    KEARIFAN LOKAL DALAM INSTITUSI PUBLIK: STUDI GAYA KEPEMIMPINAN JAWA HASTABRATA PADA SEKOLAH MENENGAH DI KABUPATEN JEMBER

    This study aims to understand the process of social construction of hastabrata’s leadership local wisdoms on school principals that has referred to the formal legal leadership stipulated on Ministerial Decree No. 28 of 2010. The research results reveal that the leadership style of the principals who have only based on formal legal rules Ministerial Decree No. 28 of 2010 give poor performance. When the principals apply local knowledge of hastabrata give results in the forms of morality, manners, ethics as contained in 8 hastabrata teachings, namely the character and nature of the symbols of earth, wind, water, moon, sun, sky, fire, and star. Therefore, leadership basing on local knowledge of hastabrata can be applied in relation to the management of human resources, including the relationship with superiors, subordinates, internal or external work units because the modern leadership requires the mastering of science and technology, faith, and obedience.     KONFLIK POLITIK DALAM PERGERAKAN SAREKAT ISLAM 1926

    This article discusses the political conflict in the movement of 1926. The focus of research is how did the political conflict in the movement of the SI occur, what factors were behind the conflict, and what impact did it bring. This study revealed that the conflict was caused by ideological differences between Semaun group and Tjokroaminoto group. The Semaun group promoted a communist ideology which was later known as the Red Sarekat Islam and took a non-cooperative path, while the Tjokroaminoto group or White SI chose a cooperative strategy with the Dutch government. These conflicts caused a split in the organization of the SI and Red SI group finally seperated and joined the Netherland Indies Communist Party. Meanwhile, the figures of White SI, among others Tjokroaminoto, announced the party’s policy to prohibit a person entering more than one political organization.Keywords: political conflict, red Sarekat Islam, white Sarekat Isla

    THE CULTURAL POLICY AND DEVELOPMENT OF CIVIL SOCIETY UNDER DECENTRALIZATION POLITICS

    Since the 1998 Reform Era, the system of government in Indonesia has changed from centralization to decentralization. Under the decentralization system, some affairs of government are given to the local governments (provincial, regent/municipal), except five affairs: 1) abroad policy; 2) defense and security; 3) monetary and fiscal; 4) management of justice; and 5) religion. One of the decentralized affairs is culture affair. Then local governments regulate (regeling) and administer (bestuur) their autonomy. However, under the local governments, the culture has been reduced be traditional art, traditional fashion, ancient manuscript, museum, and tourism based on traditional customs. In this perspektive, the culture is not seen as a system of values and expressions of thinking, behavior, and artifacts of mankind.     It is a creative economy era and diverse cultural contents. This sector can produce a big added value. Harry Potter shows that a story can take part in the creative economy sector. The British government has chosen the creative industry as one of the policy agendas. Total value added (Gross value added) of the creative industry reaches 5.2 percent of GDP, 8.5 percent of job placement, and 8.0 percent export of the total GDP. Korea also managed to develop a creative industry. Government agencies such as KOCCA have played an important role. In the meantime, the positive image of Korea formed through the Korean Wave and K-Pop provides enough support to introduce the content of Korean culture abroad. Indonesia also has the potential to produce cultural contents because of its richness of stories and Indonesians’ creativity. The potential can be explored and developed as a base to strengthen the development of creative industry. To be implemented and managed, the government’s role can not be ignored. Government guide and integrate this potential power. Infrastructure related to the creative industry needs to be equipped and cultural experts, writers, and academics need to be involved.     KOPI RAKYAT: INVESTASI IBADAH HAJI MASYARAKAT DESA MULYOREJO KECAMATAN SILO KABUPATEN JEMBER

    This article discusses the condition of the community in Mulyorejo village, Silo subdistrict, Jember regency that is discredited by the government of Jember regency and categorized as a poor village. Through the poverty theory and from primary and secondary sources, this research can prove a contrary reality about the community. Almost 70 percent of the community invests their money for pilgrimage to Mecca. Their economic sources depend on the harvest of the traditional Coffee Plantations owned by the local farmers. The natural condition of the village as a rural area causing the village community do not have a sufficient facility for health and electricity from the government. However, these conditions do not make the villagers frustrated, but encourage them to establish a micro-hydro power plant using self-generated funds.     This study aims to reveal the representation of the boarding school women in PBS novel. Sources of data in this study are linguistic data contained in the novel entitled Perempuan Berkalung Sorban by Abidah El-Kholieqy. The data were collected by the method of see and note and then were analyzed by using stylistics theories. The results of this study indicate that the use of Javanese lexicons in the PBS reflects the cultural values that exist in society and the boarding school families. Various utilizations of Javanese lexicons are intentionally made to give birth to the aesthetic values on PBS. Aesthetic values appear with the precision of meaning in the choice of words used by Abidah.Keywords: culture, lexicon, boarding, stylistic

    PROSES PENAMAAN DESA DI KABUPATEN SLEMAN: TINJAUAN SEMANTIS

    This article aims to describe the background of village naming and linguistic rules of village names in Sleman. The research was conducted through three stages:  the data collection, the analyzing of data, and the exposition of analysis results. The village names taken as the sample is located in Cangkringan, Pakem, Turi, and Gamping. The results reveal that the background of the naming of villages can be classified based on the process of naming village based on the etymology of the elements of nature such as mountains, plants, forests, and water; elements of the verb; and non-nature etymology, and the process of naming the village by village history. The aspects of language used in naming the village in Sleman Yogyakarta are the names of the villages having polymorfemic word form. In the form of  polymorfemic words there is an element consisting of two constituent monomorfem and consists of one constituent monomorfem and one constituent polymorfem.     This article aims to get an overview of the characteristics of the Javanese language used by students with mental retardation and to explain the effectiveness of the Javanese language learning in children with mental retardation using flash cards media. This type of qualitative research focused on a phenomenon studied in depth. The population sample of this study included 30 students of the SDLBN Cangakan Karanganyar. The characteristicts of Javanese language use among the mentally disabled children are: (1) sound imitation, (2) a foreign vocabulary, (3) first spoken language, (4) foreign language, (5) the answers to vocabulary, and (6) the pronunciation of syllables upside down. The application of flash media cards yielded the following results. In Phase I it is obtained an average performance of 50.3%, 59.3% in Phase II, and 61.3 % in Phase III.     PERAN WANITA DALAM PERSPEKTIF SOSIO-DEMOGRAFIS PADA MASYARAKAT ADAT KUTA DI KECAMATAN TAMBAKSARI, KABUPATEN CIAMIS, JAWA BARAT

    Adat communities are known for their local wisdoms. Kuta Kampong of the Tambaksari district, Ciamis regency is known for having local wisdoms enabling to sustain their cultural unity and environment. It is shown that Kuta women has a multiple role in the households. A part from giving a birth and caring children, the women also partake actively  in economic sector as red sugar makers and also in employments normaly filled by men/ husbands. The women of Kuta are also equal to men in providing a solution for household problems, including in making decision about how many children to have, though final decisions are made by their husbands. From an adat perspective, the Kuta households also hold the view that the number of children should be adjusted to the carrying capacity of their environment.
