Realizing collective action in agency-constrained contexts: the case of the Community Fish Refuges in Cambodia

    No full text
In rural Cambodia, inland freshwater and rice field fisheries are key sources of income, animal protein, and important ecosystem services. As the flood pulse in the Tonlé Sap floodplain recedes post-monsoon, leaving rice fields and local water bodies dry, Community Fish Refuges (CFRs) offer a promising path to sustain dry season fish stocks, aquatic biodiversity, and secure water for agriculture and husbandry. Their sustained physical integrity and productivity as multiple-use systems hinge on communities’ ability to manage these systems collectively. To explore whether the studied communities have been able to respond to the challenge of collectively governing CFR, we investigate two CFR sites that were established in 2016 by local and international organizations alongside State authorities. Our aim is to investigate two key aspects: 1) the presence, extent, and efficacy of community-level collective action (CA) for managing CFRs; and 2) the factors that either facilitate or inhibit CA regarding CFRs. We conducted a qualitative case study between March and May 2023 at two sites in Kampong Thom Province. These were selected because while they have similar ecological features, they show different management results according to the implementing international organization WorldFish. This paper delves into a process guided by external agents seeking to reshape local behavior and existing institutional frameworks. Results show how centralized power structures and entrenched rural patronage politics in villages limit villagers’ participation and agency in CFRs management. Villagers encounter constraints hindering their capacity to instigate change, prompting a re-evaluation of the CFR Committee’s composition and operation to ensure broader legitimacy among actors. While emphasizing extended project funding and informed external intervention strategies, the study underscores doubts about short-term CA feasibility. It highlights the critical influence of contextual factors and policymakers’ assumptions in achieving effective collective governance. Structural factors and the deeply human process of pulling together a plurality of stakeholders pose challenges to establishing community-based projects prioritizing diverse voices.Peer Reviewe

    Plasmonics meets materials science

Light-matter interaction is a fundamental phenomenon for technologies in optics, quantum communication, sensing and energy. This thesis explores plasmonics, specifically plasmon polaritons, which are collective electron oscillations coupled to photons at interfaces. Their ability to confine light below the diffraction limit makes them crucial to the miniaturization of photonic devices. Advances in focused electron and ion beam writing enable precise fabrication of plasmonic and nanophotonic structures. Electron beams excel in the fabrication of 3D nanostructures, while ion beams are superior in planar patterning. This thesis focuses on chiral plasmonic devices fabricated by direct 3D electron beam writing for polarization control. First, plasmonic double helices are introduced as sensitive antennas for broadband circularly polarized light with highly directional emission. They exhibit high circular dissymmetry in the visible spectrum and are potential components in future nanophotonic circuits and chiral metamaterials. Next, a microscale linear-to-circular polarization converter is presented. It combines a plasmonic two-wire transmission line and a double helix via an adiabatic transition. Excited by linearly polarized light, the device re-emits circularly polarized light with the handedness dictated by the helix - a compact on-chip alternative to traditional bulky components. Finally, a maskless technique for area-selective chemical vapor deposition of gold is presented. Autocatalytically active gold seeds can be deposited with an electron beam, followed by the low-temperature thin gold film growth. The process is compatible with complex surfaces and standard SEM setups. This also allows measurement of beam-induced heating during electron beam 3D writing, providing insight into local thermal effects. Overall, this thesis bridges plasmonics and materials science and their growing interconnection to enable the next generation of miniaturized photonic devices

Aspects of syzygies of algebraic curves

In this thesis, we study the syzygy aspects of the algebraic varieties, especially those related to algebraic curves. The first subject is the syzygies of the secant varieties of a smooth projective genus 2 curve with sufficiently large degree. The main idea to use Boij-Söderberg theory and find the pure diagrams that contribute to the Betti diagram of the secant variety via calculating the values of some special positions of the Betti diagram. In the second subject, I research on the syzygies of the projection of a generic canonical curve and a generic paracanonical curve away from a generic point. I will show that for genus at least 8, the generic projection of a generic canonical curve is cut out by quadrics and for genus at least 13, the generic projection of a generic paracanonical curve is cut out by quadrics. I will also discuss some open problems using the computer algebra

Do Individuals See What They Expect to See in a Physics Experiment? Revisiting Schlichting’s Example of the Illumination of a Filament

    No full text
The present study investigates the alignment between individuals’ preconceived naïve conceptions and their actual observations during a physics experiment. Building on Schlichting’s (1991) well-cited but anecdotal example of a classroom experiment, we conducted an online survey involving 158 participants to assess their predictions, reasonings, and subsequent observations of a light bulb filament’s illumination. Our results indicate a high consistency between participants’ predictions and their reasonings but only very weak alignment between these predictions and reasonings and their actual observations. Moreover, logistic regression analyses revealed significant but modest effects of predictions and reasonings on observed outcomes. These findings imply that while naïve conceptions can influence individuals’ observations, the impact is not as predictive as some anecdotal examples within the literature on physics education might suggest

Seasonal and Inter‐Annual Dynamics in Water Quality and Stream Metabolism in a Beaver‐Impacted Drought‐Sensitive Lowland Catchment

    No full text
Increasing drought frequency and severity from climate change are causing streamflow to become increasingly intermittent in many areas. This has implications for the spatio‐temporal characteristics of water quality regimes which need to be understood in terms of risks to the provision of clean water for public supplies and instream habitats. Recent advances in sensor technology allow reliable and accurate high‐resolution monitoring of a growing number of water quality parameters. Here, we continuously monitored a suite of water quality parameters over 3 years in an intermittent stream network in the eutrophic, lowland Demnitzer Millcreek catchment, Germany. We focused on the effects of wetland systems impacted by beaver dams on the diurnal, seasonal and inter‐annual variation in water quality dynamics at two sites, upstream and downstream of these wetlands. We then used the data to model stream metabolism. Dissolved oxygen and pH were higher upstream of the wetlands, while conductivity, turbidity, chlorophyll a and phosphorous concentrations were higher downstream. We found clear diurnal cycling of dissolved oxygen and pH at both sites. These dynamics were correlated with seasonal hydroclimatic changes and stream metabolism, becoming increasingly pronounced as temperatures increased and flows decreased in spring and summer. Upstream of the wetlands this corresponded to the stream rapidly becoming increasingly heterotrophic as modelled Gross Primary Production (GPP) was exceeded by Ecosystem Respiration (ER). Downstream, where GPP was lower, the stream was usually strongly heterotrophic and prone to increasingly hypoxic conditions (i.e., insufficient oxygen) before streamflow ceased in summer. This coincided with lower velocities and deeper channels in beaver impacted areas. Seasonal and inter‐annual variations in water quality were found to mainly correlate with hydroclimatic factors (particularly temperature) and their influence on streamflow. This study highlights that heterotrophy and hypoxia in lowland rivers in central Europe is an important seasonal feature of intermittent streams where agricultural landscapes continue leaching nutrients. These insights contribute to an evidence base for understanding how climate change will affect the quantity and quality of rural water resources in intermittent lowland streams with wetlands where the presence of beavers requires management responses.Leverhulme Trust http://dx.doi.org/10.13039/501100000275Einstein Stiftung Berlin http://dx.doi.org/10.13039/501100006188Berlin University Alliance http://dx.doi.org/10.13039/501100021727Peer Reviewe

Configurations of socioeconomic and institutional factors

    No full text
The article processing charge was funded by the Open Access Publication Fund of Humboldt-Universität zu Berlin.Cities have taken center stage in the fight against climate change. Research identified key conditions shaping how cities tackle climate change but hasn't yet addressed how such conditions interact in order to reduce emissions. The present paper contributes to filling this gap through a crisp-set Qualitative Comparative Analysis of 34 CDP-reporting cities, identifying combinations of institutional and socioeconomic factors that are systematically associated with emission reductions. Results show emission reductions both in presence and in absence of favorable socioeconomic conditions. Under favorable socioeconomic conditions, institutions seem central to the task of steering the capacities of the local business community and reaping scale benefits. Under unfavorable socioeconomic conditions, institutions seemingly play a key role in gathering resources, reaching out to broader networks on the international stage. Implications for policy and research are explored.Peer Reviewe
