    Извештај пред вама представља темељну анализу стања у цивилном сектору инспирисану мисијом пројекта “Снага активизма”, који подржава Америчка агенција за међународни развој, а спроводи Траг фондација у партнерству са орга‐ низацијама ЦРТА, Кровна организација младих Србије, БеФем, Српски филантропски форум и Фондација Славко Ћурувија. Резултат овог истраживања је био полазна основа за планирање програма подршке у наредном периоду са циљем подстицања развоја локалних заједница, учешћа грађана у демократским процесима са посебним фокусом на гласове маргинализованих група, а пре свега младих и жена, као и поспешивању сарадње сектора са привредом

    Electioneering strategies in the hybrid regime: Another regular snap election in Serbia

    On December 17, 2023, another cycle of extraordinary parliamentary elections was held in Serbia, this time simultaneously with early provincial elections in the northern autonomous province of Vojvodina and early local elections in over 60 cities and municipalities. Elections for nearly 90 other cities and municipalities in the country have been conducted 6 months later, in June 2024, coinciding with the expiration of local assembly mandates. Both votes were preceded by political crises; however, as with all elections since 2014, they resulted in a decisive victory for the Serbian Progressive Party (SNS). In this paper, we will present an overall framework of the elections, including electoral rules, main actors and their campaign strategies, and results. Additionally, we will employ theoretical concepts of hybrid regime, stabilitocracy, and nationalization of elections to explain the frequent extraordinary elections in Serbia and their outcomes

    U ovoj publikaciji prikazani su nalazi istraživanja koji su dobijeni kroz fokus-grupne diskusije sa ženama koje su imale iskustvo porođaja od 2020. do 2023. godine u državnim porodilištima Beograda, Novog Sada, Niša, Čačka i Novog Pazara. Cilj istraživanja je da prikaže percepciju pružene nege i iskustva porođaja tokom i nakon pandemije kovida-19. Na osnovu sprovedene analize formulisane su preporuke čijom bi se primenom unapredila zdravstvena zaštita i nega tokom porođaja i boravka u porodilištu, a posledično i iskustvo i blagostanje žena trudnica i porodilja u Srbiji

    Privatni i javni prostori mogu da igraju ključnu ulogu u oblikovanju društvenih odnosa i određivanju društvene dinamike. U izlaganju postuliram razliku između privatnog i javnog prostora na sledeći način. Privatni prostor se odnosi na prostor koji se definiše i kao „ličan“, to jest, na prostor koji se tiče „pojedinca“ (ponekad i cele porodice), poput doma ili drugih intimnih okruženja. Javni prostori, pak, uključuju prostore koji su dostupniji, te bi to mogli da budu prostori koje deli šira zajednica, poput trgova, parkova, pijaca i drugih javnih institucija. Pobrojani prostori utiču na ponašanja i interakcije pojedinaca koji borave u njima, pokazujući povremeno i unapred definisane uloge, prava, ali i vrednosti koje zastupaju građani i građanke. Posmatrano iz šire istorijske perspektive, u staroj Atini i drugim grčkim gradovima- državama, porodični odnosi uglavnom pripadaju privatnom, dok političke institucije i savezi javnom diskursu i prostoru. Međutim, čitajući Platona, ali i druge antičke filozofe, doksografe i pisce, zapaža se da se i privatno neretko prostire na javno i političko, i obratno. Posebno istaknuto mesto, ukoliko je reč o privatnom, odnosno javnom i to u okvirima filozofskog diskursa, zauzimaju prijateljske veze i odnosi. Prijatelji su, po svemu sudeći, još od arhajskog doba mogli da budu kako članovi iste porodice, tako i članovi iste institucije, škole, polis-a, ali i politički saveznici i istomišljenici. Imajući to na umu, u izlaganju želim da mapiram privatne i javne prostore Platonovih ranih dijaloga, ali i nekih drugih dela koja nije pisao Platon – i to prostore shvaćene kao pozornice na kojima se odvija određena radnja. Da li nam, i šta nam ti određeni, izabrani prostori govore o prijateljstvu, ali i nekim drugim odnosima i to u kontekstu širih filozofskih rasprava koje se vode u tim dijalozima, kao i da li su u te prostore već unapred utkani i određeni društveni i politički odnosi, jesu neka od pitanja koja će se tematizovati i na koja će biti potrebno pružiti odgovor

    The Demand Side of Political Personalization: Understanding the Drivers od Leader-Centric Voter Preferences in Serbia

    The rise of political personalization, characterized by an increasing emphasis on individual politicians over collective party affiliations, has become a prominent feature in contemporary politics. This shift in voters’ perceptions of political dynamics underscores the growing significance of individual leaders in shaping participation, opinion formation, and voting intentions. While personalization is acknowledged as context-specific and reportedly on the ascent in Central and Eastern Europe, our understanding of this phenomenon within polarized political environments still needs to be improved. Furthermore, the absence of robust instruments for quantifying the prevalence of leader-centric voting further limits our comprehension. This paper examines personalization in the political landscape of Serbia. It explores the levels of personalization and scrutinizes the motivations driving the demand for leaders over parties. Our argument posits cognitive mobilization as a pivotal factor influencing the inclination to rely on leaders—a cognitive process whereby voters’ capacity to reason and process information affects their proclivity towards shortcuts, such as placing trust in individual leaders. The paper leverages data from original surveys to empirically test this heuristical explanation of leader-over-party preferences, examining reasons behind specific party support, including the party leaders. In addition, it deploys an innovative technique that indirectly gauges personalization. This involves analyzing survey responses where individuals articulate their voting intentions in an open-ended question. Our analytical approach incorporates distinctive voting habits and political attitudes while controlling for standard socio-demographic factors. This research contributes to a nuanced understanding of the demand side of political personalization within polarized political environments, shedding light on the interplay of cognitive mobilization, individual preferences, and broader socio-political dynamics

    How is the parliamentary discourse shaping narratives: The case of the Serbian Parliament

    This paper explores the messages related to identity narratives in the speeches of the Members of Parliament (MP) of the National Assembly of the Republic of Serbia. By analyzing different way of framing of identity narratives promoted in the Serbian Parliament by the opposition MPs and MPs from the parliamentary majority, as well as the frequency of different identity narratives, the paper seeks to capture diverse, and often competitive identity narratives coming from the main political parties. Moreover, the paper seeks to assess to what extent these narratives corelate with the official political programs of their respective political parties. For this purpose, the paper will focus on qualitative content analysis on a sample of speeches from three convocations of the Serbian Parliament, to compare and assess any potential changes and trends in the dominant narratives. These finding will also contribute to our understanding of the quality of parliamentary representation in the Serbian Parliament. The aim of the paper is to map and conceptualize the structure and type of key messages related to identity narratives that are being promoted by different MPs through the Serbian Parliament

    Parliamentary Debates in a Competitive Authoritarian Regime: a Temple of (Anti)-Deliberation?

    This paper explores parliamentary discourse in the Serbian Parliament from the perspective of (anti-)deliberation, to examine the extent to which the parliamentary plenary is a place of deliberation, or rather anti-deliberation. Based on empirical evidence from the case of the Serbian Parliament, functioning in the context of undermined democracy and heavy socio-political polarisation, this paper aims to deepen our understanding of violation in deliberative ideals in the parliamentary discourse, by exploring the extent to which (anti-)deliberation in parliamentary debates contributes to further undermining of the deliberative role of the Parliament, as well as the role and reputation of MPs, in a competitive authoritarian regime. Based on the notion of deliberation as communication that resides upon justified arguments, mutual respect and debates on the common good with transformative potential for interlocutors’ relations, the paper seeks to improve our understanding on how the deliberative ideals are being upheld or violated by the MPs, and determine any patterns in regard to the topics discussed in the speeches of the MPs, as well as to MPs’ party affiliations, education levels and gender. For this purpose, the paper will analyse the parliamentary transcripts from Fourth session of the Second regular sitting of the Serbian Parliament in 2018 held in November 2018. This particular session, encompassing 62 items on the agenda discussed in a unified debate and passed without a meaningful discussion, is an illustrative example delineating the way in which parliamentary (anti-)deliberation can serve to either counter or fuel socio-political polarisation. The way this particular session was scheduled, conceived, as well as chaired was heavily contested by the opposition, which served as one of the tipping points leading to a partial yet significant parliamentary boycott in 2019. The analysis is based on the Discourse Quality Index (DQI) adapted to explore the following deliberative ideals: other-regarding logic, reciprocity, common good orientation, respect, rational argumentation, and interruptions
