    Konflik Elite Politik Dalam Pemilihan Umum Gubernur Dan Wakil Gubernur Provinsi Maluku Utara Tahun 2007

    This research aims at describing the conflict's political elite in the general election the Governor and Vice Governor of North Maluku province in 2007. The method of research used the qualitative method. Data was collected through in-depth interviews, direct observation, and study the documentation. The research results show that in the implementation of the general election governor and the vice governor of North Maluku 2007 found: First, conflict start seen since stage registration candidates, in which couples H. Mudaffar Syah-H. Rusdi Hanafi cancelled of his preferred candidate by KPUD provincial North Maluku because they did not fulfill regulation the 15 % to the votes and support seats. Second, stage campaign period, conflict can also be seen start hardened because third candidate couple and team the success of protest against the schedule some of which day has fallen during Ramadan and Eid, and when socialization stage the schedule is accepted all parties well. Third, calculation stage and recapitulation the ballot, where conflict is more open and prolonged caused the political elite prefer the interests of each as to be almost no space negotiations to conflict resolution.     The purpose of this study is to assess and describe the behavior of government officials in the implementation of basic tasks and functions of the Secretariat of the Regional Development Agency of North Sulawesi Province. The method used is a qualitative research method. Data collected through direct interviews. The results showed: (1) The behavior of labor discipline an employee-owned Development Bureau Regional Secretariat of North Sulawesi province has not been fully realized well in the execution of duties; (2) Conduct employee morale Development Bureau Secretariat of North Sulawesi Province has not been fully optimized in the execution of duties; (3) Not yet fully optimal coordination of the behavior of employees in the execution of duties.     As a matter of fact, public relation perseptions and stigmatization commonly become obstacles for the Public Relation Division of City Secretariat of Tidore Island. The aim of this research is to know the form of  building capacity reinforcement through education and training in public information service at House of Representative of Tidore Island City. The method applied in this research is descriptive qualitative. Observation, interview, and documentation research were the techniques in collecting the data as the research subject divided into key informants and prime informants in total of eight people. The descriptive data anlysis technique described phenomenons based on the field following the steps as follow: data reduction phase, data presentation, and data verification or conclusion. Based on the filed reserach showed that in capacity building of House of Representative public relation division officilas of Tidore Island City are highly depended on education and training to raise the service in the organization public information, therefore the substantive item seen by the society was the less maximal effort shown caused by the unprofesional human resources. The efforts toward the building capacity had not been done by the officials to answer the demand and need in community service of public relation division officials at House of Representative of Tidore Island City. Based on the findings, it can be concluded that the building capacity by education and training of public relation officials at House of Representative Secretariat of Tidore Island City is an urgent thing to reach the aim of the organization. Fungtional training such as public relation technique, jurnalism technique, seminars, discussion that relate to the responsibilities are needed tobe possesed.     Subdistrict Pineleng entrance and exit for the flow of goods, people and traffic will be heading to Manado and Minahasa district to the capital. As the District that is located directly adjacent to the city of Manado where it is known as the capital of North Sulawesi province, thus requiring apparatus that has a high performance in providing public services. With high performance and good public services provided will be maximized. Therefore, the problem in this research is "Why does the performance of employees in providing public services in the District Office Pineleng Minahasa not running optimally?". This study aims to find answers related to the academic performance of Employees in providing public services in the District Office Pineleng Minahasa regency. This study used a qualitative approach with descriptive analysis method.     Efforts to improve health services in the community in the form of village health post (Poskesdes) which is a village health efforts Community Based (UKBM) were established in the village in order to suppress / provide basic services for rural communities. Writing is to know the quality of service to the village health posts in the district Aertembaga Bitung City.     The purpose of this study was to assess the ability of the District Officers Working in Providing Administrative Services Purchase Deed Land to the People in District Tikala Manado City. The research methodology used is qualitative research. Informants in this study were taken from the public, community leaders and governments in Sub Tikala by 10 informants The results showed that in providing services deed of sale of land generally apparatus own technical abilities quite like the ability to use knowledge concerning administrative services deed of sale and purchase of land in terms of the process until the rules that must be met, with the knowledge it easier for employees to be able to work in providing administrative services deed of sale and purchase of land to the community, there is a portion of the apparatus that do not have adequate knowledge in the performance of its duties regarding the administrative services deed of sale and purchase of land, but coworkers are always trying to provide help, so that administrative services to the community is not disturbed. For social skills are good enough proven apparatus of the apparatus has the capability of other people's motives as well as collaborating with colleagues in performing the duties of administrative services deed of sale and purchase of land to the public.
