    Unesa Language Center is a supporting organization that supports language services at the State University of Surabaya, which focuses on the field of service and ins the quality of students and graduates to have traditional foreign language skills. Language Center takes a policy to carry out the development of the organization as one of the preventive efforts of the demands of the community by committing to carrying out continuous improvement through the implementation of the Quality Management System (QMS) International Standard Organization (ISO) 9001: 2015.  This research is carried out through a qualitative approach to find the problem of applying existing quality management. The focus of this study includes changing organizational culture, adapting business processes, and strengthening the quality of administrative services. The implementation of quality management is carried out by preparing changes in the culture of the organization bringing and controlling the application of quality culture, the adaptation of the business processes of quality management, as well using the organization’s activities by implementing SOP to maintain and improve the quality of application of the management of quality

    Indonesia started implementing fiscal decentralization with the economic reforms of 1998. The expected outcome of its implementation is to stimulate economic development and achieve equitable economic development for all of Indonesia's regions. However, the little local revenue in each region and the strong reliance of the regions on financial affairs to the central government are two barriers to the implementation of autonomy, especially fiscal decentralization. The analysis of fiscal decentralization's implementation in Batu City is covered in this article, along with strategies for boosting municipal revenue. Utilizing secondary data a qualitative form of data collection is used. According to the study presented in this article, own regional revenue has a key role in determining how financially dependent a region is. Second, although Batu City is one of the cities in East Java with a bright potential for economic growth, the area's fiscal dependency level is considerable. In order to combat budgetary reliance, efforts might be made to increase advertising levies and tax revenue from the tourism industry

    Employee performance is a crucial aspect in performance appraisals for the sustainability of an organization to achieve its goals and realize a well-functioning public bureaucracy in service delivery, aiming to create quality and professional outcomes. This study seeks to understand the performance of employees in enhancing services in population administration, as it significantly influences the service activities within the government of Kalidawir Village, Tanggulangin Subdistrict. The research method employed is qualitative with a descriptive approach. Data is collected through interviews and observations involving relevant village officials. Subsequently, data is analyzed through data reduction, data presentation, and verification or conclusion. The study results indicate that employee performance in enhancing services in Kalidawir Village, Tanggulangin Subdistrict, can be considered quite good. However, there are still some challenges in implementing these services that need to be addressed, particularly concerning the complex and time-consuming nature of employee performance in administration, leading to a lack of comprehensive information, which hinders the effectiveness and efficiency of public services

    The effectiveness of the performance of bureaucratic employees has a function as an illustration and track record of performance achievements over a certain period. The performance of the public bureaucracy is based on five main indicators, including productivity, service quality, responsiveness, responsibility and accountability. This study aims to determine the effectiveness of the performance of the employees of the Secretariat of the DPRD Mojokerto Regency. The research method used is qualitative-exploratory research. The results showed that the Secretariat of the DPRD Mojokerto Regency has had a good performance even though operationally there are still employees who tend to delay their duties and work. Factors supporting the effectiveness of performance are indicated by the existence of motivation through rewards for outstanding employees, punishment as an act of employee discipline, and the delegation of training and training to improve employee competence. The inhibiting factor is indicated by the low competence of employees, with an indication of the low demand for employees to increase their capacity through training and training both inside and outside the Secretariat of the DPRD Mojokerto Regency

    This research was conducted with the aim of 1) describing and analyzing community empowerment through BUMDesa Larasati 2) describing and analyzing what are the factors that hinder and support community empowerment through BUMDesa Larasati. This research is a qualitative research, with a descriptive approach. The informants in this study are the Director, Manager of the Online Payment Business Unit, Treasurer, BumDesa Supervisory Member, MSME business owner and Warung business owner. The data collection techniques used in this research are observation, interviews, and documentation. Meanwhile, data analysis techniques include data condensation, data presentation, and drawing conclusions. The results of this study show that Community Empowerment through BUMDesa Larasati runs optimally in empowering the community. The empowerment stage carried out consists of an awareness stage where the community that is the subject of empowerment is given an awareness that every human being has potential that can continue to be developed. The next stage is the capacity stage, this process can be achieved if the community already has the ability to receive power; and finally the stage of empowerment where the community is empowered, authority, or opportunity to develop to achieve independence. Supporting factors in community empowerment are the potential to be developed and a culture of mutual cooperation and community togetherness that is quite close. The inhibiting factor is that community involvement in the BUMDesa Larasati unit is less than optimal due to inadequate human resources

    Keberlanjutan Pembangunan Wilayah Pesisir di Kabupaten Trenggalek

    The coastal area is an area that has the potential to be developed, but the coastal area must also be conserved by making efficient use of coastal resources and utilizing the function of the area in a planned and rational manner, including at Prigi Beach in Watulimo District, Trenggalek Regency. The strategy for developing coastal areas in Trenggalek Regency has been stated in Regional Regulation Number 15 of 2012 concerning Spatial Planning of Trenggalek Regency for 2012-2032. This study uses a qualitative method with a case study approach in an effort to understand the sustainability of coastal development in Trenggalek Regency. Data were obtained through observation, documentation, and interviews with the head of Bappeda (Regional Development Planning Agency of Trenggalek Regency) and the community around Prigi Beach, Trenggalek Regency. Data analysis techniques with interactive models are data collection, data condensation, data presentation and conclusion drawing. Aspects of sustainable development in Watulimo District, Trenggalek Regency include (1) ecology, the existence of Prigi Bay provides benefits in the fields of Tourism, Fisheries and Marine, namely Prigi Beach, Damas Beach, Cengkrong Beach, Mangrove Tourism Forest, Karanggongso White Sand Beach and Pearl Beach. (2) the economy, the low income of fishermen in Prigi is also influenced by natural conditions, so that the fishing process cannot take place throughout the year and (3) social, the fishermen community empowerment program in Prigi has been implemented by the Government to improve the fishing community but the program has not running optimally

    Implementasi Pengajuan Surat Perintah Membayar (SPM) pada Dinas Perhubungan Kabupaten Tulungagung

    One of the crucial aspects of the public policy process is the implementation of public policy. In submitting a payment order (SPM) to the Tulungagung Regency Petrhubungan Office which is guided by Permendagri Number 77 of 2020. This study aims to find out how the implementation of permendagri number 77 of 2020 in submitting a payment warrant (SPM) and what factors are the obstacles. This research uses a type of qualitative method where researchers explore key instruments. Data Sources are used using interview techniques with the officials concerned. The results showed that the implementation of permendagri number 77 of 2020 in submitting a payment order (SPM) at the Tulungagung Regency Transportation Office was relatively good, but there were several factors that hindered it, namely communication that needed to be socialized, lack of human resources, and tendencies or dispositions that were not in accordance with their competence. The advice given is the need to hold socialization, increase resources that have dedication and recruitment of personnel in accordance with their competencies

    Central government's attention to the quality of SMK graduates is increasingly visible, as evidenced by the issuance of Presidential Instruction Number 9 of 2016 concerning Vocational Education Revitalization. The revitalization of vocational education is very important given the rapid development of technology. It takes vocational graduates who have skills in a field and have a global perspective so that the employment of vocational graduates continues to increase. Revitalization supports industrial development clusters so that the implementation of revitalization also adapts to existing clusters in each region so that vocational education can contribute directly and be able to optimize the potential that exists in each region. In 2020, the Central Government has changed the paradigm of vocational education programs that were previously supply driven to demand driven, from a centralized management system to a decentralized one, from a learning approach to a competency subject approach. based on learning (CBT) and from learning patterns using a subject approach. The implementation of highly structured vocational education becomes more flexible and permeable. Based on the expectations, potentials, regulations and theories that underlie the problems of vocational secondary education, the formulation of this research concerns the issue of how to implement the revitalization policy of vocational secondary education, especially in East Java Province? This study used descriptive qualitative method. In determining the sample area, it was determined by purposive sampling by taking several vocational schools according to the superior potential in East Java Province. Keywords:  Policy Implementation, Revitalization, Vocational High SchoolsPerhatian Pemerintah Pusat terhadap kualitas lulusan Sekolah Menengah Kejuruan semakin terlihat, terbukti dengan dikeluarkannya Intruksi Presiden Nomor 9 Tahun 2016 tentang Revitalisasi Pendidikan SMK. Revitalisasi pendidikan SMK sangat penting dilakukan mengingat perkembangan teknologi yang semakin pesat. Lulusan SMK dengan keterampilan di suatu bidang serta berwawasan global sangatlah diperlukan agar keterserapan tenaga kerja dari lulusan SMK terus meningkat. Revitalisasi mendukung klaster pengembangan industri sehingga pelaksanaan revitalisasi juga menyesuaikan dengan klaster-klaster yang ada di masing-masing daerah agar pendidikan kejuruan SMK dapat berkontribusi langsung dan mampu mengoptimalkan potensi yang ada disetiap daerah. Pada tahun 2020, Pemerintah Pusat telah mengubah paradigma program pendidikan kejuruan yang sebelumnya berorientasi pada supply driven ke demand driven, yang sebelumnya sistem pengelolaannya terpusat dirubah menjadi terdesentralisasi, yang semula pendekatan pembelajaran menggunakan pendekatan mata pelajaran diubah menjadi pembelajaran berbasis kompetensi (CBT) dan dari pola penyelenggaraan pendidikan kejuruan yang sangat terstruktur berubah menjadi lebih fleksibel dan permeable. Berdasarkan harapan, potensi, regulasi serta teori yang mendasari permasalahan pendidikan menengah kejuruan maka rumusan penelitian ini menyangkut persoalan bagaimana implementasi kebijakan revitalisasi pendidikan menengah kejuruan di Provinsi Jawa Timur? Penelitian ini menggunakan metode kualitatif deskriptif. Dalam menentukan wilayah sampel ditentukan secara purposive sampling dengan mengambil beberapa Sekolah Menengah Kejuruan sesuai dengan potensi unggulan di Provinsi Jawa Timur.     Transparansi Pengelolaan Dana Desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang

    Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan transparansi pengelolaan dana desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang. Karena melihat dari banyaknya kasus-kasus mengenai tidak transparannya pengelolaan keuangan desa di desa masing-masing khususnya dana desa. Permasalahan ini tentunya dapat diminimalisir jika semua pihak mendukung adanya pemerintahan yang bersih baik dari masyarakat yang ikut dalam pelaksanaan program desa ataupun pengawasannya. Penelitian ini menggunakan teori menurut Institute for Democracy in South Africa (IDASA). Penerapan transparansi pengelolaan dana desa dapat dilihat dari ada tidaknya kerangka kerja hukum bagi transparansi, adanya akses masyarakat terhadap transparansi anggaran dan adanya keterlibatan masyarakat dalam pengelolaan keuangan desa. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif. Jenis data yang akan digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian diketahui bahwa Transparansi Pengelolaan Dana Desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang sudah transparan. Transparansi pengelolaan dana desa dapat dilihat dari 1) Ada tidaknya kerangka kerja hukum bagi transparansi, 2) Adanya akses masyarakat terhadap transparansi anggaran, 3) Adanya keterlibatan masyarakat dalam pengelolaan keuangan desa. Penelitian ini menyimpulkan bahwa transparansi pengelolaan dana desa di Desa Cangkringrandu Kecamatan Perak Kabupaten Jombang sudah transparan namun belum optimal

    Inovasi Pelayanan Publik Melalui Jamsostek Mobile (JMO) (Studi Kasus di BPJS Ketenagakerjaan Cabang Rungkut Kota Surabaya)

    Public service innovation is a must for the government as a form of adaptation to the development of information technology. One of the government agencies providing public services, namely BPJS Ketenagakerjaan, has launched an innovative JMO application to improve services. The purpose of this study is to find out how public service innovation is through the JMO application at BPJS Employment Rungkut Branch, Surabaya City. The research method used is qualitative data analysis techniques through careful interpretation and verification of each information through primary data and secondary data from interviews, observations, documentation, then analyzed so that conclusions are drawn from research problems. The results of this study indicate that the implementation of JMO service innovations at BPJS Ketenagakerjaan Rungkut Branch Office Surabaya is carried out: 1) institutional leaders provide space to continue to innovate and network relationships to improve JMO services; 2) has implemented transparent and accountable criteria. However, ignoring the criteria for community participation in the suggestion and feedback mechanism; 3) the JMO service data analysis mechanism is still manual so that it is not optimal in solving problems through technology; and 4) JMO service SOPs do not have high flexibility at the branch office level.Inovasi pelayanan publik menjadi suatu keharusan bagi pemerintah sebagai bentuk adaptasi dari perkembangan teknologi informasi. Salah satu instansi pemerintah penyedia pelayanan publik yaitu BPJS Ketenagakerjaan dengan meluncurkan inovasi aplikasi JMO untuk meningkatkan pelayanan. Tujuan penelitian ini untuk mengetahui bagaimana inovasi pelayanan publik melalui aplikasi JMO di BPJS Ketenagakerjaan Cabang Rungkut Kota Surabaya. Metode penelitian yang digunakan yaitu teknik analisis data kualitatif melalui interpretasi dan verifikasi cermat terhadap setiap informasi melalui data primer maupun data sekunder dari hasil wawancara, observasi, dokumentasi, kemudian dianalisis sehingga ditarik kesimpulan dari masalah penelitian. Hasil penelitian ini menunjukkan bahwa penerapan inovasi layanan JMO di BPJS Ketenagakerjaan Kantor Cabang Rungkut Kota Surabaya dilaksanakan: 1) pimpinan lembaga memberi ruang untuk terus berinovasi dan relasi jaringan untuk meningkatkan pelayanan JMO; 2) telah menerapkan kriteria transparan dan akuntabel. Akan tetapi mengabaikan kriteria partisipasi masyarakat dalam mekanisme saran dan umpan balik; 3) mekanisme analisis data layanan JMO masih manual sehingga kurang maksimal dalam mengatasi masalah melalui teknologi; dan 4) SOP layanan JMO tidak memiliki fleksibilitas tinggi di tingkat kantor cabang
