Reformasi Birokrasi Di Badan Pusat Statistik Kota Palembang
This research is a policy study that discusses the efforts of the Central Statistics Agency for the City of Palembang in implementing bureaucratic reform. Based on the results of this study, the results of research and discussion show that this study aims to analyze the implementation of Presidential Regulation Number 81 of 2010 concerning Bureaucratic Reform at the Palembang City BPS Office, and to gain an understanding of the meaning of Bureaucratic Reform for Palembang City BPS office employees. This research method is qualitative. Primary data were collected through observation and interviews, while secondary data were obtained from documentation and literature studies that were relevant to the research object. The parameters measured are based on the implementation model of bureaucratic reform from aspects that include aspects of the institution (organization), management and human resources of the apparatus. In its implementation, it still encounters various kinds of obstacles, the main obstacles are the coordination of the Palembang City BPS Technical Team is still not at the Palembang City BPS itself but is in other agencies. The process of bureaucratic reform is certainly still far from what is expected by the community. BPS Palembang City is expected to be able to solve the problems that have caused the creation of an effective and efficient government. In the end, this research shows that the implementation of bureaucratic reform at BPS Palembang City requires a more effective and efficient control and incentive system
Peran Penyedia Barang Langsung Dan Jasa oleh Dinas Pangan dan Pertanian Dalam Meningkatkan Produksi Padi di Kabupaten Sidoarjo: The Role of Direct Goods and Service Providers of the Food and Agriculture Office in Increasing Rice Production in Sidoarjo Regency
Etymologically, the role means someone who performs an action where the action is expected by other people. This means that every action that each individual has has an important meaning for some people. The agency has several programs to increase rice production, starting from carrying out activities to control OPT (Plant Destruction Organisms), providing pesticide assistance, coordinating with related parties for irrigation arrangements and optimizing the use of water pumps. However, in carrying out its role, the Food and Agriculture Service has several obstacles encountered in the field, including the Service has not been able to ensure the availability of fertilizers, limitations in human resources and budgets that have caused rice production in Sidoarjo Regency to decline. This study used descriptive qualitative methods. The data were obtained through observation, documentation, and interviews with the Head of Facilities and Infrastructure, the Head of Planning, and a combination of farmer groups. Data analysis techniques in this study are data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the government's role as a direct provision of goods and services cannot be carried out optimally by the Food and Agriculture Service, especially in providing fertilizer according to the request of the farmers because the subsidized fertilizer stock provided by the Service is still incomplete. In addition, the Department of Food and Agriculture has not been able to provide a complete machine tool for farmer groups in Sidoarjo Regency.Etymologically, the role means someone who performs an action where the action is expected by other people. The current development is not only centeren in cities, but has also entered the countryside in every region in Indonesia. The increasing of welfare and quality of life for villager is a goal of implementating rural development is on the Law no. 6/2014. The Concept of Development Administration and the concept of dynamic governance can be used as a basis for reviewing the development of prosperous and independent village, the village named is Ngroto Village. Library research method used in this study, which means that the author conduct a literature review. Meanwhile, the focus of this study is village development and the commitment of the villager in Ngroto Village. As a result, the village can be used as a state economic circulation (money) as long as it creates economic circulation (money) in the village. Then, the synergy must be estabilished between government and the villager in Ngroto Village to realize prosperous and independent village. Thus, poverty and ignorance that been connoted to villager can be minimized or even eliminated
SOCIAL ENABLEMENT ON ECONOMIC RECOVERY PROCESS OF SME’S SECTOR AT NEW NORMAL ERA IN KEDIRI CITY
The emergence of Covid-19 in Indonesia has caused a prolonged pandemic so that the economy in several regions has experienced drastic control. This is mainly felt by business actors including local SME entrepreneurs. In the third quarter of 2020 the President issued a Presidential Decree regarding the new adaptation habits Kediri City Government was ready for post-pandemic economic recovery through community empowerment based on community empowerment, most of the SME programs in economic development led the government to issue economic policies to create an efficient economic business climate for the community. The purpose of this research is to find the effectiveness of the steps taken by the Kediri City Government through community based enablement (CBE) as a solution to the socio-economic recovery of society in the era of adaptation to new habits and to answer the challenges of the Government and the SME community in efforts to restore the community perspective based on empowerment in communities. Kediri City. The method used is descriptive qualitative research. From this research it can be seen that Kediri City in carrying out post-pandemic economic recovery with a community-based empowerment approach effectively returns the market to the eyes of consumer SMEs through digital marketing and SME malls which are made as a forum for digital buyer and seller interactions and train people to be able to develop innovation products and take decisions independently so that they do not receive guarantees from the Government and can run independently through understanding and training provided previously
SKENARIO ALTERNATIF KEBIJAKAN PENINGKATAN ANGGARAN OPERASIONAL KELURAHAN
It cannot be denied that the implementation of public services in the kelurahan should be supported by optimal operational funding according to the needs of the kelurahan. Unfortunately, the operational budgets that exist in each kelurahan are not currently based on a standard cost analysis that is able to accommodate the need to provide the community with a minimum service standard. This research uses descriptive qualitative research. Conducted in the City of Probolinggo, while the selection of research locations is determined based on the cluster of sub-districts in the City of Probolinggo by determining one sub-district to one village. The result of the research states that the method used in determining the amount of financing to each sub-district is top-down. The alternative policy scenario offered is to use a top down and bottom up combination model in calculating the distribution of operational funds to each sub-district. The percentage of calculating operational financing on average can be increased to 70%, while the proportion of proportional cost calculation for kelurahan can be reduced to 30% provided that adding the existing factors in the bottom up model is used as a calculation factor adding to the six pre-existing factor
ANALISIS KEPATUHAN MASYARAKAT KABUPATEN JOMBANG TERHADAP KEBIJAKAN PENGGUNAAN MASKER PADA MASA PANDEMI COVID-19
The global covid-19 pandemic has affected all sectors of human life. Humans have to adapt the new ways of life. One of the new ways of life is to use a mask when doing activities outside the home. Health protocol policies, including the use of masks, are a form of government responsibility in overcoming the covid-19 pandemic. The policy will not be able to achieve success if it is not supported by the public. Health protocol policies, including the use of masks, have the main goal of breaking the chain of the spread of covid-19. In Jombang regency regulation of health, protocols are regulated in Peraturan Bupati no. 57 Tahun 2020. This study was conducted to find out how the public adheres to these policies and regulations. This study uses qualitative methods using primary and secondary data. Data collections techniques used are interviews, observation and, documentation. The data analysis used in this study is the Miles and Huberman model which consists of data reduction, data display and, conclusion drawing or verification. The results of this study indicate that the public is obedient to the policies and rules for the use of masks, only to obey the regulation and avoid sanctions and not to realize the main goal of the policy, which is to break the chain of the spread of covid-19 so that the pandemic can end soon
Kualitas Pelayanan Program Pendaftaran Tanah Sistematis Lengkap Pada Kantor Pertanahan Kabupaten Sleman
PTSL is a policy implemented by the Government to provide legal certainty and protection for land ownership rights for the community. The BPN Sleman is an institution that also implements the PTSL program. The success of the implementation of the program requires quality service performance in order to provide satisfaction for the community. Therefore, this study aims to determine the quality of the PTSL program in the BPN Sleman in providing services to the community. The research method used in this study is a descriptive analysis method with a qualitative approach. Data collection methods used were observation and interviews during the period of January - February 2020. The Servqual dimension is used as a model to identify the quality of a complete PTSL service. The results of this study explain that the BPN Sleman already provides good quality of services as a whole. The dimensions of tangibles, responsiveness, and empathy tend to have good quality, however, it is necessary to improve the quality of service based on the dimensions of reliability and assurance. The results of this study provide managerial implications for the BPN Sleman to improve the quality of its services to the community, especially in the PTSL program
Efektivitas Program SIPRAJA Sebagai Inovasi Pelayanan Publik di Kecamatan Sidoarjo Kabupaten Sidoarjo
Public services according to Article 1 paragraph (1) of Law Number 25 Year 2009 are activities or a series of activities aimed at meeting the service needs of every community and population for goods, services & administrative services provided by the state as public service providers.in an effort to realize a public service innovation through its flagship program, namely SIPRAJA. This study aims to determine the effectiveness of the SIPRAJA program as a public service innovation in Sidoarjo District, Sidoarjo Regency. In this research, the type of research used is descriptive research with qualitative methods. Overall the SIRPAJA program in Sidoarjo District, Sidoarjo Regency has been effective. However, if there are technical problems in the following applications and there are people who choose to do offline, the author's advice is that the operator still helps to register it and guide the community to perform services through the SIPRAJA program. Service Delivery bagi Perempuan Korban Kekerasan Seksual selama Masa Pandemi Covid-19 di Kota Samarinda
This study aims to find out how the service delivery provided to women victims of sexual violence during the Covid-19 pandemic in Samarinda City was identified based on 6 (Six) standard components of service delivery as stated in PANRB Ministerial Regulation Number 15 of 2014 concerning Service Standard Guidelines. This study uses qualitative methods with data collection through interviews, observation, and documentation. In determining the informants of this study using purposive sampling and snowball sampling techniques. Data analysis uses the concept of an interactive model. The results of the study show that the service delivery provided to women victims of sexual violence during the Covid-19 pandemic in Samarinda City includes 1) the existence of 6 main service products that are provided with due regard to health protocols, 2) free service fees, 3) the length of service time depends on client's condition, 4) service requirements consist of Identity Card (KTP), Family Card, marriage book, and birth certificate 5) service procedures have been listed in the UPTD PPA Samarinda SOP, and 6) during the Covid pandemic -19 complaints can be made indirectly via hotline 112, hotline 082324421313, and through the SIPPEKA application.

Based on the 2014 Regional Autonomy Law, the implementation of legal metrology in the form of calibration, re-calibration and supervision is now the authority of the district/city. This study is expected to provide information related to legal metrology in general and particularly the importance of implementing metrological supervision in the regions. This research was conducted with a qualitative approach with the method of literature review and case studies in Bangka Selatan Regency.
