Potentials of Improved Opportunities and Obstacles to Development for Sustainable Community Projects in Mbinga District.
The study examined the potentials of improved opportunities and obstacles to development for sustainable community projects in Mbinga District Council. The study specifically focused on identifying the improved O & OD approaches applied to community projects; examining the sustainability role of the applied O & OD approaches; and determining the strategies that should be taken to improve the sustainability of community projects. The study employed a cross-sectional study design and collected data from 100 respondents who were randomly selected. Questionnaire, observation and focus group discussion were employed in this study. Data collected through questionnaire was analyzed through multiple analysis and descriptive statistics using SPSS. The study found that, community empowerment through community and ward facilitators are among of the O & OD approaches applied for community projects as well as capacity building through project implementation. It has also observed that financial and material contributions are among of the roles played by community for sustainability of their projects as well as participation in projects monitoring and evaluation. Moreover, the results revealed strategies such as trusting each other, transparency, community involvement in the whole process of project development and community sensitization to improve the sustainability of community projects. The study concludes that, O & OD exists at Mbinga District and uses approaches like community empowerment through ward and community facilitators, and project implementation by the community for community projects. The study recommends that more efforts should be put to ensure that community develop and implement more projects for their prosperity.

Assessment of Factors Influencing Performance of Compensation Projects in Tanzania: A Case of Standard Gauge Railway Compensation Project.
The purpose of this study was to assess the factors influencing performance of the SGR compensation project. It had four specific objectives which are: to examine the role of stakeholders’ participation in Performance of SGR compensation project; to examine the role of communication in Performance of SGR compensation project; to examine the role of monitoring and evaluation (M&E) in Performance of SGR compensation project; and to examine the role of project leadership in Performance of SGR compensation project. This study adopted the quantitative research approach. The sample size was 331 respondents. Data collected was analyzed through IBM Statistical Package for Social Science version 20 computer program; where, the descriptive analysis and regression analysis was run. The study results revealed that the relationship between stakeholders’ participation and performance of the project was effective. The relationship between project communication and performance of the project was effective. The relationship between M&E and performance of the project was not effective. The relationship between project leadership and performance of the project was very effective. Therefore, the factors that contributed much to the performance of the project were stakeholders’ participation, communication and project leadership. The study recommended that M&E activities on compensation projects should be more participatory and M&E information to be shared with respective stakeholders.

The Effect of Transformational Leadership on Managing Changes in Secondary Schools in Kinondoni Municipality, Tanzania.
This study investigated the effect of transformational leadership in managing changes in secondary schools. Specifically, the study firstly examined the role of inspiration motivation in managing changes; then examined the role of intellectual stimulation in influencing changes; and lastly assessed the role of individual consideration in influencing changes in secondary schools. This study used mixed research approach and cross-sectional design. The study deployed questionnaires and interviews to collect data from 80 teachers in secondary schools located at Kinondoni Municipality. The findings revealed that inspiration and motivation influenced change acceptance based on leaders’ ability to set visions and clearly make them known to subordinates. This seemed supported by subordinates’ self-esteem and satisfaction in managing changes in secondary schools. Moreover, intellectual stimulation influenced changes in schools through leaders’ inspirational and encouragement of followers to work independently which arouse creativity, imagination and ability to know and solve problems that embedded to changes in secondary schools. The findings posited that individual consideration influenced changes in schools due to leaders’ care of teachers’ needs, mentor, coach and guide followers’ situations. The study concluded that transformational leadership escalate the process of inducing changes in schools. It recommends leaders to promote confidence and create conducive working environment for teachers’ wellbeing and commitment to change initiatives.

Factors Affecting Accountability and its Impact on Financial Management in Local Government Authorities: A Case Study of Chamwino District Council in Dodoma Region.
The general purpose of this study was to determine the assessment of the factors affecting accountability and its impact on financial management in local government authorities in Tanzania a case study of Chamwino District Council in Dodoma Region. The study was based on four specific research objectives: To examine the effect of the leadership system on financial management, to examine the effect of technological infrastructure on financial management, to examine the effect of cash management on financial management and to examine the effect of budgetary control on financial management in local government authorities. The study relied on rigorous review of various documents, including various financial statements, reports, policies, and various laws and regulations governing in the country. Additionally, the study used a sample size of 155 that include Director, heads of departments and units, principles officers, senior officers and junior officers. Selected based on operating nationally and are currently actively operational. This study was conducted using purposive sampling through descriptive survey research design. The study found that Leadership system has a strong correlation with financial management and accountability but is not statistically significant; technological Infrastructure, cash management practices, and budgetary control all had near perfect positive correlation with financial Management and accountability. It is therefore concluded that, for LGA to be financially sustainable they need to have good financial management, diversify their income and have a capable management. The study recommends training of their staff on communication skills so as to ably communicate with donors, income diversification streams, financial management and qualified management members among other skills needed for effectively running an LGA in this highly competitive environment.

Influence of Monitoring and Evaluation on Fire Safety Buildings Regulations Performance in Tanzania: A Case of Dodoma Station.
The purpose of this study was to examine the influence of Monitoring and Evaluation on Fire Safety Buildings Regulations Performance in Dodoma Station. The study involved sample size of 79 respondents of the fire station staff, who were selected random sampling. Data for this study was interview and questionnaire methods by purposeful sampling and stratified random sampling. The research design was employed with quantitative and qualitative methods of data analysis were used. The findings revealed that fire precautions in building regulations are very important on the influence of the implementation of fire safety standards in public buildings, also revealed strongly agreed that most of the fire safety staff are sometimes communicate fire information face to face on scene. Furthermore, the correlation results are between range of 0.5 to 1.0; this shows that there is a strong positive relationship (association) between the variables. The study concluded that that the compliance to building inspection standards, means of information and communication of building fire safety and communication for inspection on building fire safety practices are influence of monitoring and evaluation which contributes to the fire safety buildings regulations performance. The study recommended that the fire stations to conduct training and collaboration with local governments and municipal authorities for implementing the use of regulations to fire safety practices.

The Influence of Organizational Resources on the Performance of Village Community Banks in Iringa Municipality.
This study assessed the influence of organizational resources on the performance of village community banks in Iringa Municipality. Specifically, the study examined the influence of three resource categories namely; financial resources, physical resources and human resources on the performance of village community banks in Iringa Municipality. The study followed a positivist research philosophy which is good for finding patterns and relationships between social factors. The study employed a quantitative research approach with an explanatory cross-sectional design. The target population for the study was 121 members subscribed to the four selected village community banks in Iringa Municipality, from whom sample of 93 respondents was drawn using simple random sampling method. Data were collected using a structured questionnaire and analyzed using descriptive statistics namely frequencies and percentages and inferential statistics, particularly multiple linear regression. The regression analysis revealed that there is a significant positive relationship between Financial Resources and the performance of VICOBA, between Human Resources and the performance of VICOBA and between Physical resources and the performance of VICOBA. The report recommends expanding financial resources in the form of cash, bank cash deposits and investments, as well as providing members with training, expertise and knowledge and nurturing a sense of commitment. The establishment of physical offices and other infrastructure by village community banks is necessary for enhancing daily operations.

Effect of Community Participation on Public Project Implementation in Tanzania: A Case of Temeke Municipal Council.
This study was conducted to assess the effect of community participation in public project implementation in Tanzania. Specifically, the study intended to determine whether there in community participation in public project implementation in Temeke Municipal, to assess the economic effects of community participation in public project implementation in Temeke Municipal and to examine the social effects of community participation in public project implementation in Temeke Municipal. The study was backed up by top-down approach theory, the stakeholder theory and Diffusion on Innovation (DOI). These theories explain how public project organizers can better understand the dynamics of community involvement and tailor their approaches to maximize community participation. The study adopted a descriptive research design as a study design. A structured questionnaire was used to collect data from 100 respondents. The collected data were analyzed quantitatively. Findings revealed that, community has low participation in public project implementation in terms of passive participation, information giving, participation by consultation, participation for material incentives, functional participation, interactive participation, and self-mobilization. It was also found that, community participant has significant positive economic effect in project implementation through resource mobilization, distribution of benefits, and service access. In addition, results indicate that, community participation affect social aspects including democracy, promotion of decision making, open exchange of information, collaborative problem solving, and creation of local networks of community members. Community participation, social effects and economic effects were found to contribute 77% of public project implementation.

Impact of Climate Change on Indigenous Milk Producing Cattle Among Agro-Pastoral Community in Tabora District, Tanzania.
The current problems in the world are the variation in rainfall, shortage of feeds and water, incidence of disease and the increase in temperature; these are come about due to climate change. So the objective of this research study is the impact of climate change on indigenous milk producing cattle among agro pastoralist and their coping strategies in Tabora District. Both quantitative and qualitative data collection method were used when engaging with agro pastoralist household, government officials such as. Secondary data were obtained from existing statistical sources, library and documentation centre and from governmental agencies (e.g. TMA) rainfall and temperature records. Primary data collection was undertaken through structured questionnaire, Focus group discussion and Face to face interview. Data collected include rainfall and temperature data (annual), the opinion on increase and decrease of temperature and their adaptive strategies mechanism. The result show that agro pastoralist perception (64%) indicates that there are agreed that climate change had happen and continue to occur. Most of them (36%) claim that there are increases of temperature. However (60%) of the agro pastoralist learns about climate change through radio programme and only (8%) from Television programme (TV). Furthermore, the majority of respondent (74.4%) agreed that rainfall has decreased in amount and its timing has become unpredictable. In Tabora District shows the decline of rainfall of (61%) which has occurred in long rain (March to May) and in short rain it shows the Decline in Rainfall of (71%). Hence, a rainfall trend in Tabora District is differentiating by Negative trends.

Motivation and Performance of Teachers in Government Secondary Schools in Bagamoyo District.
This study sought to examine how school related elements (school environment, compensation, and school administration) affect the performance of government secondary school teachers in Bagamoyo District. Specifically, the study sought to assess the impact of the school environment, remuneration, and school administration on secondary school teachers' performance. Questionnaires and interview were utilized to collect both qualitative and quantitative data in a mixed-methods approach. The study employed both random and purposive sampling procedures to gather a sample of 81 respondents from the Bagamoyo district council, which included teachers, head teachers, and the District Education Officer. The study discovered that the school environment, remuneration, and school management played a significant impact in improving teachers' performance. As a result, this study suggests that: (i) the government (both central and the Local Authority) should improve the school environment to attract both teachers and students; (ii) the government should think of increasing teachers’ salaries and other benefits to make teachers meet living costs and be satisfied with their job as a way of gaining their commitment; and (iii) school management should be empowered to support, monitor and assess the day-to-day school activities efficiently

Lengo la tasnifu ni kutathmini athari za lugha ya Kisukuma Katika Kujifunza lugha ya Kiswahili sanifu kwa Wanafunzi wa Shule za Msingi, sababu za athari hizo na mbinu za kutatua athari hizo. Utafiti huu umefanywa katika mkoa wa Tabora, wilaya ya Tabora mjini katika Shule za msingi za Mwenge, Isike, Mihayo na Kitete. Utafiti huu umetumia nadharia ya Uchanganuzi Linganishi ambayo hutoa maelezo juu ya lugha ya kwanza na lugha ya pili ambapo kwa muktadha wa kazi hii ni lugha ya Kisukuma na Kiswahili. Utafiti huu ulitumia mbinu mbili za ukusanyaji data ambazo ni; hojaji na mahojiano. Sampuli ya utafiti huu iliteuliwa kwa kutumia mbinu yenye madhumuni maalumu na mbinu bahatishi. Matokeo ya utafiti huu yanabainisha kuwa, athari za matamshi zinazojitokeza kwa wanafunzi wanapojifunza lugha ya Kiswahili. Athari hizo ni pamoja na udondoshaji wa sauti, kutumia sauti zinazokaribiana, athari za kimofolojia za lugha ya Kisukuma katika kujifunza lugha ya Kiswahili Sanifu. Data za utafiti huu zinathibitisha kuwa kuna athari za kimofolojia za lugha ya kisukuma ambazo pia zinajitokeza kwa wazungumzaji wa kisukuma wanaojifunza Kiswahili sanifu. Miongoni mwa athari zilizobainika ni kuongeza viambishi visivyohitajika katika maneno. Kiwango cha athari za kifonolojia na kimofolojia alizogundua mtafiti, ilihusisha matamshi, kuongeza viambishi ambavyo vilitokana katika lugha ya Kisukuma katika kujifunza lugha ya Kiswahili sanifu. Matokeo ya utafiti huu yanaweza kutumiwa na Taasisi ya ukuzaji mitaala kutoa mapendekezo kwa wanaojifunza Kiswahili kwa kuwashirikisha wanafunzi kimazungumzo kwa lengo la kuinua kiwango cha umilisi wa lugha. Hitimisho kwanza utafiti huu umeshughulikia athari za Lugha ya Kisukuma katika kujifunza Lugha ya Kiswahili sanifu, ni matarajio ya mtafiti kwamba, watafiti wengine wanaweza kufanya utafiti juu ya athari za lugha nyingine za Kibantu zinazotokana na tofauti za kisarufi baina ya lugha hizi mbili
