    HOW LOCAL DEMOCRATIC BACKSLIDING? SINGLE CANDIDATE, PRAGMATISM AND UNCOMPETITIVE LOCAL HEAD ELECTION IN INDONESIA

    This paper will examine how pragmatism has created rational choice behavior in candidate selection. Pragmatism has resulted in single candidates for local heads, which makes local democracy uncompetitive. The research method used is an explanatory approach that aims to explain how pragmatism as a rational choice behavior in the local government head election. Data were collected, compiled and analyzed using Nvivo 12 Plus software. The results showed that political parties as political institutions are very pragmatic in the selection of candidates for local heads. The incumbents utilized the support of almost all political parties based on clientelistic and programmatic relations. This has led the candidate selection process to prioritize pragmatic aspects, especially financial support, acceptability, and electability of candidates. The candidate selection process no longer determines ideological values at the official candidate selection process. Financial support for candidates has the highest priority for political parties in determining their endorsements in regional head elections. Meanwhile, the acceptability aspect refers to the dominant acceptance of all elites, cadres, and the mass base of supporters of the selected candidate. Electability is also a priority, although it is considered that electability trends are dynamic and able to change based on the level of competition. The behavior of political party elite actors and local head candidates eventually forms a rational choice pattern that makes local democracy backsliding

    LOCAL POLITICAL COMMUNICATION STRATEGY IN IMPROVING VILLAGE PUBLIC SERVICE PERFORMANCE

    The public considers that bureaucratic performance in public services is still low, by listening to community voices, village governments can be more responsive and adaptive to local conditions and needs. This research aims to analyze local political communication strategies implemented by village governments in improving the performance of village public services. This research used qualitative methods with a descriptive approach which allows researchers to understand and explain phenomena in depth in a natural context, data was obtained from primary data, through interview, and secondary data, through official documents, journal and media. The research results show that effective political communication is very important to improve the performance of public services at the village government level. Strategies such as increasing transparency through various communication channels, involving the community through village meetings and discussion forums, and using digital technology can speed up interactions and ensure citizen involvement. Increasing the competency of village officials in communication skills and public service ethics is also crucial for creating responsive and accountable services. Promotion of village program results and achievements can strengthen community trust and encourage active participation in development. However, various challenges such as limited resources, policy incompatibility between the village and national levels, slow bureaucratic processes, and local political dynamics such as group competition and political intervention, still hamper the effectiveness of public services. Low community participation in decision making and monitoring also reduces the sense of ownership and responsibility for village programs, resulting in dissatisfaction and reduced program effectiveness

    INEQUITIES ANALYSIS IN LOCAL OWN-SOURCE REVENUE POTENTIAL BETWEEN REGENCIES AND MUNICIPALITIES IN INDONESIA

    One of the underlying factors contributing to the low revenue of Local Own-Source Revenue (PAD) lies in the suboptimal utilization of PAD sources, notably stemming from shifts in economic structures, tax capacity, and imposed retributions. This study aims to analyze the inequality of PAD potential between regencies and municipalities, which results in the ratio of PAD to Local Government Budget (APBD) in regencies being significantly different from municipalities. This study aims to unveil the nuanced intricacies of PAD potential disparities by employing a mixed-method approach encompassing descriptive quantitative and qualitative analyses to capture comprehensive analysis. Data collected from scientific papers and secondary data which used content validation to control relevancy of different data sources. The results show that regency governments have different characteristics from municipal governments regarding geographical landscape, economic structures, and population. These differences affect the local revenue potential, which should be managed differently from municipal fiscal policy. The disparity in Public Agency Revenue (PAD) between the two entities is attributed to the national government’s failure to address the revenue-raising capabilities of regency governments adequately. Although local taxes are diverse, only a limited number are reliable local revenue sources. The field of taxation is characterized by a high degree of centralization, as the central authority collects all major and most productive types of taxes, including both direct and indirect taxes. The symmetric decentralization policy between regencies and cities progressively limits the capacity of district governments to enhance local revenue

    ENVIRONMENTAL COMMUNICATION OF INDONESIAN GOVERNMENT; CRITICAL DISCOURSE ANALYSIS ON INDONESIAN MINISTRIES SOCIAL MEDIA POSTS

    The Indonesian government is committed to preserving the global environment in the global climate summit or COP-Conference of Parties. The Government communicates its concern through social media to adapt to the massive number of social media users in Indonesia. This study aims to investigate the Indonesian Governments communication on environmental issues on social media. It adopts critical discourse analysis of Teun A Van Dijk to understand the phenomenon with data collected from published content of the Ministry of Environment and Ministry- KLHK and Ministry of State Secretary- Kemensetneg’s social media account. This study shows that those two social media accounts have low attention to environmental issues. Macrostructural analysis displays that KLHK’s social media publications focus on issues such as recycling and climate change literacy. In contrast, the Ministry of State Secretariat focuses on government policies related to environmental issues. Meanwhile, the superstructure analysis shows content that resembles mainstream media content with a cube inverted pyramid structure. The microstructure analysis shows that the content published by the two ministries targets a young audience by using non-formal language, greetings for young people, and attractive graphics and photos

    This article analyzes the influence of ninik mamak (traditional leaders) on the victory of Governor Mahyeldi and Vice Governor Audy in the 2020 West Sumatra Governor Election in the Agam District. The influence of ninik mamak in shaping public perception can be observed in the political contestation during the West Sumatra gubernatorial election on December 9, 2020. The research aims to analyze how the influence of ninik mamak contributed to the success of the Mahyeldi and Audy pair and to identify the factors that enabled Mahyeldi and Audy to mobilize ninik mamak in the 2020 gubernatorial election in Agam, West Sumatra. This research utilizes a qualitative method with a descriptive approach. The results of this research indicate that ninik mamak socializes and communicates the vision and mission of Mahyeldi and Audy to the community through deliberation and consensus. Ninik mamak serves as a link between the interests of the candidates and the community or vice versa. They convince their descendants and influence the perception of voting for their descendants. The factors contributing to Mahyeldi and Audy’s ability to mobilize ninik mamak include identity factors. Mahyeldi, being a native of the Agam District, a Datuak within his community, a religious scholar or “buya” and representing intellectual elements based on his track record as the Mayor of Padang. Similarly, Audy, being an intellectual, played a role in this mobilization. Therefore, this became an asset for Mahyeldi to engage ninik mamak

    The promotion government officials comes into new era, the new policy reversed from a very closed selection process and heavily seniority-based to open, clear criteria, transparent procedures on the competency-based series test. In fact, policy implementation is not fully in favour of an administration driven. The study has two main research problems “How open promotion for local government officers conducted?” and “How does political intervention work in the open promotion mechanism?”. This paper provides comprehensive mechanism-the hybrid administration-politics model on open promotion of local bureaucrats in Indonesia. The study used a qualitative approach and assited by Nvivo 12 to reveal the most frequent concept on open promotion practices based on interviews. The data obtained through interviews with informants which selected purposively, selection committee members, candidates, and local government officers. This paper affirms interesting features. The competency series tested by independent assessors reflects an administration mechanism through merit concept. However, the absolute political final decision-making process at the governor or Mayor’s hands reflects the individual-political interest. This system shows that the administration’s process at the local level links tightly to political deliberation. The key message is that open promotion in government agencies is neither a pure merit issue nor a spoils system for competence-heavy based, on the one hand, yet is always amenable to some political intervention. The merit principles are universal; however, the practices are contextual-specific.     STRUCTURAL BARRIER IN THE PROCESS OF REGENERATION OF THE PKB ISLAMIC POLITICAL PARTY IN DIRECT PRESIDENTIAL ELECTIONS 2004-2019

    The purpose of this research is to identify the structural barriers faced by the PKB political party in promoting its members as presidential and vice-presidential candidates from 2004 to 2019. Additionally, the research aims to explore the political strategies employed by the PKB that resulted in the absence of its members in the highest democratic contests. Structural policies play a crucial role in determining political steps, taking into consideration both internal and external conditions. This research employs a qualitative descriptive method, combining data from interviews and documents, supported by field observations. Interview data serves as preliminary findings guiding the discovery of document data, which is further elaborated through observations. The findings indicate that the absence of PKB members in presidential and vice-presidential contests is directly attributed to a strategic decision made in 2008 to consolidate internal party divisions. The logical reasons behind PKB’s political strategy include strengthening the party’s financial stability and choosing to remain within the power circle. The ingenuity of PKB’s elite in addressing structural obstacles and turning them into a political opportunity by consolidating internal cadre and rebuilding relationships with grassroots stakeholders

    ANALYSIS OF THE INDONESIAN GOVERNMENT’S DECISION TO BUY RAFALE DASSAULT AIRCRAFT FROM FRANCE

    This research aims to explain and analyze Indonesia’s decision to buy the Dassault Rafale fighter aircraft from France in 2022. It is known that Indonesia will retire its old F-5 Tiger fighter aircraft and its outdated technology. Indonesia’s purchase of Dassault Rafale fighter aircraft to increase air defense capabilities, strengthen bilateral cooperation and increase national military capabilities. Several options for Indonesia to choose which fighter aircraft to buy, namely Gripen from Sweden, Eurofighter from Austria, Dassault Rafale from France, and Sukhoi Su-35 from Russia. The theory used in this research is Rational Choice. This study used descriptive qualitative method. In this research, data collection techniques were carried out by collecting data through available literature and library materials, mass media, print media, electronic media, books, journals and related articles, as well as other open sources. The results of this research show that Indonesia’s decision to buy the Dassault Rafale fighter aircraft from France was based on two considerations, namely economic considerations where maintenance costs are low, technology transfer, and the potential to increase the national defense industry, increasing independence in the production and maintenance of military defense equipment and political considerations, namely diplomatic relations, regional security and national strategic interests. This choice reflects efforts to strengthen defense and build close military collaboration with partner countries

    POLITICS THROUGH FASHION: JOKOWI, SEMIOTICS, AND THE AGE OF SOCIAL MEDIA

    This study explores the complexity of Jokowi’s political fashion as a visual marker of status, identity, and political power, along with the digital technology advancement. The purpose of this article is to analysed details about Jokowi’s political power through fashion, which is related to five specific moments during the 2019 political campaign until his current leadership. The authors classified two typologies of clothing, including white and black shades of casual clothes and Indonesia’s traditional clothes. Roland Barthes’s semiotics theory and methods helps us to interpret series of symbols on Jokowi’s clothing. This is a qualitative research with document analysis procedure, including electronic material contain text and images (Jokowi’s Instagram archives) related to the main issue. Research shown that clothing wasn’t just an everyday business for Jokowi, but it is also tools that brands his personal identity. Public attention is often stolen when he incorporates local elements in his fashion style. The value of diversity (Kebhinnekaan) in Jokowi’s traditional clothing appearance couldn’t be separated with his identity as a president, as political figure, as Jokowi

    POLITICS IN PUBLIC SERVICES OF TANGERANG CITY GOVERNMENT DOMESTIC WASTEWATER MANAGEMENT

    Tangerang City is the most populous city in Banten Province, it has the potential to cause environmental problems. One of the problems in Tangerang City is the management of domestic wastewater. This study aims to analyze the politics in public services of Tangerang City Government for Domestic Wastewater Management. This study used a qualitative method with descriptive analysis, where the data sources consisted of primary and secondary data. Primary data were obtained from interviews and observations and secondary data was obtained from documents issued by the Tangerang City Government. The results of this study indicate that the Tangerang City Government has assigned several agencies, such as the Regional Planning Agency, the Health Office, and the Department of Housing, Settlement, and Land, to respond to political demands from the community in managing domestic wastewater. In public service politics, the Tangerang City Government not only provides facilities and formulates service management, but also makes democratic local regulations and opens up space for the community to provide input and evaluation. In addition, this study finds that local regulations do not regulate substantive issues as institutions that bind domestic wastewater management in Tangerang City. The Tangerang City Government realizes that meeting the needs of the community is a political responsibility that must be fulfilled
