Uloga nacionalne bankarske garantne šeme u restrukturiranju kreditnih obaveza kompanija u sektoru sertifikovane organske poljoprivrede
U fokus istraživanja stavljena je ocena efektivnosti preduzete državne mere u formatu garantne šeme na
privredna društava u sektoru sertifikovane organske poljoprivredne proizvodnje maline, s obzirom na činjenicu da
decenijama u Republici Srbiji ima važnu ulogu u strukturi nacionalnog izvoza. Malina spada u ključne nacionalne izvozne
proizvode, čija realizacija premašuje 260 miliona evra, respektivno. Domicilna struktura izvozne tražnje doživljava
intenzivne promene u korist sertifikovane organske maline u odnosu na konvencionalnu, koja pri tom, obuhvata i više od
polovine ukupnog nacionalnog izvoza ekoloških proizvoda. Pretpostavka je da garantna šema omogućava uspostavljanje
adekvatne strukture (optimalno restrukturiranje) kreditnih obaveza klijentima u sektoru organske poljoprivredne
proizvodnje, u trenutku i ambijentu izvoznog šoka i trenutnog odlaganja izvoznih prihoda. Format garantne šeme obezbedio
je „odgovarajući“ period odlaganja otplate tekućih anuiteta postojećih kreditnih obaveza privrednim društvima, dok je
poslovnim bankama pružio mogućnost unapređenja kolaterala postojećih i budućih kreditnih obaveza.Između ostalog, cilj
istraživanja je i da sumira i moguće negativne efekte u scenariju izostanka analiziranog državno-garantnog modela podrške
na: agro-ekološki sektor, poslovne banke i državu. Privredna društva, čija je osnovna delatnost proizvodnja i izvoz ekološke
maline, bila bi izložena likvidonosnom udaru usled otežanog izvoza u prvim mesecima epidemiološke krize. Izostanak
planiranih deviznih priliva onemogućio bi im redovnu isplatu dobavljača i servisiranje kreditnih obaveza prema bankama.
Priprema proizvodnje i otkupa roda za narednu sezonu, takođe, bila bi dovedena u pitanje usled finansijskog disbalansa i
potencijalne kreditne uzdržanosti poslovnih banaka. U sektoru poslovnih banaka pojavili bi se neplanirani NPL-ovi i uvećala
rezervisanja i kapitalni izdaci po osnovu uvećanih rizika u predmetnom agro-sektoru. Na kraju, došlo bi i do umanjenja
ukupnog nacionalnog izvoza i budžetskih prihoda države
Internet Marketing: Factor of Improving SME Business in Serbia
This chapter aims to analyze the presence of modern technology solutions in the marketing communication of small and medium enterprises (SMEs) in Serbia. The chapter points out the role of information and communication technology in business improvement and identifies certain issues faced by the SME sector in Serbia, which, among other things, hinder the implementation of modern communication forms. The chapter examines the representation of modern approaches in the marketing communication of SMEs in Serbia and in the form of proposals offers certain solutions for their more effective and efficient implementation. The findings presented in this chapter can contribute to improved SME marketing communication practices and accelerate the transformation of their business from a physical to an online environment
Digital Competences Performance of Serbian Female Entrepreneurs
This paper aims to examine Serbian female entrepreneurs’ performance related
to digital competences based on real-life scenario questions. The research was conducted
on a sample of 114 female entrepreneurs. The method used for collecting data was an
online survey (Google form). The survey questions were based on Digital Competence
Framework (DigComp) focusing on the first two areas, “Information and data literacy”
and “Communication and collaboration”. The results showed that the female entrepreneurs in Serbia achieved better performance (i.e., answered the questions correctly) in the
area “Information and data literacy” especially in the segment “Browsing, searching, and
filtering data, information and digital content”. On the other side, lower performance of
Serbian female entrepreneurs was achieved in the area “Communication and collaboration”, where nine questions from thirteen were not answered correctly. Segments “Engaging in citizenship through digital technologies”, “Collaborating through digital technologies” and “Netiquette” were identified as the most problematic because there was no
correct answer. The authors can conclude that skills incorporated in the segments of the
second area need to be improved and boosted to be in line with market demands
“Belt and Road” Initiative as a Development Chance for the Western Balkan Countries: The Case of Serbia
Foreign direct investment (FDI) is a very important element of economic integration because it creates an opportunity for accelerated development, technological innovation, and corporate restructuring. Western Balkan countries mainly focused their activities on attracting investments from EU countries. However, as investments from these countries have been reduced recently, the countries of the Western Balkans have opened their markets to incoming Chinese investments. Serbia is currently the first country in the Western Balkans. Based on the inflow of Chinese investments, and in the coming period, we can expect a trend of intensive growth of Chinese investments related to the “Belt and Road” Initiative, which will lead to additional development of the Serbian economy. The main subject of this research focuses on the distribution of Chinese investments on a global scale, as well as the importance of the “Belt and Road” Initiative for both multinational companies and recipient countries of Western Balkans, with special reference to Serbia
Perspectives on integration of the Western Balkan region into the global tourism value chain
This paper aims to perceive the perspectives on integrating the
Western Balkan region into the global tourism value chain. The research is based on
the analysis of selected indicators of the number of tourist arrivals, international
tourism revenue, percent of GDP, and hotel and restaurant price index for the 2017-
2020 period. Additionally, a survey was conducted to collect the answers of hotel and
travel agency representatives on tourism potentials, cooperation, and obstacles to
development. The research revealed that the perspectives are related to developing
the joint regional tourist offer, further improvement of infrastructure, association with
international tour operators, investment in human resource development, and an
emphasis on promoting the region’s tourist potential
Legal Issues in Managing and Sharing Research Data
Scientific research is directly related to
the collected and processed data. Data
manipulated within the natural and technical
sciences are not subject to the same restrictions as
data in the social sciences. Domestic researchers
who collect data from individuals must be aware
of the limits imposed by the Law on Personal Data
Protection of the Republic of Serbia. This topic is
particularly relevant to the Open Science and
Open Access principle movement, for which the
Ministry of Education, Science and Technological
Development of the Republic of Serbia has
dedicated itself through the adoption of the Open
Science Platform in 2018. The paper aims to
analyse and brings closer to researchers the
restrictions within the two most important laws
that are directly or indirectly implemented in our
country - the Law on Personal Data Protection of
the RS and GDPR, which is applied in the EU.
Domestic researchers also must respect them in
projects funded by EC or other EU financiers. The

study, a national infrastructure that deals with
collecting, archiving, and sharing research data in

Perspectives on the Strengthening of the Serbian Export Competitiveness in the Post-Covid Period
International trade plays a crucial role in fostering economic development, which is particularly important for
relatively small open economies like Serbia. Apart from faster growth, international trade enables countries to
improve productivity and provide higher income and more opportunities to domestic companies and citizens.
The Covid-19 pandemic had a tremendous negative impact on global trade development. World merchandise
trade recorded a decline of 7.4% in 2020, but it was recovering fast, achieving a pre-crisis level by the end of
2021. Serbian trade declined 3.4% in 2020, while it marked a strong recovery with a growth of 25.5%. Despite a
recovery and remarkable growth rates, a non-diversified export structure with a high presence of low valueadded products, a low level of participation in GVCs, absence of a strategic approach to export promotion
remain the main challenges Serbian trade faces. In order to enhance export competitiveness, it is necessary to
make attempts for export diversification by attracting investments in strategically important industries and
sectors. Furthermore, it is essential to develop an active and well-conceived export promotion policy based on
appropriate measures and tools to support the export activities
Dualna cirkulacija i sistemske promene spoljne i unutrašnje trgovine NR Kine
Usvajanjem strategije „dualne cirkulacije” u martu 2021.
godine, kao glavne komponente 14. petogodišnjeg plana, NR Kina
se opredelila za održavanje dugoročnog ekonomskog rasta i
zaštitu od uticaja eksternih šokova u narednom periodu kroz
uspostavljanje neometane „unutrašnje cirkulacije” domaće
proizvodnje, distribucije i potrošnje i istovremeno smanjenje
zavisnosti od „spoljne cirkulacije”, odnosno globalnog tržišta.
S obzirom na položaj i značaj NR Kine kao globalnog aktera, čak i
neznatno pomeranje kineskog fokusa sa izvozno orijentisanog
modela moglo bi značajno uticati na svetsku privredu i globalne
trgovinske tokove. Stoga glavni cilj rada jeste analiza promena u
sektoru spoljne i unutrašnje trgovine NR Kine, kao i
identifikacija glavnih prepreka i izazova sa kojim se Kina
suočava u okviru realizacije strategije „Dualne cirkulacije”. U
radu se posebna pažnja posvećuje razmatranju mogućih pravaca
razvoja i prevazilaženja prepreka u narednom periodu. Uprkos
snažnijem oporavku spoljnotrgovinske razmene NR Kine, koji se
ogledao u rastu izvoza (31%) i uvoza (27,3%), kao i povećanju prometa
robe široke potrošnje (38%), u 2021. godini, u odnosu na
prethodnu godinu, dinamika spoljne i unutrašnje trgovine nije
bila potpuno usklađena sa definisanim strateškim
prioritetima. Na realizaciju postavljenih ciljeva nepovoljno su
uticale poteškoće u uspostavljanju mehanizma podsticaja domaće potrošnje, politika nulte tolerancije prema kovidu 19 i
posledično usporavanje ekonomskog rasta, smanjenje prihoda od
turizma i maloprodaje, kao i značajno usporavanje na tržištu
nekretnina. Efikasnost implementacije strategije „Dualne
cirkulacije” u narednom periodu u velikoj meri zavisiće od
trajanja pandemije kovid 19, od globalne geopolitičke situacije,
brzine oporavka proizvodnih i izvoznih kapaciteta
konkurentskih zemalja, ali i od sposobnosti kineskih vlasti da se
izbore sa ključnim izazovima i vrate privredu na stabilniji
razvojni put
The Yugoslav ‘Operation Paperclip’: German Geologists in the Yugoslav Nuclear Program in the Late 1940s and Early 1950s
This paper traces the early period of the Yugoslav nuclear program, in which the biggest problem was finding uranium. With only a handful of
trained geologists and prospectors, the solution was found in the employment of
German experts. This was a global trend at the time, and as this paper shows,
was not reserved for great powers. Relying on the expertise of German scientists, Yugoslavia managed to raise the first post-war generation of geologists,
who eventually found uranium and started its exploitation on several locations
in the country, most notably in Kalna (Serbia) and Žirovski vrh (Slovenia)
Rad (k)od kuće: ekonomski, pravni i socijalno-psihološki aspekti
Svedoci smo činjenice da se tradicionalno tržište rada sa pojavom savremenih tehnologija znatno promenilo. Do tada jedina opcija za zapošljavanje bilo je pronalaženje posla u firmi koja će zaposlenom pružiti dugoročni posao, a koji je lociran dovoljno blizu mesta u kojem on živi. Ovo je bio dugo standardni izbor ne zato što je to bila najbolja opcija, već zato što je bila jedina opcija. Nove tehnologije su otvorile mogućnosti za zapošljavanje izvan nečije lokalne geografske regije i ponudile veliki izbor različitih dobro plaćenih poslova. Za Srbiju i zemlje zapadnog Balkana je ovaj način zapošljavanja posebno postao atraktivan zbog nižih plata i visoke stope nezaposlenosti u odnosu na zemlje članice EU. Stoga, mnogi su videli šansu da ostanu da žive u istoj sredini, a da zarađuju evropske plate. Nekim frilenserima je ovo glavni posao, a nekima predstavlja dodatnu zaradu. Iz perspektive politike zapošljavanja, rad na platformi može biti izvor zaposlenja za mlade osobe, radnike sa porodičnim obavezama, radnike sa invaliditetom i drugim grupama koje se suočavaju sa poteškoćama u obezbeđivanju tradicionalnog punog radnog odnosa. Rad na platformi takođe može doneti korist radnicima kojima je potrebna fleksibilnost u pogledu načina rada. Pandemija se značajno odrazila na rast broja zaposlenih koji rade od kuće. Pored rasta broja frilensera, pandemija je uticala i na škole koje su radile na tradicionalan način da se odluče za rad na daljinu. Ovakav način rada omogućio im je kontinuitet poslovanja. Takođe, pandemija je pored toga što je promenila način na koji radimo, što su sami nastavnici uvideli, donela mnoge prednosti ali i stvorila negativne posledice. Autori ove knjige su uzeli u obzir sve prednosti i nedostatke rada od kuće analizirajući ih iz više uglova-ekonomskog, pravnog, socijalnog, i psihološkog, i tako dali sveobuhvatan pristup povodom ove teme. Sve zaključke izvode iz svojih najnovijih empirisjkih istraživanja, koje su sproveli povodom ove teme. Očekujemo da će knjiga Rad (k)od kuće. Ekonomski, pravni i socijalno-psihološki aspekti rada od kuće, svojom sveobuhvatnošću u pristupu, izazvati istovremeno interesovanje kako kod stručne javnosti, tako i kod onih lica koja žele da donesu odluku i prihvate da obavljaju posao u kućnoj režiji. Pre svega, trebalo bi da im pomogne da se lakše prilagode radu u kući i budu profesionalni, kao i da se suoče sa izazovom izolacije i izbore se sa krizom koja je čest pratilac ovakvog načina rada
