    The study aims to find the reasons for poor performance in implementing the tasks of the Technical Team IMB service. As for performance measurement indicators used in this study is the productivity, quality of service, responsiveness, responsibility and accountability. This study used a qualitative design. The processed data in this study are primary data and secondary data. Assessed in terms of the productivity of the work done by the technical team at the Department of City Planning has not been optimal Manado good jobs received, performed and produced. Lack of manpower Technical Team IMB service in Manado City Planning Office. Facilities and infrastructure inadequate survey. Quality of service is still considered slow and tortuous. Technical Team Performance less than the maximum because they have to work under the coordination of the two lines. In terms of the responsiveness of the technical team is less sensitive in recognizing the needs of the community so that the process is less than the maximum file handling. Responsibility in terms of the lack of coordination and communication between the technical team with BP2T result is not optimal care. In terms of performance accountability Technical Team pertaining to the service is quite accountable. Technical Team IMB has published Recommendation seeks to maintain the norms that exist in society by taking into account environmental impact.     The purpose of this study was to analyze and explain the Community's Participation in Environmental Care Village Perkamil In the city of Manado. The research methodology used is qualitative research. The results showed that the participation of the community in the form of public attendance at the discussion meeting decisions about the environment and the maintenance strategy implementation plan environmental maintenance program is already quite good, there are some people who did not attend the meeting or meetings to program planning, but few. Public participation in the implementation of environmental care is the provision of self-help in the form of power when the implementation of programs and grants (non-governmental) to support the successful implementation of the program has been quite good, the implementation of the administration and coordination of program implementation has been quite good. Community participation in maintaining and continuing maintenance of the results of program execution environment is quite active, as people realize that with them keeping all the results of the implementation of the program, it will automatically impact of the program can continue to be felt by the community. The impact is felt by the community of the results of the implementation of the enormous environmental maintenance program including the environment becomes clean and healthy and comfortable place to live.     Implementasi Kebijakan Penyelenggara Pendidikan Kesetaraan Program Paket C di Kota Manado

    Pendidikan kesetaraan adalah pendidikan yang berlangsung di luar sistem persekolahan  pada pengelolaannya dilakukan melalui Pusat Kegiatan Belajar Masyarakat yang dalam penyelenggaraan program pendidikan non formal termasuk Paket C yang merupakan  pendidikan berjenjang setara Sekolah Menengah Atas. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi kebijakan penyelenggaraan pendidikan Paket C yang dilakukan oleh Pusat Kegiatan Belajar Masyarakat di Kota Manado. Melalui penggunaan desain kualitatif penelitian ini menemukan bahwa  implementasi kebijakan penyelenggaraan pendidikan kesetaraan Paket C di Kota Manado berdasarkan aspek pengorgansiasian, interpretasi dan aplikasi belum sepenuhnya berjalan dengan baik. olehnya disarankan untuk  melakukan perekrutan Tutor yang sesuai dengan kompetensi pembelajaran yang dibutuhkan,  mengusahakan sumber pendanaan lainnya dan tidak tergantung pada bantuan operasional dari pemerintah, melakukan perbaikan dan penambahan sarana dan prasarana pembelajaran menjalankan fungsi evaluasi dan pengawasan terhadap berjalannya kegiatan Pendidikan Kesetaraan Paket C.     Communication holds a very important role in organization. The aim is to build the cooperation between humans who involve in organization and possess the effect in the process of achieving the organization goal. The aim of this research are to find and analyze the role of organizational communication in increasing the performance of the civil Servant in secretariat office of Sorong Regency. The method used in this research was qualitative, data were collected by observation participation, structured interview, and documentation. The result showed that the role of organization communication in increasing the performance of the civil Servant in secretariat office of Sorong Regency did not work effectively and efficiently. The role of leadership in organization still less, it can be seen from the minimum number of direct briefing from the leader toward the effective working mechanism. The role of the organization environment toward human resources in secretariat office of Sorong Regency related to position assignment in every post did not suit to the civil servant educational background. The civil servant performed uncaring service to the society. The motivation role in achieving the organization role is insufficient and the ignorance of the civil servant toward the job description.     Municipal Waterworks in Tomohon City is a state-owned enterprise that aim to provide service to the community, especially in Tomohon city. In the process Municipal Waterworks Tomohon city still has many fault become an obstacle the performance of employees have an impact on the quality of the service to customer . The aim of this study is to The Influence of Performance Employees on the Quality of Service in the Municipal Waterworks (PDAM) in Tomohon City. The methodology used was quantitative research. This research Municipal Waterworks used in Tomohon city . The population is all employees of PDAM Tomohon and all customers. The total sample of 145 respondents. Data analysis are validity and reliability, the classic assumption test and followed by multiple linear regression analysis. Results of this study found that a positive or significant influence on the performance of employees consisting a few of variables of quantity, quality, time, cost, and place and space to service quality in Municipal Waterworks  ( PDAM ) in Tomohon city. Simultaneously has a different effect between employee performance to service quality in Municipal Waterworks   (PDAM) in Tomohon city. It is suggested for  Municipal Waterworks   ( PDAM) in Tomohon City should increase the performance of employees consisting of quantity, quality, time, cost, and place and space so that the quality of service has increase

Changes among Bajo North Sanana especially at customs due to the absence of delivery systems in the form of inheritance from generation to generation to the younger generation, other factors that could be habituation concept of education and the economy. So as to change the lifestyle of the people of North Sanana of  Bajo from the traditional to the modern lifestyle. The results showed that the modernization of the general public in Bajo in North Sanana is affecting the change of the customs that have been used since.
