    Mesto i značaj društveno-humanističkih nauka u savremenom vojnom obrazovanju

    In this paper authors aim to explore and explain the place and significance of social sciences and humanities education in today’s military education. By analyzing the impact that rapid progress of technological sciences has made on entire societies, the authors assert that problems and challenges of the modern world are even more pronounced and dangerous in the military realm, despite the military being necessarily separated from society in virtually all aspects, including education. Authors recognize several important and perilous problems in the context of the military which are produced by technological breakthroughs, and conclude that the optimal approach to solving these problems is systematic and genuine education in social sciences and humanities at modern military schools. The authors conclude that members of the military are not just in need of education in social sciences and humanities, but that it is owed to them by their institutions and their societies, due to the highly specific mission of the military and demands that society has from them.U ovom radu autori nastoje da istraže i objasne mesto i značaj obrazovanja u sferi društveno-humanističkih nauka u današnjem vojnom obrazovanju. Analizom uticaja rapidnog napretka tehnoloških nauka na celokupno društvo, autori ukazuju na činjenicu da su problemi i izazovi savremenog sveta još izraženiji i opasniji u vojnom domenu, uprkos činjenici da je vojska nužno odvojena od ostatka društva u gotovo svim aspektima, uključujući i obrazovanje. Autori identifikuju nekoliko važnih i opasnih problema u kontekstu vojske koji su rezultat tehnoloških otkrića i inovacija, te zaključuju da je optimalan pristup rešavanju ovih problema sistematično i pravo obrazovanje u oblasti društveno-humanističkih nauka u savremenim vojnim školama. Na kraju, autori dolaze do zaključka da je pripadnicima vojske obrazovanje iz sfere društveno-humanističkih nauka ne samo neophodno, već da im njihove institucije i njihova društva duguju upravo takvo obrazovanje usled specifične misije vojske i zahteva koje društvo ispostavlja pred pripadnike ove institucije

    The Phantom Menace: A New Perspective on Right-Wing Parties in Serbia

    This study offers a slightly different perspective on the right-wing parties inSerbia. Media outlets, politicians, and even some researchers frequently highlight thealleged threat to Serbia’s political stability posed by far-right parties. Such narrativesargue that the rise of these parties, driven by platforms of nationalist revisionism andpro-Russian foreign policy, could have detrimental consequences for regional stability,European integration, and minority rights. This paper examines the existence of thatperceived threat, starting from the hypothesis that the far-right in Serbia in current con-text does not constitute a political project with significant medium-term potential. Thearguments presented are supported by an analysis of the attitudes and demographicsof potential right-wing voters, derived from a longitudinal examination of public opin-ion data, as well as an analysis of behavior and electoral performance of these parties.The argument is premised on the notion that traditional socio-economically dissatis-fied groups, which would typically form the core constituency of the far-right, are infact mobilized by the ruling populist party in Serbia. Employing the big tent approach,the ruling party occasionally resorts to radical rhetoric while implementing completelycontrasting policies, both domestic and foreign. Additionally, the Serbian far-right isfragmented and often shows signs of co-optation by the hybrid regime, contributingto its inefficiency. If confirmed, these findings would lead to the conclusion that thethreat from this side of political spectrum is overstated, and primarily comes from acommunication strategy of the ruling party, utilizing it in order to mobilize domesticand international support (or relieve the pressure) during critical junctures

    The Concept of Ecstasy in Schelling’s Philosophy and its Contemporary Implications

    U ovom članku će najpre biti predstavljena kratka pojmovna istorija ekstaze, zatim će se analizirati Šelingov dvostruki koncept ekstaze: ekstaza Boga, odnosno ekstaza „ja”. Šelingov koncept ekstaze ćemo interpretirati iz filozofske i teološke perspektive, imajući u vidu kompleksnost njegovog opusa. Na kraju, nećemo se zadovoljiti tvrdnjom da se pomoću ovog pojma može razumeti razvoj filozofije u 19. veku, nego ćemo zaključiti da Šelingov koncept ekstaze može služiti kao ključna inspiracija za savremenu filozofiju.This article will first present a brief conceptual history of ecstasy, then Schelling’s double concept of ecstasy will be analyzed: the ecstasy of God and the ecstasy of the “I”. We will interpret Schelling’s concept of ecstasy from a philosophical and theological perspective, bearing in mind the complexity of his work. In the end, we will not be satisfied with the claim that this concept can be used to understand the development of philosophy in the 19th century, but we will conclude that Schelling’s concept of ecstasy can serve as a key inspiration for contemporary philosophy

    Learning the neighbor's language Regional and minoritized languages as a resource in the European educational context

    This chapter examines how European regional and minoritized languages are institutionalized as a resource for the wider community, in light of historical and current language educational policies. The first part examines the European language policy on multilingualism and the multilingual educational strategies in modern history. It is pointed out that the European multilingual policy has been shaped by the standard language ideology, monoglot nationalism and the tension between the utilitarian and cultural language dimensions. In this discursive process, regional and minoritized languages are mostly related to the cultural sphere, whereas their instrumental value is ranked significantly lower than the value of the national majority and prestige foreign languages. A brief overview of multilingual language education implemented by certain imperial and socialist states makes it evident that multilingualism was approached as a resource that facilitated a strategic cohesion and administrative management of a diverse population, while different strategies were applied in formal and informal education. Based on contemporary sociolinguistic scholarship, the main part provides a selective critical analysis of the European educational models of contemporary nation states, which include regional and minoritized languages in the education of L2 speakers. The analysis shows that they are taught to L2 speakers to a limited extent, so as not to threaten the established ideological matrix of monoglot nationalism. In addition, their status in the curricula is the subject of much debate. It is argued that school curricula that include regional and minoritized languages for L2 speakers reinforce the already existing emic view of local languages as resources and contribute to a balanced social hierarchy among local communities, but they are still underdeveloped, constantly challenged and in decline, facing English as a global lingua franca.Ово поглавље испитује како су европски регионални и мањински језици институционализовани као ресурс за ширу заједницу, у светлу историјских и актуелних језичких образовних политика. Први део испитује европску језичку политику о вишејезичности и вишејезичне образовне стратегије у модерној историји. Истиче се да је европску вишејезичну политику обликовала идеологија стандардног језика, моноглотски национализам и тензија између утилитарне и културне језичке димензије. У овом дискурзивном процесу регионални и миноритизовани језици су углавном везани за културну сферу, док је њихова инструментална вредност рангирана знатно ниже од вредности националних већинских и престижних страних језика. Кратак преглед вишејезичког образовања које су спровеле одређене империјалне и социјалистичке државе показује да се вишејезичности приступало као ресурсу који омогућава стратешку кохезију и административно управљање разноликом популацијом, док су различите стратегије примењиване у формалном и неформалном образовању. Заснован на савременим социолингвистичким студијама, главни део поглавља пружа селективну критичку анализу европских образовних модела савремених националних држава, који укључују регионалне и миноритизоване језике у образовању говорника Л2. Анализа показује да говорницима у ограниченом обиму уче своје регионалне и мањинске језике као Л2, како не би угрозили успостављену идеолошку матрицу моноглотског национализма. Поред тога, статус ових језика у наставним плановима и програмима је предмет многих дебата. Тврди се да школски наставни планови и програми који укључују регионалне и миноритизоване језике за говорнике Л2 јачају већ постојећи емички поглед на локалне језике као ресурсе и доприносе уравнотеженој друштвеној хијерархији међу локалним заједницама, али су још увек неразвијени, стално оспорени и у опадању, суочавајући се са енглеским као глобалном лингвом франком.SERIES Routledge Handbooks of Language Learning in the Global Context; Series Editors Chris Shei, Weixiao We

    Politika proširenja Evropske unije (EU) često se tumači kao proces širenja zajednice vrednosti kroz evropeizaciju država kandidata. Tako shvaćena, evropeizacija obuhvata ne samo institucionalne promene, već i internalizaciju diskursa, identiteta i normi utemeljenih na evropskim vrednostima. Polazeći od poststrukturalističkog pristupa identitetu, rad problematizuje shvatanje evropeizacije kao jednostranog procesa širenja evropskih vrednosti, pri čemu se standardizacija vrednosti prepoznaje kao jedna od ključnih strategija političke legitimizacije evropskog identiteta. Kroz kritičku analizu izjava zvaničnika EU o proširenju (2019–2024), istražuje se kako se narativ o proširenju menja u kontekstu geopolitičkih promena – od narativa o širenju evropskih vrednosti na države kandidate, ka proširenju kao strategiji njihove zaštite i konsolidacije, uz redefinisanje odnosa između evropskog sopstva i (još uvek) ne-evropskog drugog. Analiza ukazuje na pomeranje fokusa sa usvajanja standarda demokratije i vladavine prava na usklađivanje sa zajedničkom spoljnom i bezbednosnom politikom kao dominantnim pokazateljem privrženosti evropskim vrednostima od strane država kandidata

    Citizens’ Assemblies and Public Service Media: Can Deliberation Revitalize Journalism’s Public Mission?

    In an age of hyper-polarization, the core values of public service media (PSM)—particularly universality—are more relevant than ever but are increasingly undermined by political pressure, commercial interests, and the evolving dynamics of digital platforms. These challenges are especially pronounced in post-conflict societies like Serbia, where the transformation of Radio Television of Serbia (RTS) from a propagandist state broadcaster into a genuine PSM remains incomplete. Over the past decade, public dissatisfaction with Serbian PSM reporting has frequently manifested in mass protests against captured institutions. Most recently, the 2024–2025 student protests brought tens of thousands in front of the RTS headquarters, demanding unbiased coverage. Adopting an audience perspective, this study explores how Serbian citizens envision RTS news coverage and audience interactions in the public interest. To investigate this, we will organize a one-day citizens’ assembly (scheduled for April 2025), bringing together 50 diverse participants for structured deliberation with peers, media experts, and policymakers. The assembly will reflect Serbia’s sociodemographic makeup, with an overrepresentation of ethnic minorities. Participants will develop recommendations to improve RTS reporting quality and public engagement. Findings will be discussed in the context of PSM transformations amid challenges such as media capture and platformization. Additionally, the study will examine the potential of democratic innovations like citizens’ assemblies to serve as media accountability mechanisms and bridge the gap between the normative ideals and actual performance of PSM

    Enlargement Debates: Discourses of Europeanness in the EU and the Western Balkans

    The research examines how discourses of Europeanness are constructed and questioned in debates on EU enlargement, in the light of its contested transformative approach centered around democratisation and emerging geopolitical paradigm. It investigates how enlargement is framed discursively in the European Parliament and in the national parliaments of Serbia and Montenegro. These two SEE countries are marked by contrasting trajectories in the EU accession negotiations process in recent years. While Montenegro forges ahead as a frontrunner in EU accession negotiations, Serbia is experiencing stagnation after a decade long democratic backsliding and authoritarian drift, which shapes the position of these countries in the symbolic map of Europe. Using thematic analysis, the research identifies patterns in argumentation, value frameworks, and political narratives through which Europe and European identity are discursively constructed and redefined. We link our research to broader debates on different approaches to the enlargement policy and the role of enlargement discourses in shaping identity of both the EU and the candidate countries. By uncovering tensions between the EU’s normative self-representation as a democratising actor and the pragmatic approach to the enlargement, we shed a light on the contested meanings of Europeanness. The findings contribute to a deeper understanding of the political discourse surrounding Western Balkan integration from a perspective identity politics and offer insights into both the obstacles and opportunities shaping the future of the EU enlargement and (Southeast)European identity amidst the geopolitical shift.Annual workshop: Worlding from South East Europe, remaking international relations Organised by the BISA South East Europe Working Group, this workshop brings together scholars and practitioners from across the region to explore contemporary developments in South East Europe. It foregrounds diverse theoretical, methodological, and empirical approaches that challenge dominant modes of knowledge production in international relations. The workshop welcomes extended abstracts and provides dedicated support for early career researchers in developing their work towards submission to the BISA annual conference and eventual scholarly publication

    Ovaj rad analizira transformacije francuskog političkog sistema kroz prizmu strukturnih promena političkog polja, pri čemu se institucije Pete republike ne tumače kao stabilni pravni okviri, već kao dinamičan prostor osporavanja u kojem akteri neprestano nastoje da očuvaju ili preraspodele odnose moći. Teorijsko-metodološki okvir rada oslanja se na institucionalističku perspektivu i koncepte političke reprezentacije, kao i na analize promena klasnih, kulturnih i identitetskih rascepa u savremenom francuskom društvu. Period od izbora Emanuela Makrona 2017. do vanrednih parlamentarnih izbora 2024. godine obeležen je destabilizacijom bipolarnog poretka, tripolarizacijom političkog polja i sve izraženijim tenzijama između ustavne arhitekture i realnih odnosa snaga. Dominantna uloga predsedničke vlasti pokazuje se kao nedovoljna za stabilno upravljanje u uslovima fragmentisanog političkog sistema, dok se mehanizmi odlučivanja sve češće oslanjaju na krizne ustavne instrumente. Rad pokazuje da se kriza ne može svesti na disfunkciju postojećih pravila, već zahteva dublje promišljanje institucionalnog poretka u skladu s novim društvenim i političkim dinamikama, otvarajući prostor za razmatranje alternativnih modela političke reprezentacije i ustavne reforme
