    Between Bureaucracy and Community: Thinking With Public Health Collaboration in Serbia and Croatia

    This article explores how collaboration operates as both a concept and a practice in the post--socialist public health systems of Serbia and Croatia. Drawing on ethnographic research and expert interviews, it identifies diverse, often conflicting forms of collaboration.     У овом раду критички се преиспитује западна модерност, као доминантни идеолошки и нормативни оквир савременог света, из перспективе савремене исламске мисли двадесетог века. Полазна тачка анализе јесу теоцентрична начела тевхида и хакимије као кључни нормативни и космолошки оквир, који утемељују Божју заједницу као заједницу смисла и сврхе. За разлику од (пост)просветитељског светоназора, у којем релативизам и епистемолошка флуидност подривају стабилне моралне и онтолошке оријентације, исламски холистички поглед на свет почива на апсолутној Истини (ал-Хак) и свеприсутном божанском ауторитету који интегрише духовне, друштвене, политичке и етичке сфере. Рад анализира како су мислиоци попут ел Бане, Мавдудија, Кутба, ел Садра, Шаријатија и Хомеинија критиковали секуларизам, материјализам, индивидуализам и колонијалну епистемолошку доминацију, афирмишући исламску мисао као извор отпора и политичке алтернативе. У раду се посебно разматрају процеси епистемицида, вестоксификације и појава „добрих“ муслимана који интериоризују западне вредности на рачун исламске епистемолошке суверености. Закључно, исламска критика модерности представљена у овом раду није пуко теоријско преиспитивање, већ артикулисани политички и етички пројекат усмерен ка изградњи праведнијег и плуриверзалног поретка у савезу са другим деколонијалним покретима глобалног Југа

    Rad istražuje upotrebu metafora kruga i Porfirijevog drveta u delu Boetija, posebno u Utehi filosofije i komentarima na Porfirijeve Is- agoge. Boetije koristi krug i kuglu da ilustruje božansku supstancu, Proviđenje i kretanje duše kroz koncentrične krugove, dok Porfirijevo drvo organizuje bića po rodu, vrsti, razlici, svojstvu i slučajnom svoj- stvu. Analiza pokazuje kako Boetije povezuje neoplatoničku trijadu prebivanja, proishođenja i povratka sa kosmološkom i psihološkom strukturom sveta. Krug i drvo služe kao komplementarne metafore za kretanje bića ka Bogu i za filozofsku kontemplaciju

    Commoning the museum: participation and the civic role of contemporary art museums in global cities

    Contemporary art museums are being reconfigured as civic infrastructures in global urban contexts. Once associated primarily with symbolic authority and elite cultural capital, museums are increasingly instantiated as participatory spaces that foster community engagement. This theory-driven multiple-case analysis of five institutions illustrates how museums negotiate tensions between authority and openness, heritage and experimentation, and global positioning and local accountability. Its findings indicate museums are operating as civic infrastructures integral to collective urban life: participatory initiatives can redistribute cultural authority but remain contested. Transformative potential depends on sustained practices of shared responsibility, care, and collective imagination; such practices are fragile and constrained by precarious funding, governance limits, and pressures from the global cultural economy. By practicing commoning and care, cultivating participation, and embedding themselves in urban environments, museums function as innovative laboratories for reimagining more inclusive and adaptive urban futures

    Sociologija Mladena Lazića je oduvek bila sinonim za teorijski suptilno i inovativno, a opet empirijski zasnovano, razmatranje različitih aspekata (samo)proizvodnje društvenog života. Tako na primer, razvrstavanje analitičkih okvira koje zatičemo u njegovoj knjizi Čekajući kapitalizam zasigurno predstavlja važan doprinos promišljanju i lokalnoj artikulaciji klasičnog sociološkog pitanja o odnosu strukture i moći delanja (agency). U ovom radu, fokusiraćemo se na kolektivno delanje u kontekstu svakodnevnog života i pokušati da ispitamo sociološke implikacije naizgled inherentno partikularnih odjeka kolektivnog delanja klasa u doba „stabilokratije“ i „iliberalnih“ režima. U radu ćemo formulisati argument da klasa, kao jedna od centralnih osa društvene diferencijacije, u ovim režimima poprima jedno dodatno svojstvo u odnosu na konvencionalnije društvene formacije – ona može postati činilac koji otežava formiranje angažovanih kolektiva u momentima naglašene društvene krize. Ovo je, prema našem shvatanju, naročito problematično stoga što se masovna mobilizacija za društvenu promenu u ovakvim, adaptabilnim i sofisticiranim režimima, može dogoditi jedino u momentima naglašene krize. U tom pogledu, posebno ćemo se osvrnuti na komplementarnost Lazićevih istraživanja sa savremenim uvidima iz oblasti participativne demokratije i teorije angažmana, koji nam mogu kontrastirati arene sistemskog delovanja sa arenama otpora (contentious politics)

    Towards an Innovative Democracy: Institutionalizing Participation in Challenging Times

    Democratic innovations designed to deepen citizen involvement, inclusion, and decision-making legitimacy increasingly face a question: how can experimental practices transition into stable and enduring institutional forms capable of sustaining meaningful impacts? Institutionalization exceeds legal codification, spanning regulatory, administrative, and cultural processes that socially and politically embed participatory practices in the contexts where they take place. This includes the symbolic aspect whereby citizens recognize these innovations as indispensable to democracy’s fabric, thanks to the authority and legitimacy conquered through their own concrete impacts. This editorial stresses that institutionalization involves balancing standardization for durability with maintaining creativity and flexibility to avoid ossification or co-optation. Hence, some challenges emerge, such as the Collingridge dilemma, according to which governing fast-evolving innovations struggles to keep pace with the incremental slow-rhythm of legal adaptation. Through a brief synthesis of the articles that compose this thematic issue, this text highlights how theoretical reflections and empirical case studies are combined to show how different political and cultural contexts shape institutionalization dynamics. Collectively, these contributions enrich the understanding of how democratic innovations can foster more inclusive, resilient democratic governance amid contemporary challenges

    Mining-Scapes of Participation in Serbian Extractive Regions: Enhancing Participatory Processes in Decision-Making

    Extractive regions are among the most visible frontlines of the Anthropocene as they are areas where the environmental and social consequences of intensive resource exploitation are concentrated. In Serbia, mining areas such as Bor and Majdanpek represent complex socio-spatial assemblages in which everyday life, work, and governance intersect under pressures of neoliberal development and ecological degradation. This study aims to identify the challenges and opportunities for citizen participation in mining regions, providing guidance on enhancing participatory processes in decision-making. To operationalise this aim, the study pursues three objectives: (1) to assess residents’ awareness, participation practices, access to information, and motivation to engage in planning; (2) to identify perceived barriers and opportunities for participation; and (3) to formulate recommendations for improving participatory and communication processes in extractive-region governance. Accordingly, the research is guided by the main question: How do residents of the Bor–Majdanpek mining region perceive opportunities and barriers to public participation in planning and decision-making processes? To address this question, a face-to-face field survey was conducted in the summer of 2024 with a random sample of residents (N = 300). In this mixed-methods exploratory study, primary survey data were analysed using descriptive and inferential statistical methods. In contrast, open-ended questions were analysed qualitatively to capture respondents’ detailed perceptions and suggestions. Findings indicate limited awareness of planning procedures, low participation experience, and structural barriers related to information access, trust, and institutional responsiveness. At the same time, respondents show a strong interest in more transparent, accessible, and dialogic forms of engagement. This study demonstrates that citizen participation in extractive landscapes is not only a procedural requirement but a mechanism to strengthen democratic governance and rebuild trust. Insights from Bor–Majdanpek provide an evidence base for improving participatory practices in mining regions undergoing socio-environmental transformation

    Građanska sfera i u njenim okvirima postojana tribalna nezadovoljstva: Muslimanska zabrana obavijena sakralizovanim binarnostima

    This article explores how primordial, tribally rooted bonds become sacralized within the Civil Sphere (CS), challenging prevailing assumptions about the sphere’s inertial universal horizon. Through a structuralist- hermeneutic analysis of communicative and regulatory institutions surrounding the Trump Administration’s Muslim Ban (2017–2021), the study reveals how exclusionary, anti-civil policies become legitimized within ostensibly civil frameworks. Central to this dynamic is a paradox within the CS, wherein the discourse of liberty inherently justifies repression when targeted groups are represented as threats to democratic universality. This analysis demonstrates the persistence of a “tribal solidaristic horizon,” rooted in primordial ties to blood, land, and religion, strategically mobilized through civil motives, relations, and institutions to narrow solidarity. The Muslim Ban initially faced fierce opposition, characterized by widespread protests and judicial scrutiny framed by civil binaries profaning the ban as un-American, anti-democratic, and unconstitutional. Subsequent iterations adapted strategically to these cultural binaries, gaining legitimacy through orderly, procedural implementation. This strategic civil rebranding exemplifies how primordial ties—grounded in race, place, and religious identity—continue to shape and constrain the civil sphere, facilitating democratic backsliding through the relativization and manipulation of civil motives, relations, and institutions. Ultimately, the study extends Civil Sphere Theory by underscoring vulnerabilities to relativization of core cultural binaries, highlighting that resilience in democratic societies requires critical recognition of how civil discourses themselves can be co-opted to legitimize exclusion. The Muslim Ban case thus reveals significant deficits in universalistic CS resilience, signaling vulnerability to sustained exclusion despite apparent civil repair.Ovaj članak istražuje kako se primordijalne, plemenski ukorenjene veze sakralizuju unutar građanske sfere (GS), dovodeći u pitanje dominantne pretpostavke o njenom univerzalnom horizontu. Kroz strukturalističko-hermeneutičku analizu komunikativnih i regulatornih institucija koje su bile uključene u takozvanu Muslimansku zabranu prve administracije Donalda Trampa (2017–2021), studija otkriva kako isključujuće, anticivilne politike mogu postati legitimne unutar prividno građanskih okvira. U središtu ovog procesa leži paradoks građanske sfere: diskurs slobode istovremeno opravdava represiju kada su ciljne grupe predstavljene kao pretnja demokratskoj univerzalnosti. Analiza pokazuje postojanost „tribalnog solidarističkog horizonta“, ukorenjenog u krvnom srodstvu, zemlji i religiji, koji se strateški mobilizuje kroz građanske motive, odnose i institucije kako bi suzio polje solidarnosti. Muslimanska zabrana se na početku suočila sa snažnim otporom, praćenim masovnim protestima i sudskim osporavanjem, pri čemu su građanske binarnosti oblikovale diskurs osude, predstavljajući zabranu kao neameričku, antidemokratsku i protivustavnu. Kasnije verzije Muslimanske zabrane strateški su se prilagodile ovim kulturnim binarnim opozicijama, stičući legitimnost kroz proceduralnu i formalno uređenu implementaciju. Ovaj proces strateškog građanskog rebrendiranja otkriva da se primordijalne veze, ukorenjene u rasi, teritoriji i religijskom identitetu, koriste u oblikovanju građanske sfere i kreiranju njenih granica, te da doprinose procesu demokratskog nazadovanja kroz relativizaciju i manipulaciju građanskim motivima, odnosima i institucijama. Konačno, studija proširuje teoriju građanske sfere isticanjem njene ranjivosti na relativizaciju ključnih kulturnih binarnosti, naglašavajući da otpornost demokratskih društava zahteva kritičku svest o tome kako se građanski diskursi mogu kooptirati radi legitimizacije isključenja. Slučaj Muslimanske zabrane tako otkriva ozbiljne deficite u otpornosti građanske sfere, ukazujući na njenu temeljnu ranjivost kroz sklonost ka isključivanju, uprkos prividnim procesima građanske obnove
