    Pelembagaan Beban Administratif pada Regulasi Pendirian Rumah Ibadat di Indonesia

    After five decades of implementing regulations on the construction of places of worship, the debates surrounding the policy have never ceased. The regulation has encountered religious entities in the form of administrative burdens through various requirements imposed on them to limit the construction of places of worship. This research aims to examine the origins of the burdens contained in the regulation, namely Joint Regulation of the Minister of Religion and the Minister of Home Affairs 8 & 9/2006, with an emphasis on why these administrative requirements exist and continue to exist today. By following process-tracing methods, this research found that this administrative burden existed and continues to exist due to past disputes between Muslims and Christians which were triggered by Christian missionary activities which culminated in attacks on churches in several areas. This has been traumatic for both parties and sparked persistent suspicion between the two groups. This research proposes that this phenomenon can be called "institutionalization of administrative burden" which is a form of behavior based on traumatic feelings that the state legitimizes due to past conflicts. Some indications institutionalizing these burdens result in negative behavior patterns, which means the government needs to consider changing or improving the regulation carefully

    Pengembangan SDM Pegawai Bagian Pengadaan Barang dan Jasa Sekretariat Daerah Kabupaten Aceh Tengah

    This research was conducted to analyze human resource development in the Procurement of Goods and Services Section of the Regional Secretariat of Aceh Tengah Regency. The problem identified in this study is the low performance of employees, which is evident from their abilities and levels of discipline within the Goods and Services Procurement Section of the Aceh Tengah Regency Secretariat. The research method is descriptive qualitative, utilizing documentation and interviews as research instruments. The results indicate that human resource development in the procurement of goods and services has yet to be consistently implemented. This is evidenced by the fact that only employees meeting government-mandated education and training requirements for goods and services procurement are afforded development opportunities. While efforts have been made in this regard, they have yet to be uniformly applied. One contributing factor is the restriction of human resource development efforts to employees possessing the requisite goods and services procurement certification, as stipulated by government policies. Consequently, despite some progress, the distribution of developmental opportunities remains unequal. In light of these findings, it is recommended that the Goods and Services Procurement Department provide uniform training to all employees, thereby eliminating discrepancies in skill levels. Additionally, there is a need to enhance the competence of each employee through both formal and informal education and training initiatives, to enhance overall employee performance and organizational effectiveness.Penelitian ini dilakukan untuk menganalisis pengembangan sumber daya manusia pada Bagian Pengadaan Barang dan Jasa Sekretariat Daerah Kabupaten Aceh Tengah. Permasalahan pada penelitian ini adalah masih rendahnya kinerja pegawai dilihat dari kemampuan serta tingkat disiplin pegawai Bagian Pengadaan Barang dan Jasa Sekretariat Kabupaten Aceh Tengah. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan instrumen penelitian yaitu dokumentasi dan wawancara. Hasil penelitian menunjukkan bahwa dalam pengembangan sumber daya manusia pada bagian pengadaan barang dan jasa belum berjalan secara merata. Hal ini dapat dilihat bahwa pegawai yang diberi kesempatan untuk mengikuti pendidikan dan pelatihan hanya pada pegawai yang telah lulus mengikuti pendidikan dan pelatihan barang dan jasa berdasarkan faktor kebijaksanaan pemerintah. Berdasarkan faktor ini, upaya pengembangan sumber daya manusia juga telah dilakukan dengan baik walaupun belum secara merata. Hal ini disebabkan hanya pegawai yang memiliki sertifikat pengadaan barang dan jasa yang mengikuti pengembangan sumber daya manusia terhadap kebijaksaan pemerintah. Terkait hal tersebut, saran dari penelitian ini adalah bagian pengadaan barang dan jasa harus memberi pelatihan terhadap seluruh pegawai secara merata sehingga tidak terjadi ketimpangan kemampuan antar pegawai. Kemudian, perlu adanya peningkatan kompetensi bagi setiap pegawai melalui pendidikan dan pelatihan, baik secara formal maupun informal, sehingga dapat meningkatkan kinerja pegawai dan kinerja organisasi

    Effectiveness of Implementing the TukuoYuk Platform in the Development of the MSME Sector in Sidoarjo Regency

    The COVID-19 pandemic caused Indonesia to experience a crisis that had a broad impact and forced all levels of society to switch to the digital world. This encourages MSMEs as business actors to rise from the economic downturn by taking advantage of current technological developments. The Sidoarjo Regency Government is taking steps to develop MSMEs through an application that utilizes information technology called TukuoYuk. The TukuoYuk application is an online platform encouraging MSME players to perform promotions more intensively. This research aims to describe and analyze the application of the TukuoYuk platform in developing MSMEs in Sidoarjo Regency. This research uses a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. The data analysis technique in this research uses an interactive analysis model by Miles and Huberman, consisting of four components: data collection, data reduction, data presentation, and concluding. This research shows that the implementation of the TukuoYuk platform in Sidoarjo Regency is seen from five indicators. First, understanding the platform program still needs to be improved. Second, the platform's targeting accuracy could be more optimal because of clear procedures. Third, the platform's punctuality has yet to be yet to be achieved due to the absence of clear SOPs. Fourth, due to a lack of design, the platform's objectives have yet to be achieved optimally.     Perspektif Regulatory Impact Assessment (RIA) dalam Kajian Kebijakan: Studi Kasus Peraturan Ganjil-Genap di DKI Jakarta

    Regulatory Impact Analysis (RIA) is an important instrument for policy designers to master in order to calculate the costs that may be borne and the benefits that can be obtained in implementing policies. RIA is important to assist policy makers in the decision-making process. One of the government policies that can be implemented by RIA analysis is the policy of implementing odd-even rules on a number of arterial roads carried out by the Special Capital Region (DKI) Jakarta Government. This policy limits motorized vehicles based on vehicle registration numbers as a solution to dealing with pollution problems in the capital. Alternative policies has emerged, such as Electronic Road Pricing (ERP) which will be analyzed using RIA with the Cost-Benefit Analysis (CBA) method demonstrating high Benefit-Cost Ratio (BCR) than other alternatives in the long term. Thus, if the ERP policy is implemented, the goal of reducing air pollution problem in DKI Jakarta will be achieved.Regulatory Impact Analysis (RIA) merupakan instrumen yang penting untuk dikuasai oleh para perancang kebijakan agar dapat menghitung biaya yang mungkin ditanggung dan manfaat yang dapat diperoleh dalam mengimplementasikan kebijakan. RIA penting untuk membantu para pengambil kebijakan dalam proses pengambilan keputusan. Salah satu kebijakan pemerintah yang dapat diimplementasikan dengan analisis RIA adalah kebijakan penerapan aturan ganjil-genap di sejumlah ruas jalan arteri yang dilakukan oleh Pemerintah Daerah Khusus Ibukota (DKI) Jakarta. Kebijakan ini membatasi kendaraan bermotor berdasarkan nomor polisi kendaraan sebagai solusi untuk mengatasi masalah polusi di ibukota. Alternatif kebijakan yang muncul adalah Electronic Road Pricing (ERP) yang akan dianalisis menggunakan RIA dengan metode Cost-Benefit Analysis (CBA) yang menunjukkan Benefit-Cost Ratio (BCR) yang tinggi dibandingkan alternatif lainnya dalam jangka panjang.     Malang City is one of the cities projected to become a digital-based Creative City using the digital creative industry subsector as its leading subsector. The digital creative industry subsector includes applications and games. After the Covid-19 pandemic, Malang City has strengthened its steps to become a digital-based creative city. Developing a creative digital ecosystem in Malang City requires a strategy to achieve post-pandemic goals. The strategy implemented by the Malang City Government in developing an innovative digital ecosystem is through hexahelix collaboration. The hexahelix partnership comprises six components: government, business, academics, community, media, and banking. This research aims to analyze and map the role of each stakeholder involved in the Hexahelix collaboration in developing a creative digital ecosystem in Malang City. The research results show that the Hexahelix collaboration in developing the innovative digital ecosystem in Malang City has not run optimally. The contribution of each element in the hexahelix collaboration needs to be considered to support the successful development of the creative digital ecosystem in Malang City. The hexahelix components in the development of the digital industry are government, academia, the business world, media, and financial institutions. Each component has its role in aligning common goals. Before establishing policies and implementing the Hexahelix concept, each stakeholder is expected to know their primary role, even though the implementation is carried out jointly and complements each other

    Health services in Papua face several challenges, especially in service quality. The only and highest referral hospital in the entire Papua region is RSUD Dok II Jayapura. This quantitative research seeks to prove the influence of service quality (X) on patient satisfaction (Y). The research sample comprised 95 patients selected based on the incidental sampling method. Data was analyzed using multiple linear regression techniques to prove the simultaneous and partial influence of service quality variables (physical evidence, guarantee, responsiveness, empathy, and reliability) on satisfaction. Before the regression test, a classical assumption test was carried out to test the data's normality, multicollinearity, and heteroscedasticity. The research results explain the significant simultaneous influence of service quality on satisfaction. Partially, the variables empathy (X4) and reliability (X5) have a substantial effect on satisfaction (Y). Meanwhile, the variables physical evidence (X1), guarantee (X2), and responsiveness (X3) were found not to influence satisfaction (Y)

    Application of Integrated Dynamic Archival Information System (SRIKANDI) in Supporting Good Governance at the Office of Education and Culture of Mojokerto City

    The government has utilized technology to improve efficiency, effectiveness, and transparency in public administration in the era of rapid advances in communication and information technology. This study aims to analyze the application of the Integrated Dynamic Archive Information System Application (SRIKANDI) in supporting Good Governance at the Mojokerto City Education and Culture Office. The research method used is descriptive with a qualitative approach, with data sources comprising primary and secondary data obtained through purposive sampling. Data collection methods include interviews and documentation, with data analysis techniques employing the Miles and Huberman model. Data validity testing is conducted using source triangulation. The results showed that the SRIKANDI application made a significant contribution in improving the efficiency, effectiveness and timeliness of correspondence administration. Features such as automatic logging, structured disposition, and digital signatures enhance transparency and accountability, while flexible access supports increased productivity. Despite technical challenges such as digital errors and network disruptions, the app's positive impact in realizing a paperless office and online correspondence is highly visible. Therefore, it is recommended to continue conducting training and socialization to optimize understanding and use of this application, as well as making technical improvements to overcome existing obstacles for better administrative performance.This research examines the application of the Integrated Dynamic Archival Information System (SRIKANDI) Application in supporting Good Governance at the Mojokerto City Education and Culture Office.     Achieving Educational Equity in Luwu Regency: An Evaluation of the Indonesia Pintar Program Policy

    The poverty rate in the Luwu district is relatively low, but the dropout rate in the region is still high. This is partly due to the high cost of education. In this area, the government initiated the Smart Indonesia Program and the Smart Indonesia Card (KIP) to provide educational cash assistance to all students meeting the specified requirements. This study aims to evaluate the implementation of the Smart Indonesia Program (PIP) at SDN 494 Pongko, Luwu Regency, focusing on educational equity, readiness, implementation, and utilization of the program. The research method is descriptive and qualitative, with data collection through in-depth interviews, observation, and documentation studies. The results show that the implementation of PIP at SDN 494 Pongko has been run by the established policy objectives and provided tangible benefits for parents and students receiving assistance. However, efficiency issues such as delays in fund disbursement need to be improved. There are inequalities in the distribution of aid caused by incomplete documentation. In conclusion, although the Smart Indonesia Program has contributed positively to increasing student participation and reducing the economic burden on parents, there is still a need for continuous evaluation and improvement to ensure better educational equity in Luwu District

    Local Open Government: Key Issues in Scotland, United Kingdom

    This study aims to analyze key issues of Scotland's open government. Scotland is a member of the Open Government Partnership (OGP) selected for the Local Government Pilot Program. Qualitative approaches and bibliometric analysis methods were used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with four keywords: “Scotland information access”, “Scotland transparency”, “Scotland participation”, and “Scotland collaboration”. Data selection used Mendeley, while the bibliometric map was obtained using VOSviewer. The findings of this study indicate that open government in Scotland has been able to attract public attention. There are 168 relevant articles, 130 topics, and 20 topic clusters. The main focus topics are: participation, collaboration, development, politics, community, young people, gender, justice, transparency, and freedom of information. Meanwhile, the latest and potential topics include: e-participation, inequality, local authority, infrastructure, gender, capacity, culture, inclusion, Islamophobia, power, network, digital collaboration, elite, and public art. Scotland is currently focused on five open government commitments, including: fiscal openness and transparency; health service development, design, and improvement; empowering government through open data; building stakeholder networks on climate change policy; and supporting participation

    The Community is Participating in The Independent Neighborhood Program for Economic Improvement in Banjarbaru City

    Improving the community's economy is an achievement and one of the government's successful efforts in implementing development. Neighborhood associations have a role in enhancing the community's economy, so the role of Neighborhood Associations is vital in regional development. Communities are empowered because community members work together to improve development through their participation. Therefore, the Banjarbaru City Government, through the independent neighborhood program, provides space for the community to participate in economic empowerment. The policy is contained in the Banjarbaru City Regional Government's Medium-Term Development Plan 2021-2026. One of the objectives of the Independent Neighborhood Program is to build micro, small, and medium enterprises at the neighborhood level to grow Banjarbaru's micro, small, and medium enterprises. Funding assistance in the Independent Neighborhood program amounted to seventy-five million rupiah (Rp. 75,000,000) for each neighborhood association. This policy has been running since 2022 by providing business capital funding assistance to citizens of Banjarbaru City with a selection system for each sub-district to get a quota of three POKMAS (community groups). The research conducted used a qualitative approach. The research location was in Banjarbaru City. The data was collected through structured interviews, observations, and document studies published by the Banjarbaru City government. The conclusion is that the independent neighborhood program is one of the efforts of the Banjarbaru city government to mobilize and empower the community's economy through development activities. The program's goal is to improve the welfare of community groups and make the community more independent in their economy and able to contribute to development activities in their area. Community participation in this program is essential; most community groups are still at the implementation stage and can not be used for development activities.
