In the public sector's modernization process, advances in ICTs play a pivotal role. The government's ability to succeed during times of change hinges on providing high-quality services and maintaining public trust. Effective marketing strategies and IT implementation can significantly enhance the efficiency, accessibility, and public perception of public services. Through a Systematic Literature Review (SLR), this study investigates the literature on marketing strategies, governance, public services, trust, and organizational change in the public sector. 10 articles identified through Publish or Perish met the research criteria and provided thematic and quantitative analyzes to substantiate the findings. This review underscores the potent role of information technology and persuasive marketing in enhancing service quality and bolstering public trust. The data collected reveals that governments employ technological innovations to improve services and overcome challenges. Coordinating IT and marketing strategies in the public sector improves service quality, builds public trust, and increases flexibility. Creating effective marketing plans and maximizing IT spending can significantly enhance operational effectiveness, build a positive public service reputation, and ultimately lead to increased public confidence and adaptability.

Implementation of the Policy for Strengthening the Character Education of Formal Education Students in Bombana Regency
Character education is the key to improving student achievement. The achievements of students can make a name for themselves and increase the prestige of the school. However, currently there are still many problems with students that can tarnish the name of the school, family and student's future. Therefore, character education policies are really needed to shape students' character and behavior so that they can become high-achieving and well-behaved people. This research aims to determine the description of character education policy practices at North Poleang 20 Junior High School. This research uses a qualitative approach with a descriptive type where data is obtained from interviews, observations and collecting supporting documents. The results of this research show that character education policies are implemented by involving the roles of parents, teachers, students and the surrounding environment. This policy has a positive impact on student awareness and behavior even though there are still obstacles faced regarding the involvement of students' parents in understanding character education.Character education is the key to improving student achievement. IMPLEMENTASI KEBIJAKAN PENANGGULANGAN KEMISKINAN DI KOTA MALANG
The definition of poverty can be broadly divided into two, namely absolute poverty and relative poverty. Absolute poverty is a condition where a person's income level is not sufficient to meet their basic needs. Policy is a series of concepts and principles that serve as guidelines and the basis for plans in carrying out work, leadership and ways of acting. The term can be applied to governments, private sector organizations and groups, as well as individuals. Policies are different from regulations and laws. If the law can impose or prohibit a behavior (for example a law that requires the payment of income tax), policy only guides actions that are most likely to obtain the desired results, the implementation of public policy as a form of thought process and human action that is well planned, rational, efficient and effective as an effort to create order and order in various state or government tasks in order to create shared prosperity based on justice and equality. The aim of this research is to determine the implementation of poverty alleviation in Malang City, to find out the supporting and inhibiting factors for the implementation of poverty alleviation in Malang City. This research uses qualitative methods by collecting data through observation, interviews and documentation using snowball sampling to determine informants. Data analysis was carried out through the stages of data collection, data presentation and drawing conclusions. From this research, the results showed that the implementation of the poverty alleviation policy in the city of Malang has gone well and according to procedures, and monitoring and outreach to the community has also been carried out, however there are several obstacles in the effort to receive this aid, namely the data provided by the Ministry of Social Affairs still takes time. which is old.

Implementasi Strategi Pemerintah Desa dalam Pengembangan Pariwisata di desa Winong kabupaten Tulungagung
Against the background of the less than optimal development of Ngambal Lake tourism potential by the Winong village government, seen from the low number of visitors, the Winong village government wants to create a tourist destination again with a different concept, namely Jowin peak. In order to maintain its existence, the village government needs to create a strategy in developing and managing tourism potential. This research wants to analyze the strategy for developing and managing tourism potential created by the Winong village government. The qualitative approach is the research method chosen with the type of research being descriptive. The data collection used was interview and documentation methods. From the research results, it was concluded that the strategy for developing tourism potential in Winong village is through attraction aspects, transportation aspects and facility aspects to support Jowin peak tourism.Dilatarbelakangi kurang optimal pengembangan potensi wisata telaga Ngambal oleh pemerintah desa Winong dilihat dari sepinya jumlah pengunjung menjadikan pemerintah desa Winong ingin kembali membuat tujuan wisata dengan konsep yang berbeda yaitu puncak Jowin. Agar terjaga eksistensinya maka pemerintah desa perlu membuat strategi dalam pengembangan dan pengelolaan potensi wisata tersebut. Penelitian ini ingin menganalisa statregi pengembangan dan pengelolaan potensi pariwisata yang dibuat oleh pemerintah desa Winong. Pendekatan kualitatif adalah metode penelitian yang dipilih dengan jenis penelitian adalah deskriptif. Pengumpulan data yang digunakan adalah metode wawancara dan dokumentasi. Dari hasil penelitian didapatka kesimpulan bahwa strategi pengembangan potensi wisata di desa winong melalui aspek atraksi,aspek transportasi dan aspek fasilitas untuk menunjang wisata puncak Jowin
Collaborative Governance in the Development of Religious Tourism in Blitar City
The tourism sector is one of the economic potentials that must be continuously developed, including in Blitar City which has religious tourism such as Bung Karno's Tomb and the Ar-rahman Mosque. However, several infrastructure and facility problems have arisen, such as the parking of tourism buses on the side of the road which causes congestion around the Ar-Rahman Mosque, and damaged visitor seats at the Bung Karno Tomb. Based on Blitar City Regional Regulation Number 12 of 2011 concerning the 2011-2030 Regional Spatial Plan of Blitar City, Article 57 paragraph 1 states that cultural tourism areas must be managed properly. This study aims to discover the collaboration process in developing religious tourism in Blitar City by using the Ansell and Gash (2008) model approach as the analysis knife. Qualitative methods were used in this study by conducting observations, interviews, and documentation with stakeholders at the Blitar City Culture and Tourism Office, Bung Karno's Tomb, and the Ar-Rahman Mosque. The results showed that collaboration in developing religious tourism involving the government, private sector, and local communities is very important. However, the collaboration process has not been fully by the principles of collaborative governance, especially in building trust and mutual understanding with the management of the Ar-Rahman Mosque. Other collaboration processes, such as face-to-face dialogue and commitment have started to run by producing socialization activities to increase tourism and halal certification program campaigns.

Implementation of Public Complaint Services in Badung Regency Based on E-Government
In this research, researchers discuss the implementation of the SIDUMAS application in serving complaints from the Badung Regency community. Using a qualitative descriptive approach, this research discusses implementation using Ripley and Franklin's success factors and implementation success criteria. The results of this research show that the implementation of the SIDUMAS application is good in terms of bureaucratic compliance. However, it is still not optimal in terms of smooth routine and there are still several problems. The implementation and targeted impacts are still less than optimal. Judging from the account registration process, people have to wait for the data verification process for approximately one week. Some people also think that the registration process is complicated and needs to be simplified. Currently the SIDUMAS application is not yet able to reach smartphones based on Android and iOS with the latest version. Likewise, if we look at the targeted benefits of the SIDUMAS application, it cannot be said to be optimal because it cannot be used by the people of Badung Regency as a whole.This research aims to explain the implementation of SIDUMAS in serving complaints from the Badung Regency's citizens. Using a qualitative descriptive approach, this research discusses implementation using Ripley and Franklin's success factors and implementation success criteria. This research shows that SIDUMAS fulfills the principles of clarity and certainty and can change old habits as desired. SIDUMAS fulfills the principles of clarity and certainty because the government conveys information about SIDUMAS clearly through its application. Apart from that, SIDUMAS also guarantees the complainant's data privacy and security. SIDUMAS can also change old habits from complaints using conventional methods to digital methods. This can encourage the public, especially young people, to actively participate in providing complaints and aspirations in the policy-making process. According to the criteria for successful implementation, SIDUMAS meets the aspects of bureaucratic compliance, implementation, and targeted impact. SIDUMAS fulfills the compliance aspect of a bureaucracy because it fulfills the Presidential Regulation of the Republic of Indonesia (RI) No. 76 of 2013. Additionally, SIDUMAS fulfills the elements of implementation and targeted impact because SIDUMAS can handle 75.3 percent of complaints received over the last five years and is starting to provide benefits, especially to village officials who make SIDUMAS a whistleblowing system platform in the administration of Badung Regency government. SIDUMAS can also assist the central government in mapping wicked problems in the regions because it is integrated with SP4N LAPOR. On the other hand, SIDUMAS is less able to fulfill aspects of smooth routines because the registration and verification process could be more user-friendly. SIDUMAS also still needs to be accessed by the latest Android and IOS. This condition leads to not many people in Badung Regency using SIDUMAS as a platform for public complaints
Transformasi Digital dalam Pelayanan Publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Aceh Tengah
The problem addressed in this research is the insufficient provision of supportive infrastructure for digital transformation. Similarly, the human resources aspect, both in terms of quantity and quality regarding the mastery of information technology, will impact the quality of services provided to the public. The research conducted at the Central Aceh Investment and Integrated One-Stop Service Office (DPMPTSP) has three objectives: 1) Analyzing the quality of service in digital transformation from the aspects of tangibles, reliability, responsiveness, assurance, and empathy. 2) Analyzing digital transformation in public services from the aspects of cataloging, transactions, horizontal, and vertical integration. 3) Analyzing obstacles and efforts made to accelerate digital transformation. The research method is qualitative, with informant selection through purposive sampling. The results show that public services, except for the tangibles aspect, are considered good in terms of reliability, responsiveness, assurance, and empathy. However, the facilities and infrastructure at DPMPTSP still need attention because most of them are inadequate for use in online licensing services. Furthermore, the digital transformation process, in terms of horizontal integration, has not been implemented at all, as local applications still stand alone and are not integrated with the Online Single Submission (OSS) application. Meanwhile, the obstacle encountered in implementing digital transformation is the inadequate budget for the digital transformation process. Efforts to accelerate the digital transformation process include preparing resources proficient in technology, preparing facilities and infrastructure, and conducting public awareness campaigns.Permasalahan dalam penelitian ini adalah kebutuhan akan sarana dan prasarana pendukung dalam pelaksanaan transformasi digital masih belum memadai. Demikian pula, sumberdaya manusia yang masih kurang baik dari segi kuantitas maupun kualitas terhadap penguasaan teknologi informasi akan memengaruhi kualitas pelayanan yang diberikan kepada masyarakat. Penelitian yang dilakukan pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Aceh Tengah ini memiliki tiga tujuan: 1) Menganalisis kualitas pelayanan dalam transformasi digital ditinjau dari aspek tangibles, reliability, responsiveness, assurance dan emphaty. 2) Menganalisis transformasi digital dalam pelayanan publik ditinjau dari aspek katalogisasi, transaksi, integrasi horizontal dan vertikal. 3) Menganalisis hambatan dalam transformasi digital. 4) Upaya yang dilakukan untuk mempercepat transformasi digital. Metode penelitian bersifat kualitatif dengan pemilihan informan secara purposive sampling. Hasil penelitian menunjukkan bahwa pelayanan publik, kecuali aspek tangibles, dinilai sudah baik ditinjau dari aspek reliability, responsivennes, assurance dan emphaty. Namun demikian, sarana dan prasarana pada DPMPTSP masih membutuhkan perhatian dikarenakan sebagian besar sudah tidak memadai untuk digunakan dalam pelayanan perizinan berbasis online. Selanjutnya, proses transformasi digital ditinjau dari aspek integrasi secara horizontal belum terlaksana sama sekali dimana aplikasi daerah masih berdiri secara sendiri dan tidak terintegrasi dengan aplikasi Online Single Submission (OSS). Sementara itu, hambatan yang diperoleh dalam melaksanakan transformasi digital adalah anggaran yang belum tersedia secara memadai dalam pelaksanaan transformasi digital. Upaya yang dilakukan untuk mempercepat proses transformasi digital adalah dengan penyiapan sumberdaya yang menguasai teknologi, penyiapan sarana dan prasarana yang lebih baik, serta melakukan sosialisasi kepada masyarakat

Communities are a key aspect of development administration. Due to decentralization, the Regional Government has broader autonomy to run its government independently and is expected to be able to resolve the problems that exist in its region to develop its communities. One of the current issues is political dynasties which have been a longstanding phenomenon in Indonesia, including in the Kediri Regency. Political dynasties consist of elected politicians who have family relatives who have also been elected in current or previous governments. How the leader of the regional government allocates its budget becomes important, especially for the education and health sectors, which have mandatory 20% and 10% from APBD, respectively. This research analyzes the impact of budget allocation for education and health on the community development of the Kediri Regent, with the Human Development Index (HDI) as its value. The method used is descriptive analysis, utilizing secondary data sourced from the Directorate General of Fiscal Balance and the Central Statistics Agency. According to the findings of this study, the allocation of expenditure on education has no substantial impact on the HDI score while expenditure on the health sector has a substantial impact on the HDI score.Masyarakat merupakan aspek kunci dalam administrasi pembangunan. Dengan adanya desentralisasi maka Pemerintah Daerah mempunyai otonomi yang lebih luas untuk menjalankan pemerintahannya secara mandiri dan diharapkan mampu menyelesaikan permasalahan yang ada di daerahnya untuk membangun masyarakatnya. Salah satu isu yang sedang hangat saat ini adalah dinasti politik yang sudah menjadi fenomena yang sudah lama terjadi di Indonesia, termasuk di Kabupaten Kediri. Dinasti politik terdiri dari politisi terpilih yang memiliki kerabat keluarga yang juga terpilih pada pemerintahan saat ini atau sebelumnya. Cara pemimpin daerah mengalokasikan anggarannya menjadi penting, terutama bagi sektor pendidikan dan kesehatan yang memiliki kewajiban anggaran masing-masing sebesar 20% dan 10% dari APBD. Penelitian ini menganalisis dampak pengalokasian anggaran pendidikan dan kesehatan terhadap pembangunan masyarakat Bupati Kediri dengan Indeks Pembangunan Manusia (IPM) sebagai nilainya. Metode yang digunakan adalah analisa deskriptif dengan menggunakan secondary data yang bersumber dari Direktorat Jenderal Perimbangan Keuangan dan Badan Pusat Statistik. Berdasarkan temuan studi ini, alokasi belanja pendidikan tidak mempunyai dampak besar terhadap nilai IPM, sedangkan belanja sektor kesehatan mempunyai pengaruh besar terhadap nilai IPM
Pengendalian Banjir di kawasan Sempadan Sungai Kali Lamong Kabupaten Gresik Melalui Pembangunan Tanggul
This paper explains how flood control is carried out in the Kali Lamong river basin area, Gresik Regency, to overcome flood disasters through the construction of dams. To answer this question, this paper uses the policy implementation theory from Edwards III and a qualitative descriptive research method with data collection through interviews, observation, and documentation. Research shows that the implementation has been realized, both seen from the communication carried out by the Great River Basin Office (BBWS) through the initial stages of communication, the implementation of the socialization of flood control patterns, the implementation of embankment construction, compensation to monthly evaluations to monitor the implementation of policies, as well as competent appropriate resources. in carrying out their duties, a supportive bureaucratic structure and a clear non-overlapping division of authority carried out by BBWS Bengawan Solo so that the implementation of the policy is carried out properly and is free from the annual flood disaster since 2013. Apart from theoretically this research looks at the extent to which the implementation of the policy Flood control carried out by BBWS Bengawan Solo is carried out to reduce the impact of flooding in Gresik Regency through the construction of a dam.Tulisan ini menjelaskan bagaimana pengendalian banjir yang dilakukan di kawasan sempadan sungai kali lamong Kabupaten Gresik untuk menanggulangi bencana banjir dengan melalui pembangunan tanggul. Guna menjawab pertanyaan tersebut, tulisan ini menggunakan teori implementasi kebijakan dari Edwards III dan metode penelitian deskriptif kualitatif dengan pengumpulan data dilakukan melalui wawancara,observasi,dokumentasi. Penelitian menunjukan bahwa pelaksanaan sudah terealisasi baik dilihat dari komunikasi yang dilakukan balai besar wilayah sungai (BBWS) melalui tahap awal komunikasi terlaksananya sosialisasi pola pengendalian banjir,pelaksanaan pembangunan tanggul, peggantian ganti rugi hingga evaluasi tiap bulanya untuk memonitor pelaksanaan kebijakan, serta sumberdaya yang sesuai kompeten dalam menjalankan tugas, struktur birokrasi yang mendukung dan adanya pembagian kewenangan yang jelas tidak tumpang tindih yang dilakukan oleh BBWS bengawan solo sehingga implementasi kebijakan terlaksana dengan baik dan terbebas dari bencana banjir tahuunan sejak tahun 2013. Selain itu secara teoritis dalam penelitian ini melihat sejauh mana implementasi kebijakan pengendalian banjir yang dilakukan BBWS bengawan solo dilaksanakan sebagai mengurangi dampak banjir di kabupaten Gresik melalui pembangunan tanggul.
