    The Role of Commissioners in Health Service Provision: Lessons Learned from Primary Care Trusts (PCTs) England

    It is the government’s responsibility to reach policy outcomes. Since the needs of citizen vary, the government needs to improve the way it delivers public services. Monopolistic provision of public service by government becomes inadequate to fulfill the needs of the community. One of the ways pursued by the government is working with the third sector, through procurement and commissioning. National Health Services (NHS) in the UK is one of the examples of commissioning in the healthcare service. The role of commissioning has been done by Primary Care Trusts (PCTs) from 2002 until 2014. Since commissioning became the center of public health provision, the role of commissioners has become pivotal. Using systematic review, this study aims to examine the role of commissioners in health service provision in England. It can be concluded that commissioners (PCT) play an essential role in identifying the needs of the community. This early stage of planning relied on the knowledge, skills, and capacity of commissioners. Unfortunately, not every commissioner has the capability to perform the commissioning process. Therefore, a partnership with other stakeholders is critical to overcoming the limitations of resources, including the capacity, time, and funding. The other findings suggest that national policy by the central government has contributed to the success of commissioning. Results revealed that national targets often prevented commissioners from reaching the local targets, especially when resources were insufficient

    Towards Research University through Ambidexterity Practice: A Lecturer Perspective

    The concept of ambidexterity in organization theory refers to an organization's ability to innovate in explorative manners (Duncan, 1980). Ambidexterity can be identified into structural ambidexterity and contextual ambidexterity (Tushman, O'Reilly, 1990). In small medium enterprises, for example, innovation activities take contextual form since most owners act both as entrepreneurs and business leaders (Kusumastuti, et.al., 2015), while in established corporations innovation activities generally occur in structural form. Thus research takes academic institution as its locus, within which innovation activities are mandatory for all civitas academica (academic community). The study uses mixed method for collecting data through questionnaires and in-depth interviews. It shows that university has the capacity to provide context in institutional support and remuneration system as a means stimulate lecturers and researchers to be more innovative. The scheme also provided structure at the university and faculty level as tools to coordinate and integrate research projects. The organizational learning at the individual level reflects the pattern of contextual ambidexterity process

    The Campaign of Papua Peace Network for Papua Peace Land

    This article aims to narrate a series of peaceful campaigns conducted by Papua Peace Network (PPN) for Papua Peace Land. This informal network consists of several groups of civil societies, such as religious organizations, ethnic groups, NGOs, and academicians. The PPN has some objectives that are to connect conflicted groups in Papua land, and to help both Papuan people and Indonesian government preparing an inclusive dialogue. This article results from research between 2013 and 2017. The data collection used observation of peaceful campaign of PPN, interviews, and archival research. This research shows that although a series of peaceful campaigns have been conducted by PPN both at the national and local levels between 2013 and 2016, but political violence still increases in Papua land. On another side, the national government only focuses on social and economic development issues, in particular, infrastructure projects, instead of political issues. Government officials involved in peaceful campaigns conducted by PPN had no power enough to implement some peace recommendations due to the national government has no a roadmap to resolve the conflict between Jakarta and Papua peacefully. The article argues that a continuously informal communication between conflicted parties is a necessary condition, but it is not a sufficient condition to create a positive peace. Therefore, the National Government is strongly suggested to implement an inclusive national dialogue with Papuan people

    Interdependence versus Truth and Justice: Lessons from Reconciliation Processes in Maluku

    Truth commissions and trials have been applauded as the way to move on from a violent past. Yet, some post-conflict societies managed to move toward reconciliation without the presence, or the effective presence of such formal institutions. This article discusses a number of lessons learned from Maluku, where reconciliation took the interdependence path. Taking on an interpretive, emic approach, it elaborates on the sites and mechanisms of interpendence. It argues that interdependence can be as viable as truth and justice procedures in bringing about reconciliation

    Joko Widodo (Jokowi) is a leader that is widely expected to transform Indonesia into a better country. Hopes and wishes were rising when he was elected as the president of Indonesia. This paper will describe various innovations undertaken before and after his presidential inauguration as well as the assorted innovations made in reforming the administration of his cabinet. As the president of Indonesia, Joko Widodo is required to realize the aspirations of the people in freeing the government from corruption, collusion, and nepotism. The management of ministerial and non-ministerial institutions becomes the very first crucial issue undertaken by Joko Widodo. This led to a polemic in regards to reducing or increasing the number of institutions, as the Jokowi administration actually increased the amount. In Susilo Bambang Yudhoyono's administration, several policies were made systematically and based on legislations that had been approved by the lagislature. Joko Widodo's administration in more partial in nature. The administrative reform program that is highly anticipated is the continuation of the Public Service Act. This law is a step forward from the administrative reform program that aims at the creation of good governance. Changes is career path, salary system, pension and benefits for civil servants, performance-based staffing are various efforts of sustainability carried out by Joko Widodo's administration

    The Influence of Politicians on Television Content in Post-Authoritarian Indonesia

    The downfall of the last authoritarian ruler in May 1998 marked the beginning of the transition to democracy in Indonesia. Before 1998, the autocratic government firmly monitored media content for decades. With the current broadcast liberalization, Indonesian televisions can produce almost any kind of program contents. However, a question arises, who actually controls television content in the era of liberalization? How do political and economic factors influence television workers in shaping content? This empirical research intends to focus on the influence politicians have on television program content in four elections in post-authoritarian Indonesia. The research question is: how do politicians influence television workers in shaping their content? The question needs a qualitative descriptive answer from various sources, including interviews with around 100 television workers in the 10 largest TV stations, participant observations, documents, television reports, and other data sources. Research findings reveal that the relationship between politicians and television intensified ahead and during political campaigns. Most television stations had conducted a relatively fair and nonpartisan coverage of the 2004 and 2009 election, but unfair and partisan in the 1999 and 2014 elections

    The Long Road to Partnership: Conflict Resolution of Register 45 Mesuji Lampung

    A known agrarian issue took place in Indonesia, particularly in the area of Register 45 Mesuji Lampung. The granting of natural forest management permit by the government to PT. Silva Inhutani, thus eliminating public access around Register 45 to manage the forest, subsequently lead to conflict in the region. The objectives of this research are, namely: 1) to explain the grounds for partnership in the Register 45 area; and 2) to analyze the partnership program undertaken in Register 45 as an effort of resolving conflict. This research used a descriptive qualitative approach that describes the results of research, assessment and other references reinforced with empirical data through interviews and observations. This study found a number of issues in the partnership agreement formation process, wherein the community was not being involved in the formation process of the partnership provisions, such as the planting process and the profit sharing scheme. The issues found in the implementation stage of the partnership agreement can be observed from an internal factor perspective, which was the unfulfilled expectation to increase acacia planting. Regarding the external factor, there were still many acts of thuggery in the area of Register 45 that interfered with the partnership process. There was also a fundamental problem in the partnership implementation, which was the prevalent lack of aptness in the mapping of community entitled to the partnership, as well as the lack of trust among collaborating parties

    This article explains that the role of post-conflict political volunteers in 2004, who began with the presidential activity mapping and projection of the volunteers. It was to find out the tactical steps taken by the political volunteers, especially in issues of politics and government. This study revealed that volunteers more engaged in social media, then divides typology into a community volunteer and non-volunteer community. Form the two typology of volunteers turned out more volunters who choose passivity rather than active. Passive attituded intended to be a controller of goverment, while the more active attituded as the guardian of power. This article argues that the role of volunteers in post-conflict digital style presidential politics in 2014 more strengthen the institutionalization of digital activism for political aducation of the public

    This study aims to identify the appropriate perspective to describe non-mainstream feminist political thought of NU women. The authors found that political thought of NU women were categorized into the mainstream and non-mainstream thinking. Thought mainstream covers many of the issues associated with formal politics of women, gender equality, as well as sexuality. Mainstream thinkers give prescriptions on such issue through formal state politics and in public areas. While the women's non-mainstream political thought, although identifying the source and impact of the oppression of women is equal to mainstream thinking, they leave notes and analysis of different approaches. This study attempts to framing NU diverse political thought throught the four schools of feminism, the liberal feminism, marxist feminism, socialist feminism and radical feminism. This study found that the ideas of radical feminism turned out to give space to the explanation of political thought NU women's non-mainstream, where they tend to emerge from the lower classes, and not formally organized

    Social confilct between indigenous community of Sedulur Sikep and PT SMS has arisen as a consequence of utilization of karst for cement plant in District of Pati, Central Java since 2010. Using secondary data collected from off line and on line media, and applying Wehr's model of conflict mapping, the article aims to map the conflict. For the corporation, karst can be mined and has a high economic value. For Sedulur Sikep, karst must be concerved because it covers water reservoir that is vital for its agricultural livelihood. From 2010 to 2014, while Sedulur Sikep continuesly rejected the establishment of the plant, PT SMS had completed environmental impact analysis. After Head of Pati district launched an environmental licence for PT SMS in the end of 2014, the two parties of conflict had been head to head in two levels of the administrative courts (PTUN Semarang and PTTUN Surabaya). The verdicts of court are not able to end the conflict yet. Opportunity to solve the conflict will depend on the results of strategic environmental analysis (KLHS) that was decided by the President as a reference for parties who plan to mine karst in mountain of Kendeng Utara, Central Jav
