    Inovasi The Gade Clean & Gold Pada Bank Sampah Mutiara Di Kota Pekanbaru

    This research is motivated by the existence of a new innovation related to waste management which aims to change the mindset of the community towards waste so that people know that waste can also be useful and has value and to increase citizens' interest in waste banks that can provide benefits to the community, one of which is in the form of  long term investment.  And with the innovation of this waste bank, it can reduce environmental pollution caused by the accumulation of indiscriminate garbage. The purpose of this study is to find out the innovation that is the Gade Clean and Gold at the Pearl Waste Bank of Pekanbaru City and identify the factors that hinder the innovation.  This study uses a qualitative research method approach.  The research data was obtained directly from the results of observations and interviews with informants and interactive data analysis. The results of this study explain that the innovation of the gade clean and gold at the pearl waste bank in the city of Pekanbaru is not optimal, this can be seen from several inhibiting indicators in the form of limited facilities and infrastructure such as press machines, chopping machines and waste storage warehouses and limited human resources that make  the waste at the pearl bank that is received is not managed by the waste bank but is resold to the vendo

    The study of democratic hypocrisy is mainly related to state control of people’s freedom to associate and assemble, and Strategies to overcome them in Indonesia have not been comprehensive in analyzing qualitatively and identifying the emergence of social movements and what makes community organizations strong. This article aims to describe and analyze the causes of a country with a democratic system that guarantees freedom of association and assembly, plus the statement of the President Joko Widodo regime, which urges the public to be active in criticizing the government instead to act repressively and the causes of social movements through community organizations to become strong. This research was conducted by observing community organizations (Ormas) and studying literature. The results showed that repressive actions until the dissolution of mass organizations were carried out because the more significant the threat of a social movement, social movement organization, or protest activity against the government and government elites, the more possible repressive actions will be carried out. Meanwhile, what makes mass organizations exist is analyzed based on the theory of the political process, in which the mass organizations make movements because they see political opportunities and then add the strength of popular organizations. Even though political and organizational opportunities alone do not quickly produce social movements, someone with his leadership is needed to fill the political opportunity and the organization’s strength, such as the Islamic Defenders Front (FPI), which owns Habib Rizieq Shihab. The low level of public satisfaction with the regime also causes mass organizations’ social movements to exist increasingly, overlapping often inconsistent policies, especially during the Covid-19 pandemic, making community satisfaction decrease.   Keywords: Community Organization, Hipocrisy Democracy, and State ControlKajian tentang hipokrisi demokrasi terutama terkait dengan kontrol negara atas kebebasan rakyat untuk berserikat dan berkumpul di Indonesia belum komprehensif dalam menganalisis secara kualitatif dan mengidentifikasi munculnya gerakan sosial dan apa yang membuat organisasi masyarakat kuat. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis penyebab negara dengan sistem demokrasi yang menjamin kebebasan berserikat dan berkumpul, ditambah pernyataan Presiden Joko Widodo yang mendesak masyarakat untuk aktif mengkritik pemerintah namun bertindak represif. Penelitian ini dilakukan dengan metode deskriptif kualitatif dengan mengamati organisasi masyarakat (Ormas) dan studi literatur. Hasil penelitian menunjukkan bahwa tindakan represif hingga pembubaran ormas dilakukan karena semakin signifikan ancaman suatu gerakan sosial, atau aktivitas protes terhadap pemerintah dan elit pemerintah, maka semakin besar kemungkinan tindakan represif yang akan dilakukan. Sedangkan yang membuat organisasi massa eksis dianalisis berdasarkan teori proses politik, dimana organisasi massa melakukan gerakan karena melihat peluang politik kemudian menambah kekuatan organisasi kerakyatan.     Efektivitas PTSL (Pendaftaran Tanah Sistematis Lengkap) Dalam Pelayanan Administrasi Pertanahan Di Kota Batu

    Abstract:The PTSL program launched by the central government is like a breath of fresh air for the people of Batu City, where the community is greatly helped in terms of the ease of obtaining land certificates. However, in the general PTSL implementation process as regulated in PP 24 of 1997, there are several irregularities and problems, particularly related to administration which does not require a transfer deed. This study uses a qualitative approach with a SWOT analysis technique. The analysis is carried out based on maximizing strengths and opportunities, but at the same time minimizing weaknesses and threats. In conclusion, the village as the spearhead of the implementation of the PTSL program has different problems, both in terms of resources and technical aspects, namely, (1) Extension or socialization that is not comprehensive because the counseling process is carried out individually on the RT RW committee. (2) Issuance of certificates of property rights whose issuance still contains several errors. 3) There are internal problems within the Village level committee team which result in obstacles in the form of a decrease in service quality. (4) There is no certainty regarding the completion period for the issuance of the Certificate of Ownership which is announced to the public or the issuance is delayed from the schedule. Then suggestions that can be given are efforts to improve infrastructure, increase human resource capacity and be more active in conducting socialization activities both to the community and village officials, which should be carried out by the Batu City Government, in this case the Batu City Land Office.Keywords: Effectiveness, PTSL, Service, Administration Abstrak:Program PTSL yang dicanangkan oleh pemerintah pusat seperti menjadi angin segar bagi masyarakat Kota Batu, dimana masyarakat menjadi sangat terbantu dalam kaitannya kemudahan pengurusan sertifikat tanah. Namun, Pada proses penyelenggaraan PTSL secara umum sebagaimana diatur dalam PP 24 Tahun 1997 terdapat beberapa penyimpangan dan permasalahan, khususnya terkait administrasi yang tidak memerlukan adanya akta peralihan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis SWOT. Analisis dilakukan dengan didasarkan kepada pemaksimalan kekuatan (strength) dan peluang (opportunities), namun secara bersamaan juga meminimalkan kelemahan (weakness) dan ancaman (threats). Kesimpulan, desa sebagai ujung tombak pelakasnaan program PTSL mempunyai problem yang berbeda beda baik dari segi sumberdaya maupun teknis yakni, (1) Penyuluhan atau sosialisasi yang kurang menyeluruh dikarekan proses penyuluhan yang dilaksanakan secara individu pada panitia RT RW. (2) Penerbitan sertifikat hak milik yang penerbitannya masih terdapat beberapa kesalahan. 3) Adanya permasalahan internal dalam tim panitia tingkat Desa yang mengakibatkan adanya hambatan berupa penurunan kualitas pelayanan. (4) Tidak adanya kepastian mengenai jangka waktu penyelesaian penerbitan Sertifikat Hak Milik yang diumumkan kepada masyarakat atau penerbitan mundur dari yang sudah dijadwalkan. Kemudian saran yang dapat diberikan yakni upaya perbaikan infrastruktur, peningkatan kapasitas sumberdaya manusia dan lebih aktif dalam melakukan kegiatan sosialisasi baik kepada masyarakat maupun petugas dari pihak desa harus dilakukan oleh pemerintah kota batu dalam hal ini adalah Kantor Pertanahan kota batu.Kata Kunci: Efektivitas, PTSL, Pelayanan, Administras

    Pengaruh Kompetensi Dan Motivasi Kerja Terhadap Kinerja Personel (Studi Kasus Pada KRI XYZ)

    The research was implemented by author to examine the relation  of competence and work motivation to the personel performance in order to accomplish work daily. The analysis will use approaches quantitative method in which some data will be collected from field research and some theories. Field research will take place in a warship xyz. The author will arrange analysis which is used regrresion analysis to examine the correlation personel competence and work motivation to the personel performance by partially and simultaneously. The correlation from competence to personel performance is 0,52, it means competence has correlation and influence to the personel performance. The result of correlation analysis from work motivation to personel performance is 0,615, it has meaning that work motivation has strong correlation and  give influence to the personel performance. Regression linear analysis showed the value of t table from work motivation bigger than t table of competence to the personel performance, it means that work motivation has influence stronger than competence to the personel performance

    Pengukuran Kinerja Kesehatan Masyarakat Dalam Konstelasi Akuntabilitas Kinerja Pemerintah Daerah

    Pembangunan kesehatan masyarakat menjadi salah satu pondasi untuk penanganan pandemi di dunia. Secara khusus untuk Indonesia, sektor kesehatan merupakan salah satu urusan yang didesentralisasikan sehingga pembangunan kesehatan masyarakat merupakan kewenangan daerah. Untuk mengukur pembangunan kesehatan masyarakat, Kementerian Kesehatan sebagai leading sector memiliki Indeks Pembangunan Kesehatan Masyarakat (IPKM) sebagai indikator kinerja. Di sisi lain, Kementerian Keuangan yang memiliki peran penting dalam distribusi anggaran ke daerah melakukan pengukuran kinerja pemerintah daerah melalui Indeks Kesehatan. Penelitian ini bertujuan untuk membandingkan kedua indikator kesehatan masyarakat dengan indikator yang umum digunakan dalam manajemen kinerja di Indonesia, yaitu SAKIP, dalam ruang lingkup kinerja pemerintah daerah. Berdasarkan uji beda yang dilakukan diketahui bahwa tidak terdapat perbedaan antara Indeks Kesehatan dan IPKM serta terdapat perbedaan antara Indeks Kesehatan maupun IPKM dengan nilai SAKIP. Penelitian ini merekomendasikan penguatan IPKM sebagai indikator kinerja kesehatan masyarakat yang dapat digunakan oleh Kementerian Keuangan dalam manajemen kinerja pemerintah daerah sekaligus untuk mengevaluasi pemanfaatan TKDD untuk sektor kesehatan

    Persons with disabilities are a group that often gets discriminated against in various rights. One of them is the right to get a job. The role of the government is very much needed by people with disabilities so that the rights of people with disabilities can be fulfilled. The size of the government's role will greatly affect the extent to which the rights of persons with disabilities can be fulfilled. Therefore, this study analyzes the role of the government in providing fulfillment of work rights for Persons with Disabilities in Yogyakarta City and Denpasar City. The method used in this study is a qualitative research method. This study describes the problem of fulfilling the employment rights of persons with disabilities with different loci, namely in Yogyakarta and Denpasar. Based on the results of the analysis of the government's role, the activities carried out by both the Denpasar City Government and the Yogyakarta City Government are almost the same, namely providing training to people with disabilities, outreach to job providers and connecting people with disabilities with job providers which are still done manually. Recommendations for the government to provide more training to persons with disabilities in accordance with the current needs of persons with disabilities

    ANALISIS FORMULASI KEBIJAKAN MASA BERLAKU PASPOR 10 TAHUN DALAM PERSPEKTIF KEIMIGRASIAN

    This research is a study of the policy planning for a passport validity period of 10 years by Government Regulation Number 51 of 2020. The regulation explains that the validity period of a passport will be extended to a maximum of 10 years from before. The existence of this will directly change the initial changes and even include the possibility of changing Law Number 6 of 2011 concerning Immigration. Changes to the regulations governing procedures and other matters relating to passports will result in policies that require proper policy formulation. This study uses a qualitative method and is combined with a case study approach which aims to analyze the policy plan for a 10-year passport validity period from an Immigration perspective. The results of the study described that there were positive and negative values to the planned formulation of a 10-year passport validity policy, especially in the aspect of passport abuse problem, citizenship issues and state revenues. The results of this analysis are expected to be able to become a literature study in the plan to formulate a 10-year passport validity policy that will be applied in the future.Penelitian ini merupakan kajian terhadap perencanaan formulasi kebijakan masa berlaku paspor 10 tahun sesuai dengan Peraturan Pemerintah Nomor 51 Tahun 2020. Dalam peraturan tersebut dijelaskan bahwa masa berlaku paspor akan diperpanjang hingga paling lama berlaku selama 10 tahun dari yang sebelumnya berlaku paling lama 5 tahun. Adanya peraturan tersebut secara langsung akan mengubah peraturan terdahulu bahkan termasuk kemungkinan mengubah Undang-Undang Nomor 6 Tahun 2011 Tentang Keimigrasian. Perubahan atas peraturan-peraturan yang mengatur tentang prosedur serta hal lain yang berkaitan dengan paspor akan menghasilkan kebijakan-kebijakan yang memerlukan formulasi kebijakan yang tepat. Penelitian ini menggunakan metode kualitatif dan dipadukan dengan pendekatan studi kasus yang bertujuan untuk menganalisis rencana formulasi kebijakan masa berlaku paspor 10 tahun dalam perspektif Keimigrasian. Hasil penelitian menyatakan bahwa terdapat nilai positif dan negatif terhadap rencana formulasi kebijakan masa berlaku paspor 10 tahun terutama dalam aspek penanganan penyalahgunaan paspor, permasalahan Kewarganegaraan serta penghitungan penerimaan negara.  Hasil analisis ini diharapkan mampu menjadi studi pustaka dalam rencana formulasi kebijakan masa berlaku paspor 10 tahun yang akan diterapkan kedepannya

    Decree of the Minister for Empowerment of State Apparatus and Bureaucratic Reform (KEPMENPAN and RB) Number 10 of 2019 concerning the Establishment of Public Service Provider Units in Ministries and Institutions as Locations for Evaluation of Public Services. Cilegon Police is one of the agencies that have launched the development of an Integrity Zone Towards a Corruption Free Area (WBK) and a Clean and Serving Bureaucratic Area (WBBK), especially in the Public Service sector. This study aims to describe what has been carried out by the Cilegon Police in supporting the success of the Integrity Zone in building a Precise Police. This research was motivated by the Cilegon Police as a pilot Police for the development of an integrity zone towards a Corruption Free Area (WBK) and a Clean Serving Bureaucratic Area (WBBM) from the Banten Police. This study uses qualitative research methods, data sources in the form of primary data and secondary data. Primary data obtained from interviews and observations while secondary data obtained from documentation. This research shows that the Cilegon Police has succeeded in carrying out Bureaucratic Reform in the field of Public Services, this is evidenced by the achievement of the title from Kepmenpan RB as a Corruption-Free Area in 2021. The results of this study are expected to provide insight into the Cilegon Police Service Strategy as a work unit with the predicate of Free Area. Corruption and Clean Serving Bureaucratic Areas so that they can have a positive impact on the community in Cilegon City.Keputusan Menteri Pendayagunaan Aparatur Negara dan Birokrasi Reformasi (KEPMENPAN dan RB) Nomor 10 Tahun 2019 tentang Pembentukan Unit Penyelenggara Pelayanan Publik di Kementerian dan Lembaga sebagai Lokasi Evaluasi Pelayanan Publik. Polres Cilegon menjadi salah satu Instansi yang telah mencanangkan pembangunan Zona Integritas Menuju Wilayah Bebas Korupsi (WBK) dan Wilayah Birokrasi Bersih dan Melayani (WBBK) terutama pada sektor Pelayanan Publik. Penelitian ini bertujuan untuk mendeskripsikan apa saja yang telah dilaksanakan oleh Jajaran Polres Cilegon dalam mendukung suksesnya Zona Integritas dalam membangun Polisi Republik Indonesia (POLRI)  yang Presisi. Penelitian ini dilatar belakangi oleh Polres Cilegon sebagai Polres percontohan untuk pembangunan zona integritas menuju Wilayah Bebas Korupsi (WBK) dan Wilayah Birokrasi Bersih Melayani (WBBM) dari Polda Banten. Studi ini menggunakan metode penelitian kualitatif, sumber data berupa data primer dan data sekunder. Data primer diperoleh dari wawancara dan observasi sedangkan data sekunder diperoleh dari dokumentasi. Penelitian ini menunjukan bahwa Polres Cilegon berhasil melaksanakan Reformasi Birokrasi dalam bidang Pelayanan Publik, hal ini dibuktikan dengan diraihnya predikat dari Kepmenpan RB sebagai Wilayah Bebas Korupsi Tahun 2021. Hasil dari penelitian ini diharapkan dapat menjadi wawasan mengenai Strategi Pelayanan Polres Cilegon sebagai satuan kerja berpredikat Wilayah Bebas Korupsi dan Wilayah Birokrasi Bersih Melayani sehingga dapat memberi dampak positif bagi masyarakat di Kota Cilegon

    Tujuan penelitian ini untuk menganalisis dan mendeskripsikan Komunikasi dalam Implementasi Program Kampung Keluarga Berencana (KB) di Kecamatan Panggungrejo Kelurahan Panggungrejo Kota Pasuruan. Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi serta dokumentasi dengan informan yag dipilih menggunakan teknik purposive sampling. Hasil penelitian Komunikasi dalam Implementasi Program Kampung Keluarga Berencana (KB) di Kecamatan Panggungrejo Kelurahan Panggungrejo Kota Pasuruan menunjukkan bahwa komunikasi yang dilakukan para pelaksana kebijakan yang ada pada program ini baik dari aspek transmisi, kejelasan, dan konsistensi sudah cukup baik.     The implementation of good governance requires the government to improve its bureaucratic system so that a more accountable government is formed so that the government becomes more efficient, effective, clean and responsible and free from a culture of corruption, collusion and nepotism. The Pamekasan Regency Financial and Asset Management Agency as a government agency authorized to manage Pamekasan Regency finances and assets is obliged to be responsible for its performance in achieving the vision and mission that has been formulated. The purpose of this study was to determine the accountability of employee performance at the Pamekasan Regency's Financial and Asset Management Agency. This research uses descriptive qualitative research, because it seeks to explain the reality of accountability in the performance of employees of the Pamekasan Regency's Financial and Asset Management Agency. Data collection uses in-depth interview techniques and documentation. Data analysis in this study uses the Text and Language Analysis Method, namely Content Analysis. The results showed that, performance accountability carried out by individual employees was still not going well because in the application of the five dimensions of performance accountability namely legal accountability and honesty, managerial accountability, program accountability, policy accountability and financial accountability were not in line with expectations. In this case, the improvement of the lack of performance accountability carried out by individual employees must be by means of instilling control (self) in each individual employee to be successful in taking responsibility for their performance. Results Performance achievements carried out by individual employees are evaluated for the accountability of their performance and are required to account for their performance in carrying out what are the main tasks, functions and responsibilities mandated to employees
