    Financial and non-financial factors are important indicators to evaluate performance of corporation.  The main objective of this study is to build a model for improving performance of estate and plant by using balance scorecard.  The study uses balance scorecard, and fuzzy analytical hierarchy process to model the criteria of performance measurement for both estate and plant.  Results generated from the model of estate performance criteria measurements are seed, fertilizing, cost management, harvest, plant maintenance, production, and employee development.  Results generated from the model of plant performance criteria measurements are production rate, cost management, losses, plant utilization, CPO quality, employee development, and environmental friendly production process.  Estate and plant scoring board model are used to measure the performance of estate and plant based on set targets.  Results generated from estate scoring board model are low performance in cost management, production, and employed development.  Results generated from plant scoring board model are low performance in cost management, losses, and environmental friendly production process.  Performance improvement model for estate and plant are conducted by using expert management.  The result generated from this study is a software of decision support system by using expert management, and it is called In-KK v1.00.   Keywords: oil palm agroindustry, key performance indicator, scoring board

    The research has been conducted in border area of Timor Tengah Utara Regency, Nusa Tenggara Timur, and Oekusi Enclave District, East Timor.  The objective of the research is to analyze the center for development of agropolitan.  The method use were AHP,LQ, SSA, I-O and descriptive statistic analysis.  The result showed that subdistrict Miomafo Timur is center for agropolitan development located in the border area of District Enclave Oekusi.  It is suggested that it is a need to develop mutual and networking with other region in Timor Tengah Utara Regency and Oekusi Enclave District.   Key words: boundary area,agropolitan

    The objective of this research is to develop a model of water table fluctuation on tidal lowland area of B/C type.  Modeling of water table is expected to support the agriculture development on tidal lowland area, especially on water management due to the important role of water management in the agriculture on tidal lowland area. The water table controls on the particular depth can support the farming system and avoid pyrite oxidation. The model of water table fluctuation which is developed in this research based on the ellipse concept. The developed model has been tested on the tidal lowland areas in P6-3N Delta Telang I, Banyuasin District, South Sumatra Province. The simulated model showed the promoting result in estimating the depth of water table on tidal lowland area of B/C type. The developed model could explain the proportion of water table depth variation between 89.5% up to 94.7% with standard error estimation varied from 0.029 to 0.042 meters.     The mangrove area of Togean Islands have been used for marine ecotourism activities.  The increasing of anthropogenic activities affected to decreasing of mangrove area and mangrove tourism attractive.  This research aim to assess characteristic and suitability of mangrove forest area for mangrove ecotourism uses.  The data were analyzed using principal component analysis (PCA) and spatial analysis with geographic information system (GIS) approach.  The result showed that the correlation value of those four parameters was relatively higher in November than in July.  Those parameters were the component that forms the main axis in both month.     The research analyzed rainfall data from Subang and Karawang as the centers of rice production in West Java.  The objectives of this research were to   (1) develop monthly rainfall prediction model for predicting the next four months rainfall, (2) develop a next three months rice yield prediction model and (3) estimate the availability of rice in Subang and Karawang as a function of monthly rainfall.  Both rainfall and rice yield prediction models were built by ANN technique.  ANN rainfall prediction model was applied at six rainfall stations in Subang and Karawang which are Cigadung, Karawang, Rawamerta, Subang, Sindanglaya and Ciseuti.  It was developed by including 7-8 variables (X) at input layer and 6-10 nodes at a single hidden layer.  Variables at input layer are month code (t) as X1, monthly rainfall values at t, t+1, t+2, and t+3 as X2, X3, X4, and X5 respectively, SOI at t as X6 and SST anomalies at t and t+3 as X7 and X8.  Rice yield model was built to estimate the rice production at t+3 by using four variables at input layer which are t, t+1, t +2 and t+3 as X1, X2, X3 and X4 and also included 6-8 nodes at hidden layer.  The results of this research found that the ANN model could accurately predict the monthly rainfall in all stations with the R2 values ranged from 64-96%, and maximum errors of each month rainfall ranged from 0.4-3.4 mm/month.  Rainfall model predicted that there were trends of Above Normal (AN) rainfall at Karawang and Rawamerta stations in dry season, while at four stations in Subang region would experience Below Normal (BN) rainfall in dry season.  Based on 2009 rainfall prediction, the rice yield model predicted highest rice production to happen during February and March 2009 at values of 299.294 ton and 329.082 ton.   Key words: artificial neural network, rainfall prediction, rice production

    Although tuna fisheries have significant role on Indonesian fisheries, concept for integrated tuna fisheries development in South Java Waters have not been implemented yet.  This study was aimed to design model for tuna fisheries development in South Java Waters.  Because of fisheries is a complex system, therefore the system approach was applied in this study.  The system design, named SIMPENA model, consist of three submodels, there are (1) fisheries business (USAHA), (2) fishing port requirement: functionality and accessibility (PELABUHAN), and (3) policy and institution (LEMBAGA).  The result of this study indicated that the tuna business is a very high risk business.  Government policies which contribute a little support to the business cause a big impact for the business continuity.  There is only a few number of fishing port that could support the tuna business in this region, namely PPS Cilacap and PPN Palabuhanratu.  The development strategic analysis by using interpretative structural modeling technique resulted seven elements which playing an important role for succeeded the system.   Key words: system design, development, fisheries, tuna, South Java Waters

    Palm oil contains carotenoid about 500-700 ppm.  Epidemiology study showed that carotenoids are beneficial for health, but most of carotenoids are destructed and loss during purification of palm oil, so need to be modified to minimize the loss and destruction of carotenoids.  One of the methods was to use NaOH to neutralize free fatty acid after degumming step.  The aim of this research was to determine optimum condition of deacidification process of palm oil to minimize the destruction of carotenoids.  This research used Central Composite Design (CCD).  Response surface model was applied to see influence of treatment to rendemen, free fatty acid and carotenoids contents of neutralized palm oil (NPO) with three variables of temperature, time, and consentration of NaOH.  This research showed the optimum condition of deacidification process of palm oil to minimize the destruction of carotenoids, i.e. temperature of 59oC, time 25 minutes, and NaOH 11.1% (16oBe).  In this condition the content of  NPO was 95%, with 0.16% of free fatty acid  and total carotenoids of 390 ppm.     Key words: palm oil, deacidification, carotenoid
