No full textSatu hal yang tidak dapat dipungkiri bahwa dalam sebuah negara yang percaya dan menganut system demokrasi peran dan partisipasi masyarakat merupakan sebuah indikator penting.Demikian juga bagi Indonesia yang kini menggunakan praktek demokrasi perwakilan, sangatlah memerlukan peran dan partisipasi politik secara signifikan dari masyarakat.Ironisnya hal yang diharapkan tersebut belum dapat diwujudkan.Hal itu terbukti bahkan hingga era reformasi telah bergulir satu decade lebih persoalan partisipasi politik masyarakat terus mengalami fluktuasi yang tidak bisa dikatakan membanggakan.Bahkan dia terus menjadi persoalan dalam pelaksanaan berbagai progam dari pemerintah, termasuk dalam penyelenggaraan pemilihan umum (pemilu). Komisi Pemilihan Umum Daerah Kota Bitung sebagai lembaga yang berwenang menyelenggarakan pemilu berdasarkan UU Nomor 15 tahun 2011, secara jujur telah mengaku dalam menjalankan tugasnya masih banyak mengalami hambatan walaupun berbagai upaya telah banyak dilakukan. Upaya dimaksud diantaranya adalah terus mensosialisasikan pelaksanaan pemilu kepada masyarakat pemilih dengan harapan masyarakat agar turut berperan aktif dalam proses demokrasi tersebut. No full textEmpowerment of rural communities in the education sector is the policy of national community empowerment program implemented by the government incessantly , especially in rural communities various sectors . Reality shows in the implementation of the program in the district of Kuala Kencana Pemberdyaan optimally yet felt by the villagers .By using qualitative descriptive approach was found that the cause of empowerment of rural communities in the education sector in the district of Kuala Kencana less than optimal due to lack of awareness of the importance of education , and the awareness of parents to send children still lacking because of the constraints of social status and economic factors of society . No full textSam Ratulangi University as one of the major universities are very concerned will be given public service employees, to the competence of the employees is a problem that is considered by the leadership, because without a good employee competence given the public service will not be maximized. The research methodology used is that while the survey is descriptive analytical method. The target population in this study is that there are employees in the Central Office and the University of Sam Ratulangi University Students Sam Ratulangi, with a total sample as many as 113. The data were analyzed by using multiple linear regression statistical correlation. From this study it can be concluded that Altogether employee competence, namely the concept of self (Self Concept), the competence of employees that employee knowledge and competence of the employees that employee skills a positive effect on improving the quality of public services in the Central Office of Sam Ratulangi University. Although Religion was a vehicle to achieve purpose of these groups. Purpose to analizing the occured from the impact of Internal Conflict in Evangelican Christian Church in 2013. The result of this research indicate social conflict in Evangelican Christian Church post North Maluku Governor's electing in 2013, explicity and clearly commited by BPHS result in dorume that GMIH reform movement arose by elments of regional heads who lost in governor direct electing battle in North Maluku with utilised constituent to breakdown the solidarity in GMIH life. The suggestion of this research would give an impact toward church organisation included the pastors and church commitee should not engage into practically politic's activity or become politics commitee. Pastors who had structurally ocuppation should not involved in the pratical politics ( take care the Party, to be a candidate of Council, KPU, and Regent /Vise Regent, Governor/Vise Governor). However, reality shows there are currently several changes in the value / norm is happening in the community Kawasi. By using a qualitative design of this study attempts to analyze the behavior of social and economic life of society in Region Trimega PT Bangun Persada In the village Obi Kawasi District of South Halmahera in North Maluku province.The results showed that the presence of industry which is managed by the company PT Trimega Bangun Persada (TBP) in the village Kawasi economically very helpful changes in the revenue structure of society, children were able to continue their education to university level as well as health care and transportation has been very available. Implementasi Kebijakan Relokasi Pedagang Kaki Lima di Kota Manado
Get PDFPenelitian ini bertujuan mengetahui dan menganalisis perspektif pemrakarsa kebijakan (the center), pejabat-pejabat pelaksana dilapangan (the periphery), dan kelompok sasaran kebijakan (target group) dalam implementasi kebijakan relokasi pedagang kaki lima kota Manado. Metode yang digunakan oleh peneliti adalah metode penelitian deskriptif kualitatif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data mencakup wawancara mendalam, observasi dan dokumentasi.Teknik analisis data yang dipakai yaitu reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa, kebijakan relokasi pedagang kaki lima (Perda Kota Manado No. 18 Tahun 2002) tidak sesuai lagi dengan Perpres No. 125 Tahun 2012 dan Permendagri No. 41 Tahun 2012, kemanfaatan sosial yang masih belum proporsional, sikap inkosistensi PKL terhadap aturan, serta perilaku aparat pelaksana lapangan yang cenderung transaksional. Dari penelitian dapat disimpulkan bahwa, implementasi kebijakan relokasi pedagang kaki lima di Kota Manado (Perda Kota Manado No. 18 Tahun 2002) sudah tidak sesuai dengan peraturan di tingkat nasional. Disarankan, Perda Kota Manado No. 18 Tahun 2002 perlu di tinjau kembali , juga perlu adanya penerapan zonafikasi, desiminasi kebijakan, serta pengawasan dan evaluasi secara berkala oleh Pemerintah Kota Manado. Get PDFThe provision of public services by government officials to the community (public) is the embodiment and the state apparatus functions as a public servant (servant), as well as serving the State. One of the public services provided by the district government is in the service of the deed of sale in execution of the deed of sale services to the community, there are still complaints from the public, that the performance of civil servants in the organization is quite slow, less efisein and effective and often complicate the affairs of society in particular in the service of the deed of sale and sometimes still the levies are not in accordance with provisions. The purpose of this study was to examine and explain how the Quality of Service of sale and purchase at the District Office Kema North Minahasa Regency The research methodology was qualitative research. Informants in this study was taken from the Government in the Village, Community Leaders and Communities in the District of North Minahasa Regency Kema total of 10 informants. Data were analyzed with measures of data reduction, data presentation and conclusion and verification. The results showed that the Quality of Service of sale and purchase at the District Office Kema North Minahasa Regency is quite satisfactory, wherein: the deed for the sale and purchase of service requirements imposed in accordance with the rules without any additional requirement that is intentionally added to complicate the management of the sale and purchase deed. In the management of the sale and purchase deed, if the proposed requirements are complete, it can be directly processed and can be completed in accordance with a predefined time. Purchase certificate issued by the government in the district has been able to provide legal certainty to the beneficiaries of services, because the government is very selective in assessing the validity of all documents used in the maintenance requirements of the deed of sale and purchase, if the document is invalid, the process to obtain the deed of sale and purchase directly terminated , For the cost of obtaining a deed of sale and purchase are set in accordance with the applicable legislation and the public does not charge beyond the cost already be in the process of service provision as a deed of sale all the procedures have been defined and the costs even socialized through tables placed in the waiting room when handling the sale and purchase deed so that the public already knows all the provisions in the deed of sale and purchase arrangement. In the service of the deed of sale the sub-district government did not discriminate between the position of society, because every society has an equal right to obtain services. If the management of the sale and purchase deed there are delays in obtaining, the government tells where the barriers that lead to the maintenance of the deed of sale and purchase late.
