Implementasi Kebijakan Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika (P4GN): (Studi Tentang Inpres No 12/2011 pada Bidang Rehabilitasi, Badan Narkotika Nasional di Kota Jakarta Selatan)
The problem of drug abuse is a major problem faced by various countries, including Indonesia. The government is trying to overcome this problem through Presidential Instruction Number 12 of 2011 concerning the Implementation of Policies for the Prevention and Eradication of Narcotics Abuse and Illicit Trafficking (P4GN) where one of the focuses is on the rehabilitation sector. This study aims to describe the implementation of the policy for the Prevention and Eradication of Narcotics Abuse and Illicit Trafficking (P4GN) in the field of rehabilitation in South Jakarta City and all the factors that influence it. This research uses a descriptive method with a qualitative approach. The focus of this research is communication, resources, disposition, and bureaucratic structure. The data analysis technique was carried out by using interactive model data analysis. The results of this study indicate that the P4GN policy in the field of rehabilitation carried out by the South Jakarta BNNK has not been implemented properly and is not in accordance with the variable theory of policy implementation according to George C. Edward III. There are inhibiting factors such as a lack of human and budgetary resources, a lack of training for counselors, a lack of community information about rehabilitation, directions that change in the middle of implementation, and the implementation of Work From Home. However, the optimism for the success of the policy has received positive support through several supporting factors, including good communication between work units and implementing commitments, Anti-Drug Activists, and Community-Based Intervention activities
Collaborative Governance Dalam Menangulangi Banjir di Kota Sungai Penuh
Sungai Penuh City consists of several sub-districts that are prone to flooding every year, namely Tanah Kampung District, Hamparan Rawang District, and Kota Baru District. Therefore, the Regional Disaster Management Agency (BPBD) for the City of Sungai Penuh is trying to deal with the flood. The purpose of this study is to analyze and explain how collaborative governance is in tackling flooding in the City of Sungai penuh. The type of research used is qualitative research with descriptive methods by prioritizing research aids, namely observation, interviews and documentation. Informants in this study are stakeholders who are directly involved in tackling floods in these 3 sub-districts consisting of the Chairperson of the Regional Disaster Management Agency for the City of Sungai Penuh, Head of the Public Works and Spatial Planning Office for Cipta Karya (PUPR) for the City of Sungai Penuh, Head of the Housing and Settlements Service. Sungai Penuh City and Communities affected by flooding. This study uses collaborative governance theory to see the extent to which the achievements and weaknesses of flood control have been achieved. The results of this study have not fully gone well due to the fact that maximum collaboration has not been created between related agencies appointed by the Mayor of Sungai Penuh City in flood prevention. In the future, it is hoped that the BPBD of SungaiFull City can cooperate with other agencies in dealing with floods. Kapabilitas Dynamic Governance Dalam Pembangunan Zona Integritas Pada Kantor Pelayanan Perbendaharaan Negara
This study was carried out due to the bureaucratic reform in terms of integrity zone implementation in State Treasury Service Office (KPPN) Pekanbaru. Since its participation in the development of integrity zone, KPPN Pekanbaru has been selected as a working unit with the predicate of Corruption Free Area (WBK) and Clean and Serving Bureaucracy (WBBM) and has become the pioneer of Integrity Zone for Riau Province. This is inseparable from the capabilities of leaders and employees of KPPN Pekanbaru. The purposes of this study were to analyze the dynamic governance capability in the development of Integrity Zone and to identify the supporting factors for the dynamic governance capability in KPPN Pekanbaru. The theoretical concepts used are the theories of dynamic governance capability by Neo and Chen, namely thinking ahead, thinking again and thinking across. This study employed a descriptive qualitative method, the data in this study were obtained from observations, interviews, literature studies and documentation. The results of the study indicated that, in the integrity zone development, leaders and employees of KPPN Pekanbaru had high capabilities, this evidence could be seen from their actions of hink ahead, think again and think across so that they have got many achievements, it was also supported by the leader’s commitment, implementation of ISO and support from the Directorate General of Treasur
Efektivitas Penerapan Sistem PTSP Pada Mal Pelayanan Publik Di Kabupaten Sumenep Jawa Timur
The achievement of a predetermined or planned goal is known as effectiveness. The implementation of the One-Stop Integrated Service System at the Sumenep Regency Public Service Mall, East Java, is still relatively new. In fact, this system still needs significant improvement. The purpose of this study was to find out the application of the One Stop Integrated Service System at Public Service Malls in Sumenep Regency, East Java and to find out how far the Effectiveness of the Implementation of One Stop Integrated Services at Public Service Malls in Sumenep Regency, East Java. The research method used is descriptive qualitative research. Data obtained through observation techniques, interviews, documentation and literature study. The theory used is the theory of effectiveness measurement according to Kettner, Moroney, and Martin including effort, cost efficiency, result, cost effectiveness, impact. The data analysis technique used was proposed by Miles & Huberman namely data collection, data reduction or data simplification, data presentation, and conclusion drawing. The research results obtained are that the application of a One-Stop Integrated Service System at Public Service Malls in Sumenep Regency, East Java is in accordance with the objectives of establishing a Public Service Mall, the Implementation of a One-Stop Integrated Service System at Public Service Malls in Sumenep Regency, East Java is already effective. The advice given is that it is hoped that MPP will optimize services more, not attract additional fees beyond the provision of service fees, be consistent with their attitudes and duties in providing services, consistently focus on the existing budget for the implementation of licensing and non-licensing services, and hope that the positive impact will be felt by the community Service users are evenly distributed throughout the archipelago

Quintuple Helix Dalam Peningkatan Potensi Lokal Berbasis Ekonomi Biru Pelabuhan Kota Probolinggo
Indonesia is a maritime country. Indonesia optimizes its maritime potential relevant to the country's goal as a world maritime axis. Maritime development is oriented toward the five pillars of the world maritime axis: maritime culture, economy, connectivity, diplomacy, and security. This can be realized in Indonesian policies, including the blue economy policy. Increasing relevant local potential in the blue economy at the port of Probolinggo City involves various parties. Researchers are interested in researching the quintuple Helix (QuiH), orienting the Probolinggo City Port environment with blue economy principles. The research applied a qualitative method with a case study approach. The research locus is in the Probolinggo City Port area. This research shows the quintuple helix innovation model in developing Probolinggo City Port with blue economy principles. The quintuple helix model in the Probolinggo City Port Complex describes that the innovation flow is driven by the role of the main helixes/subsystems of innovation, namely academics, the Probolinggo City Government, business actors, the Probolinggo City community, and the natural environment of the port in Probolinggo City. Technically, the role of each helix is very diverse; not all helixes have the same portion of the role, and not all helixes play a role as producers of innovation
