Giordano Bruno i ars memoriae: između znanosti i magije
Giordano Bruno u filozofijskoj tradiciji nije interpretiran jednoznačno. Analiza tih interpretacija pokazuje da je Bruno tumačen kao začetnik nove znanosti ili pak kao mistik, mag,
poklonik hermetičke tradicije. Sukladno tim dvama pogledima, Brunova ars memoriae bit
će tumačena kao obična tehnika pamćenja u službi empirijske znanosti ili pak kao okultna magijska vještina. Cilj je ovoga rada otvoriti puteve koji nadilaze spomenutu striktnu
podjelu i kojima se može pristupiti Brunu i poimanju njegove metode. Tijekom razdoblja
renesanse, koja predstavlja izniman spoj tradicije i onoga novog, magija i znanost ne isključuju se međusobno; u potrazi za znanjem, svaka metoda nalazi svoje prikladno mjesto.
Ars memoriae je univerzalna metoda koja dopušta da se znanje sagleda u svojoj mnogostrukosti. U radu ćemo predstaviti neke od ključnih elemenata Brunove filozofije, ispitujući
razna tumačenja i perspektive pokazati zašto je Bruno bio razumijevan na način na koji
jest i zašto je neophodno pristupati ars memoriae s nastojanjem objedinjavanja znanstvenih
i magijskih elemenata. Mnoštvo je mjesta kod Bruna na kojima znanstveno i magijsko ne
samo da su međusobno suprotstavljeni nego, nadograđujući se uzajamno, predstavljaju
nerazdvojnu cjelinu unutar koje im je upravo znanje ono zajedničko. Stoga, zadatak nije
detaljno analizirati samu ars memoriae, nego ispitati moguće pristupe toj metodi, o čemu
naposljetku i ovisi razumijevanje samog Bruna.The relationship of tradition towards Bruno is twofold, and the analysis of this relationship will
show that Bruno is interpreted either as a pioneer of new science or as a mystic, mage, and
follower of hermetic tradition. Following these two viewpoints, Bruno’s ars memoriae will be
interpreted either as a mere memory technique in the service of empirical science or as an occult, magical art. This paper aims to open up and analyse the ways by which we can approach
and understand Bruno and his method, that goes beyond the mentioned strict division. In the
period of Renaissance, which represents an incredible combination of tradition and the new,
magic and science do not exclude one another; in search for knowledge, each method finds its
proper place. Ars memoriae is precisely that: a universal method that allows knowledge to be
understood in its multiplicity. In this paper, we will present some of the key elements of Bruno’s
philosophy, by exploring different interpretations and perspectives, and show why Bruno was
understood and interpreted in the way in which he was and why is it necessary to access the
ars memoriae by striving to unite scientific and magical elements. In Bruno’s thought there are
many places where scientific and magical are not only not opposed to each other, but are complementary, and represent an inseparable whole within which knowledge is commonplace both
to former and latter. The task, therefore, is not to analyze ars memoriae in detail, but to examine
possible approaches to that method. Understanding of Bruno depends upon understanding his
method of ars memoriae
The Role of National Human Rights Institutions in Post-Legislative Scrutiny
This paper explores the role of national human rights institutions (NHRIs) in Post-Legislative Scrutiny (PLS), a topic which has been notably neglected in existing literature. The present research demonstrates that (1) legislative review is actually part of NHRIs’ mandate, and (2) the applicable international standards (e.g. Belgrade and Paris Principles) provide for their actorness in all stages of legislative process. Main hypothesis is that NHRIs have already been conducting activities most relevant for PLS, even though they have not often been labelled as such by parliaments or scholars. In other words, we argue that their de facto role in PLS has already been well established through their practice, despite the lack of de jure recognition by parliamentary procedures. We support this thesis by providing empirical evidence from national practices to show NHRIs’ relevance for PLS of both primary and secondary legislation. The central part of this paper concentrates on the potential of NHRIs to act as (1) triggers for PLS, and (2) stakeholders in PLS that has already been initiated. The paper concludes with a summary of the results, lessons learned, their theoretical and practical implications and the avenues for further research
Broken promises of Internet and democracy: Internet art in Serbia, 1996–2014
The article uses case studies of artistic and cultural practices on Internet in Serbia (1996–2014) to provide a deeper analysis of possible uses of internet technology and internet art for social and political change as well as showcasing changing attitudes toward the internet in a transitional semi-periphery state. Through analyzing these questions, the article defines several phases of development of internet and art projects in Serbia including (a) the phase of techno-utopia when internet technology was used for staging and supporting student protests and the so-called first ‘internet revolution’ in Serbia (1996–1999); (b) the phase of ambivalence or ‘mixed feelings’ toward the Internet, triggered of by Kosovo War and North Atlantic Treaty Organization (NATO)-led bombing of 1999–2000; (c) the phase of optimism and hope about the Internet after the ‘October 5th’ revolution (2000–cc. 2005); and (d) the phase of disillusionment with both the Internet and democracy (2010–2014). This study re-evaluates early achievements and democratic principles of networked society and illuminates core issues and accomplishments of cyber culture from the 1990s until present times through the point of view of multiple actors present within Serbian art and culture

Pasteloza - Refurbishing of the PPR heritage
Colourful zigzags, arcade game motifs, geometric figures, pseudo-frames of windows and even infantile drawings of flora and fauna – those are just some of the visible symptoms of the aesthetical and urbanistic chaotic condition also known as Polish pasteloza. One of the most common readings is that the excuse of thermal insulation is being (ab)used in order to radically erase the urbanistic, cultural and political heritage of Polish People’s Republic (PPR) from the city landscape. On the other hand, inhabitants of ‘pastelized’ housing estates claim to be satisfied not only with the insulation but also with their role in decision-making processes. A sense of alienation from one’s home seems to have gone away, together with the centralized state administration, and it is being replaced by citizen participation. The possibility of vindication of pasteloza’s ‘crimes against aesthetics’ will be deliberated in this paper – in order to pave a path for more complex understanding of this phenomenon that could offer a solution for achieving a compromise between aesthetics and civic participation in post-transition processes
alGOVrithms - State of Play: Report on Algorithms Usage in Government-Citizens Relations in Czechia, Georgia, Hungary, Poland, Serbia and Slovakia
The heated debate on algorithms — which are part of the governmental (but also legislative and judiciary) software and strongly influence citizens’ lives — is present in Western countries, but it has notn yet reached the same level in Central and Eastern Europe. Yet it does not mean that automated decision processes do not exist in the region. During the research, we have found a significant number of algorithms that may be qualified as a part of automated decision making (ADM). We have detected automated decision making in a large number of spheres including speed control, allocation of judges and other public officials, choosing batches for conducting controls and inspections, distributing social benefits, detecting frauds or even preselection of contractors in public procurements. None of the researched countries is close to the transparency standards of ADM. We have met with an official refusal to access source codes or its al gorithmic parts based on statements that this is not public information, they are protected by copyrights or economic secrecy. There is a general lack of understanding among authorities of what automated decision making is. The quotation from one of the emails at the beginning of the report is only an example. Some responses were limited to the statement that the particular office is using computers for their work, so surely there are some algorithms involved. Systems are not transparent even for those who use them. This is the case of the system allocating judges to specific court cases or public officials using algorithms to recruit children into nurseries or pre-selecting bidders. There is no clear division of responsibility for the accuracy of algorithms. Some tools are created and owned by the states, some are owned by external companies. No independent system of auditing algorithmic fairness is set in place as well as no accumulated knowledge exists within central governmental institutions if algorithms are implemented in other subordinated offices. There are no ethical standards implemented nor impact and needs assessments performed to see how algorithms may influence individuals and society. If there is any explanation as to how the specific algorithm works, it is written in a very complicated language and still does not answer crucial questions. We see our role as those who should find some answers where possible and detect specific black holes within the system. We are finishing our report with general recommendations and have separately prepared Policy Recommendations to address these emerging problems to policy and decision makers
Идеологија владајућих странака Централне и Источне Европе - експертска анкета
Овај рад је настао као део докторског истраживања аутора, испуњавајући потребу са којом се сусрећу многи политиколози, али и други истраживачи: како правилно класификовати политичке партије по идеолошком кључу, у овом случају на једнодимензионалном политичком простору левице и деснице. Бројна истраживања и радови који се баве проучавањима ефеката политичких партија на разне друштвене, политичке и социоекономске појаве имају потребу за приступом таквој бази података. Будући да је аутор извео управо такву категоризацију на основу детаљно спроведене експертске анкете у шеснаест бивших социјалистичких земаља Централне и Источне Европе од првих вишестраначких избора до данас, у овом раду биће приказани не само налази тог подухвата – који стоје у служби будућим истраживачима ових феномена, како би им подстакли и олакшали истраживачки рад; већ и методологија креације експертске анкете, као и специфични изазови у вези са спровођењем исте, што такође може бити од користи академској заједници. Аутор ће се укратко осврнути и на предности и мане метода експертске анкете у служби емпиријских истраживања, методе контроле могуће грешке, и на крају – збирно ће представити резултате анкете

Demokratizacija odozdo: Formiranje i delovanje novih društvenih pokreta u Srbiji i Makedoniji
Glavni cilj ovog istraživanja jeste mapiranje novih društvenih pokreta na Zapadnom Balkanu, pre svega u Srbiji i Makedoniji. Osnovna istraživačka namera bila nam je sticanje uvida u delovanje društvenih pokreta, razumevanje stavova i motiva aktivista i aktivistkinja, kao i mapiranje njihovih ideoloških i političkih orijentacija. Centralno mesto zauzima ispitivanje stavova (predstavnika i predstavnica) pokreta o razlozima i ciljevima njihovog delovanja, ispitivanje tog potencijala za demokratizaciju regiona, kao i potencijala za udruženo delovanje drugih društvenih pokreta. Takođe ispitivanjem smo obuhvatili i unutrašnju organizaciju pokreta, usvojene načine donošenja odluka, stepen njihove inkluzivnosti i demokratičnosti, ali i oblike političke komunikacije koji prkatikuju
