Recovery and Reconstruction in a Local Community After the Tsunami Disaster: Personal Reminiscences in Usuiso Ward, Iwaki City, Fukushima Prefecture
Full text linkThe purpose of this paper is to record and recount the author’s involvement in the recovery and reconstruction process in Usuiso Ward, Iwaki City, Fukushima Prefecture, an area affected by the Great East Japan Earthquake, over the past ten years. The specifics are as follows. First, the author begins with how he came to be associated with Usuiso Ward. The two organisations that played a particularly large role in the reconstruction of Usuiso area were the Usuiso Ward Association, a traditional local residents’ organisation, and the Usuiso Reconstruction Committee, which was established after the earthquake. The author and others will describe how they became deeply committed to the committee. As the phase shifts from emergency to peacetime, the two issues for the future of Usuiso Ward are evacuation drills for the creation of a safe and secure town and the training of the next generation who will be responsible for the next Usuiso Ward. Finally, the question of how external social scientists should be involved in town planning from contingency to peacetime in terms of recovery and reconstruction from disasters was raised, and two issues were discussed from the perspective of the social sciences (‘Rethinking the paradigm of disaster prevention’ and ‘Redefining the bearers of the community’).departmental bulletin pape
