Dilthey und die Hermeneutik. Überlegungen zu einem spannungsgeladenen Verhaltnis
Die Transformation des menschlichen Korpers durch bio- und informationstechnologische Aufrüstungen stellt die Auslegung unseres Leibes vor eine Herausforderung. Der Leib als Vermittlungskatego- rie zwischen Natur und Kultur kann nicht in der Dritten-Person-Perspektive erfasst werden, da er nur in einer Teilhabe-Perspektive, allerdings als histo- rische Entitat gegeben ist. Mit der Aufrüstung des menschlichen Korpers und der Transformation des Menschen zu einem posthumanen Wesen geht eine Entindividualisierung einher. Hermeneutik fordert vom Auslegenden die Positionierung zur zu verstehenden Sache und vermittelt zwischen All- gemeinheit und Besonderheit. Sie steht damit immer ein Stück neben der 50 Wissenschaft (De singularibus non est scientia), gewinnt dadurch aber auch
Lebensbedeutsamkeit. Hermeneutik als Teilhabehandlung zeichnet sich durch Positionierung, Vorgriff und Verweisung aus, hat als eine das Gegen- wartige in die Zukunft überschreitende Tatigkeit eine Orientierungsfunktion und benennt Grenzen wissenschaftlicher Weltauffassung. Solange der Leib noch Gegenstand von Verstehensprozessen ist, ist das posthumane Wesen noch nicht realisiert
Recognising the conflict in philosophical counseling : What can Hegel contribute to conflict-resolution in philosophical practice?
The paper discusses the potential of Hegel’s early views on ‘recognition’ as the dynamic foundation of conflict, which were made philosophically famous through the interpretation of Axel Honneth, to assist philosophical counselling aimed at conflict resolution on various levels, ranging from the family to the workplace or relations between social groups. Hegel’s basic idea is that conflicts are a form of recognition-seeking on all levels; however their appearance in everyday life, and their emotional charge for all the parties involved make them appear as destructive and socially undesirable events. I argue in this paper that the modern strategies of practical conflict-resolution, such as that developed by Johan Galtung and his followers, which emphasise de-escalation and a quest for common ground and do not rule out the ‘freezing’ of conflicts until adequate circumstances for their resolution are available, miss the Hegelian point of conflicts. Thus they fail to contribute to a full understanding of the conceptual foundations of most conflicts and of ways to address them as dimensions of human existence. In the concluding section of the paper I suggest ways in which philosophical counselling can be seen as the ideal format under which to approach the resolution of conflicts as structures grown from recognition-seeking. I argue that the optimal result of such philosophical ‘conflict resolution’ need not necessarily and always be a removal of the conflict; rather what matters is that the conflict is conceptualized by reference to the parties’ needs and existential prospects in the community. I thus argue that a peaceful and prosperous community is not necessarily one without conflicts, but rather one where conflicts are allocated a proper place in people’s self-perceptions and perceptions of others
Svetozar Stojanovic Interpreting Disintegration/Break-up of SFR Yugoslavia
Предмет текста је интерпретација распада/разбијања СФР Југославије, коју је у својим делима понудио српски филозоф Светозар Стојановић. Ауторка полази од становишта да је еx-југословенска криза представљала један од најкрупнијих интелектуалних и моралних изазова истраживачима социјалних и политичких феномена у другој половини протеклог века. У делу текста који следи она се усредсређује на начин на који је том изазову одговорио овај српски интелектуалац. Излажући, у најкраћем, његово тумачење сложеног и дуготрајног ех-југословенског случаја, ауторка аргументује у прилог свом становишта да то тумачење, односно Стојановићева дела у којима је исто изложено, представљају интегрални део научно најквалитетније и најрелевантније литературе о трагичном крају западнобалканског ХХ века. Као таква, закључак је ауторке, она су
данас, а и у будућности ће, засигурно, бити, драгоцена и неизоставна
грађа за реконструкцију научне истине о том бурном периоду скорије
регионалне прошлости.The subject of this text is the interpretation of SFR Yugoslavia’s
disintegration/break-up offered by Serbian philosopher Svetozar Stojanovic
in his works. The starting point that the author of thе text has taken is the
stand that the ex-Yugoslav crisis represented one of the major intellectual and
moral challenges for researches of the social and political phenomena in the
second half of the previous century. In the part of the text that follows, she
focuses on the manner in which this Serbian intellectual responded to that
challenge. Presenting in short his interpretation of the complex and long-
-lasting ex-Yugoslav case, the author provides arguments proving her point
that the aforesaid interpretation, i.e. Stojanovic’s works in which it was
presented, constitues an integral part of, in terms of science and research, the
highest-quality and the most relevant literature on the tragic end of the 20th
century in the Western Balkans. The author concludes that, as such, those
works represent, and are certainly to represent in future as well, a precious and
inevitable matter for the reconstruction of the scientific truth on that turbulent
part of the recent regional history
An Answer to the Question: How Enlightenment is Possible?
Autor članka analizira ključne termine Kantove definicije prosvećenosti: nezrelost, vođstvo drugoga, krivicu, čovečnost, lenjost, kukavičluk, hrabrost i druge. U prvom delu rada se izlažu kritike koje osporavaju svaki razložan karakter Kantove koncepcije prosvećenosti. Njima se potom suprotstavljaju odbrane Kantovog određenja prosvećenosti koje ukazuju, s jedne strane, na njegovu autorefleksivnost i, s druge, na njegovu neprolaznu aktuelnost. Posebna pažnja posvećuje se istorijskoj i tekstualnoj rekonstrukciji razumevanja javnosti kao uslova mogućnosti delotvornog angažovanja uma i racionalne organizacije društva. Zaključuje se da pitanje o prosvećenosti ostaje otvoreno, u meri da samom pojmu preti opasnost proizvoljne upotrebe pod potpuno nejasnim semantičkim pravilima, ali i da neprekidne reinterpretacije Kantovog pokušaja njegovog definisanja

preadaptacijom ili odbacivanjem – iskušavala, artikulisala i profilisala i od nje
drugačija shvatanja prosvećenosti i njenih orijentira.The author analyzes the key terms of Kant's definition of enlightenment: immaturity,
guilt, humanity, laziness, cowardice, bravery, and others. The first part of the paper presents
the criticisms that challenge every reasonable character of Kant's conception of enlightenment. After that, these critiques are confronted with the defenses of Kant's definition of enlightenment that points out, on the one hand, its self-reflectivity and, on the other, its everlasting actuality. Special attention is paid to the historical and textual reconstruction of the understanding of public as a condition of the possibilities for the effective engagement of the mind and the rational organization of society. It is concluded that the question of enlightenment remains open, to the extent that the danger of arbitrary use under a completely vague semantic rules threatening the very notion of enlightenment. Continuous reinterpretations of Kant's attempt to define it, however, are also testimonies of an unavoidable instance, with respect to which – by recognition of its relevance, its rearranging or rejection – different conceptions of enlightenment and its landmarks were tempted, articulated and established
Identitetske i ideološke pretpostavke u funkcionisanju Vojne granice u Banatu u XVIII veku
U radu se analiziraju identitetske i ideološke osnove za održavanje sistema u Vojnoj granici u Banatu. Pristup u radu je redukovan na srpsku etničku komponentu u Granici. Srpska etnija rasprostranjena duž vojne granice sa Osmanskim carstvom u Banatskoj Vojnoj granici imala je poseban status i njenim pripadnicima je bio garantovan privilegovan status od strane centralnih državnih organa, a pre svega od vladara koji je bio ključni kohezioni faktor, ali i primarna institucija vlasti u Monarhiji. Položaj srpskih graničara, kao važnih odbrambenih činilaca, bio je determinisan dvema koordinatama: državom koju je reprezentovao vladar i koja je imala intencije da kreira lojalnog podanika, kao i crkvenom organizacijom koja je želela da stvori vernika prema vlastitim projekcijama. Oba ova elementa fundamentalno su uticala na idejne i identitetske pretpostavke u funkcionisanju Vojne granice u Banatu u

Primena participativnog modela demokratije na upravljanje javnim zemljištem: prednosti i izazovi
The integration of participatory models of democracy, within the process of formulation and implementation of public policy is strongly promoted by the EU institutions and by majority of developed democracies. The participatory models of democracy are based on the inclusion of many social actors, which can be considered not only as stakeholders but also as those who know well the social and economic context, in the formation of public policy. Participatory model, usually implemented at the local level, enable restoration of control over political decisions to the hands of the community and the formation of policies that will be able to protect and promote local economic and social interests and resources. At the same time, the literature points out that participation of the public in the formulation of public policy is one of the basic conditions of successfully planned and implemented policy. The use of participatory models of public lands management has proven to be very fruitful in many European countries which resulted in the implementation of different forms of participatory devices within the process of formation of the spatial and urban policy.The aim of this paper is to present both, the advantages and challenges of participatory models of democracy regarding the public land management. Theoretical model of participatory democracy applied to the public land management will be discussed in the first part of the paper. The second part of the paper will focus on the analysis of the legal and regulatory framework of Serbia and, related to this analysis, will discuss the capacity for the implementation of participatory model. The third part will present empirical examples of good practices and draw conclusions regarding the implementation of similar practices within the local self-government in Serbia
