INDO-PACIFIC ECONOMIC FRAMEWORK FOR PROSPERITY (IPEF) AND ASEAN CENTRALITY: ASEAN’S ROLE IN ENHANCING THE ACHIEVEMENT OF POLITICAL ECONOMIC COOPERATION

The Association of Southeast Asian Nations (ASEAN) plays a strategic role as a regional organization in Southeast Asia in maintaining stability within the Indo-Pacific region. Through the adoption of the ASEAN Outlook on the Indo-Pacific (AOIP), ASEAN aims to uphold the principles of centrality, inclusivity, and complementarity. However, the participation of several ASEAN member states in the Indo-Pacific Economic Framework for Prosperity (IPEF) introduces new dynamics regarding ASEAN’s centrality, particularly amidst the geopolitical rivalry between the Unites States (US) and the People’s Republic of China (PRC). This study analyzes ASEAN’s role in strengthening its centrality amidst member states’ participation in IPEF and examines how ASEAN, as an actor in international relations, maintains regional norms and rules to achieve common goals, specifically in the political economic fields and broader economic cooperation within IPEF. The analysis utilizes a constructivist perspective within the study of international political economy, viewing international actors not only as external forces influencing the economic system but also as political authorities that maintain market freedom and pursue interests. Employing qualitative methods, this study utilizes a comprehensive literature review encompassing academic journals, policy papers, and official ASEAN documents to establish a robust theoretical foundation. Furthermore, online media analysis, including news articles and reports from reputable international and regional news outlets, provides contemporary context and real-world examples. In addition to these sources, semi-structured interviews were conducted with key informants, including policymakers and expertise in ASEAN and Indo-Pacific affairs, to gather in-depth perspectives and insights. Data validation is achieved through triangulation, cross-referencing information from multiple sources, including literature, media analysis, and interview transcripts, to ensure accuracy and reliability of the findings. Findings suggest that several aspects need to be addressed by ASEAN to strengthen the principle of centrality amidst the participation of member states in IPEF and enhance broader political economic cooperation

SRIKANDI AND INDONESIA’S E-GOVERNMENT POLICY: SYSTEM RELIABILITY AND THE CRUCIAL ROLE OF POLITICAL COMMITMENT

This study examines the implementation of the SRIKANDI e-government policy in Indonesia, focusing on six critical elements: information exchange, information security, citizen engagement, human resources, inter-agency services, and policy-related decision-making. Employing a qualitative research methodology, NVIVO software was used to conduct thorough data coding and content analysis. Data were collected through literature reviews, non-participant observations, in-depth interviews, and analysis of official government documents, ensuring robust triangulation and comprehensive understanding. The findings reveal significant challenges in information security, particularly with system vulnerabilities that pose risks to data integrity. The level of citizen engagement remains low, with existing regulations limiting public participation in the development and use of the G2G system. Human resource issues, especially in regional areas, highlight gaps in both technical skills and staffing adequacy. System reliability, a crucial discovery, emphasizes the need for stable microservices architecture and proper integration of blockchain technology development to ensure seamless operation. Moreover, political commitment emerges as the primary driver in policy-related decision-making, with clear discrepancies between regional leadership affecting implementation success. The study finds that stronger political will and alignment between government levels are necessary for realising SRIKANDI’s full potential. This research contributes to a deeper understanding of the complexities of e-government policy implementation in Indonesia. It offers key recommendations to address political alignment and technical infrastructure challenges, with broader implications for optimizing e-government policies in developing nations

This study examines the politics of representation of the “Rumah Aspirasi Rakyat Aam Amarulloh” in representing the people’s aspirations in Cilegon City. This Aspiration House is an intermediary space between constituents and legislators, facilitating communication and conveying public aspiration. The research method used is qualitative research with a case study approach. Data were obtained through in-depth interviews and direct observation of activities at the Aspiration House. The research results show that around 80% of the aspirations collected have been responsively followed by the relevant legislator, Aam Amarulloh. These findings indicate that “Rumah Aspirasi Rakyat Aam Amarulloh” effectively facilitates the public in conveying their complaints and aspirations. Furthermore, the residents in electoral district 3 Cilegon Municipal, which includes the Pulomerak and Grogol districts, express a deep sense of satisfaction with the performance of this Aspiration House. Thus, this study provides empirical evidence that the descriptive representation model applied in this Aspiration House can enhance public participation and representation in the legislative process. The study also suggests that further development is needed to improve some aspects that are still less optimal

This research aims to analyse the ‘Desak Anies’ political campaign strategy run by Anies Baswedan in the 2024 Indonesian General Election, focusing on the use of social media and direct interaction to increase young voter engagement. This research uses a qualitative method with a case study approach. Data collection was conducted through analysis of mass media sources, literature reviews, and interactions on Twitter social media, which were then processed using Nvivo 12 Plus software. The data analysis technique in this study uses an interactive model technique developed by Miles, Huberman, & Saldaña which consists of three stages, namely data reduction, data presentation and conclusion drawing. This research applies four main theories namely Democracy Theory, Political Communication, Social Media, and Political Participation to examine the impact of the campaign on political participation and public communication. The results show that ‘Desak Anies’ succeeded in creating active participation and open dialogue among young voters, but also revealed the limitations of social media in presenting political issues in depth and the risk of polarising opinions. The article also highlights the challenges of using social media in simplifying complex political issues and the risks of polarising opinions. Through this exploration, this article provides insights into the potential and limitations of social media as a tool for political mobilisation in the digital age

Today, creating a personal political brand is essential for regional heads to increase electability ahead of regional elections. This research explores how elected millennial regional heads create, develop, and communicate their political brands to increase their electability in West Sumatera, Indonesia. The authors used an exploratory approach and data collection through primary data obtained from semi-structured interviews and surveys using questionnaires. Secondary data includes journals, online newspapers, the official website of the General Elections Commission (KPU), the Central Statistics Agency (BPS), and social media. This research also used a quasi-qualitative design that goes through several stages, starting with exploring the research problem to confirm a new theory. Here, we show that they created personal political brands through the legacy and experiences of families and regional leaders. They also take several stages in building a personal political brand, namely conducting introspective investigations and evaluations through brand mantras offline and online traces. Later, their involvement in several organizations also became a determinant of political branding. The final stage in building this personal political brand is to evaluate the existing brand. Therefore, this research can be a reference for candidates for regional heads and legislators who are building their political brands. Given the limitations of this study, the authors suggest conducting follow-up research from another point of view of the political brand and its political marketing strategy

E-DEMOCRACY IN INDONESIA: USE OF SOCIAL MEDIA AND CHALLENGES IN ENCOURAGING YOUTH POLITICAL PARTICIPATION

A survey released by CSIS in September 2022 showed an increase in internet access for young voters from 2018 to 2022. The survey release showed a significant increase in access to social media as a source of information for young voters 19.5 per cent. Moreover, the CSIS survey found a condition where the interest of young Indonesians is currently very low in politics. On the other hand, hoaxes and misinformation can threaten young voters if they are not equipped with adequate political literacy and understanding. This desk study research was conducted to get an explanation from existing literature of how to utilise social media as a medium for the development of e-democracy amidst young people’s antipathy towards politics. Healthy social media free from intervention and arbitrariness of government policies can be a medium for young people’s political participation to foster e-democracy. The results of the desk study show that social media is possibly a means of political participation for youth and at the same time provides space for the growth of e-democracy with the prerequisite that the government is not abusive and offensive towards the use of digital media in Indonesia. This shows empirically that growing e-democracy needs not only a technological medium but a regime policy that supports e-democracy because digital media has become a living space attached to today’s young generation

PROFESSIONALISM OF THE INDONESIAN ARMED FORCES: NEW, OLD, OR HYBRID PROFESSIONALISM?

This paper examines the special characteristics of the military professionalism of the Indonesian National Armed Forces (Tentara National Indonesia, TNI). TNI, which once held strong political power during the Suharto era, was transformed into a professional military that follows the principle of civilian supremacy and has not been involved in politics since its military reform in 1998. It seems to have changed from a military of new professionalism that dominates the politics of the nation, to a military of old professionalism that focuses purely on defence missions. However, the TNI’s missions are not limited to national defence, as it also carries out non-military missions, such as territorial development (pembinaan teritorial, Binter). This paper uses qualitative data collected through interviews with relevant personnel of defence and security sectors. This paper analyzes the TNI’s extensive non-military missions and its organized structure that are the old system of the Suharto era, sometimes criticized from the framework of conventional, western military norms. As a result, I argue that this old system is effective in conducting operations and that the TNI’s professionalism is neither old, nor new, but what I call hybrid professionalism, which fits the Indonesian history and society

ABSTRACT. This article delves into the impact and role of the lower middle class on Indonesia’s environmental landscape. Despite their social and economic marginalization, this demographic heavily relies on cheap, easily accessible fast fashion for clothing, leading to detrimental environmental consequences such as ecosystem degradation and pollution. This research was carried out by conducting a literature review through library research, where the data came from library data collection. This study further analyzes literature regarding socio-economic dynamics and environmental problems. This approach unveiled the lower middle class’s profound influence of fast fashion consumption on Indonesia’s environment. The research highlights the lower middle class’s pivotal role in fast fashion waste distribution, exacerbating environmental pollution. Hence, governmental intervention becomes imperative to regulate fast fashion production, manage waste, and restrict the influx of second-hand fast fashion businesses. The article concludes by emphasizing the lower middle class’s dual role as both major consumers and victims of global capitalism in the fast fashion industry, necessitating state protection through various policy measures. These include elevating product quality standards, ensuring fair labor practices, enhancing consumer protection, and controlling the influx of foreign fast fashion products. Ultimately, the study underscores the necessity of comprehensive governmental interventions to mitigate the environmental repercussions of fast fashion consumption, safeguarding both the lower middle class and Indonesia’s environment
