    The use of psychoactive substances by high school students

    Artykuł dostępny w dwóch wersjach językowych (tłumaczenie angielskie).W opracowaniu przedstawiono częściowe wyniki badań dotyczących występowania zachowań ryzykownych wśród uczniów szkół ponadpodstawowych, skupiając się na aspekcie diagnozy sięgania po substancje psychoaktywne przez młodzież częstochowskich szkół średnich. W badaniu wykorzystano metodę sondażu diagnostycznego, techniką była ankieta. Jako narzędzie posłużył autorski kwestionariusz ankiety skierowany do uczniów szkół ponadpodstawowych. Badania zostały poparte osobistymi doświadczeniami badaczy. Substancje psychoaktywne poprzez swoją dostępności stanowią duże zagrożenie dla zdrowia i życia młodych ludzi. Zażywanie substancji psychoaktywnych jest zjawiskiem codziennym występującym wśród uczniów na szeroką skalę. Przeprowadzone badania przybliżyły i wskazały jakie substancje zażywane są przez młodzież oraz ukazały rodzaj i częstotliwość stosowanych używek.The paper presents partial results of the study on the incidence of risky behavior among high school students, focusing on the aspect of diagnosing the use of psychoactive substances by the youth of Częstochowa high schools. The research utilized a diagnostic survey method, and the technique employed was a questionnaire. A proprietary survey questionnaire aimed at high school students was used as a tool. The research was supported by the researchers’ personal experiences. Psychoactive substances, through their availability, pose a major threat to the health and lives of young people. The use of psychoactive substances is a daily phenomenon occurring among students on a large scale.     The possibility for municipal subsidiaries to seek in-house public contracts and EU funding for local and regional development projects

    The aim of the article is to analyse the issues of establishing and functioning of municipal subsidiaries and the lawfulness of such companies applying for EU funding for local and regional development projects. In this article, the author attempts to answer the following questions: what limitations are there in the procedure for founding municipal subsidiaries?; can municipal subsidiaries seek public contracts within the framework of in-house procurement?; can municipal subsidiaries apply for EU funding? The study was conducted using the legal-dogmatic method and it was based on an analysis of legislation and selected decisions of the Court of Justice of the European Union and the Polish National Appeals Chamber relating to the awarding of in-house public contracts and the founding of municipal subsidiaries. Further analysed were the legal possibilities for such companies to be awarded in-house public contracts and to apply for EU funding to invest in their projects. The study allowed to answer the questions posed. The concept of new business entities, or municipal subsidiaries, being founded by local authorities or their municipal companies is not only permitted by law, subject to certain statutory restrictions, but it may also turn out to be advantageous when it comes to awarding public contracts on an in-house basis or seeking EU funding for local and regional development projects.     The use of property tax preferences as a response to the COVID-19 pandemic on the example of municipal communes in the Silesian Province

    Cel – Identyfikacja oraz ocena preferencji w podatku od nieruchomości, wprowadzanych w odpowiedzi na kryzys wywołany przez pandemię COVID‑19, na przykładzie gmin miejskich województwa śląskiego. Metoda badań – Studia literatury przedmiotu, analiza aktów prawnych (w szczególności prawa miejscowego – co do zasady uchwał rad gmin) w aspekcie ekonomicznym, elementy analizy porównawczej oraz proste metody statystyczne. Wnioski – Gminy miejskie województwa śląskiego stosowały ustawowo wskazane preferencje w podatku od nieruchomości w ograniczonym zakresie – 57,14% przebadanych gmin w 2020 roku i 38,78% w 2021 roku. Jednak, jeśli gminy decydowały się na wprowadzanie zwolnienia lub przedłużenia terminu płatności rat podatku, to przepisy pojawiały się w relatywnie krótkim czasie. Gminy częściej decydowały się na wprowadzenie zwolnień, czyli na rezygnację ze swoich dochodów własnych (a nie na przesunięcie momentu ich otrzymania), co w wielu przypadkach było rozwiązaniem oczekiwanym przez przedsiębiorców. Oryginalność / wartość / implikacje / rekomendacje – Analiza realizacji społecznego filaru zrównoważonego rozwoju jest stosunkowo rzadko podejmowana w publikacjach naukowych. W niniejszym artykule udowodniono, że podatek od nieruchomości może być wykorzystywany w sytuacjach kryzysowych, aby poprzez preferencje wspomóc lokalne przedsiębiorstwa.Purpose – Identification and evaluation of preferences in real estate tax, introduced in response to the crisis caused by the COVID-19 pandemic, using the example of urban municipalities in the Silesian Voivodship. Research method – Studies of the literature on the subject, analysis from the economic aspect of legal acts (especially local laws – as a rule, resolutions of municipal councils), elements of comparative analysis and simple statistical methods. Results – Municipal communes in the Silesian voivodship applied the statutorily indicated preferences in real estate tax to a limited extent – 57,14% of the examined municipalities in 2020 and 38,78% in 2021. However, if municipal communes decided to introduce exemptions or extensions of tax instalments, the provisions appeared in a relatively short period of time. Municipal communes were more likely to decide to introduce exemptions, that is, to forego their own revenues (rather than postpone the moment of receipt), which in many cases was a solution expected by entrepreneurs.     Temperature Stable Ion Exchange Resins as Catalysts for the Manufacturing of Vitamin Precursors by Aldol Reaction

    This study explores the potential of robust, strongly basic type I ion exchange resins—specifically, Amberlyst® A26 OH and Lewatit® K 6465—as catalysts for the aldol condensation of citral and acetone, yielding pseudoionone. Emphasis is placed on their long-term stability and commendable performance in continuous operational settings. The aldol reaction, which traditionally is carried out using aqueous sodium hydroxide as the catalyst, holds the potential for enhanced sustainability and reduced waste production through the use of basic ion exchange resins in heterogeneous catalysis. Density Functional Theory (DFT) calculations are employed to investigate catalyst deactivation mechanisms. The result of these calculations indicates that the active sites of Amberlyst® A26 OH are cleaved more easily than the active sites of Lewatit® K 6465. However, the experimental data show a gradual decline in catalytic activity for both resins. Batch experiments reveal Amberlyst® A26 OH’s active sites diminishing, while Lewatit® K 6465 maintains relative consistency. This points to distinct deactivation processes for each catalyst. The constant count of basic sites in Lewatit® K 6465 during the reaction suggests additional factors due to its unique polymer structure. This intriguing observation also highlights an exceptional temperature stability for Lewatit® K 6465 compared to Amberlyst® A26 OH, effectively surmounting one of the prominent challenges associated with the utilization of ion exchange resins in catalytic applications

    The teaching of civil engineering consists of different didactic approaches, such as lectures, group work or research-based teaching, depending on the respective courses. Currently, the metaverse is gaining importance in teaching and offers the possibility of a new teaching approach for civil engineering and especially for the teaching of courses from the areas of “Digital Design and Construction”. Although the advantages of teaching in the metaverse, such as location and time independence or a higher learning outcome, are mentioned in the literature, there are also challenges that must be considered when teaching in the metaverse. Against this background, this paper examines the implications of using the metaverse as a teaching tool in teaching “Digital Design and Construction”. The impact of teaching BIM in the metaverse is evaluated by (1) a literature review and workshops to evaluate use cases and demands for extended reality (XR) and the metaverse, (2) integrating XR and the metaverse in the courses and valuation by quantitative evaluations and (3) analyzing student papers of the courses and outcomes of a World Café. Due to these steps, this paper presents a novel approach by reflecting the students’ perspective. Im Fokus stehen mathematische/aktuarielle Ansätze, insbesondere im Kontext "Optimaler Rückversicherungsverträge". Die Schwierigkeit besteht darin, Erkenntnisse in den Marktalltag zu übertragen. Market Design wird als Schlüssel betrachtet, um greifbare Erkenntnisse zu generieren. Der Bericht stellt Fragen zur Motivation der Marktteilnehmer, den Zielen und Strategien. Eine empirische Befragung der Spieler könnte Einblicke in deren Entscheidungsprozesse liefern. Die Dynamiken im Markt, insbesondere im Hinblick auf Erneuerungszyklen und Retrozessionen, werden ebenfalls diskutiert. Schließlich betont der Bericht die Bedeutung von guten Spielregeln, um asymmetrische Informationen zu minimieren und das kollektive Nutzen von Markt und Gesellschaft zu fördern

    The 16th Annual Meeting of the Sponsoring Group Reinsurance [Förderkreis Rückversicherung] was held 16 June 2023 in Niederkassel, near Cologne. Some 90 representatives of the (re)insurance companies involved in the Sponsoring Group took part in the meeting, along with guests. Offered for the ninth time as part of the Annual Meeting, the Researchers’ Corner gave the six academic researchers at the Cologne Research Centre for Reinsurance an opportunity to deliver a presentation on the research project in which each is involved in 2023. Over the course of three sessions, the most important results of the scientific studies by the Cologne Research Centre for Reinsurance were presented and discussed. The heterogeneity of the topics presented reflects the dovetailing of Cologne Research Centre with reinsurance practice

    The challenges facing the reinsurance industry remain considerable. For the reinsurance sector, 2022 was marked not only by the ongoing coronavirus pandemic and claims due to natural disasters but also by the war in Ukraine, the energy crisis and inflation. The Cologne Research Centre for Reinsurance analyses the latest developments in the reinsurance market and, where appropriate, monitors these through research projects. In the process, the Research Centre for Reinsurance links its research activities with practices in the reinsurance sector. Hereby, and facilitated through organisation of the annual Cologne Reinsurance Symposium and the Annual Meeting of the Sponsoring Group Reinsurance [Förderkreis Rückversicherung], a bi-directional transfer of knowledge between theory and practice is pursued. Unfortunately the Cologne Reinsurance Symposium for 2022 had to be cancelled due to COVID-19. The content of these two scientific events, as well as the completed research projects, are incorporated into scholarship and instruction at the Institute of Insurance Studies, rounding out practice-oriented training in the field of reinsurance. There are eight researchers and four professors currently on the staff of the Cologne Research Centre for Reinsurance. Thereby, all material and personnel costs are fully financed by third-party funds provided by the Sponsoring Group Reinsurance. This funding helped facilitate the doctorate of Mr Frank Cremer, among other things. At the 14th Annual Meeting of the Sponsoring Group Reinsurance held in 2021, the decision was taken to continue to provide financial support to the non-profit organisation ‘Hilfe für Guinea e.V.’ Through its annual donation to this project, the Cologne Research Centre for Reinsurance fulfils the criterion of ‘social commitment’ required of an official research focus. The donation will benefit the La Lumière Scolaire project. This project finances the construction and operation of schools for the children of disabled and homeless people in Guinea. The Cologne Research Centre for Reinsurance is accredited as an official research focus of the Cologne University of Applied Sciences
