The Contributions of Training and Development on the Employee Job Performance in Tanzania :The case of Bariadi Town Council.
This study was conducted in Bariadi Town Council in Simiyu Region. The study aimed to examine the contributions of training and development on employee job performance in Tanzania. The assessment were in deep looking on three objectives including; To examine the effects of apprenticeship training on employee job performance, To investigate the effects of on-the-job training on employee job performance and finally, To identify the Challenges hinders effective training and development of employees. Guided by Human Capital Theory, the study employed an interpretivist philosophy and a case study approach. Data were collected through interview guide and documentary review achieving saturation after interviewing 78 participants. Thematic analysis was used to analyze the data, presenting findings through views, opinions, and direct quotations.The results indicated that training and development significantly enhance employee job performance. From that, it shows that Bariadi Town Council practices on-the-job training through various methods, including induction, orientation, in-service training, and workshops. However, budget constraints, institution culture, nepotism and political will limit the frequency and quality of these programs, undermining their overall effectiveness. Despite these challenges, on the job training was found to improve employee competence, service delivery, task completion, job satisfaction and innovation by equipping staff with essential skills and problem solving abilities. To strengthen training and development interventions, the study recommends increasing budget allocations, enhancing management training and implementing continuous evaluation of training programs to effectively address these challenges.

Impact of Employee Relations on Organizations’ Performance in Tanzanian Rural Areas: A Case of Nanyumbu District-Mtwara Region.
One of the most important and crucial aspects of an organization's everyday operations is employee relations. Effective employee relations result in deeply committed, motivated, and devoted representatives inside the organizations. The goal of the study was to determine how employee relations affected Nanyumbu District organizations' performance. The study concentrated on the effects of job security, communication, working conditions, and employee motivation on organizational performance. The research design used in the study was descriptive. All employees in the rural Nanyumbu district. A sample size of 154 respondents was used. To gather information from the field, questionnaires were employed. The gathered data was analyzed using descriptive analysis techniques and inferential statistics. The study's findings showed that working circumstances had a considerable favorable impact on organizational performance. Furthermore, the outcomes demonstrated that favorable working circumstances had a beneficial impact on organizational performance. Furthermore, the study's findings suggested that job security and organizational performance have a strong positive association. The study concludes by recommending that Nanyumbu District's human resource management pay attention to these employee relations practices, develop the best employee management techniques and strategies, provide assistance to subordinates, and establish clear communication channels that will streamline district communications.

Protection of Personal Data in E-Health: A Comparative Perspective Between Tanzania and Germany.
This doctrinal and comparative legal research investigates the legal implications of processing personal data in Tanzania's electronic healthcare services (e-Health). The study provides insight into the privacy of health records in the legal and regulatory framework for protecting patients’ health records in Tanzania’s e-Health systems by using the German legal and regulatory framework as a model for legislative reforms.
This study establishes that Tanzania does not have a harmonized and specific law governing electronically generated health data. The available Data Protection Regulation does not guarantee personal data protection under e-Health systems. The
problem emanates from existing health policy, on the one hand, and the legislator’s failure to address legal challenges caused by the application of technology in protecting patients’ information in the e-Healthcare delivery system, on the other. Therefore, the study urges the Government of Tanzania to adopt harmonized laws to protect patients' privacy under the e-Health delivery system by using the German
framework as a benchmark.

Fiscal Decentralization and Provision of Maternal Health Care in Uganda: Experience from Selected Public Health Centres in Kampala City.
The study investigated the relationship between fiscal decentralization and the quality of maternal health in public health centres in Kampala Capital City Authority in Uganda. The purpose was to assess the impact of fiscal decentralization on the provision of maternal health in health centres. A case study design, with both qualitative and quantitative approaches, was applied. Questionnaires and interviews were used as the data collection tools from a sample size of 172. Data was analysed qualitatively by use of thematic and quantitatively by use of mean and standard
deviation, correlation and regression analysis. Findings showed that, there were no significant effects of expenditure of Central Government and of KCCA on the provision of quality maternal health care; therefore, the quality of maternal health in KCCA health centres was poor. Results established that every year the budget was met and staff of Health Centres and KCCA had powers to make decision of the funds and showed a strong relationship. The regression analysis showed that Central Government revenue and of KCCA would affect the provision of quality maternal care. The study concluded that there were no significant effects of the Central Government Revenue on the provision of quality maternal care in KCCA and
recommended that Central Government allocation should be improved, and KCCA administration must adopt best practices such as anti-corruption strategies and the leadership of health centres and KCCA must practice best planning, good
governance and transparency.

Effect of On-the-Job Training Programme on Employees’ Performance in Public Sector in Tanzania: A Case of Tanzania Electric Supply Company Limited Dar es Salaam (TANESCO).
The study aimed to examine the effects of on job training programs on employee performance in the public sector in Tanzania with a specific focus on TANESCO. Specifically; To examine the effect of mentoring implementation on employee performance at TANESCO, determine the effect of job rotation on employee performance at TANESCO and to determine the effect of coaching on employee performance at TANESCO. This study was an explanatory research design and the study employed questionnaire as tool for data collection. Quantitative data analysed with the help of SPSS, also, the study used inferential analysis, which included correlation coefficient, and multiple regression, to determine the strength between independent variables and the dependent variable of the study. The findings showed that integrating mentoring and job rotation into on-the-job training programs at TANESCO yields substantial benefits employee performance. By investing strategically in mentoring, job rotation, and effective coaching, TANESCO enhances employee performance. The study concludes that there is a positive relationship between mentoring, job rotation, coaching, and employee performance. Mentoring implementation was found to be significantly associated with employee performance. Similarly, job rotation and coaching showed links to increase in employee performance.The study recommend that management should prioritize creating a supportive environment through mentoring implementation.

Effect of Human Resource Technology on Implementation of Human Resource Practices in Tanzania Public Sector.
This study examined to investigate the effect of human resource technology on implementation of human resource practices in Tanzania public sector. Specifically, the study aimed to assess the effect of recruitment management systems, performance management systems and human resource information systems on implementation of human resource practice in the public sector. Using structured questionnaire, the data were collected from a sample of 184 individuals selected from employees of the three councils of Songea district working in human resource and administration departments. The collected data were analysed by the use of descriptive statistics and multiple regression with the help of SPSS software, version 23. The study found that all three categories of technological systems used in this study have a positive and significant effect on performance of human resource practices in the researched public sector organisations. Based on these findings, it can be concluded that the integration of human resource technology in human resource management has fundamentally transformed the implementation of human resource practices within the Tanzania public sector by streamlining processes such recruitment, performance management, data accuracy, effective decision-making, better service delivery, as well as allowing for more strategic alignment of human resources with organizational goals. Thus, the study recommends that the central government and the management of public organisations should provide continuous support in terms of resources, trainings and policy improvement to ensure that the technological systems implemented in the public sector are functional and effective, as well as implementing strict and robust data security measures, given the sensitive nature of employee information managed by the technological systems.

The Effect of Monitoring and Evaluation on the Performance of Donor Funded Conservation Projects: A Case of World-Wide Fund for Nature Tanzania.
The study aimed to assess the impact of Monitoring and Evaluation (M&E) on the performance of donor-funded conservation projects in Tanzania, focusing on three specific objectives: the effect of M&E planning, stakeholder involvement in M&E, and M&E technical expertise on project performance. A descriptive research design and mixed-method approach were employed, targeting 60 employees at the World Wide Fund (WWF) and project stakeholders as key informants. Data were collected via questionnaires for employees and interviews for stakeholders. Quantitative data were analyzed using descriptive and regression analysis, while qualitative data were analyzed thematically.The findings revealed that M&E Planning (B = 0.525, p-value = 0.000) and M&E technical expertise (B = 0.432, p-value = 0.000) significantly and positively influence project performance. In contrast, stakeholder involvement in M&E (B = 0.044, p-value = 0.638) was found to have a positive but insignificant impact. The study therefore concludes that M&E planning and M&E technical expertise have a positive and significant impact on the performance of donor-funded conservation projects, while stakeholders’ involvement in M&E has a positive but insignificant impact on the performance of donor-funded conservation projects.It recommends implementing comprehensive M&E plans, including defining their scope, executing them, and establishing communication plans. Furthermore, involving stakeholders such as beneficiaries, local NGOs, government entities, and other partners in M&E activities is crucial. Lastly, employing technical experts is vital for successful M&E implementation in conservation projects
Effects of Urbanization on Sustainable Water Services Delivery in Kilombero District.
The study was conducted to determine the effects of urbanization on sustainable water service delivery in Kilombero District. Specifically, the study intended to identify mechanisms used to enhance water services, determine the willingness to pay for improved water services delivery, and assess the factors influencing urbanization.Purposive and simple random sampling techniques were used to select 96 household heads for participation. Data collection was achieved through a combination of interviews and questionnaires. Data were analyzed using descriptive statistical analysis, content analysis, and binary logistic regression to uncover the underlying trends and factors influencing water service delivery.The findings revealed that community participation in the management of water services emerged as the most significant mechanism for enhancing delivery. Additionally, the study found that the average amount individuals were willing to pay for improved water services indicating a potential avenue for funding enhancements in water infrastructure.Moreover, the research identified several demographic and socioeconomic factors that significantly influence willingness to pay for better water services. In conclusion, the study highlights the critical role of community participation as a key mechanism for enhancing water service delivery in Kilombero District. It also emphasizes the importance of involving community members at all stages of water project development, from planning to implementation and evaluation.

Factors Influencing Performance of Transport Sector in Tanzania Police Force, Mtwara: An Empirical Study.
The general objective of the study was to assess the factors influencing performance of transport sector in Tanzania police force in Mtwara. The theory of resource-based view was used in the study; the sample size was 92 respondents. Data collection was done using structured questionnaires, multiple regression technique was applied in analyzing data. The study revealed that resource allocation, organizational capabilities, and policy implementation had positive influence on the performance of transport sector in Mtwara, Tanzania and personnel skills had no effect of the transport performance. The research meanwhile examined if demographic characteristics like education level and job position had the influence on the transport sector performance. It was observed that even demographic details of respondents were considerably affected performance of transport sector. It was concluded that resource allocation, organization capabilities, and policy implementation have positive effects on the performance of transport sector in Tanzania police force in Mtwara region, however, personnel skills revealed not to have influence. The study further, provided recommendations based on the findings, among of which was how Tanzania police force should react on the inadequate resource allocation, application of innovative and modern technologies related to transport sector, ability to convert theory into practical as to fulfill the requirement of policy implementation.

The Contribution of Customary Land Titles to Rural Women’s Economic Empowerment in Tanzania: A Case Study of Mbozi District, Songwe Region.
This study examines the contribution of Customary Land Titles (CLTs) to the economic empowerment of rural women. Specifically, the study aimed to analyse the policy environment surrounding women’s access to CLTs in Tanzania; examine the extent to which women in Mbozi District access CLTs for economic empowerment; investigate the challenges women face in obtaining CLTs; and determine the benefits of CLTs for women’s economic empowerment in the district. Guided by the Sustainable Livelihood Framework, and Liberal and Radical Feminist theories, the research adopts a pragmatist philosophy, employing mixed methods research approach for data triangulation. A cross-sectional survey research design was conducted with 145 women holding CLTs, selected through purposive and snowball sampling from eight wards and villages. Data were gathered via questionnaires, focus group discussions (FGDs), in-depth interviews, and secondary sources. Qualitative data were analysed using content analysis, while quantitative data were processed using SPSS. The findings revealed that 71.7% of respondents were aware of Tanzania’s Land Policy and customary land ownership. However, 85.5% of the women cited challenges, with patriarchal domination being the most significant barrier for their access to CLTs. Despite these challenges, access to CLTs greatly enhanced rural women’s household economies, enabling 90.3% to use their land titles as collateral for loans. CLTs also contributed to gender equality, improved food security, and poverty reduction. The study concludes that increased awareness of land policies has improved women's access to CLTs, strengthening their decision-making power, income, and access to social services. Nevertheless, patriarchal practices, traditional inheritance systems, and socio-economic barriers continue to limit women’s full access to CLTs. The study recommends that the government and policymakers review land policies, promote educational campaigns to raise awareness of CLT rights, and work to eliminate patriarchal and traditional practices that obstruct women’s economic empowerment through land ownership
