POLA PEMASARAN SAPI POTONG DI PULAU MADURA
The role of marketing is very important in agricultural development, including the marketing of beef cattle. Madura Island as a cattle barn in East Java greatly contributes to the need fulfillment of beef which reaches 24% of the whole supply in East Java, while East Java itself supplies the national beef needs by 23.5%.However, on one hand, breeders as beef cattle producers are in a weak position; they act only as price takers due to their low bargaining position. This research was aimed at identifying the marketing channels and institutions involved in beef cattle trading system and margin distribution of trading system of beef cattle and the marketing efficiency of beef cattle in Madura Island. The materials in this study were 30 cattle-farmers, 15 handlers, 10 itinerant traders, 10 small traders, 6 medium-scale traders, 3 large-scale traders, 5 butchers at Keppo Market of Pamekasan Regency, Bangkal Market of Sumenep Regency and Sampang Market of Sampang Regency. Sampling of farmers used accidental sampling while for other marketing agencies applied snowball sampling technique. Beef cattle marketing channel in Madura Island was very long and complex, but none of the agencies in the trade management acted as a counterweight. The amount of sales margin was determined by the size of the costs and risks carried by the selling agencies while the cost share and profit share were distributed fairly evenly, except cost share for small sellers, so that the marketing of beef cattle in Madura Island can be said efficient.Key Words: Beef cattle, marketing, margin, trading syste
DAYA SAING EKSPOR KOPI ROBUSTA INDONESIA DI PASAR INTERNASIONAL
Robusta Coffee is one of mainstay commodity that have strategic support in national economic. Supporting of Robusta Coffee has been faded since 2000, especially after world’s coffee had been crisis cause of over production in the world. Currently, Indonesian coffee activities is getting some problem, such as volume and unstable value of national robusta coffee, compare than other coffee producer countries and also grade of Indonesian coffee is lower quality for export. Research methods were used descriptive and comparative. Analysis were used Revealed Comparative Advantages (RCA), Acceleration Ratio (AR) and Index of Trade Specialization (ISP) and Sensitivities. This research has aimed to know comparative advantages, export activities, position and competitiveness also robusta coffee sensitivities when world coffee price changing. The results of the research showed (1) Indonesia has robusta coffee comparative advantages. (2) Indonesia is able to achieve robusta coffee market during 2004 till 2006. (3) Indonesia has high competitiveness or domestic supply more bigger than domestic demand and Indonesia placed in maturity stage. (4) Rising of robusta coffee price from 5%, 10% and 20%, increasing comparative advantages, increasing export activities, and competitiveness of robusta coffee is constant. If robusta coffee price decrease from 5%, 10% and 20%, it will decrease comparative advantages and export activities also competitiveness of robusta coffee is stable.Keywords: Competitiveness, Comparative Advantages, Export Activities, Sensitivitie
ANALISIS DAYA SAING DAN DAMPAK KEBIJAKAN PEMERINTAH TERHADAP PRODUKSI KAKAO DI JAWA TIMUR
This research is intended to: (a) know the trend resulting cocoa production of East Java province, (b) know the competitiveness of cocoa production (c) determine the impact of government policies on cocoa production, and (d) determine the effect of changes in input pricing policies on the competitiveness of cocoa output in East Java. The location of the research at PT. Perkebunan Durjo, district of Jember. The methods of research used are descriptive and analytical methods. The data was obtained through secondary data and primary data. The methods of analysis used are the production trend analysis and policy analysis matrix (PAM). The results showed that: (1) the development of cocoa production in East Java in 2016 is estimated to have increased by 46.97% from the year 2010, (2) the production of cocoa in East Java has competitiveness shown by the value of comparative advantage and competitive advantage, DRC value = 0.6148, PCR value = 0.7976, (3) government policies have a negative impact on cocoa production in East Java. This is indicated by NPCI = 1.2100, NPCO = 0.9587 and EPC = 0.8934 (4) policy changes in tradable input rate increases will reduce the competitiveness; changing DRC to be 0.621 and PCR to be 0.814.Key Words: cocoa, competitiveness, the impact of government polic
PEMETAAN KETAHANAN PANGAN REGIONAL DI JAWA TIMUR
The problem of food security in Indonesia is exacerbated by the high number of poverty in Indonesia. This is exacerbated by the high dependence of the Indonesian rice consumption has increased and the national rice production has decreased. The research objective is to map the village level food security based on the aspects of availability, aspects of food access and livelihoods and access to nutritional health. Methods of determining district purposively sample while the determination of villages using a Multistage Sampling. The study was conducted in Sidoarjo Regency as a regional industrial center, Jember regency as agricultural centers and Banyuwangi Regency as fishery centers.Results obtained from this study are: (1) The villages in Sidoarjo regency 60% in the category of food resistant, and 40% in the category of food insecurity. (2) The villages in Jember regency 57% in the category of food resistant and 43% in the category of food insecurity. (3) Villages Banyuwangi 72% in the category of food resistant and 28% in the category of food insecurity.Key words: mapping, regional, hold food, food security

RANCANG BANGUN HULU HILIR, PEMODELAN DAN KEBIJAKAN PEMERINTAH PADA AGRIBISNIS KEDELAI
Soybean commodity plays an important role in economy since most of the commodities (95%) are used for agro-industry and 96% of them is raw materials for tofu and tempe agro-industry. Domestic production has not been able to fulfill internal need of it, where 55% is still fulfilled by import. This research is intended to identify the competitiveness of on farm agribusiness of soybean by institutional input and policy simulation; the relation between upstream and downstream system activities of soybean agribusiness; model and strategy to eliminating soybean farmers’ powerlessnessThe research area was determined purposively in East Jawa Jember considering that Paleran Village was a village that had Prime Farm program and Curah Lele village was the centre village of soybean marked with Prime Farm program. Samples were taken by applying by simple random sampling.Analysis method by using competitive and comparative advantages (competitiveness) applied Policy Analysis Matrix (PAM), policy scenario, modeling and strategy to eliminating soybean farmers’ powerlessness by Force Field Analysis (FFA); the research results showed:1. Private profitability and social profitability of on-farm agribusiness of soybean in research area had efficiency and comparative and competitive advantages, meaning that on-farm agribusiness of soybean had competitiveness.2. Government policy toward output tradable provided negative effect on on-farm agribusiness of soybean indicated by NPCO value lower than one. Government policy toward input tradable gave positive effect on on-farm agribusiness of soybean performed by NPCI value lower than one. Collectively, government policy on input output tradable and input non tradable affected negatively on on-farm agribusiness of soybean shown by negative NPT and SRP values and PC value lower than one.3. The change of government policy toward import tariff of soybean and exchange rate of rupiah still remained giving positive effects on efficiency and competitiveness of soybean on-farm agribusiness, while the change of government policy on output tradable affected negatively on on-farm agribusiness of soybean. The change of government policy on input tradable still provided positive effects on on-farm agribusiness of soybean. The change of government in input output tradable and input non tradable remained negative, while the effect of the change of government policy on input and output tradable gave positive effects together on on-farm agribusiness.4. On-farm agribusiness of soybean under Prime Farm Program had stronger competitiveness compared to non-prime farm program though held in central area..5. In order to overcome powerlessness of soybean farmers, some efforts on the basis of FFA analysis from upstream to downstream sub-systems are necessarily undertaken, they are:a. Sub-system of up-stream agribusiness; (1) to intensify extension on the field of knowledge and technology; (2) the best quality seeds development and (3) improvement on distribution channel of production tools.b. Sub-system of on-farm agribusiness; organic fertilizer development and intensive supervision by related departments (Agriculture Department), especially on pest and disease control. c. Sub-system of down-stream agribusiness; it is necessary to establish farmer’s association, soybean industry and to develop modern processing technology such as ketchup and soybean milk.d. TINGKAT ADOPSI TEKNOLOGI PROGRAM PRIMA TANI DAN PENGUATAN KELEMBAGAAN DENGAN PT TRI SARI USAHATANI
The purposes of Prima Tani Programs are to socialize agricultural innovation and to reinforce participative rural institutions. One of the innovations from Prima Tani in Paleran village, Umbulsari sub district is hybrid rice Adirasa 1. The role of Gapoktan Eka Jaya is supplying and marketing Hybrid rice Adirasa 1 working together with associate company PT. Tri Sari Usahatani as the producer and distributor the seeds of hybrid rice Adirasa 1. The research location is determined by using purposive sampling method on Paleran village, Umbulsari sub district, Jember regency.The product of district is rice good after Prima Tani stay in Paleran. That indicator is technology adoption level of hybrid rice is better than before. The objectives of this study are to know: (1) farmers’ understanding related to Prima Tani programs; (2) technology adoption level of hybrid rice Adirasa 1; (3) farmer characteristic factors related to technology adoption level of hybrid rice Adirasa 1; (4) innovation features related to technology adoption level of hybrid rice Adirasa 1; (5) the institution role of Gapoktan Eka Jaya in supplying and marketing the rice yields with TST through Gapoktan. KAJIAN SOSIAL EKONOMI USAHA BUDIDAYA UDANG VANNAMEI (LITOPENAEUS VANNAMEI) DI DESA DINOYO KECAMATAN DEKET KABUPATEN LAMONGAN
Lamongan Regency is a potential area to develop the fishery industries for special is the area of embakment with the commodity of Vannamei shrimp in the Deket Subdistrict. There are some area in Deket Subdistrict with huge potential condition to cultivate Vannamei shrimp, one of them in Dinoyo Village. Dinoyo Village is the biggest producer of Vannamei shrimp and also it is easy to get the tradisional market which sell fish and Vannamei shrimp fry in order to be a potentially reason to develop the cultivation of Vannamei shrimp.Most of the resident of Dinoyo Village work as the farmer of Vannamei shrimp. However there are some problems faced by them, such as technical. Constraint like virus and the rarity of fertilizer, and also untechnical constraint like flood. ANALISIS PERILAKU KONSUMEN BUAH DI PASAR TRADISIONAL DAN PASAR MODERN KECAMATAN KALIWATES, KABUPATEN JEMBER
The phenomena of modern markets make consumers have many choices of buying fruits. However, this does not reduce interest of other consumers to choose traditional market as a choice of place to buy fruits. This research is intended to identify factors that influence fruit buying in traditional market and modern market as well as the type of buying behavior in District of Kaliwates, Jember Regency. Samples were taken by using Convenience Sampling. Research data used were primary and secondary data. Data was analyzed using factorial analysis and tested by involvement inventory. The research findings showed that (1) Factors that influenced fruits buying in traditional market were location and income, motivation, fruits physical performance and price, kinds of fruits, information and fund availability, number of fruits purchased, aroma. Meanwhile, factors that influenced fruit purchase in Modern Market, were price, information, selling, location, physical performance of fruits, motivation of buying, consumers’ interests; (2) Type of fruit buying behavior in Traditional Market and Modern Market were dissonance reducing buying behavior (3) The most frequently bought fruits in “Tanjung†Traditional Market were oranges, and those in Modern Market “Matahari†Supermarket were apples.Key Words: consumers behaviors, fruit, traditional market, modern marke
STRATEGI TEBANG PILIH SEBAGAI ALTERNATIF PENGEMBANGAN KOPERASI DI KABUPATEN JEMBER
This research was intended to carry out a mapping on the existing cooperatives in Jember Regency using ICA Grid Model. Mapping results would indicate which cooperatives should be developed and which ones do not need supervision, so that this is expected to be a consideration for the Government of Jember Regency for its cooperative development.Based on the analysis, it was concluded that in average cooperatives in Jember Regency were in quadrant I because the value of implementation of the cooperative principles had positive value, and the competitiveness also had a positive value. This means that at average cooperatives in Jember Regency belong ideal and feasible cooperatives to be developed. When viewed on each district, it was seen that there are several cooperatives that were in quadrant II, that is, cooperatives that had properly applied their identity but were still very dependent on government, including cooperatives in Districts of Mayang, Arjasa, Ledok Ombo, Suber Jambe, Tanggul, and Silo and Tempurejo.
