Policy Conflict Framework: Analisis Konflik Pembangunan Wisata Alam Alaska di Kota Batu
The emergence of a decision in the form of public policy is very prone to conflict. This can be caused by many factors such as target groups who do not need or benefit from policies, target groups are not aware of the benefits they receive, or even target groups reject policies because they are not supporters of policy implementers. Policy conflicts have to do with issues related to a large number of interests in the process of determining and enforcing policies. Conflicts in tourism involve many stakeholders with diverse values and complex interaction dynamics, both between local communities and the government, between local communities and tourists, between companies and the government, and between local communities and tourism companies. The phenomenon of conflict occurs in the development of Kasinan pedestal nature tourism or known as Alaska tourism located in Pesanggrahan Village, Batu District, Batu City. Through the perspective of the policy conflict framework, it can be analyzed related to the nature of conflict from the groups involved, the intensity of conflict, the causes of conflict in terms of context and process, and feedback consisting of output and outcome.A decision in the form of public policy is prone to conflict. Through the perspective of the Policy Conflict Framework (PCF), it can be analyzed related to the nature of conflict from the groups involved, the intensity of conflict, the causes of conflict in terms of context and process, and feedback consisting of output and outcome. Based on the PCF, this conflict is a mixed conflict with moderate conflict intensity caused by the desire between actors to compromise with each other
Effectiveness of the Child Violence Prevention Program by the Women's Empowerment, Child Protection, and Family Planning Service (DP3AKB) in Bojonegoro Regency
At the global level, violence against children remains a critical problem that continues to develop each year. Even though Indonesia has regulations governing policies to protect children's rights, the implementation and effectiveness of these regulations are still plagued by numerous gaps and challenges. This study aims to analyze the effectiveness of the child violence prevention program carried out by the Women's Empowerment, Child Protection, and Family Planning Service (DP3AKB) (Indonesian: Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Keluarga Berencana) in Bojonegoro Regency. This study employs a qualitative research method. Primary data sources, such as interviews and observations, are data collection techniques, while documentation studies serve as secondary data sources. Purposive sampling, which involves establishing criteria, is the technique for identifying informants. We conduct data analysis using interactive data analysis techniques and ensure data validity through source triangulation. The study's results reveal three key indicators that impact the effectiveness of child violence prevention in Bojonegoro Regency: goal achievement, integration, and adaptation. These indicators suggest that the effectiveness of child violence prevention in the region has not been able to meet its objectives due to the annual fluctuations in violence against children. Further research recommendations are that other researchers can analyze collaboration between stakeholders related to the prevention of child violence so that they can produce research with a broader scope
Analisis Kebijakan Program Beasiswa Sepuluh Sarjana Per Desa di Kabupaten Bojonegoro
Bojonegoro Regency is an oil and gas producing area with a total APBD of Bojonegoro Regency reaching 7.4 trillion, most of the budget comes from oil and natural gas products. However, the Human Development Index (HDI) achievement in Bojonegoro Regency is in the fifth lowest position in East Java due to the low quality of education in Bojonegoro Regency. The policy taken by the government to overcome this problem is the Ten Scholars Scholarship Program Per Village, which is expected to increase the interest of the people of Bojonegoro in continuing their education at university. This research aims to understand the cause and effect of the policy process for the Ten Scholars Per Village scholarship program in Bojonegoro Regency in overcoming the low quality of human resources in Bojonegoro Regency. This research uses a descriptive qualitative method with data sources obtained from the results of field studies through interviews, observation, and documentation techniques. The results of this research are that the Ten Scholars Per Village scholarship program in Bojonegoro Regency has been implemented by Perbup Number 17 of 2023. However, there are several obstacles to its implementation. The existence of this program policy can have a positive impact on increasing the HDI achievement of Bojonegoro Regency from medium scale to high scale

The Mataram City Archives and Library Service (Diarpus) is one of the Regional Technical Institutional Organizations responsible for organizing archives to form a national integrated archive management system. This research aims to determine how far the use of the Srikandi Application in implementing e-government is to improve the quality of research services. This uses a descriptive qualitative approach to produce information. Determining informants uses a purposive sampling technique, namely a data source sampling technique including the head of utilization and archival services development in analyzing data using the Miles & Huberman Interactive Analysis Model which can be visualized as follows: Data Collection, Reduction, Data Presentation, The conclusion that is used as a reference for researchers in the theory put forward by Edwards III is that there are four variables in public policy, namely Communication, Resources, Implementing Attitudes and Bureaucratic Structure. It can be concluded that the inhibiting factors are employees' lack of understanding in implementing their duties and responsibilities and human Resources (HR). ) is still considered lacking or limited, and infrastructure is still somewhat lacking. Researchers' suggestions for implementing Electronic Government through an Integrated System (SRIKANDI) in the Mataram City archives and library service, namely increasing the provision of facilities, including infrastructure, and providing training or private practice to employees who are still in a situation where they are technologically illiterate and have difficulty using the SRIKANDI applicatio
Analisis Pemberdayaan Masyarakat Berbasis Kewirausahaan Anyaman Bambu Melalui Home Industry (Studi Tentang Pemberdayaan di Kelurahan Roworena, Kecamatan Ende Utara, Kabupaten Ende)
Community empowerment must be promoted to improve the family economy. Each artisan of Roworena village independently produces handicrafts for ges content and leather, curtains, chicken cages and consumer demand in the form of chairs, tables, curtains, pots, hangers, entrepreneurial skills and knowledge. Handicrafts are made in the home industry, where all skills come from households. The purpose of the authors of this study is to see the phenomenon of community empowerment based on entrepreneurship as a strategic position in community development, because entrepreneurship is essentially independence and skills necessary for life. The research method is descriptive qualitative, which analyzes the phenomena occurring in the reproduction in the community up to the market results. In the analysis, the researcher elaborates the approach of empowerment through the aspects of enabling, empowering and protecting, so in response to the empowerment experienced by the community, the researcher in this study suggests that entrepreneurs of craft industry innovate more handicraft products and sales are more modern.Pemberdayaan masyarakat perlu digalakan untuk meningkatkan ekonomi keluarga. Proses setiap pelaku usaha kerajinan tangan di Kelurahan Roworena secara mandiri membuat olahan hasil kerajinan berupa gedek isi dan kulit, tirai, sangkar ayam, maupun permintaan konsumen berupa kursi, meja, tirai, pot, gantungan dengan kemampuan, keterampilan dan keahlian pelaku usaha. Produk kerajinan tangan diwujudkan melalui Home Industry dimana pengerjaan semuanya berasal dari rumah tangga. Adapun yang menjadi tujuan penulis memilih penelitian ini yakni melihat fenomena pemberdayaan masyarakat berbasis kewirausahaan merupakan posisi strategis dalam pengembangan masyarakat, karena pada dasarnya kewirausahaan adalah kemandirian dan kecakapan hidup. Metode penelitian yang digunakan adalah kualitatif deskriptif, menganalisis fenomena yang terjadi di masyarakat dalam pengolahan sampai pada hasil pemasaran. Dalam analisis peneliti membahas secara terperinci dengan pendekatan pemberdayaan melalui aspek Enabling, Empowering, dan Protecting, sehingga dalam menjawab terkait pemberdayaan yang dialami oleh masyarakat, oleh sebab itu dalam penelitian ini peneliti merekomendasikan untuk pelaku usaha kerajinan tangan untuk lebih berinovasi dalam produk kerajinan serta perjualan yang lebih kearah modern
Implementation Of E-Procurement Agreement Between Indonesian and Malaysia
This research compares e-procurement applications in Indonesia and Malaysia, which are the applications of e-procurement as a renewal of the goods/services procurement system. Malaysia and Indonesia have implemented e-procurement, and the presence of corrupt practices has made both countries focus on increasing transparency. The number of procurement transactions in Indonesia increased significantly from 2008 to 2017, with total spending reaching more than 1000 trillion Rupiah in 2020. The number of online e-procurement transactions in Malaysia has decreased from 2014-2015, with an overall decrease in transactions from 1,577,740 to 1,540,314. The results showed that Malaysia and Indonesia conducted Peer Exchange activities to exchange experiences and knowledge about Ecolabeling and GPP. Green procurement can use e-procurement as one of the methods to ensure transparency and efficiency in the procurement process. E-procurement can help control inventory, reduce costs, and improve agreement conformity with suppliers. Therefore, the author would like to compare the implementation of the system in Indonesia and Malaysia in terms of the procurement of goods/services
Public Sector Digital Transformation: Analysis of Digital Literacy of Government Apparatus in Kepatihan Village, Menganti District, Gresik Regency
Digital transformation in the public sector is a strategic step to improve public service efficiency, transparency, and quality. However, the success of this transformation is highly
dependent on the level of digital literacy of government officials as implementers of digital policies and programs. This study aims to analyze the digital literacy of government officials in Kepatihan Village, Menganti Subdistrict, Gresik Regency, in the context of public sector digital transformation. The research method used is descriptive qualitative with a case study approach. Data were collected through in-depth interviews, observation, and analysis of related documents. The research participants consisted of government officials from Kepatihan Village who were directly involved in implementing digital technology in public services. The results showed that the level of digital literacy of Kepatihan Village government officials varied, with most officials demonstrating a basic understanding of digital technology, but still limited in advanced technical capabilities and practical applications. Factors such as age, education, and work experience influence this level of digital literacy. In addition, the study found infrastructure constraints and technical support that still need to be improved to smooth the digital transformation process. This research provides recommendations to improve the digital literacy of government officials through continuous training and mentoring, as well as strengthening information technology infrastructure. Thus, it is expected that the digital transformation of the public sector in Kepatihan Village can run more effectively and provide maximum benefits to the community
Analisis Formulasi Kebijakan Smart City: (Studi pada Peraturan Bupati No. 13 Tahun 2020 tentang Masterplan Smart City Kabupaten Bojonegoro)
The Bojonegoro Regency Government utilizes the momentum of regional development transformation to actualize innovative city-based regional development. The Bojonegoro Regency Government has the opportunity to be part of the “Gerakan Menuju 100 Smart City” program by the Indonesian Ministry of Communication and Information, where selected regions are required to make regulations and formal documents in the form of an intelligent city master plan as the primary reference for implementing innovative city development. Thus, Peraturan Bupati No. 13 tahun 2020 tentang Masterplan Smart City Bojonegoro was formulated. This research aims to systematize the study of the intelligent city policy formulation process as a developing development innovation in Indonesia. This research uses a qualitative case study method by conducting interviews, literature studies and documentation. The findings of this study show that the process of formulating this policy begins with the identification of smart city master plan policy problems that refer to the urgency of strategic issues that need to be resolved according to the regional RPJMD period by taking into account structural, infrastructure and superstructure factors, setting the agenda setting is done by analyzing the existing conditions of business and IT in the region, formulating alternatives to pay attention to how intelligent city readiness is in the area and determining policies based on the results of determining the roadmap and quick-win of medium-term intellectual city development. This research shows that the success of smart city policy formulation, especially in regional head regulations such as this regent regulation, can be determined by the level of coordination maturity between executive government actors. The recommendation for further research is a systematic study of how a policy contained in a regional head regulation can be actively and massively implemented by the various actors and stakeholders involved
Factors Affecting Community Participation In The Doyo Lama And Tobati Tourism Villages
The practice of tourism villages in Indonesia applies the principle of Community Based Tourism. This study occurred in Tobati and Doyo Lama tourist villages in Jayapura, Papua. Notably, these two villages won the Indonesian Tourism Village Award in 2022. The purpose of this study is to describe community participation in tourism management in Jayapura. In general, tourism in Papua is located on customary land; therefore, its management is dominated by customary structures. Researchers want to provide a complete picture of the factors influencing community participation. The study aimed to examine the influence of the variables of economic benefits (X1), tourism resources (X2), social capital (X3), community influence (X4), and mechanisms and policies (X5) on community participation (Y). The study refers to instruments tested by Mai et al.. Using a multiple linear regression model, the researcher wanted to demonstrate the simultaneous and partial influence of variable X. The results of the study showed a significant simultaneous influence of the five factors (X1, X2, X3, X4, X5) on participation (Y). However, different partial influences were found in the two villages. In Tobati, tourism resources were the only variable that had a significant influence, while in Doyo Lama, tourism resources, social capital, and community influence significantly influenced participation. The findings at both sites showed variables with no influence, variables with a positive influence, and variables with a negative influence. Tourism managers in Tobati and Doyo Lama villages need to pay attention to the participation aspect in managing their tourism
