    ANALISIS OPTIMASI PENGELOLAAN PERIKANAN TANGKAP DAN STRATEGI PENGEMBANGANNYA DI TELUK LAMPUNG

    Sutainability of fisheries resources and prosperity of stakeholders in Lampung Bay depends on goodness of capture fisheries management in the area. The objectives of the research are to determine optimum alocation of fishing unit based on carrying capacity and determine priority of capture fisheries development startegy by eliminated conflict. Some analysis methods were aplied to this research such as linear goal programming (LGP) and analytical hierarchi process (AHP). The result show that optimum alocation for trap (sero) are 542 units (added 377 from165 units), drift gillnet 1,365 units (added 1,029 from 336 units), lift net (bagan perahu) 263 unit (added 20 from 243 units) and payang remain at its numbers. This alocation do not decrease existing alocation of fishing unit in the area so conflict can be avoided and social friendly. Priority of capture fisheries development with eliminated conflict is (a) Priority I : strategy of ideal law enforcement towards any unlawfull activities (LAW strategy); (b) Priority II: strategy of fishing ground arrangement fo each of fishing unit (F. GROUND strategy); (c) Priority III: determination of autorithies between city and province government (AUTHORITY strategy) and (d) Priority 4 : alocation of kind and numbers of fishing unit that operated in the area (strategy UNIT TKP).     Nilai ekonomi yang baik dan peluang pasar yang masih sangat terbuka mendorong upaya pemanfaatan sumber daya kakap merah dari tahun ke tahun semakin meningkat bahkan cenderung berlebihan. Hal tersebut tidak hanya menimbulkan pemborosan secara ekonomi tetapi juga dapat menimbulkan semakin menurunnya kemampuan daya pulih dari sumber daya kakap merah dan mengancam kelestariannya. Tujuan utama penelitian adalah melihat agar pemanfaatan sumber daya ikan kakap merah (Lutjanus sp.) dapat memberikan hasil yang maksimum dari segi ekonomi dan lestari dari segi ekologi (Maximum Economic Sustainable Yield/ MESY). Penelitian ini menggunakan pendekatan model analisis surplus produksi dan bio-ekonomi. Hasil penelitian menyimpulkan bahwa sejak tahun 2006, pemanfaatan sumber daya kakap merah (Lutjanus sp.) di Perairan Tanjungpandan dan sekitarnya, sudah mengalami kelebihan upaya (over exploited) dan disarankan agar dikurangi hingga 3.424 hari operasi setara pancing, supaya pemanfaatan sumber daya kakap merah (Lutjanus sp.) dapat memberikan hasil ekonomi yang maksimum dan lestari

    Less on developing and contributing fisheries sector on Gross National Product (GNP), especially capture fishing efforts in Indramayu Regency, dominantly because of capital limitation and imprecisely capture fishing sector development. This research is trying to analyze financial feasibility of capture fishing sector and its relationship with financial institutions. The analyzing methods would be referred to Hanley and Spash (1993) there are Net Present Value (NPV), Net Benefit – Cost Ratio (B/C Ratio), Internal Rate of Return (IRR), Return of Investment (ROI), and Payback Period (PP). The results shows that capture fishing with payang, drift gill net (JIH) and state gill net (JIT) are capture fisheries efforts with good financial conditions (NPV Payang = Rp 169.798.012, NPV JIH = Rp 344.738.291, NPV JIT = Rp 454.465.535, and the other five capture fisheries efforts have NPV, B/C Ratio, IRR, ROI and PP appropriate with terms and conditions, then its could be more development and proper to get financial institutions support. Capture fisheries with fishhook and fishing line are not properly to be develop. There are four potential financial institutions which could support the capture fisheries efforts, but for now, only Jabar-Banten Bank and KPL Mina Sumitra which needed its actions. And the kind of credits/payments/ services which could be optimally used from Jabar-Banten Bank are Micro Credits and Peduli Credits, with each reaching Rp 422.400.000 and Rp 105.600.000 each year. KPL Mina Sumitra consist of Investment Credits, Micro Credits and Development Services are reaching Rp 9.280.000.000, Rp 928.000.000 and Rp 464.000.000 each year.     Key of fisheries management is how to manage fishing efforts which is operated by fisherman. To understand how fisherman operate their fishing gear, understanding on their adaptation pattern to changing of external factors are needed. In this study, adaptation strategy of garuk’s fisherman in Cirebon West Java to response external factors changing was studied. Results of this study showed that fisherman and captain tend to have similar adaptation pattern. Conversely, fisherman owners have different adaptation.     The export value of total fish was US 2.258billionsin2007andshrimpcontributedUS 2.258 billions in 2007 and shrimp contributed US 1,029 billions. Export shrimp products have to comply with requirements defined by importing countries, such as USA and European Union. Several problems of Indonesia exports shrimp, such as detentions upon arrivals in importing countries has challenged to improve export shrimp product. Laboratory analysis on contaminants, such as Escherichia coli, nitrofurans and sensory evaluation of shrimps throught out chains of production was performed. Existing system such as implement-tations of Standard Sanitation Operational Procedures (SSOP) and Hazard Analysis Critical Control Point (HACCP) during production chains of shrimp were verified. Existing system would not yet perform efectively to prevent detention of shrimp product, since certification system has not been implemented holistically. Good handling practices (GHP) at both fishing vessells and collection places have not been in place. Improvement of the certification system covering SSOP,GHP/Good Aquaculture Practice, and HACCP implementation, monitoring for contami-nants, process inspection, and final product inspection on production from ponds to processing units has been developed. Health Ccertificate for export shrimp is issued based on monitoring for contaminants, process inspection and necessary laboratory analysis as a holistic and integrated system

    Indonesia has 440 regencies/cities which 279 among them are the region that belong to sea/coastal based on fisheries. Most of their potential source is from marine resources both marine biological diversity or not. The aim of this research is a model for regency/city based on fisheries industry know the effect and as far as the effect’s some components which interact in the establisment. The research is held on Kabupaten Administrasi Kepulauan Seribu DKI Jakarta Province. The analysis and model development is done by Structural Equation Modelling (SEM). Based on the result of analysis is founded important several components that are reacted and correlated positive significantly in the developing of Kabupaten Administrasi Kepulauan Seribu such as between implementation of central government authority and regional government authority with the job fisheries also the establishment of job fisheries. This condition gives double effect of the goal of fisheries development and the highly society welfare on the Kabupaten Administrasi Kepulauan Seribu oriented by developing regency based on fisheries industry. Through this study, hope the government of Kabupaten Administrasi Kepulauan Seribu could review several development policies as soon as possible to be more oriented in using sea resource based on fisheries industry mainly on the area as conservations is synchronized and harmonized between regional development and regional function.     Artificial reefs exhibit significant potential as an instrument in rehabilitation of coastal ecosystems or at least as an alternative to decrease the harvesting pressure on natural reefs by creating new fishing grounds. However, their utilization as reef fishing grounds in practice, may not be optimal without significant support of protected nursery ground reefs. This research was done to study the effectiveness of some artificial reef designs as nursery ground of target species. Three types of reinforced concrete block reef designs were chosen and constructed, they were cube, trapezium and combination in shapes; 0.5 m2 in total volume each; and a unit of patch reef used in comparison. The results show that natural reef still dominated the abundance of total individual species observed; but in the term of fish biomass showed that combination design more abundance than natural reef and the other two reef designs. This result indicated that reef designs (which have been constructed), in an optimal circumstance exhibit a significant potential as a nursery ground of coral fishes

    Alat tangkap yang menjadi kajian dalam penelitian ini adalah jaring insang hanyut multifilamen 210D/12 dengan ukuran mata jaring 4,50 inch (11,43 cm). Tujuan dari penelitian ini adalah untuk menganalisa hasil tangkapan dengan pendekatan metode Matsuoka. Data yang diolah adalah data hasil pengukuran ikan cakalang sebanyak 380 ekor yang didaratkan di TPI. Analisa yang digunakan dalam penelitian ini adalah peluang ukuran panjang (fork length) ikan cakalang yang dapat tertangkap dimana Girth opercular (Go) lebih kecil dari pada Mesh pelimeter (M1), dan Girth maximum (Gm) lebih besar dari pada Mesh pelimeter (M2). Hasil analisa menunjukkan peluang kisaran fork length ikan cakalang yang dapat tertangkap berada pada ukuran 36,25–49,91 cm. Kisaran panjang ikan cakalang yang tertangkap dengan menggunakan ukuran mata jaring 4,50 inch (ukuran pabrik), atau sama dengan 11,53 cm (hasil pengukuran = M) berada pada kisaran panjang 39,50 – 50,50 cm, sedangkan untuk kisaran panjang dari kurva selektivitas Ps (FL) berada pada kisaran panjang 37,86 – 48,20 cm.     Ikan lemuru (Sardinella lemuru) merupakan salah satu sumber daya ikan di Perairan Selat Bali yang mempunyai potensi dan nilai ekonomis yang cukup tinggi. Produksi yang hasil tangkapan yang diperoleh saat ini sudah mengalami penurunan akibat overfishing. Penelitian ini bertujuan untuk mengestimasi potensi lestari, tingkat pemanfaatan dan pengupayaan serta pola musim penangkapan ikan lemuru di Selat Bali berdasarkan hasil tangkapan yang didaratkan di Pelabuhan Perikanan Pantai Muncar. Metode dalam penelitian ini menggunakan metode surplus produksi untuk mencari potensi lestari, upaya optimum serta tingkat pemanfaatan menggunakan metode Schaefer. Pola musim penangkapan ikan menggunakan analisis deret waktu dan metode rata-rata bergerak. Hasil analisis menunjukkan bahwa nilai potensi lestari dan upaya optimum sebesar 33.576 ton/tahun dan 26.696 trip/tahun. Tingkat pemanfaatan selama 2004-2008 telah melebihi nilai potensi lestari pada tahun 2006 dan 2007 yaitu sebesar 153% dan 161%, tingkat pengupayaan selama lima tahun terakhir sudah diatas 100%. Bulan Desember-Februari sangat baik untuk melakukan operasi penangkapan ikan lemuru karena sumberdaya yang melimpah dan sudah layak tangkap. Sedangkan bulan Maret-November merupakan waktu yang kurang baik untuk operasi penangkapan ikan lemuru karena sumberdaya yang sedikit dan belum layak tangkap

    Directorate Fisheries Business License is a regulator for fishing business license of fishing vessel more than 30 GT and/or 90 HP machine power and over 12 mils sea operations area. The implementation of fishing business license based on the decree of Minister of Marine Affairs Fisheries number PER.05/MEN/2008 and number PER.12/MEN/2009. These regulations are a tool to fullfill fishing business necessity. Therefore, it is important to design a development performance strategy of fisheries business license. The design, using Balanced Scorecard approach, based on 4 perspectives, there are learning and growth, internal business processes, financial and customers (Kaplan and Norton 2000, Gaspersz 2002, Niven 2003). Those strategies are expected to be long term objectives. These objectives divided into 4 perspectives. All the objectives have cause and effect linkages and designed into strategic map for Directorate Fisheries Business License.
