    This study aims to determine whether the policy in the form of Mayor Regulation Number 99 Year 2016 concerning the procedures for the imposition of administrative sanctions in the field of environmental management and protection that has been issued by the Surabaya City Government has been running accordance with the procedures and what strict actions have been made by the Surabaya City government in handling cases of factory waste pollution. This type of research is qualitative research with data collection techniques, namely interviews, observation and documentation. Data analysis techniques used are data collection, data crystallization, data presentation and conclusions. The conclusion of the study shows that the Mayor Regulation Number 99 Year 2016 concerning the procedures for imposing administrative sanctions in the field of environmental management and protection that have been issued by the Surabaya City Government has run according to the procedure. This is based in the success of the program that has been successfully and effectively implemented, the success of the right targets, the satisfaction of the program felt by the community, the good level of input and output that is with a sense of deterrent towards violators and a cleaner environment, and overall goals who have achieved the desired goal.Keywords: Public Policy, Effectiveness, Pollution from Factory Waste. AbstrakPenelitian ini bertujuan mengetahui apakah kebijakan berupa Peraturan Walikota Nomor 99 Tahun 2016 tentang tata cara pengenaan sanksi administratif di bidang pengelolaan dan perlindungan lingkungan hidup yang sudah dikeluarkan Pemerintah Kota Surabaya sudah berjalan sesuai dengan prosedurnya serta tindakan tegas apa yang telah dibuat oleh pemerintah Kota Surabaya dalam menangani kasus-kasus pencemaran limbah pabrik. Jenis penelitian ini adalah penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, kristalisasi data, penyajian data dan kesimpulan. Kesimpulan penelitian menunjukkan bahwa Peraturan Walikota Nomor 99 Tahun 2016 tentang tata cara pengenaan sanksi administratif di bidang pengelolaan dan perlindungan lingkungan hidup yang sudah dikeluarkan Pemerintah Kota Surabaya sudah berjalan sesuai dengan prosedurnya. Hal ini didasari atas keberhasilan program yang sudah berhasil dan efektif diterapkan, keberhasilan sasaran yang sudah tepat, kepuasan program yang dirasakan oleh masyarakat, tingkat input dan output yang baik yaitu dengan adanya rasa jera terhadap pelanggar dan lingkungan yang menjadi lebih bersih, dan tujuan secara menyeluruh yang sudah mencapai tujuan yang diinginkan.Kata Kunci: Kebijakan Publik, Efektivitas, Pencemaran Limbah Pabri

    Di era globalisasi saat ini teknologi berkembang sangat cepat, dalam bidang kesehatan sendiri kemajuan teknologi informasi sudah sangat menunjang pelayanan kesehatan yang ada di puskesmas maupun rumah sakit. Tujuan dari penelitian ini untuk mengetahui efektivitas kinerja pelayanan berbasis E-Health Di RSUD Dr. Soewandhi Surabaya. Metode penelitian adalah cara yang digunakan untuk memperoleh data fakta dari proses penelitian. Dalam penelitian ini penulis menggunakan penelitian jenis deskriptif kualitatif dengan pendekatan literatur riview. Jenis data yang digunakan dalam penelitian ini adalah data sekunder yang mana berasal dari laporan-laporan, dokumen, buku, teks yang dapat disimpulkan untuk membuat literature riview sesuai dengan teori-teori. E-Health atau Electronic Health adalah penggunaan berbasis teknologi informasi dan komunikasi untuk memproses berbagai jenis informasi mengenai kedokteran dalam melaksanakan pelayanan klinis (diagnose atau terapi), administrasi. Kinerja pelayanan berbasis sistem E-Health di RSUD Dr. Soewandhi Surabaya ini sudah cukup efektif.     The success of managing forest resources in Indonesia that it has not been massive yet, the track record of the progression has shown due to mindset of managing forest that tend to antisocial. Conservation area of Sorong Nature Recreation Park (TWA Sorong) can't be separated from its community and culture. This study aims to uncover social phenomenom of the people in TWA Sorong as the implication of community interaction with surrounding forest resources. This research based on constructivism paradigm with qualitative approach. The strategy used is case study strategy trough observation method, interview and desk study. The results shows in its historical development, TWA Sorong has asymmetric information phenomena betwen government and the community that can direct its status to an illegitimate legal condition. The community arround the area are more of the type of oral tradition and tend to post-truth so that in interpreting the objective truth of the law that tend to appear simplification of law phenomena. In the cultural context, there is shifting of culture phenomena which shows a shift in the meaning of customary rights which were originaly interpreted as rights that have religio-magical ties but nowdays it's interpreted more economically

    Kepemimpinan Kota Surakarta 2020 – 2025 Identifikasi Karakteristik Calon Wali Kota Surakarta Berdasarkan Persepsi Masyarakat

    Dua hal yang hendak dijawab oleh riset ini adalah karakter kepemimpinan Kota Surakarta, dan peta political personal tokoh politik. Tahapan awal penelitian adalah mewawancarai tokoh kota dari berbagai latar belakang bidang. Hasilnya digunakan untuk menentukan desain riset yang kemudian dipakai untuk melakukan survei uji publik. Survei ini memiliki besaran sampel sebanyak 758 responden dengan margin error sebesar 5% pada tingkat signifikansi 95% dan dengan kerapatan 50:50. Hasil riset menemukan lima indikator, yaitu (1) profesi pengusaha, (2) generasi x dan y; (3) ideologi nasionalis, dan (4) sikap anti korupsi, sebagai karakter kepemimpinan yang paling banyak diinginkan oleh masyarakat. Sedangkan tokoh Kota Surakarta dengan political personal yang tinggi, yaitu: Gibran Rakabuming, Achmad Purnomo, dan Teguh Prakosa

    Regional Regulation No. 5 of 2011 on Public Order and Communal Peace is one of the rules of Local Government which is a public policy in which the implementation of public order is necessary to assert the policy. Judging from the state of public places many street vendors still sell around the sidewalks, roads, road intersections, especially in the area of Aloon Aloon Ponorogo.  The intended aims of this study are first, to find out how the implementation of Local Regulation Number 5 Year 2011 about Public Order and Communal Peace (Study on the Order of Traditional Foot Trader in Aloon-Aloon Ponorogo Area).  Second, to determine the factors that affect the implementation of the Local Regulation on the Traditional Foot Trader in order to maintain the discipline in the area of Aloon Aloon Ponorogo. The theory used in this research refers to Van Meter Theory and Van Horn. To support this study, the researcher used 8 people as informants by using qualitative data analysis as the data analysis in this study. Based on the result of this study, it can be concluded that theImplementation of Local Regulation Number 5 Year 2011 on Public Order and Communal Peace on the Ordering of Traditional Foot Trader in Aloon-Aloon Ponorogo Area until now has been running well in the disciplining but there is no arrangement of places for Traditional Foot Trader. Moreover, several factors that the regulation of the Local Regulation are due to the lack of infrastructure and human resources in disciplining traditional foot trader.     The initial findings, researchers found that part of the Administration in the field of installation of clinical pathology Hospitals Dr. Sutomo Surabaya less nimble in providing service to the public as patients. This makes the family the patient should wait longer. On the other hand, patients are also waiting for certainty when it served for want of knowing about the diagnosis of the disease. When these conditions continuously happen, then many patients abandoned and waiting on the clarity of the given service. The purpose of this research was conducted to find out and describe the effectiveness of the service in the field of installation of clinical pathology Hospitals Dr. Sutomo Surabaya. Data analysis was done with a qualitative descriptive data analysis techniques. The results showed that the effectiveness of the service in the field of installation of clinical pathology Hospitals Dr. Sutomo Surabaya can be seen from a few things. The first time factor, showed that based on the SOP, the waiting time of the overall service is 140 minutes ranging from registration to results accepted. It is also influenced by the level of service as there are kegawatan CITO or urgency. Second, the intricate factors shows that employees in the field of installation of clinical pathology Hospitals Dr. Sutomo Surabaya works in accordance with the existing procedures and SOPS. the third factor is the style of service giver showed that the attitude shown by the employees of the Sub fields of installation of clinical pathology Hospitals Dr. Sutomo Surabaya to patients is good and friendly attitude. But in practice, the parties still found the Sub Field installation of clinical pathology Hospitals Dr. Sutomo Surabaya less fair in giving service to the patients. This is because the party Sub Field installation of clinical pathology Hospitals Dr. Sutomo Surabaya regarded giving priority to services in patients who have a familial relationship with the officials of the Sub fields of installation of clinical pathology Hospitals Dr. Sutomo Surabaya. broadly speaking, the effectiveness of the service in the field of installation of clinical pathology Hospitals Dr. Sutomo Surabaya insufficient because there are still constraints in service and complaints that are perceived by the patient.Keywords: Effectiveness, Stewardship, Public Servic

    In accordance with the enactment of Law Number 20 of 2003 concerning the National education system in article 31 that distance education functions to provide educational services to groups of people who cannot attend face-to-face or regular education. With the development of existing technology at the moment, the Surabaya City Education Agency is innovating a policy in improving the quality of education in Surabaya. The policy innovation is an E-learning policy in the field of education. This e-learning policy has been formulated by the Surabaya City Education Office, and has been implemented at Junior High Schools in Surabaya. This study aims to describe the implementation of E-learning policies in improving the quality of education in Surabaya. This research uses descriptive qualitative research methods using observation techniques, in-depth interviews and relevant documents. From the results of this study note that the implementation of the E-learning policy is in accordance with the interests that influence the policy namely increasing academic and non-academic achievements in junior high schools in the city of Surabaya. The results of this study are connected with the theory of Merilee S Grindle which has 2 indicators, namely the contents of the policy and the policy environment.Keyword : Policy Implementation, E-learning

It is keep away from problem which can interrupt develop business in the other day. The aim from this observatory is to descript and how the SIUP allow service quality in UPTSA Surabaya city. In this thesis writing, use qualitative method where this observation use qualitative descriptive data. Based on observation from these research the concluding that quality of permit service that given by UPTSA officer Surabaya city to the people or the petitioner was good enough, however a success from UPTSA officer at present permit service, yet there the people or petitioner which is complain about facilities where was available and the time needed of service completion. More better ifUPTSA officer can adding extra support facilities, such as increasing parking field and keep toilet clean. So with adding that facilities can obtained service which was given by UPTSA truly satisfied the people or petitor is so much better to see the regulations first to prevent longer in time or help the completed documents can be process immediately by UPTSA officer. Keywords: service quality, public service, permit servic

    According to the Local Regulation of the City of Surabaya No.7 of 2002 about the Management of Green Open Space relating to the management of maintaining facilities that already exist in Green Open Space (GOS), such as in Taman Prestasi. The statement of the problem of this study is "How is the Evaluation Policy of Local Regulation of the City of Surabaya No. 7 of 2002 about the Management of Green Open Space in Taman Prestasi Surabaya?". It applies descriptive qualitative research method. There were also informants who provided information related to this study, namely the Head of the Sub-Section of the City Park UPTD in DKRTH, and the visitors of Taman Prestasi. For data collection techniques, this study uses interview, observation, and documentation. By analyzing this study,  we know that the Regional Regulation of Surabaya City No. 7 of 2002 is considered to provide benefits to society especially the visitors of Taman Prestasi and run according to the regulations of the Surabaya City Government. The results of this study discuss the Policy Evaluation of William N.     In accordance with Law No. 6 of 2014 Concerning Village in Chapter X Article 87-90 concerning BUMDes in Managing Village Assets. In this study using descriptive qualitatife research type. There were several informants who provided related information in this study, including: Village Head of Putat Lor Village, Chair of BUMDes along with Members, Sports Field Managers and Commercial Tenants. Data collection techniques used were interview observation and documentation. From the results of this study, it is known that concerning BUMDes in managing Village Assets has not significantly affected the economic development of Putat Lor and surrounding communities because BUMDes are just beginning formed and established so that performance carried out has not had a maximum impact on the management and development of Village Assets. The results of this study are related to Performance Analysis according to Dharma which has 3 indicators, namely: Quantity, Quality and Timliness.
