COLLABORATIVE GOVERNANCE AS A SOLUTION TO THE INTEGRATION OF LEMBURSITU MARKET AND TERMINAL SUKABUMI CITY
This research is motivated by the problem of suboptimal operation of the Lembursitu Market in Sukabumi City, which has been revitalized through the construction of the Jabar Juara People's Market, inaugurated in August 2022, and which meets the Indonesian National Standard (SNI 8152:2021). However, its implementation has not had a significant positive impact. The current market conditions are quiet and have not operated optimally, resulting in the revocation of the SNI label for the Lembursitu Market in Sukabumi City in 2023. Field findings indicate that many kiosks remain unoccupied, market activity is minimal, and the number of visitors remains low. Meanwhile, the condition of the terminal is also less supportive because the infrastructure is chaotic and unorganized. This condition indicates an imbalance in governance and a lack of synergy between the two public facilities. This study aims to examine the opportunities for integration of the Lembursitu Market and Terminal through a collaborative governance approach. This study employs a qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The results of the survey show that meeting physical standards alone is not enough without being supported by effective market and terminal management. To optimize the integrated function of the market and terminal, collaborative cooperation between various parties is needed. By applying the principles of cooperative governance, as outlined by Ansell & Gash (2008), more effective integration can be achieved through open dialogue, increased trust between actors, and institutional design that supports sustainability between the market and the terminal. This study also highlights the importance of involving informal stakeholders such as traders and public transportation drivers, who have proven to be important in forming a practical and sustainable integration model.Pasar Lembursitu di Kota Sukabumi menghadapi permasalahan serius terkait infrastruktur yang telah dibangun tetapi tidak beroperasi secara optimal. Aktivitas perdagangan di pasar ini tumpang tindih dengan lalu lintas kendaraan umum akibat tidak adanya pemisahan area yang jelas, serta kurangnya fasilitas pendukung yang memadai di Terminal Lembursitu Kota Sukabumi. Kondisi ini mengakibatkan sepinya aktivitas perdagangan dan menurunnya minat pedagang untuk beroperasi, sehingga banyak kios yang tidak difungsikan. Penelitian ini bertujuan untuk menganalisis penerapan collaborative governance sebagai solusi integrasi Pasar dan Terminal Lembursitu Kota Sukabumi. Pendekatan penelitian yang digunakan adalah metode kualitatif deskriptif dengan non-probability sampling menggunakan teknik snowball sampling. Teknik pengumpulan data dilakukan melalui wawancara, observasi, serta dokumentasi. Hasil penelitian menunjukkan bahwa faktor utama yang menghambat integrasi adalah kurangnya koordinasi antar pemangku kepentingan dan tidak adanya model tata kelola yang inklusif. Dengan menerapkan prinsip collaborative governance dari Ansell & Gash (2008), integrasi yang lebih efektif dapat dicapai melalui dialog terbuka, peningkatan kepercayaan antar aktor, serta desain kelembagaan yang mendukung keberlanjutan pasar dan terminal. Studi ini memberikan rekomendasi bagi pemerintah daerah dalam merancang strategi tata kelola yang lebih partisipatif guna mengoptimalkan fungsi Pasar dan Terminal Lembursitu Kota Sukabumi.

Implementation of the Climate Village Policy Program (ProKlim) in Realizing Adipura City
Global climate change has undeniably impacted national climate patterns. According to data from the Meteorology, Climatology, and Geophysics Agency (BMKG), the annual greenhouse gas index in 2020 increased by 47% compared to 1990. Carbon dioxide (CO₂) contributes significantly to the composition of greenhouse gases in the atmosphere, accounting for around 80%. Urban areas are among the most significant contributors to the rise in GHG emissions, driven by the rapid pace of urbanization. One clear example of a city implementing the Climate Village Program (ProKlim) policy is Magelang City, specifically in Jambon Gesikan, RW 04, Cacaban Subdistrict. Implementing the ProKlim policy is essential to identify the alignment between policy formulation and its environmental impacts at the community level. Therefore, this research aims to analyze the implementation of the ProKlim policy and to identify the various policy supports that influence the successful implementation of ProKlim in Jambon Gesikan in realizing the vision of an Adipura (Clean and Green) City. This study uses a descriptive qualitative approach with a case study design. Data were collected through observation, interviews, and documentation. The data were then analyzed using the interactive model of Miles and Huberman by reviewing all collected data concerning the policy implementation model theory by Van Meter and Van Horn (1975). The research findings show that implementing the ProKlim policy in RW 04 Jambon Gesikan has been reasonably practical, although several challenges remain. The ProKlim working group (POKJA) in Jambon Gesikan strategically fosters a collaborative climate that supports program sustainability. ProKlim in Jambon Gesikan has begun transforming into an educational tourism village called ProKlim Bersemi, attracting many visitors. However, in terms of actualization, there are still several obstacles. Budgetary resource availability does not yet meet the needs, and the lack of youth participation presents a serious barrier to developing innovation and program consistency. Implementing the ProKlim policy in RW 04 Jambon Gesikan demonstrates that integrating various aspects holistically influences its success. The findings of this study provide valuable insights and recommendations to improve and ensure the continuity of the ProKlim policy in the future.Perubahan iklim global secara nyata telah memengaruhi pola iklim nasional. Berdasarkan data dari Badan Meteorologi, Klimatologi, dan Geofisika (BMKG), indeks gas rumah kaca tahunan pada tahun 2020 mengalami peningkatan sebesar 47% dibandingkan dengan tahun 1990. Karbon dioksida (CO₂) memberikan kontribusi paling besar terhadap komposisi gas rumah kaca di atmosfer, yaitu sekitar 80%. Kawasan perkotaan menjadi salah satu kontributor terbesar terhadap peningkatan emisi gas rumah kaca (GRK), yang dipicu oleh pesatnya laju urbanisasi. Salah satu contoh nyata kota yang telah mengimplementasikan kebijakan Program Kampung Iklim (ProKlim) adalah Kota Magelang, khususnya di Kampung Jambon Gesikan, RW 04, Kelurahan Cacaban.
Implementasi kebijakan ProKlim menjadi penting untuk mengidentifikasi keselarasan antara perumusan kebijakan dan dampak lingkungannya di tingkat masyarakat. Oleh karena itu, tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan ProKlim serta mengidentifikasi berbagai dukungan kebijakan yang memengaruhi keberhasilan pelaksanaan ProKlim di Kampung Jambon Gesikan dalam mewujudkan visi Kota Adipura (bersih dan hijau).
Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Data kemudian dianalisis menggunakan model interaktif Miles dan Huberman dengan mereviu seluruh data yang diperoleh dalam kaitannya dengan teori model implementasi kebijakan oleh Van Meter dan Van Horn (1975).
Hasil penelitian menunjukkan bahwa implementasi kebijakan ProKlim di RW 04 Kampung Jambon Gesikan telah berjalan cukup efektif, meskipun masih terdapat beberapa tantangan. Kelompok Kerja (POKJA) ProKlim di Kampung Jambon Gesikan memainkan peran strategis dalam membangun iklim kolaboratif yang mendukung keberlanjutan program. ProKlim di Jambon Gesikan bahkan mulai bertransformasi menjadi kampung wisata edukasi dengan nama “ProKlim Bersemi” yang menarik banyak pengunjung. Namun demikian, dalam hal aktualisasi, masih terdapat beberapa kendala. Ketersediaan sumber daya anggaran belum sepenuhnya mencukupi, dan minimnya partisipasi pemuda menjadi hambatan serius dalam pengembangan inovasi dan konsistensi program.

STRATEGIC MANAGEMENT AND COMMUNITY-BASED DEVELOPMENT IN OPTIMIZING BUMDES NUSATAPI, MORELLA VILLAGE, CENTRAL MALUKU
This study aims to analyze the management of the Village-Owned Enterprise (BUMDes) Nusatapi in Morella Village, Leihitu District, Central Maluku Regency, as well as the supporting and inhibiting factors in its implementation. BUMDes was established to increase Village Original Revenue (PAD) and improve community welfare by optimizing the village’s abundant natural resources, especially in the agriculture, fisheries, and tourism sectors. However, the management of BUMDes Nusatapi has not yet been fully optimized. This is due to limited capital, lack of training for management personnel, and inadequate infrastructure. These issues are critical because the village’s significant economic potential has not been fully utilized to promote local economic growth. This study uses a descriptive qualitative approach, collecting data through interviews, observations, and documentation. The findings indicate that the main challenges in managing BUMDes are limited business capital and the low quality of human resources. On the other hand, abundant natural resources and community support are key supporting factors. This study recommends increasing budget allocation and developing human resource capacity to optimize BUMDes management. This research is essential as it provides insights into how BUMDes can better contribute to improving community welfare through more effective management of local resources
Kontradiksi Maklumat Pelayanan di Indonesia: Analisis Bibliometric dan Tinjauan Systematic Literatur Review
his research applies a mixed-method design through Bibliometric Analysis and SystematicLiterature Review (SLR). The bibliometric analysis was conducted using VOSViewer, and datawere collected from 836 articles published between 2000 and 2024 through the Google Scholardatabase. The systematic review was managed using Covidence to filter, extract, and synthesizerelevant literature. The collected articles were classified into three groups: internationaljournals, indexed international journals, and national journals, with the majority (62%)originating from indexed international publications. The findings show that research on servicecharters in Indonesia is still fragmented and rarely integrates the three analytical dimensions:service charters, organizational effectiveness, and service evaluation. The bibliometricmapping reveals that recent studies increasingly emphasize “service standards,” “performancemeasurement,” and “organizational improvement,” yet lack comprehensive evaluationframeworks. This study concludes that the implementation of service charters in Indonesiarequires more vigorous policy enforcement, continuous evaluation, and institutionalcommitment to ensure tangible improvement in public service performance. The researchcontributes a novel analytical framework combining bibliometric mapping and systematicsynthesis to enrich theoretical and empirical understanding of service charters in the contextof public administration.Penelitian ini mengeksplorasi efektivitas maklumat pelayanan dalam peningkatan kualitas pelayanan publik di Indonesia. Terlepas dari urgensi perbaikan layanan, kebijakan maklumat sering kali hanya menjadi formalitas tanpa implementasi yang kuat. Studi ini mengisi kesenjangan penelitian dengan mengintegrasikan konsep maklumat pelayanan, efektivitas organisasi, dan pengukuran evaluasi melalui metode bibliometrik dan SLR. Data dikumpulkan dari literatur tahun 2000-2024 menggunakan Publish or Perish dan dianalisis melalui VOSViewer dan Covidence. Hasil menunjukkan bahwa maklumat pelayanan berpotensi besar, tetapi pelaksanaannya kerap minim dampak nyata karena kurangnya komitmen dan evaluasi berkelanjutan. Studi ini merekomendasikan adanya kebijakan yang lebih tegas dan evaluasi rutin untuk memperkuat maklumat sebagai alat peningkatan kualitas layanan publik
ANALISIS DAMPAK IMPLEMENTASI SURAT EDARAN WALIKOTA MALANG NOMOR 8 TAHUN 2021 DALAM RANGKA MEMERANGI EMISI MIKROPLASTIK DI KOTA MALANG
Waste has become a complex problem faced by all countries worldwide, including Indonesia. As a byproduct of human activity, waste is produced daily in increasing quantities along with population growth, changes in consumption patterns, and technological developments. The method used in this study is a quantitative method with a Structural Equation Modelling (SEM) approach. The results of the study related to factors influencing community behavior in efforts to address microplastic waste in Malang City found that policy standards and targets play a significant role in shaping community behavior towards reducing microplastic emissions, and contribute positively to supporting the microplastic reduction program, and are a key factor in the success of socialisation. The characteristics of the implementers play a crucial role in the effectiveness of implementation. The implementation of Circular Letter No. 8/2021 of the Mayor of Malang has been proven to be effective in encouraging the reduction of microplastic emissions.Sampah telah menjadi permasalahan kompleks yang dihadapi oleh seluruh negara di dunia, termasuk Indonesia. Sebagai produk sampingan dari aktivitas manusia, sampah dihasilkan setiap hari dalam jumlah yang terus meningkat seiring dengan pertumbuhan populasi, perubahan pola konsumsi, dan perkembangan teknologi. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pendekatan Structural Equation Modeling (SEM). Hasilnya Terkait faktor-faktor yang mempengaruhi perilaku masyarakat dalam upaya penanggulangan sampah mikroplastik di Kota Malang, ditemukan bahwa Standar dan sasaran kebijakan memiliki peran signifikan dalam membentuk perilaku masyarakat terhadap pengurangan emisi mikroplastik serta berkontribusi positif dalam mendukung program pengurangan mikroplastik serta menjadi faktor kunci dalam keberhasilan sosialisasi. Karakteristik pelaksana berperan penting dalam efektivitas implementasi. Implementasi SE No.8/2021 Walikota Malang terbukti mampu mendorong pengurangan emisi mikroplastik
OPEN GOVERNMENT: KEY ISSUES IN PHILIPPINES
This study aims to analyze key issues of open government in the Philippines. This country is one of the eight initiators of the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. Data are sourced from Google Scholar and collected using Publish or Perish (using keywords: Philippines transparency, Philippines public participation, and Philippines collaboration). The keywords are based on the main principles of open government. The data selection process and data completion are done using Mendelay, while the bibliometric map is obtained using VOSviewer. This study found 116 relevant articles, 87 topics, 437 total link strengths, and 270 occurrences. The dominant issues are: collaboration, transparency, public participation, accountability, local government, education, governance, economics, health, and extractive industries. At the same time, the latest and potential topics include: democracy, legitimacy, public service, financial reporting, information disclosure, government projects, public bidding, communication, capacity, climate change, health, public work management, disaster management, supply network, women count, sustainable development goals, and judicial consequences. Since its leading role in the OGP, the Philippines has made 75 of its open government commitments and is currently focusing on ten commitments. These commitments have the potential to create a more open Philippine government
EFFECTIVENESS OF GOVERNMENT REGULATIONS (PP) NUMBER 43 YEAR 2014 Article 154 paragraph (1) (Study of Sukorejo District, Pasuruan Regency)
Government Regulation No. 43/2014, Article 154, Paragraph 1, stipulates that the sub-district head, as a part of the regional apparatus, has the task of guiding and supervising the financial management of the village. The performance of the sub-district head is very important because it can bring a village into an optimal government system. Based on the Pasuruan Regent Regulation on the Delegation of Regent Authority to the Camat. The role of the camat is to facilitate, advise, recommend and evaluate the financial management of the village. This cannot be delegated to anyone to avoid misuse of the village budget. This research uses a qualitative and normative approach. Data collection methods through field studies by conducting interviews, documentation and observation as well as looking at literature studies and government regulations to Pasuruan City District officials. The results showed that the sub-district head in carrying out his role as supervisor and supervisor was mostly represented by staff in charge of village finances, so that the village government was dissatisfied because the staff in charge of village finances was considered less competent. Regarding the indicators used in this study related to supervision and guidance in its application, it is still ineffective, so the community is often hindered in making arrangements. In this case, it is expected that the Sub-District Chief will be able to raise awareness and exercise his authority in accordance with the applicable regulations to reduce complaints from the village community
The Analysis of the Licensing System in Healthcare Worker Practice License Services in Lumajang Regency
Licensing Practice Licenses (SIP) for healthcare workers is crucial in ensuring the legality and quality of healthcare services provided to the community. Lumajang Regency, one of Indonesia's regions, has various regulations and procedures related to the issuance of SIP that follow national rules and regional policies. This research aims to explore and analyse the SIP licensing process in Lumajang Regency using the literature review method from several references available in SINTA journals. The literature review method is conducted to obtain a comprehensive picture of the challenges, policies, and regulations related to SIP issuance for healthcare workers. The research results indicate several factors influencing the licensing process, including administrative constraints, compliance with regulations, and regional policy support. Analisis Kualitas Layanan PPAK SIAP untuk Perlindungan Perempuan dan Anak di Surabaya Menggunakan E-GovQual
This study aims to analyze the quality of service for the protection of women and children through SIAP PPAK in Surabaya based on the E-GovQual theory (Papadomichelaki & Mentzas, 2012), as well as to identify the supporting factors and constraining factors for its implementation. DP3APPKB Surabaya launched this website-based digital service to facilitate complaints, consultations, and education, but its implementation has not been fully optimized. This study employs a qualitative descriptive approach with six informants comprising managers, internal users, and external users. Data was collected through interviews and analyzed using the Miles, Huberman, and Saldana model. The results of the study indicate that the quality of SIAP PPAK services is quite good in four dimensions of E-GovQual: Efficiency (ease of access), Trust (data security and privacy), Reliability (responsive features), and Citizen Support (community participation and support). The obstacles encountered include limited digital literacy, technical constraints, and a lack of cross-sector coordination outside of working hours. It is concluded that SIAP PPAK requires infrastructure strengthening, increased socialization, and optimization of human resources to maximize services for the protection of women and children.Penelitian ini bertujuan untuk menganalisis kualitas pelayanan perlindungan perempuan dan anak melalui SIAP PPAK di Surabaya berdasarkan teori E-GovQual, serta untuk mengidentifikasi faktor pendukung dan penghambat implementasinya. Layanan digital berbasis website ini diluncurkan oleh DP3APPKB Surabaya untuk memfasilitasi pengaduan, konsultasi, dan edukasi, namun implementasinya belum sepenuhnya optimal. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan enam informan yang terdiri dari manajer, pengguna internal, dan pengguna eksternal. Data dikumpulkan melalui wawancara dan dianalisis menggunakan model Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa kualitas layanan PPAK SIAP cukup baik dalam empat dimensi E-GovQual: Efisiensi (kemudahan akses), Kepercayaan (keamanan dan privasi data), Keandalan (fitur responsif), dan Dukungan Warga (partisipasi dan dukungan masyarakat). Kendala yang dihadapi antara lain keterbatasan literasi digital, kendala teknis, dan kurangnya koordinasi lintas sektor di luar jam kerja. Disimpulkan bahwa PPAK SIAP membutuhkan penguatan infrastruktur, peningkatan sosialisasi, dan optimalisasi sumber daya manusia untuk memaksimalkan pelayanan perlindungan perempuan dan anak
Strategies and Model for Empowering Indigenous Peoples and Local Communities in Encouraging Tourism Sector Performance
Tourism can empower communities by providing opportunities for increased income, and skill and participation development. The purpose of this paper is to describe empowerment strategies and model that can be adopted to encourage the performance of the tourism sector. This also applies to indigenous peoples and local communities in Papua. This strategy can be realized through four steps: First, socializing the role of the community as a subject, both as the main actor and/or taking part with active participation. Second, utilizing a more democratic development implementation mechanism through the principles of governance and community participation. Third, mobilizing human resources. Finally, maximizing the role of the government in facilitating, regulating and providing assistance to ensure a conducive and sustainable tourism business and investment climate
