    Opravdanje demokratije i njenog autoriteta

    In this paper I will discuss a recent attempt of justifying democracy and its authority. It pertains to recently published papers by Niko Kolodny, which complement each other and taken together practically assume a form of a monograph (Kolodny 2014a, Kolodny 2014b). It could be said that Kolodny’s approach is a non-standard one given that he avoids typical ways of justifying democracy. Namely, when a justification of democracy is concerned, Kolodny maintains that it is necessary to offer a kind of an independent justification. It is not so much that he insists that the usual approaches are wrong as much as that an independent justification is necessary in order to discern what it is that gives them their significance. Kolodny’s independent justification of democracy is based on the idea of social equality. In this paper I will try to reconstruct and critically assess Kolodny’s approach by paying special attention to the question of democratic authority.U ovom radu diskutovaćemo jedan skorašnji pokušaj opravdanja demokratije i njenog autoriteta. Reč je o nedavno objavljenim tekstovima Nika Kolodnjija (Niko Kolodny), koji se međusobno dopunjuju i uzeti zajedno skoro da imaju oblik monografije (Kolodny 2014a, Kolodny 2014b). Moglo bi se reći da je Kolodnjijev pristup nestandardan s obzirom da on izbegava tipične načine opravdanja demokratije. Naime, kada je reč o opravdanju demokratije, Kolodnji smatra da je potrebno ponuditi neku vrstu nezavisnog opravdanja u odnosu na uobičajene pristupe. Ne insistira se toliko da su dva uobičajena pristupa pogrešna, koliko da je potrebno nezavisno opravdanje kako bi se uvidelo ono što im uopšte daje bilo kakav značaj. Kolodnjijevo nezavisno opravdanje demokratije zasniva se na ideji o društvenoj jednakosti. U radu ćemo nastojati da rekonstruišemo i kritički procenimo Kolodnjijevo stanovište posvećujući posebnu pažnju pitanju autoriteta demokratije

    Sa završetkom Hladnog rata zajednička karakteristika država Istočne Evrope i bivšeg Sovjetskog Saveza postaje težnja za prelaskom sa planske na tržišnu privredu. Proklamovani cilj ovih promena je bio izgradnja pravednijeg ekonomskog sistema i dostizanje materijalnog blagostanja. Nasuprot tome, promene su u mnogim zemljama donele i niz negativnih pojava kao što su porast korupcije, ekonomsko propadanje i demografski sunovrat. Ovaj rad koristi analitičke alate neoklasične ekonomije da objasni neke od problema srpskog tranzicionog društva. Njegova osnovna teza je da mnogi među tim problemima zapravo predstavljaju neuspehe tržišta da sama dovedu do efikasnih ishoda, dok je sam pojam efikasnosti relativna kategorija koja zavisi od sistema vrednosti u društvu. Zbog toga je u takvim slučajevima državna intervencija sasvim opravdana upravo da bi omogućila potpuno korišćenje prednosti tržišne privrede

    Cultural Diplomacy in Action: The United States’ Export of Hip Hop to the Muslim World

    Among its other manifestations, the globalization has brought unparalleled development of the music platforms, logistically supported by the widespreadness of Internet. Th is article elaborates on the specific type of music-based diplomacy: hip hop diplomacy. After placing in the theoretical and practical context, the author analyzes the usage of hip hop diplomacy by the United States, particularly, in the Muslim world. I argue that while hip hop diplomacy seems to be a smart ‘new edition’ to the US cultural diplomacy portfolio, it suffers from the same systemic paradox as its Cold War’s predecessor - jazz diplomacy

    This paper presents the activities of the European Union in the United Nations Human Rights Council. The author points out that, despite the well-developed normative framework for foreign policy in the field of human rights, problems typical for EU foreign policy in general, very clearly depict in this field as well. Despite its clear aspirations and some notable success, the European Union failed to take a leading position in the UN Human Rights Council. In order to succeed, the EU must reduce the distance between Brussels, as the center of political decision-making and Geneva, as the main forum for the presentation of respective decisions. A prerequisite of this is a faster internal formulation of a common position, which could then be effectively communicated to other members of the Council. Here, of particular importance is the EU diplomatic structure in Geneva, which continues to be characterized by the resistance of Member States to cede coordination and actual leadership to the EU Delegation. Thus, the EU transmits confusing voices, which greatly reduces its capacity to effectively lobby

    Media addiction and political participation in Serbia

    Appearance of the Internet and its spread to 38.8% of world population from 1995 to 2013 indicate that new media bring significant changes to societies around the world. Features of new media such as interactivity and possibility to use it from anywhere anytime indicate the Internet may be highly addictive. Data point to increases in overall media use over the last 60 years. On the other hand, decreases in political participation are registered together with decline in socializing and active membership in professional organizations for the same period. Research is conducted through nationally representative survey in Serbia during 2013. All hypotheses of this study have been confirmed including main one, saying that increases in media addiction cause decreases in political participation. Those who have less confidence in future are bigger media addicts, those who fear about present and future are bigger media addicts, those who are not interested in politics are bigger media addicts, those who have less political knowledge are bigger media addicts and finally that low participants in elections are bigger media addicts. This study is limited to Serbia, while it would be useful to measure media addiction in all countries. New methodology introduced by this study should be improved. Results of further studies should be presented with 3D graphs

    Neo i agent Smit kao svetskoistorijske ličnosti trilogije Matriks

    U članku se filmska trilogija Matriks tumači na zaleđu Hegelove filozofije istorije. U prvom delu analizira se lik Nea i pokazuje da se na izbor koji pred njega postavlja Arhitekta ne mogu primeniti Kantova moralna načela, ali može Hegelovo objašnjenje uloge strasti u svestskoistorijskim pojedincima. U drugom delu pokazuje se da je lik Agenta Smita objašnjiv prisustvom hegelovskog svetskog duha koji upravlja istorijom, u filmu to je splet Arhitekta-Proročica. Treći deo otkriva hegelovski proces napretka svesti o slobodi kroz preobražaj pojma slobode kod Nea i spleta Arhitekta-Proročica što vodi hegelovskom priznanju prava ljudi na slobodu. Na drugoj strani je Agent Smit kod koga nema takvog procesa i koji zato na kraju biva uništen.The article interprets The Matrix film trilogy against the background of Hegel’s philosophy of history. The first part analyzes the character of Neo and shows that it is impossible to apply the Kantian moral principles on the choice that before Neo is posed by Architect; nevetheless, it is possible to apply Hegel's explanation of the role of passion in the world historical individuals. In the second part it is shown that the character of Agent Smith could be explained by the presence of the Hegelian world spirit that manages history; in the film it is the plexus Architect-Oracle. The third part reveals the Hegelian process of progress of the awareness of freedom through the transformation of the concept of freedom in Neo and in plexus Architect-Oracle. That leads to the Hegelian recognition (from the Phenomenology of Spirit) of the rights of people to freedom
