete facilities
The Capacity Development of Non-Profit Organizations in the Growth Stage (An Action Research Based on the SSM)
This research aims in analyzing the capacity development of non-profit organizations in the growth stage through six internal components and four external components at Papuan Pesat Foundation. The approach used in the research is the action research based on the soft systems methodology that consists of two activities that had been done simultaneously, which are the research interest and the problem solving interest (McKay and Marshall, 2001). It fulfills criteria that are systematically desirable and culturally feasible (Flood an Jackson, 1991). Whilst the theory used is according to Brothers and Sherman (2012) that states that there are six internal components that should be strengthened in the growth stage, which are the leadership, the organization’s culture, the role of the board, programs’ extension, the management and infrastructure, the financial sustainable. Afterwards, according to De Vita, et. al. (2001) there are four organization’s external components that should be maintained, which are the social demographic, the economy/market, the politic and values, and the norms. The result of this research shows the research interest, that the organization needs to be equipped with the transformational leadership, the simple structure design, and the improvement of the role of the board. For the problem solving interest, it needs the working programs’ extension through the correct formulation process, the human resources management, the organization’s financial sustainability. Then the external components which need to be formed are the collaboration among the non-profit organizations, the local government, the private sectors, business activities, politic participations and the public relation
Evaluasi Program Aksi Desa Mandiri Pangan di Kabupaten Bantul
Food security is one of the main pillars of developing resilient and sustainable economic development. Food security itself refers to the availability of food and one's access to it. Food autonomy at the household level, requires special attention as it forms the foundation of food autonomy of food at the national level. Food Autonomy Action Programme , is one of government interventions tailored toward achieving national economic resilient and security. The program targets directly the poor as they often experience food insecurity. The objective in overcoming food insecurity in Bantul district. The study specifically examined and identified factors which contribute to the effectiveness of the program implementation. The research used descriptive qualitative methods. The location of the research was was in two villages., Muntuk Village Dligo Sub-District and Selopamioro Village Imogiri Sub-district, which were categorized as food insecure that. Findings showed that the implementation of the Food Autonomy Action Programme in Bantul district has been effective. This is reflected by an analysis of both output indicators the implementation of program proved relevant to target population as well as outcome decrease in food insecurity of the population relative to the level of food at the society level
Meretas Tantangan Baru: Studi Komparasi Desentralisasi Pengelolaan Pesisir di Indonesia Timur
The mandate of article 18 Law 32/2004 is about the authority given to regency government by local government in managing the shoreline and resources contained, but it has to be suitable with local characteristic which one third away from province government authority area. This kinds of decentralization demands on not only an equipped government, but also government responsiveness in managing the shoreline based on justice and sustainability values for those local stakeholders whom in charge. But the obstacles were appeared such as lack of personnel, minimum budget, and poor equipment and document (P3D) in implementing shoreline decentralization. This paper explores the role taken by local politics that surely appeared in shoreline management.
Refers to the results of field study that had be done in 2005 and 2007 based on qualitative research method, this paper show the comparative study between two regencies in the eastern island in Indonesia, Pangkajene Island and Konawe. Comparison between these two regencies offers three important reviews on shoreline management. It did not only reveal a contrast outlook and experience at management mechanism in shoreline, but also highlighted the varied managements and obstacles which can be very much enriching of shoreline has been triggered and increased patterns of management and important roles for local stakeholders in dealing with new obstacles in shoreline management

Liberalization and privatization are often associated with global demands for termination of state interference in business. The policy often result in dispute between neoliberalism and socialism. Neoliberalism perceives state interference in economic area as bad, damaging, an inefficient to economic life. State, which conduct the operation in political power logic, is perceived less or even not give the place for the expanding of healthy market structure and competitive. While socialism perceived state as central figure of economic with the centralized planning instrument and the ownership be on the hand of state. As economic system, socialism can be understood as an economic system in which the means of production, distribution, and exchange are publicly owned and operate. Since socialism assumes state as the most representative organization, so the meaning of owned and operated by public means the power of ownership and the mode of operation be on the hand of state. As political ideology, in its connection wit the economic control, socialism believe that the state should develop the economic planning and control on market operation. This paper prove that neoliberalism and the philosophy demands for termination of state role, in the reality, suffer a kind of paradox. On one hand, it trust market excellence so much over state. Horizontal relations in the governance model are inadequately managed by intra-organizational approach. To dealt with these horizontal relations, however, the juricidial and hierarchical instruments of intra-organization have apparaently lost its relevance and even problematic. Conversely, these relations need for the more soft and informal instruments in achieving consensus and synergy among relatively autonomous actors. in consequence, the network-based organization theories shall be immediately developed.The most important task in developing these theories lain on how to formulate a set of technical manners in ordet to establish ann institutionalized and sustainable energy. This paper attempts to initially develop a network theory and network governance instrumentation in the context of anarchical (non-autoritative) relations. By adopting the seminal concept of structure-agency duality in the Giddens; structuration theory, network management could be strategically defined as a social action of the agency (game management) to (re)constitute the constraining potentials in order to facilitate and enable the processes of synergy-building

To get equal access to good-quality public service is the right of every citizen. Unfortunately, the quality of public service in Indonesia is still far below the expectation of the people. Corruption practice is the main factor to be blamed as the source of the problem in this case. There are many ways to improve the quality of public service. One of them is to encourage the awareness of people to complain when he/she feels unsatisfied with the quality of public services provided by the government. To facilitate people to complain many developed countries establish an institution that is called ombudsman. This article discusses the effectiveness of local ombudsman of Yogyakarta Special Province in channeling the people's complaints as the way to improve teh quality of public services in this province

In the recentyears, as the result of reformation movement, there is an increaringpressure on the government side to reform their bureaucrats to fulfil the demand of the general public: to get better public services. To realise the public's demand, therefore, Indonesian government should reform their human resources management rystem in order to realise the creation of accountable, transparent, and responsive civil servant in Indonesia. To do so, in this article the author suggests that Indonesian government should adopt good governanceprincipks in managing their employees. How the adoption should be done has been described in greater detail
