    Efikasnost ekonomije svake države zavisi od fiskalnih indikatora kao pokazatelja makroekonomske stabilnosti. Značajnu ulogu u praćenju i analiziranju fiskalnih indikatora ima fiskalna politika, čiji je zadatak postizanje stabilnosti fiskalnog sistema i javnih finansija. Fiskalni indikatori prihod­ne i rashodne strane budžeta, kako centralnog nivoa vlasti, tako i nivoa lokalne samouprave, u znatnoj meri mogu otkriti da li je fiskalna politika valjano vođena. Na prihodnoj strani budžeta se kao glavna kategorija prihoda javljaju poreski prihodi, dok se na rashodnoj strani uvek pojavljuju tekući i kapitalni rashodi. Analizom fiskalnih indikatora lokalnih samouprava u Topličkom okrugu steći će se uvid u efikasnost upravljanja javnim finansijama

    The subject of this paper is the development of a game-based learning model based on the Internet of Things (IoT). The main problem discussed in the paper is to investigate the possibility of implementing a game-based learning model in an interactive educational environment that will increase student interest and enhance learning outcomes. The developed model will be based on ubiquitous computing technologies and integrate IoT, mobile, and augmented reality technologies. The proposed model integrates with existing components of the educational infrastructure. As part of the model evaluation, testing and measurement of relevant parameters that affect the effectiveness of the proposed model was carried out

    What creates the innovative organisational design in science and research organisations (SROs) in Serbia?: The influence of strategic project management factors

    Efficient strategic project management in SROs (Science and Research Organisations) implies the existence of an integrated strategic management concept closely linked to an innovative organisational design. The aim of the paper is to examine the influence of certain factors of strategic project management on creating an organisational design that encourages innovation in scientific research organizations. An empirical research in SROs in Serbia has been conducted as well. Our research is empirically presented on the example of SROs in Serbia as a representative of developing countries. Our findings show that the external and internal environment, project portfolio, resources, monitoring, methods, and techniques mainly influence an organisational design. These elements of strategic project management account for 67.3% of the explained variability in a developed regression model. This paper extends the current strategic and project management literature with a new conceptual model on the link between strategic project management factors and an innovative organisational design in SROs. The presented analysis can help strategic and project managers establish adequate strategic guidelines for organisational development activities to improve the efficiency of scientific research results and the level of their innovativeness

    Does transparency pay off for green bonds’ issuers? : evidence from EU state agencies’ green bonds

    This paper investigates the impact of transparent allocation of proceeds on green bonds’ yields, providing insights to green bonds’ issuers for optimizing their financing terms. Using data from the EU state agencies’ green bond market, we applied a Prais-Winsten regression model with correlated panels corrected standard errors and common AR(1) to estimate the relationship between green bonds’ yields and various factors, including the transparency of proceeds. Transparent allocation of proceeds has a negative effect on green bonds’ yields, confirming that investors require lower returns when they are well-informed about a bond’s environmental goals. Additionally, higher credit ratings, and shorter remaining maturity are associated with lower green bonds’ yields. Transparent use of proceeds significantly influences green bonds’ yields, demonstrating that specifying the use of bond proceeds for environmentally friendly projects can lead to more favorable financing terms. Future research direction should provide additional classification of the green bonds’ transparency

    Crisis management in the function of effective destination management

    Contemporary destination management implies a broader mandate that has shifted the focus from traditional marketing and promotional activities to strategic planning, coordination, and management activities, integrating various stakeholders with a common goal. However, environmental influences, especially negative ones, to which tourism is highly susceptible, as shown by practice in recent years, also affect the overall destination management process. The integration of crisis management into the destination management process assumes that specific procedures exist, adequate task forces are organised, and all necessary resources are recognised, planned and activated at the onset of the crisis. Recent experiences have shown that destinations like Serbia, which failed to establish a destination management system, face much more significant challenges regarding crisis management in tourism. Given that we are increasingly living in the so-called VUCA environment, tourism crisis management is exposed to unique challenges and requires special skills and leadership that will be activated in risky moments. In addition, it is essential to establish institutions with clearly defined tasks and capacities because only the synergy of skills and knowledge, on the one hand, and institutions (structures) will enable successful crisis management in tourism

    All Roads Lead to Beijing? Shifts in Chinese Labour and Capital During the COVID-19 Pandemic

    The unprecedented global pandemic has shaken the world's foundations – upending legal institutions, toppling established principles of transnational governance, and limiting mobility between nations. In the People's Republic of China (the PRC or China), one of the most significant legal developments is the major reconfiguration of the state's labour and capital policies oriented towards its economic partners with emerging economies and economies in transition. These policies have changed dramatically, especially given the disproportionate impact of the pandemic on lower-income states. China's domestic situation and its need to meet evolving transnational demands also contribute to the reformation of these economic ties, and perhaps precede further changes to be implemented in the future. To provide much-needed insight into this ongoing transformation, this Article investigates how China's labour and capital policies towards its key international partners have developed in response to the pandemic. Drawing on three case studies, we use a socio-legal approach to analyse the status of migrants from African countries in China, labour immigration to China from its southwestern border regions, and the emigration of Chinese nationals to Serbia and the Balkans for the purposes of labour and investment. Through these representative developments, this Article unveils new trends in China's post-pandemic labour and capital policies, including enhanced responsiveness; a security-centric approach to border management; and an improving regulatory approach to ordinary migration channels

    Participation of Women in Institutionally Sponsored Entrepreneurship Programs in Serbia: Some Statistical Facts

    The analysis of female entrepreneurship in Serbia is the main topic of this paper.The analysis of entrepreneurship takes into account the underrepresentation of women in the self-employed population.Studies analyzing entrepreneurial intention, self-efficacy, and self-perceived employability similarly show a lower representation of women choosing the professional path of entrepreneurs. Studies on institutional support for women who participate in entrepreneurship programs are rare. Therefore, determining how participation in institutionally sponsored active labor market policy programs influences the growth of female entrepreneurship in Serbia is the purpose of this paper.According to the results of this research, Serbia has a substantial gender difference in self-employment. Less than one-third of business owners are women. Women made up almost half of those taking part in entrepreneurship training. In 2021 and 2022, they received more than half of all subsidies for entrepreneurs. However, these findings do not significantly affect the trend of self-employment in Serbia

    Značaj i uloga formalnog marketinškog obrazovanja : percepcija akademske i poslovne javnosti

    Značaj edukacije za razvoj znanja i veština iz oblasti marketinga je nesporan, ali je malo naučnih radova koji se bave ispitivanjem usklađenosti formalnog obrazovanja sa potrebama savremene marketinške prakse. Ovaj rad nastoji da popuni identifikovani jaz. U tu svrhu, sprovedena su dva istraživanja. U prvom je analizirana ponuda marketinških smerova i predmeta 165 akreditovanih visokoškolskih ustanova na teritoriji Republike Srbije. Nalazi ukazuju da su teme marketinga, strategijskog marketinga, ponašanja potrošača i istraživanja tržišta, zadržale liderske pozicije u nas tavnim planovima i programima, te da je primetan i trend brzog razvoja drugih oblasti (npr. digitalni, internet i marketing putem društvenih mreža). U drugom istraživanju anketnim putem ispitivani su stavovi i percepcije 117 pripadnika akademske i poslovne zajednice, iz oblasti marketinga. Rezultati pokazuju da postoji saglasnost o značaju specifičnih znanja, veština i stavova za rad u marketinškoj praksi, kao i o neophodnosti specijalizovanog formalnog obrazovanja za pozicije izvršnog direktora marketinga, brend menadžera i marketinškog konsultanta. Nasuprot tome utvrđene su značajne razlike u percepciji akademske i poslovne zajednice o osposobljenosti diplomiranih studenata da praktično primene marketinška znanja i veštine. Rezultati istraživanja pružaju uvid u stanje i perspektive marketinga i uspešnost formalnog obrazovanja u kreiranju znanja i veština diplomaca usklađenih sa zahtevima savremene marketinške prakse

    Innovations in the Serbian tourism sector: policies and recommendations

    This paper explores the digital transformation in the global tourism sector, emphasizing its impact on Serbia's tourism industry. It highlights the role of advancements in information technology, especially artificial intelligence in reshaping business processes, customer interactions, and marketing strategies, but also the integration of digital tools such as Artificial Intelligence, Virtual and Augmented Reality, and Big Data analytics, demonstrating their significance in enhancing operational efficiency and customer engagement in tourism. Focusing on the Republic of Serbia, the paper analyzes national tourism policies, including the Tourism Development Strategy of the Republic of Serbia 2016-2025, identifying gaps in implementation and the need for actionable strategies for digital innovation. Recommendations are provided to improve Serbia's tourism industry through digital marketing, AI applications, and educational reforms. The paper underscores the necessity of aligning educational programs with industry needs and developing a comprehensive digital platform to boost tourism competitiveness. It concludes that effective digitalization and AI integration are vital for the future of tourism, emphasizing the role of proactive public policy in bridging the developmental gap between Serbia and more advanced tourism destinations
